Loan/ Project # 8007JM/P112780 TITLE: CONSTRUCTION & ENGINEERING WORKS FOR BUILDING MODIFICATION AT BUREAU OF STANDARDS, JAMAICAThe Government of Jamaica (GoJ) has received financing from the Interna-tional Bank for Reconstruction and Development (IBRD) towards the cost of the Energy Security and Efficiency Enhancement Project (ESEEP). This project is being implemented by the Ministry of Science, Technology, Energy and Mining (MSTEM), the executing agency in collaboration with several other state implementing partners. The GoJ intends to apply part of the proceeds toward payments under a contract to provide the Bureau of Standards with Construction & Engineering Works for Building Modification which will result in the expansion of its Energy Efficiency facility.The Bureau of Standards Jamaica (BSJ) as one of the implementing arms of the MSTEM intends to use the data emanating from the expanded energy efficiency testing and labelling capacity to fuel a public education campaign that will encourage Jamaican households and commercial entities to pur-chase highly energy efficient appliances and for GoJ to formulate incentives for consumers to purchase these high energy efficient appliances which cost more than the energy inefficient models.Scope of WorksThe scope of work shall include the modification of existing building space to produce an integrated Expanded Energy Efficiency Facility comprising a new 10-test station refrigerator & freezer test laboratory, a refurbished existing 6-test station refrigerator & freezer test laboratory, a new room air conditioning unit test (balanced calorimeter) laboratory, a control room / office for each laboratory and an appliance storage/test preparation room. Contractor supplied material, handling, transportation, labour and on-site supervision will be required for this work.

INVITATIONThe Ministry of Science, Technology, Energy and Ministry (MSTEM) now invites sealed bids from eligible and qualified bidders at the level of the National Contracts Commission list of Grade 1 & 2 General Contractors to undertake the Construction & Engineering Works for the Building Modification at the BSJ. Bidders shall demonstrate through documentation:a) Access to, or availability of, financial resources such as liquid assets,

unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet the following cash-flow requirement:

i. Acquisition of construction materials for the first month of the contract. ii. Payment of workers for the first month of the contract. iii. The overall cash flow requirements for this contract of US

$150,000.00.b) Minimum average annual turnover of 1.5 times the cost of this bid,

calculated as total certified payments received for all contracts in pro-gress or completed, within the last 3 years.

c) Contractual experience in the role of contractor, subcontractor, or man-agement contractor for at least the last five [5] years prior to the applica-tions submission deadline, and with activity in at least nine (9) months in each year.

d) Participation as contractor, management contractor, or subcontractor, in at least five (5) contracts within the last ten (10) years, each with a value of at least US one hundred & fifty thousand dollars ($150,000.00), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/ technology or other characteristics as described in Section VI, Employer’s Requirements.

In so doing, the CEO will, inter alia:i. Design and implement a strategy for identifying and retaining a

pool of mentors to provide business development advice to SUJ entrepreneurs;

ii. Establish partnerships with other accelerator programmes, technology business incubators and other stakeholders, to increase

the reach of SUJ and its pool of potential investors;iii. Build and manage a fund to provide support to the activities of SUJ; andiv. Organize business and technology competitions, demo days, pitching and investment sessions for SUJ entrepreneurs.The MSTEM therefore invites expressions of interest (EOIs) to provide consultancy services for the aforementioned objectives.Respondents are required to have, inter alia, the following specific experi-ence and/or capabilities:- A Post Graduate Degree in Business Administration; Economics; Project

- Significant knowledge of the start-up acceleration processes including UX/UI aspects of projects; development and coding platforms; pitch coaching; crowd funding; corporate structure and capitalization pro-cesses; and
