INFORMATION TO CONSULTANTS
1. Introduction 1.1 Consultants are invited to submit a Technical and Financial Proposal, for
consulting services to provide information and advice on environmental sustainability issues, practices, and policies relevant to economic development, regional integration and other significant issues commanding the attention of leaders in the civil service in the twelve countries participating in the Caribbean Leadership Project (CLP). The proposal will be the basis for contract negotiations and ultimately for a signed special services agreement with the Cave Hill School of Business/University of the West Indies (CHSB/UWI).
1.2 The assignment shall be implemented in accordance with the scope outlined in the Terms of Reference. Please note that: (i) the costs of preparing the proposal and of negotiating the contract are not reimbursable as a direct cost of the assignment; and (ii) CHSB/UWI is not bound to accept any of the proposals submitted.
1.3 CHSB/UWI’s policy requires that consultants provide professional, objective,
impartial advice and at all times hold CHSB/UWI’s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of CHSB/UWI.
2. Preparation of Technical and Financial Proposal
2.1 Consultants are requested to submit two separate proposals using Standard English – a Technical Proposal and a Financial Proposal.
2.2 In preparing the Proposal, consultants are expected to examine the documents
constituting this RFP in detail. Material deficiencies in providing the information requested may result in rejection of a proposal.
2.3 The Technical Proposal shall provide the following information:
(i) A brief description of the consultant’s recent experience on comparable
assignments (ii) Any comments or suggestions on the Terms of Reference (iii) A detailed description of services and work plan for performing the
assignment (iv) Recent CV of consultant (v) A detailed description of the proposed methodology

2.4 The Financial Proposal should list all costs associated with the assignment. If
appropriate, these costs should be broken down by activity.
3. Submission, Receipt, and Opening of Proposals
3.1 The completed Technical and Financial Proposals must be submitted via email as two separate documents/files to [email protected] no later than 4:30 p.m. (Barbados time) on November 30th, 2012. Any proposal received after the time for submission of proposals shall not be evaluated.
4. Proposal Evaluation
4.1 An evaluation committee, appointed by CHSB/UWI will evaluate the proposals on
the basis of their responsiveness to the Terms of Reference. 4.2 After the evaluation of quality is completed, CHSB/UWI shall notify those
consultants whose proposals did not meet the minimum qualifying mark or were considered non-responsive to the RFP and Terms of Reference.
5. Negotiations
5.1 Negotiations will include a discussion of the Technical and Financial Proposals, the proposed methodology (work plan), and any suggestions made by the consultant/firm to improve the Terms of Reference. The agreed work plan and final Terms of Reference will then be incorporated in the special services agreement with CHSB/UWI.
6. Award of Contract 6.1 The contract will be awarded following negotiations.
6.2 The consultant is expected to commence the assignment on the date specified in
the schedule.
7. Confidentiality
7.1 Information relating to evaluation of proposals and recommendations concerning awards shall not be disclosed to the consultants who submitted the proposals or to other persons not officially concerned with the process, until the successful consultant has been notified that it has been awarded the contract.

TERMS OF REFERENCE
Title: Environmental Specialist
Objective: To provide information and advice on environmental sustainability issues, practices,
and policies relevant to economic development, regional integration and other significant issues
commanding the attention of leaders in the civil service in the twelve countries participating in
the Caribbean Leadership Project.
Background:
Project Overview
The Caribbean Leadership Project (CLP) is a seven-year project funded by the Canadian
International Development Agency (CIDA) to support the leadership and economic development
training needs of regional and national public sectors in twelve (12) CARICOM countries. The
countries participating in the project are Antigua & Barbuda, Barbados, Belize, Dominica,
Grenada, Guyana, Jamaica, St. Lucia, St. Kitts & Nevis, St. Vincent & the Grenadines,
Suriname and Trinidad & Tobago. The CLP’s executing agency is the Canada School of Public
Service (CSPS) while the Regional Project Office (RPO) is hosted by The Cave Hill School of
Business/The University of the West Indies (CHSB/UWI) in Barbados.
The purpose of CLP is to strengthen the capacity of future leaders in the Caribbean to
contribute more effectively to regional integration and economic growth and support gender-
sensitive public sector reform. In this context, CLP is composed of the following five
components:
1. Leadership Development Program (LDP)
2. Enabling Environment
3. Research
4. Continuous Learning and Development Network
5. Communities of Practice
The CLP is committed to a collaborative approach in the design, development and delivery of a
regionally relevant, multi-faceted and sustainable public service leadership development
programme for the Caribbean Region. The first phase of the CLP will start with the
comprehensive leadership development programme for senior public service executives at
Level 11 . The second phase will target the learning needs and priorities for Levels 2 and 3. The

CLP decision-making framework which establishes how project decisions are made will be
supported by:
The Project Steering Committee (PSC), representing stakeholders across the Caribbean
Region and Canada, which will oversee the broad governance environment and
provide strategic direction and policy guidance to the Project Director; and
The Technical Working Group (TWG) will provide expert advice and feedback to the
PSC. The TWG will foster communication, interaction and collaboration and will enrich
the development and implementation of the CLP through their collective knowledge-
base and experience.
Scope:
The CLP Environmental Specialist will act as the principal resource on environmental
sustainability issues, practices, and policies relevant to leaders in the civil service in the
participating countries. The consultant will provide expert advice and recommendations to the
CLP, to ensure that relevant strategies are implemented and objectives are achieved. The
assignment will be on a part-time basis; while the expected level of effort will be approximately
44 days per year, the specific level of effort will be determined each year in the Annual
Workplan.
Tasks/Technical Specifications:
The consultant will:
i. Provide a clear and complete discussion of how and why environmental strategies are
relevant in the context of a Caribbean Leadership Project;
ii. Provide input and advice on environmental issues in order to assist the CLP in attaining
its expected results;
iii. Recommend indicators, activities, and mitigating strategies where problems are
identified;
iv. Identify opportunities and constraints for the consideration of environmental concerns as
part of decision-making in the Caribbean civil service;
v. Participate in the TWG meetings as required and act as the principal resource on
environmental sustainability issues, practices, trends and policies relevant to the
Caribbean;

vi. Provide specific recommendations for CLP to integrate environmental sustainability into
the content of the learning programmes and in all other aspects of the Project;
vii. Support LDP participants and other senior decision-makers to develop and improve
skills to analyse environment as a cross-cutting theme;
viii. Ensure that leaders and future leaders fully understand and are actively committed to
supporting principles of environmental sustainability; and
ix. Advise the Project Team on measures that can be taken to reduce the environmental
impacts of project operations.
Also, on the basis of information already available in studies, reports, and surveys recently
prepared and pertaining to the Caribbean, the consultant will:
i. Identify environmental issues that need to be incorporated in the delivery of the CLP’s
curriculum; as well as good practices, lessons learnt and country strategies enabling
environmental sustainability in the participating countries;
ii. Refine the environmental strategy contained in the Project Approval Document and
contribute to the strategy and baseline information requirements for the PIP;
iii. Follow-up on and support the implementation of environmental awareness activities
targeted at leaders on a part-time basis estimated at two months in the first year and on
an as-needed basis thereafter;
iv. Advise the Project Director on all aspects related to environmental sustainability;
v. Support the CLP Subject-matter Specialists regarding the inclusion of environmental
material in the preparation and delivery of their learning activities; and
vi. Raise environmental awareness as it relates to international and regional commitments
including but not limited to the Millennium Development Goal 7 (MDG 7), the United
Nations Framework Convention on Climate Change (UNFCCC) and Caribbean
Development Bank (CDB).
Deliverables
Environment Strategy to be incorporated into the Project Implementation Plan;

Presentation on environmental issues and recommendations for incorporating said
issues in the delivery of the CLP’s curriculum;
Report detailing good practices, lessons learnt and country strategies related to enabling
environmental sustainability with particular emphasis on small island developing states;
Ongoing support and guidance geared towards ensuring that environmental
sustainability is fully integrated into all CLP programmatic and project management
activities;
Meetings as warranted with the Technical Working Group; and
Advice to Project Director on issues related to environmental sustainability.
