STATE DEPARTMENT FOR TRADE
SECRETARY, TRADE – ONE (1) POST -V/NO. 123/2016 Basic Salary Scale: Kshs.152,060 – Kshs.302,980 p.m. (Job Group ‘T’) For appointment to this grade, a candidate must have: (i) served in the grade of Director, Internal/External Trade for a minimum period of three
(3) years; (ii) a Bachelor’s degree in any of the following disciplines: Commerce, Marketing,
Accounting, Business Administration, Business Management, Entrepreneurship, Economics, International Trade/Business/Relations or equivalent qualification from a university recognized in Kenya;

Duties and Responsibilities The Secretary, Trade will be responsible to the Principal Secretary for advising on issues relating to domestic and international trade policies, strategies and programmes. Specific duties and responsibilities include: (i) formulating, implementing and reviewing trade policies and programs;
(ii) developing linkages with bilateral, regional and international trading partners;
(iii) overseeing trade research and market intelligence for trade development and ensuring
business information to the business community and stakeholders is disseminated;
(iv) coordinating Public Private Sector Partnership for trade development;
(v) providing consultancy and technical guidance on trade issues to the business
community;
(vi) facilitating the growth development and graduation of Micro Small and Medium
Enterprises (MSMEs);
(vii) overseeing the establishment and management of business information and solution
centers;
(viii) sourcing for funds through government budgetary process and any other development
partner/donor support for the financial operations of the Department of Trade.

DIRECTOR, EXTERNAL TRADE – ONE (1) POST - V/NO. 124/2016 Basic Salary Scale: Kshs.120,260 – Kshs.180,660 p.m. (Job Group ‘S’) For appointment to this grade, a candidate must have: (i) served in the grade of Deputy Director, External/International Trade for a minimum
period of three (3) years; (ii) a Bachelors degree in any of the following disciplines: Commerce, Marketing,

on matters concerning World Trade Organization (WTO) and other international trade
organizations;
(ii) preparing notification obligations under the WTO and other International Trade
Organizations Agreements;
(iii) coordinating functions and activities of the National Committee on World Trade
Organization (NCWTO), its sub-committees, focal points and the Permanent
Committees on United Nations Conference on Trade and Development (UNCTAD),
and International Trade Centre (ITC);
(iv) supervising the activities of commercial offices abroad, organizing and coordinating incoming /outgoing visits by business delegations and contact promotion progammes, coordinating buyer/seller meetings, trade missions and international trade fairs and exhibitions;
(v) negotiating bilateral, regional and multilateral trade/ investment agreements and trade research and market intelligence for trade development;
(vi) evaluating business mapping data, analyzing and ensuring effective disseminating of business information to the business community and stakeholders;
(vii) promoting public-private sector partnership for trade development; and (viii) providing consultancy and technical guidance on international trade issues to the
business community.

DEPUTY DIRECTOR, EXTERNAL TRADE – THREE (3) POSTS - V/NO. 125/2016 Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’) For appointment to this grade, a candidate must have:
(i) served in the grade of Senior Assistant Director, International /External Trade, Job Group ‘Q’ for a minimum period of three (3) years;
(ii) a Bachelors degree in any of the following disciplines: Commerce, Marketing, Accounting, Business Administration, Business Management, Entrepreneurship, Economics, International Trade/Business/Relations or equivalent qualification from a university recognized in Kenya;

(ii) handling trade disputes and responding to public complaints/customer care issues;
(iii) participating in public-private sector partnership for trade development;
(v) identifying business opportunities in the international market;
(vi) coordinating incoming/outgoing trade delegations, organizing contact promotion
programmes, buyer/seller meetings and trade missions;
(vii) negotiating bilateral, regional, and multilateral trade agreements and marketing the
country on matters of foreign direct investment;
(viii) providing consultancy and technical guidance on international trade issues; managing
business information in the division and providing international trade information to
the business community; and
DEPUTY DIRECTOR, INTERNAL TRADE – TWO (2) POSTS - V/NO.126/2016 Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m. (Job Group ‘R’) For appointment to this grade, an officer must have: (i) served in the grade of Senior Assistant Director, Internal Trade, Job Group ‘Q’ for a
minimum period of three (3) years;

investment; (ii) providing consultancy and technical guidance on trade issues to the business
community; (iii) coordinating the development of wholesale hubs/wholesale markets and tier 1 retail
markets in the distribution value chain; (iv) managing business information databank facilitating the settlement of trade disputes
and responding to public complaints/customer care issues; and (v) coordinating preparation of divisional work plans, setting performance targets and
budget estimates for the Department and guiding and supervising staff. (b) At the County (i) implementing government policies, strategies and programmes on domestic trade and
investment; (ii) coordinating planning and administration of trade and investment functions of the
county; (iii) providing consultancy and technical guidance on trade issues and managing business
information in the county: (iv) overseeing the development of wholesale hubs/whole sale markets and tier 1 retail
markets in the distribution value chain; (v) facilitating the settlement of trade disputes and addressing public
complaints/customer care issues; and (vi) organizing and participating in interactive trade fora; and
(vii) coordinating preparation of county work plans, setting of performance targets and budget estimates and guiding and supervising staff in the county.

STATE DEPARTMENT FOR CO-OPERATIVES
COMMISSIONER FOR COOPERATIVES – ONE (1) POST - V/NO. 127/2016 Basic Salary Scale: Ksh.120,270 – Kshs.180,660 p.m. (Job Group ‘S’) For appointment to this grade, a candidate must have: (i) served for a minimum period of three (3) years in the grade of Deputy
Commissioner/Director for Co-operative Development, Job Group ‘R’;
(ii) a Bachelors degree in any of the following disciplines:- Commerce, Business
Administration, Agriculture, Economics, Statistics, Mathematics, Sociology,
Agricultural Economics, Agricultural Engineering, Cooperative Management,
Marketing, Entrepreneurship, Management and Organizational Development, Finance
or Agri-business from a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Commerce, Business
Administration, Agriculture, Economics, Statistics, Mathematics, Sociology,

Duties and Responsibilities The Commissioner for Co-operative Development will be responsible to the Principal
Secretary for all technical aspects of the Cooperative function. Specific duties and
responsibilities include:
(i) formulating, implementing and reviewing policies, programmes and strategies relating
to the co-operative movement;
(ii) enforcing compliance with legislation on co-operatives;
(iii) developing and implementing education, training, projects and programmes relating
to cooperative
(iv) providing extension, legal and registration services;
(v) ensuring good corporate governance practices in the co-operative movement;
(vi) instituting operational accountability; and
(vii) managing finances and other assets in the department.

SENIOR PRINCIPAL SUPERINTENDING ARCHITECT – TWO (2) POSTS V/NO.128/2016 Basic Salary Scale: Kshs.109,089 – Kshs.144,928 p.m. (Job Group ‘R’) For appointment to this grade, a candidate must have: (i) served for minimum period of eighteen (18) years, three (3) of which should have
been a Chief Superintending Architect, Job Group ‘P’ and above or in a comparable and relevant position in the Public Service;
(ii) a Bachelor’s degree in Architecture or equivalent qualification from a university recognized in Kenya; (iii) been registered with the Board of Registration of Architects and Quantity Surveyors of
Kenya; (iv) corporate membership of the Architectural Association of Kenya (AAK); (v) attended a strategic leadership course in a recognized institution; and (vi) demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of building development programmes. Note: possession of a Masters degree in a relevant filed will be considered as an added
advantage. Duties and Responsibilities An officer at this level may be deployed to head one of the Divisions at the Headquarters. Specific duties and responsibilities include: (i) coordinating user reaction surveys, drawing conclusive opinions and preparation of
final reports for improved performance of type designs and details. (ii) recommending approval of drawings; (iii) monitoring of expenditure on the Government Building Development Programme and
delays on projects; (iv) monitoring workloads and recommending distribution; (v) administering Department’s funds; and (vi) general administration of staff matters and preparation of budgets for the department.
PRINCIPAL SUPERINTENDING ARCHITECT – ONE (1) POST - V/NO. 129/2016 Basic Salary Scale: Ksh.89,748 – Ksh.120,270 p.m. (Job Group ‘Q’) For appointment to this grade, a candidate must have: (i) served for minimum period of fifteen (15) years, three (3) of which should have
been a Senior Superintending Architect, Job Group ‘N’ and above or in a comparable and relevant position in the Public Service;

(ii) a Bachelors degree in Architecture or equivalent qualification from a university recognized in Kenya;
(iii) been registered by the Board of Registration of Architects and Quantity Surveyors (BORAQS) ;
(iv) corporate membership with the Architectural Association of Kenya (AAK); (v) attended a Project Development and Management course from a recognized
institution; (vii) attended a strategic leadership course in a recognized institution; (viii) demonstrated general administrative ability required of structural programmes
including supervision of professional and technical staff; and (ix) shown merit and ability as reflected in work performance and results. Note: Possession of a Masters degree in a relevant filed will be considered as an added
advantage. Duties and Responsibilities An officer at this level may be deployed as head of a section. Specific duties and responsibilities include: (i) monitoring of expenditure on a Government Building Development Programme
and delays on projects; (ii) preparation of the Forward Budget and development estimates for the department; (iii) checking sketched/schemes designs done by commissioned consultants and making
recommendations for approval; checking of consultants and making recommendations for approval and checking of consultants fees and making recommendations for payments;
(v) undertaking research and liaising with other institutions on research related matters; and
(vii) monitoring and coordinating of departmental resources and activities in the research section.

(iii) a Masters Degree in any of the following disciplines: Environmental Science Environmental Law, Environmental Planning and Management, Meteorology, Natural Resource Sciences or any other related fields from a university recognized in Kenya;
(iv) attended a strategic leadership course in a recognized institution; (v) shown merit and ability as reflected in work performance and results; and (vi) a thorough understanding of national, regional and international emerging policy and
knowledge management issues on Environmental Sustainability and Climate Change. Duties and Responsibilities Specific duties and responsibilities include: (i) developing and disseminating national climate change communication, outreach and
public education strategy; (ii) liaising with the relevant sectors and other climate change stakeholders; (iii) custodian of the national climate change information and knowledge management
system; (iv) tracking climate change actions, trends, impacts and implications at the national and
county level; (v) capacity building and awareness creation for institutions and stakeholders on climate
change; (vi) compilation and documentation of the national Climate Change Secretariat’s reports;
and (vii) preparation of National Communications and other international and national
reporting requirements.
SENIOR ASSISTANT DIRECTOR, CLIMATE CHANGE INFORMATION AND KNOWLEDGE MANAGEMENT - ONE (1) POST – V/NO. 131/2016 Basic Salary Scale: Ksh.89,748 - Ksh.120,270 p.m. - (Job Group ‘Q’
For appointment to this grade, a candidate must have: (i) served for a minimum period of five (5) years, two (2) of which should be at Job
Group ‘N’ and above in climate change or in a comparable and relevant position in the
Public Service;
(ii) a Bachelors degree in any of the following disciplines: Environmental Studies,
Meteorology, Natural Resource Sciences, Climate Change or any other related field
from a university recognized in Kenya;
(iii) a Masters degree in any of the following disciplines: Environmental Studies,
Meteorology, Natural Resource Sciences, Climate Change or any other related field
from a university recognized in Kenya;
(iv) attended a strategic leadership course in a recognized institution;
(v) knowledge of international government policies and regulations relating to climate
change;
(vi) demonstrate merit and ability as reflected in work performance and results; and

and related financing mechanisms.
Duties and Responsibilities Specific duties and responsibilities include:
(i) implementing and reviewing national climate change communication, outreach and

For appointment to this grade, a candidate must have: (i) served for a minimum period of period of six (6) years, three (3) of which should be at
Job Group ‘P’ and above in climate change or related field or in a comparable and
relevant position in the wider public service.
(ii) a Bachelors Degree in any of the following disciplines: Meteorology, Environmental
and Natural Sciences or any other related field from a university
recognized in Kenya;
(iii) a Masters Degree in Climate Change; Meteorology, Environmental and Natural
Resource Sciences or any other related field from a university recognized in Kenya;
(iv) attended a strategic leadership course in a recognized institution;
(v) demonstrated merit and ability as reflected in work performance and results;
(vi) knowledge of international and government policies and regulations relating to
climate change; and
(vii) understanding of emerging mitigation issues, challenges and opportunities.
Duties and Responsibilities
Specific duties and responsibilities include:
(i) planning and implementing mitigation projects, programmes and activities across
various sectors;

(ii) preparing guidelines on National and County mitigation planning and
implementation;
(iii) coordinating technology development and transfer, and research required for
mitigation across the different sectors;
(iv) spearheading development of bankable National Appropriate Mitigation Actions
(NAMAs) for domestic and international support;
(v) liaising with the Designated National Authority (DNA) and other relevant institutions
including the REDD+ focal point, the National Treasury on matters pertaining to
carbon markets and emissions trading schemes;
(vi) monitoring and evaluation of mitigation programmes and actions;
(vii) mainstreaming climate change mitigation into national development planning
processes; and
(viii) participating in the preparation and reporting in National Communications and other
international and national reporting requirements related to mitigation.

(ii) coordinating national land degradation assessment and rehabilitation programmes;

(iii) supervising, monitoring and evaluation of the impact of land rehabilitation
programmes;
(iv) liaising with stakeholders, national, regional and international organizations and
institutions involved in research, training and development programs on Land
Reclamation;
(v) overseeing implementation of research findings’ training, technology transfer and
disaster preparedness programmes;
(vi) consolidating community action plans into the departmental development programs;
(vii) attending national, regional and international stakeholders forum, conventions,
protocols, conferences, seminars and workshops; and
(viii) participating in the development of departmental budget and preparation of

economic empowerment as well as gender related violence and Female Genital Mutilation (FGM);
(vii) a clear understanding of the Government Development Agenda and the ability to translate them into Gender related programmes and projects; and
(viii) demonstrated outstanding professional and managerial competence in Gender matters.
Duties and Responsibilities An officer at this level may be deployed at the Headquarters to head a Unit/Programme or in a Ministry with complex gender issues to head a Gender Function. Specific duties and responsibilities at this level will entail: (i) facilitating Gender mainstreaming, socio-economic empowerment, Female Genital
Mutilation (FGM) and Sexual and Gender Based Violence (SGBV) activities; (ii) monitoring gender mainstreaming, socio-economic empowerment, Female Genital
Mutilation (FGM) and Sexual and Gender Based Violence (SGBV) activities; (iii) researching on and documentation of gender issues, including benchmarking on best
practices; (iv) providing guidance on Gender Mainstreaming in the Medium Term Expenditure
Framework and Medium Term Plans; (v) coordination gender focal points across sectors; (vi) monitoring prevalence of Female Genital Mutilation (FGM) and Sexual and Gender
Based Violence (SGBV); (vii) developing gender disaggregated data; and (viii) engaging with partners and stakeholders on Gender related matters. SECRETARY/CEO PUBLIC SERVICE COMMISSION
