Joan Martin-Banks, EPA Work Assignment Manager, tasked Booz·Allen & Hamilton Inc. (Booz·Allen) to perfonn activities to update a previous title search for the Delaware Sand & Gravel Landfill Site (the Site). Ms. Martin-Banks requested Booz·Allen to research and obtain any documents showing the involvement of Mr. Vincent Dell Aversano with the Site. Booz·Allen was tasked to research and obtain the following information for the Site, located in the city of New Castle, New Castle County, Delaware, and adjacent properties as described on the New Castle County Property Maps, Numbers 35 and 30, New Castle County, Delaware:
• Deedsffitle instruments, • Mortgage information, • Easements/Rights-of-way, • Liens/Judgments, • Tax Recordsffax Parcel Maps, and • Deedrritle instruments for properties adjacent to the Site.
Booz·Allen conducted the requested research at the New Castle County Courthouse in Wilmington, Delaware, and the Office of Recorders in New Castle, Delaware, to obtain the requested information. The following information was obtained through this title search.
Current Ownership of the Site property
• The Delaware Sand & Gravel Site is situated in Parcel 6, New Castle County Property Maps 35 and 30, New Castle, New Castle County, Delaware. The parcel contains 28.19 acres.
• Parcel 6, as shown on New Castle County Property Maps 35 and 30, is currently owned by Mr. Vincent Dell Aversano and Marcella M. Dell Aversano. The property was part of a conveyance from Joseph Dell Aversano and Anita Dell Aversano, to Vincent Dell Aversano and Marcella M. Dell Aversano, on October 19, 1973 (Book Deed L88, pages 587-589). Parcel 56, on New Castle County Property Maps 35 and

30, was also included in this conveyance.
• Parcel 56, New Castle County Property Maps 35 and 30, was owned by Vincent Dell Aversano and Marcella M. Dell Aversano until it was condemned by the State of Delaware (Book Deed Ll09, page 130). Parcel 56 is currently owned by New Castle County, Delaware and contains 65.13 acres.
Mortgage Information
• There is an unreleased mortgage concerning the Site property dated October 19, 1973, for the amount of $370,500.00 (Book 071, pages 113-117). This mortgage is between Mr. Vincent Dell Aversano and Mrs. Marcella M. Dell Aversano, his wife, Mortgagors and Mr. Joseph Dell Aversano and Mrs. Anita Dell Aversano, his wife, Mortgagees.
Liens/Judgements
• Booz·Allen obtained five unreleased Federal Tax Liens totaling $22,324.79. The most recent of these is dated July 25, 1983.
Tax Information
• Parcel 6 has a total assessment value of $341,800.00. This assessment value includes land and improvements.
• Parcel 6 has a total of$146,738.43 in outstanding taxes. Taxes have not been paid on the property since 1976.
