DENVER INTERNATIONAL AIRPORT T1 ROADWAY PROJECT

PUBLIC ART BUDGET: APPROXIMATELY $200,000 USD

Introduction

The Denver International Airport (DEN) Art & Culture Program (in collaboration with Arts & Venues Denver) seeks to commission an artist or team of artists to create an exterior work of art for the north wall of the T1 Roadway and bus station for the new South Terminal Redevelopment

Program. The north wall is part of the Public Transit Center currently being constructed at DEN, and will be a very active bus station when it opens in 2015 and the artwork will be visible to the

thousands of employees and travelers arriving by bus every day. The DEN Art Committee has recommended artwork that will give color and/or luminosity to a

400-foot long masonry block wall on the north side of the bus drop-off area. Materials should be durable, easy to clean and maintain and able to withstand dirt and snow/ice-melt chemicals that

may be used in the area. This commission is open to artists/artist teams working in all media. The commission amount is $200,000 USD. Deadline for submitting portfolios is May 31, 2013,

5:00 PM MST. About the South Terminal Redevelopment Program

In 2011, Denver International Airport began its first major airport redevelopment project since opening in 1995. The construction of a hotel and conference center, and train station connecting

the airport to downtown completes the original vision for the airport. This five‐year, $500 million construction program will both strengthen the airport's connection to the city’s urban core and turn the airport itself into a travel destination that will serve as a catalyst for economic growth in

the Denver metro region.

The South Terminal Redevelopment Program is made up of three independent, yet physically integrated projects, which include the design and construction of:

519‐room Westin Hotel and Conference Center

Public Transit Center Public Plaza

The Westin Hotel and Conference Center are slated to open in 2015 and the Public Transit Center will open in early 2016.

Public Art: Parameters & Goals DIA’s South Terminal Redevelopment Program (STRP) will generate over $4.25 million in

permanent and temporary public art and design commissions over a three year period. Currently, the DIA Art Committee is seeking artists who are interested incorporating their designs and ideas into the area of the T1 Roadway on the north side of the Public Transit Center.

(Please See Attached Images)

Location: The approximately 400-foot long wall is situated at the north end of the new Public Transit Center that will be completed in 2015. The central part of the mural will be visible from the commuter rail station that will also be completed in 2015 and the full span of the

wall will be visible by thousands of employees and travelers arriving to the airport by bus.

Materials & Media: The Art Committee is open to a mural that could be applied to the 400-foot-long wall or other two- or three-dimensional artwork or light/sound-based work.

Durability & Maintenance: All public art projects in Colorado are exposed to weather, physical stresses and subject to vandalism. This artwork in particular should be fabricated of

highly durable, low-maintenance materials. Materials must be able to withstand extreme temperature changes, easy to clean and maintain and continue to function/look good during

winter months when the area will be wet and dirty from roadway use. Unique & Site-Specific: The selection panel seeks a unique, one-of-a-kind artwork for this

commission that is appropriate for a transit center in one of the world’s busiest airports. Artists must work with the operations and maintenance staff to make sure that the artwork

complies with all airport and FAA guidelines and does not impede the activities of the airport or transit center in any way.

Open Call: This project is open to all artists working in the materials & media listed above. Artists who currently live and work in the State of Colorado are encouraged to apply.

Budget The budget for this commission is approximately $200,000 USD which will be allocated to the

artists/team selected by the selection panel. This contract amount is inclusive of all costs associated with the project including, but not limited to the artist’s design fee, other consultation

fees such as structural engineering, insurance, including Colorado Workers Compensation and professional liability, small tools, materials, fabrication, transportation and installation, including any building or site modification required, travel to and from the site, per diem expenses,

project documentation, contingency to cover unexpected expenses and any other costs of any kind. For all work done on City property, prevailing wage requirements will be applied.

Pre-Submission Meeting

Information about this and application procedures will be provided during a pre-submission meeting or via video link (more information will be sent via email and posted on:

http://business.flydenver.com/bizops/artProgram.asp) Eligibility

This project is open to artists, regardless of race, color, creed, gender, gender variance, national origin, age, religion, marital status, political opinion or affiliation or mental or physical handicap.

Artists working in any media are eligible to apply. Artists are not required to have previous experience in public art. Emerging artists are encouraged to apply for this commission.

Maintenance and Durability All applicants are expected to consider the issues of long-term conservation and maintenance of

public art, along with time and budget. Public art projects are in the public realm and may therefore be exposed to weather, physical stresses and subject to vandalism. Public art projects should be fabricated of highly durable, low-maintenance materials. Semi-finalists are

encouraged to consult with a professional conservator prior to the submission of a final proposal. Artist proposals awarded contracts will be reviewed by the Denver International Airport

Management and Operations divisions for adherence to all airport, City, and federal standards of maintenance and durability including ADA standards.

How to Apply for this Opportunity: All artists who wish to apply for public art opportunities at Denver International Airport must

submit a portfolio for inclusion in the DIA South Terminal Redevelopment (STRP) Artist Registry.

Registry Description: DIA’s South Terminal Redevelopment Program (STRP) will generate over $4.25 million in

permanent and temporary public art and design commissions. The DEN Art and Culture Committee seeks artists who are interested incorporating their designs and ideas into this

unique setting. The STRP Artist Registry is now accepting portfolios of past work (or relevant conceptual work)

via Slideroom.com for Phase II commissions, which includes permanent and integrated artwork, design projects and temporary installations for the new South Terminal Redevelopment

Program. All portfolios entered into the registry during Phase II will be automatically entered into a broad

pool of artists to be considered for all future phases of STRP commissions. (The duration of the registry is expected to be 4-5 years). Artists may remove their portfolios from the registry or

change the media/materials on the registry at any time by sending an email to [email protected].

Registry Policies:

As with all City and County of Denver percent-for-art projects, parameters and criteria for invitation

and/or selection are developed by an Art Selection Committee made up of community members and

arts professionals. The STRP Art Committee was created specifically for the South Terminal

Redevelopment Program and is overseen by the Denver Commission on Cultural Affairs.

Artists and designers can be asked to submit their qualifications or portfolios of past work via invitation

or by open call.

Portfolios/applications will be reviewed by the Selection Panel for adherence to specific criteria,

suitability for the project, and overall artistic excellence.

All qualified individuals will be kept in a registry of artists who may be considered for future projects

over the next five years.

The registry will have a term of no longer than five years. At the end of that term, the artists in the

registry will be contacted by staff to update their information and portfolio or the artist registry will be

closed.

Artists can be removed from the registry at any time for any reason.

Designed to keep the registry at a manageable number, different registries can be created for different

purposes (design registry, sculpture registry, etc.).

Artists may submit portfolios for placement on the registry, but there is no guarantee of “pre-

qualification” or commission.

The art/design registries can be closed at any time for any reason; artists will be notified in this

instance.

There may be an entry fee associated with open calls. This fee is used only to offset the costs of the

registry system.
