We are calling for written suggestions to be considered as we prepare a draft RMP for Council to adopt to go back out for public consultation later in October.

The first of two consultation documents is open for public consultation from Wednesday 22 July to Wednesday 23 September 2020.

The written suggestions we are seeking from the community are to be in relation to the current development of the reserves within the district, management and future development of our reserves.

Council is aiming to review the Reserve Mangement Plans for each park and reserve in the South Waikato over the

next few months. This is the first phase of consultation with the community and we are calling for written submissions.

What is a Reserve Management Plan?

AReserve Management Plan provides direction for the day-to-day management of reserves, factors that

impact upon these reserves, and establishes clear directions for future management and development where appropriate.

Reserve Management Plans (RMP) are created by Council and are a legal requirement under the Reserves Act 1977. RMPs for South Waikato’s reserves, parks and sportsgrounds were last reviewed in 2010 and we’re looking for your feedback about the future of our spaces.

What is the purpose of a Reserve Management Plan?

The Reserves Act 1977 requires (s.41(3)) that a management plan “provides for and ensures” the following:

• use, enjoyment, maintenance, protection, and preservation of the reserve(s) as the case may require;

• development (as appropriate) of the reserve(s) to the extent that the administering body’s resources permit, for the purpose for which each reserve is classified.

Reserve Management Plan• Urban Reserve Management Plan

• Step 1: Notification of intent to prepare a RMP We are at

this stage of the process

• Step 2: Receipt of suggestions and key stakeholder consultation

• Step 3: Preparation of the draft RMP

Council receives the written suggestions and consults with identified key stakeholders. Suggestions from all parties are taken into consideration in the preparation of a draft RMP.

• Step 5: Council Hearing

• Step 4: Public Submissions

• Step 6 Amendments and Adoption of RMP

• Step 7: Implementation of RMP

Council notifies the community of its intention to undertake preparation of an RMP and calls for written suggestions

During this stage Council is aiming to streamline RMP. The RMP remains the overarching document which states the outcomes, processes and procedures involved in the management of our reserves. A number of these are directly aligned to the Reserves Act 1977. .RMP documents will also be produced for the individual reserves which contain information on their locations, historical backgrounds, maintenance and future development options. These will be catagorised under Urban, Rural and Sportsground Reserves. Council will then prepare the RMP and the individual reserve plans for adoption as a Draft. The adopted draft RMP is released for public submissions for a minimum of two months.

Written submissions on the draft RMP are received from the community. Submitters will indicate whether they would like to verbally present their submissions at a Council hearing

Council implements the RMP through the LTP. This includes the day to day management of the reserve and the development of the reserve vision

Council prepares the amended RMP as a result of submissions made. Council then adopts the final RMP.

Council holds a hearing for verbal submissions to be made. Council then considers each submission (verbal and written), deliberates and makes a decision.
