Initiate proceedings - following the complaint of a citizen or - on his own initiative

Authority to: - access all places of detention - speak with all persons deprived of liberty and employees - access all informations, Have the power to: - initiatives for laws or other regulations - initiate proceedings before the Constitutional Court - recommend the dismissal of an official who is responsible for violation of citizen's right

for monitoring institutions wherein persons deprived of liberty are confined

and composed PM monitoring system
