State Bank of India invites RFP(Request for Proposals) from reputed, established and reliable System Integrators (Sis) on the basis of techno-commercial evaluation for Design, Supply, Installation, Testing and Commissioning of RGB LED external/facade illumination system displaying special effects on special days for Bank Heritage Buildings at Lucknow, Allahabad and Varanasi. The illumination of three buildings should be done aesthetically so as to reflect the Brand image of the Bank & create awareness about Brand SBI with dynamic colour changing LED luminaires with Integrated power and adjustable tilt angle facility for versatile and ease to use installation .

The RFP document, containing details on pre-qualification criteria, document requirements, application format etc., is to be downloaded from Bank website www.sbi.co.in under “Procurement News” from 02.11.2017 to 17.11.2017.

Interested bidders may offer their RFP on their own Official Letter Head with duly signed by the authorised signatory. The documents are to be sent in a sealed envelope addressed to the Assistant General Manager (Premises & Estate), State Bank of India, Premises & Department, 6th Floor, Local Head Office, Moti Mahal Marg, Hazratganj, Lucknow along with the information / documents/ credentials indicated in Annexure. The envelope should be super scribed “REQUEST FOR PROPOSAL FOR EXTERNAL FAÇADE LIGHTING WORKS OF BANKS HERITAGE BUILDINGS AT LUCKNOW, ALLAHABAD AND VARANASI”. This sealed RFP must be submitted in the Tender Box kept for this purpose at the Office of the Assistant General Manager (Premises & Estate), State Bank of India, Premises & Department, 6th Floor, Local Head Office, Moti Mahal Marg, Lucknow- 226001.

TENTATIVE SCOPE OF WORK:

The scope of work for which RFP is being floated is to Design, Supply, Installation, Integration, testing, Commissioning and Maintenance of dynamic RGB LED external /facade illumination for the underlisted heritage building of Bank displaying special effects on special days.:

a) State Bank of India, Lucknow Main Branch, Tara Wali Kothi, Moti Mahal, Marg, Hazratganj, Lucknow -226001 b) State Bank of India, Varanasi Main Branch, Near Kutchhery, Varanasi. c) State Bank of India, Triveni Branch, Civil Lines, Allahabad.

GUIDELINES FOR EXTERNAL/FAÇADE LIGHTING OF BANKS HERITAGE BUILDINGS AT LUCKNOW, A LLAHABAD AND VARANASI

1. The lighting should also take into consideration the energy foot print (energy consumption) as well as safety aspects (including fire safety).

2. Serviceability and maintainability of the installed system should be considered.

3. The illumination should be taken up for maximum visibility and to enhance Bank’s brand image and customer loyalty.

4. Light pollution from exterior and façade lighting should be reduced to increase night sky access and enhance nocturnal environment.

TECHNICAL FEATURES :

� The design should not destroy the Architectural features in daytime as well as night time.

� It should have smart lighting features with all modern amenities etc. � Colour scheme etc. should be clearly mentioned.� Preliminary layout plan and effective space utilization should be given.� Innovative design, elevation & perspectives should be mentioned.� Items/ Technology proposed for illumination with effectiveness in terms of Energy

saving, Green building concept, look, & suitability in terms of Bank’s heritage Buildings should be present.

� Type of Protection to the enclosure of light fittings for outdoor installation shall be IP-65 or better.

� All the lights for illumination of buildings should be controlled by proper size MCCB & MCB with astronomical timers (Where the time of on & off changes automatically based on change in sun set timings). The illumination may be kept on for 3-4 hrs. from the sunset time of that city to attract visitors. Further, the lights should be switched off after 10 pm.

� Scheduled maintenance and Breakdown maintenance facility should be mentioned.

GENERAL ELIGIBILITY CRITERIA FOR PREQUALIFICATION.

1. The bidder must be a manufacturer of LED Lighting system /Light Fittings and Lighting Solutions Providers (LSP) with copy of the valid Company Incorporation Certificate or

An Authorized dealer/agent of LED Lighting system manufacturer with i)Copy of valid dealership certificate issued by the LED Lighting System Manufacturer and ii) Technical Support Assurance letter for design and supply of LED light fittings and fixtures etc for the proposed work issued by the original LED Lighting System Manufacturer on their letter head.

(a) Applicant must have at least a service centre/office at Lucknow or in Uttar Pradesh.

(c) Minimum average yearly turnover should not be less than 40.00 Lac for each of the LAST THREE financial year. The copy of the Audited Balance sheet, and Profit & Loss A/C for the year 2014-15, 2015-16 and 2016 – 2017 should be attached.

(d) Applicant must have requisite trade license /Company incorporation Certificate / Registration as per statutory by laws. Copy of the Trade License / Company Incorporation certificate/ Registration document as applicable should be attached with the proposal.

5. Applicant must have Permanent Account Number (PAN). Copy of the PAN Card should be attached.

6. Applicant must have GST Registration. Copy of GST registration Certificate should be attached.

7. All Electrical works related to the captioned project will have to entrusted to an A class electrical contractor licence holder issued by the Directorate of Electrical Safety, Uttar Pradesh.

Working Experience :

1. The firm/entity should have successfully completed similar work(Supply/installation of LED luminaires) as detailed below in the period starting 01/11/2010.

- Three similar single work order completed works each costing not less than Rs. 26.00 lacs.or

- Two similar single work order completed works each costing not less than Rs. 32.50 lacs.or

- One similar single work order completed works costing not less than Rs. 52.00 lacs.

The copies of the following should be attached:

i. Work order and completion certificate indicating the detailed scope of work.

ii. Contact person’s name & Phone No. of ordering authority.

2. The company must have the experience to provide their LED Lighting fixture for external illumination of any establishment/structure of national/State/UT importance maintained by either Central or State Govt / PSUs / Semi Govt. / Banks/Financial Institutions/ Corporate House etc. Details of work, colour photograph should be be submitted.

3. Any awards, any special Recognition etc. of the company should be mentioned and copy of documentary proof submitted with proposal.

SELECTION PROCESS:Interested vendors fulfilling the minimum eligibility criteria detailed above shall have to submit applications for selection latest by 17th November 2017 till 15:00 hrs along with supporting documents. Only those applicants who found eligible after evaluation of the concerned credentials as contained in the terms and conditions mentioned below will be allowed to participate in a design competition. The design competition will be followed by price bidding through e-Reverse auction for supply, installation, testing and commissioning of the lighting system. Price bids will be invited from only those vendors who get selected in the design competition. A technical evaluation for the aforesaid design competition based on scoring model given elsewhere in this document will be done and only those firms will be selected for price bidding who score atleast 50 marks in the design competition technical evalution. Price bidding will be through e-Reverse auction. L-1 bid will be calculated giving 50% weightage to the score in the technical evaluation and 50% to the quoted price. Weightage criteria for evaluation of technical score is given in Annexure- G. Method of calculating L-1 is given below: Method of Evaluation of Bids:a) The marks given in the technical bid of all the shortlisted firms/agency will be converted in to percentile considering the highest marks as 100 percentile. The technical scores of other technical bid will be computed as follows: . ST = 100 x T / Tm where ST = Percentile Score/marks obtained by the firm/agency in technical bid, T= Score/marks obtained by the firm in the technical bid, Tm=Highest score/marks obtained by any firm/agency in the technical bid.b) Similarly, the price/rate quoted in price bid of all shortlisted firm/agency will be converted in to percentile considering the lowest price as 100 percentile. The price scores of other bids will be computed as follows: SP = 100 x Pm / P where SP = Percentile Score/marks obtained by the firm/agency in price bid, P= Price/rate quoted by the firm in the price bid, Pm=Lowest price/rate quoted by any firm/agency in the price bid.C) Final evaluation: Since weightage criteria is 50:50 the 50% of summation of both the percentile score in technical and price bid will be calculated as (0.50xST + 0.50xSP) and ranked accordingly to their combined score and the firm/agency getting highest percentile score will be selected as L-1 bidder.Clarity of overall presentation in design competition in terms of concept, experience, innovative ideas etc. and cost effectiveness of the proposal / Design is required with description of the Installation Scheme. The cost regarding presentation including traveling etc. will borne by concerned vendor only.The technical specification and Price bid of the captioned work will be circulated to the shortlisted vendors who will qualify in Power point presentation/design competition.All the application with the above mentioned supporting documents must be submitted in the spiral binding. The first page of the application must start with index mentioning the page numbers for the supporting documents enclosed. Each page of the application must be provided with numbering and index should be prepared accordingly.

INSTRUCTIONS TO TENDERERS, TERMS & CONDITIONS 1. Interested Lighting Solution Providers(LSP) who satisfy the aforesaid minimum eligibility criteria only need to submit their application for selection in a closed envelope addressed to the Assistant General Manager(Premises & Estate), State Bank of India, Local Head Office, Moti Mahal Marg, Lucknow 226001 so as to reach till 15:00 hours on 17th

November 2017. Late applications will not be accepted. If the last date of submission of application is a closed day in the Bank the date will change to the next working day, all other terms and conditions remaining same. The envelope should carry name, address, contact numbers of the applicant and super scribed “Application For Selection For Design Competition, External/Facade Lighting of Bank Lucknow Circle Heritage Buildings”. The application should contain Annexure B and Annexure C of this RFP duly filled along with documentary evidence of fulfilling the minimum eligibility criteria.

2. Bank is looking for an energy efficient, automated system meeting Green Building requirements. Bank will only provide electricity at one point downwards to which all work including material and labour and statutory clearances if, any shall be in vendor's scope of work. Electricity and water for installation shall be provided free of cost.

3. This advertisement is not for submission of technical or financial proposal.

4. Vendors/companies/manufacturers of lamps or Lighting Solution Provider (LSP) who get selected on the basis of the fulfilling aforesaid minimum criteria will be eligible for participation in the design competition for the scope of work detailed above. 5. Before submission of design, required details like Earnest Money Deposit, completion time, payment terms, indicative price bid format, E-reverse auction details, other tender terms and conditions shall be provided to the selected vendors for acceptance. If any of the vendors is not agreeable to any condition, stipulation. They will have to submit a deviation statement. Deviations, if any will be considered only if Bank finds them acceptable. Deviations found acceptable by the Bank will be offered to all selected vendors. Vendors who do not accept Bank decision in the matter will not be allowed to participate in the design competition.

6. Bank has full and final discretion to accept or reject design submitted by vendors. Only those vendors will be allowed to participate in E reverse auction price bidding who score atleast 50 marks in the technical evolution of the design competition. The Bank is not bound to assign any reason for acceptance/ rejection of any applications.

7. Before submission of design the vendor will have to visit site to gather required details at their own expense. The design should be both in hard copy and as an audio visual presentation

in front of an evaluating Committee for the purpose. Design should be with LED luminaires. LED lamps specifications and other details should be given. Design should be computer aided with simulation. Detailed Bill of Quantity(BOQ) with numbers, technical specifications, catalogue and wattage of LED light fittings proposed for the illumination is to submitted with the design.

8. Price bids will be invited through the process of reverse auction by Banks approved E- procurement agency.

9. Intending applicants are required to submit their applications with full bio-data giving details about. All the application with the above mentioned supporting documents must be submitted with the spiral binding of all documents in original & duplicate . 10. The document must be arranged in the order first forwarding letter, page index, application form, Address proof documents, professional qualification, work experience documents, turn-over documents balance sheet & Profit & Loss sheet in case of firm, Work experience details with work order, electrical supervisor license, date of birth proof etc. The numbering should be provided for each page and index must be prepared accordingly mentioning the page numbers for the supporting documents enclosed.

11. Each page of the application shall be signed. The application shall be signed by persons/ persons on behalf of the organization having necessary authorization/ Power of Attorney to do so (Certified copies to be enclosed.

12. If the space in the performa is insufficient for furnishing full details, such information may be supplemented on separate sheets of paper, stating therein the part of the performa and serial number. Separate sheets shall be used for each part. However, the format shall be as per performa.

13. Applications containing false, incomplete and/or inadequate information are liable to be rejected. Also mere fulfillment of eligibility criteria does not guarantee selection.

14. While filling up the application, clarification, if any, may be obtained from the office of AGM (P&E), State Bank of India, 6th Floor, Local Head Office, Moti Mahal Marg, Lucknow-226001

15. Applicants selected in the Bank’s panel will be informed about the same after finalization of the panel.16. Canvassing in any form in connection with selection is strictly prohibited and the application of such persons/organizations who resort to canvassing will be liable to rejection.

17. Incomplete/partly filled applications without relevant enclosures may not be considered for evaluation. Disputes, if any, regarding the empanelment shall be within the jurisdiction of Court in Lucknow.18. Bidders should read these conditions carefully and comply strictly while sending their RFP.

19. Bank is not responsible for the late receipt due to postal delay, strikes or any other reasons. Late applications will be rejected summarily.

20. Efforts on the part of the bidder or his agent to exercise influence or to pressurize the employer would result in rejection of application.
