    Invitation for Consultancy Services

    FARM Africa has secured a funding source from EU for the Strengthening SustainableLivelihoods and Forest Management programme (operated by and SOS Sahel). It aims

    to secure the sustainable management of Ethiopias forests and reduce environmental

    degradation by strengthening key institutional structures and building the capacity

    of government and communities in programme areas. SSLFMP began operations in

    January 2010 after the signing project agreement with the government in the 4 operational

    regions (Amhara, Oromiya, SNNPR and Benishagul-Gumuz) and will run for a period of

    5 years until December 2014. Fot this project FARM Africa wants to conduct a MID term

    Evaluation.

    The main objectives of the Mid-Term Evaluation are:-

    1. To assess the project progress made against the achievement of the expected

    Results of the project purpose, with particular reference to:

    a. the efciency and effectiveness of the projects implementation,

    b. the achievements made against proposed log frame OVIs and expected

    project outputs, and

    c. The relevance and sustainability of the project activities.

    (For details of terminology see Annex 1)

    2. To recommend developments in project approach, activities and organization

    which might be necessary to improve the projects efciency and effectiveness,

    the relevance and sustainability of the outputs and overall help better achieve

    the projects objective and purposes.

    1. Consltancy Services- to condct physical Inventory

    Count monthly, bi-annual and annual inventory counts ofUNICEF Ethiopia Administrative Assets and Programme.

    2. Background.

    Currently UNICEF Ethiopia is managing ofce asset inventory

    items and programme supplies located in Addis Ababa and

    in various zonal ofces and warehouses Mekele, Bahir Dar,

    Awasa, Gambella, Afar, Jijiga, Gode, Assosa and Dolo-Ado.

    The inventory cost is substantial; there is the need to verify

    the actual presence, number and use of the recorded items.

    3. Scope of Work:

    The physical count covers UNICEF facilities in Addis Ababa,

    (Main ofce, ECA Old Building 3rd oor & 2-ICC warehouses)and Field ofces in Mekele, Bahir Dar, Awassa, Gambella,

    Afar, Jijiga, Gode, Assosa and Dolo-Ado.

    includes:

    a. Annal inventory for ofce property & programme

    supplies in UNICEF ofces & warehouses in Addis

    Ababa and eld ofces in Mekelle, Bahir Dar, Awassa,

    Gambella, Afar, Jijiga, Gode, Assosa and Dolo-Ado.

    b. Bi-annal inventory of all UNICEF programme

    supplies currently stored in ICC warehouse in Addis

    Ababa and eld warehouses in Mekelle, Gambella,

    Jijiga, Gode, Assosa and Dolo-Ado.

    c. Monthly inventory (Rolling Inventory Count) of

    programme supplies in the two UNICEF ICC warehouse

    in Addis Ababa.

    Methodology:

    Within 1 week of the award of the contract, the selected rm

    will submit a plan /schedule showing how and the sequence

    in which the assignment will be undertaken.

    Terms of Reference (ToR)

    On

    Colony mulplicaon training, connuous technical support and coaching

    1. Introducon

    SNV is a non-prot, international development organization, established in the Netherlands in 1965,

    being present on the ground in developing countries for over 40 years, and now operate in 36 countries

    in Africa, Asia, Latin America and the Balkans. SNV aims at alleviating poverty by enabling those on the

    lowest incomes to be part of social and economic networks and so increase their income and employment

    opportunities. More than half of SNVs work focuses on economic and private sector development.

    Alongside this, SNV focuses on three sectors Agriculture, Water, Sanitation & Hygiene, and Renewable

    Energy.

    SNV Ethiopia with other consortia members including CARE Ethiopia, CRS, ORDA and REST

    is implementing GRAD (Graduation with Resilience to Achieve Sustainable Development) a 5-year

    program in four regions, namely Amhara, Oromia, SNNPR and Tigray in 16 woredas.

    SNV, with its recognized leadership in value chain development and technical expertise in private sector

    development in Ethiopia provides technical assistance on value chain development and demand oriented

    agricultural extension system.

    2. Background of the assignment

    Honey is one of the commodities identied for value chain development under GRAD project in three

    regions (Amhara, SNNPR and Tigray). The honey value chain studies conducted in these GRAD target

    Regions have showed that there is a critical shortage of colony in order to engage target farmers in

    improved beekeeping practices. As a result, SNV Ethiopia in collaboration with GRAD project

    implementing partners is planning to deliver intensive training and technical support to interested

    farmers on bee colony multiplication. The purpose is twofold. To create business opportunity for those

    who are interested to engage in colony multiplication and to enhance availability of inputs (bee colony)

    for others to engage in the beekeeping business.

    3. Objecves of the assignment:

    Transfer the knowledge and equip colony multipliers with basic skills of colony multiplication

    techniques to interested GRAD target Households in three regions

    Deliver on job practical training and coaching for colony multipliers and make a follow-up cases

    Document all the process and outcome and provide recommendations for further improvement

    4. The assignment (tasks to be done by the consultant):

    To address the above mentioned objectives, the consultant will do the following specic tasks

    Prepare technical proposal on how to deliver the training specifying

    Diagnosis of capacity of each colony multiplier and identify critical areas of support for success

    Training of selected farmers (theoretical and practical demonstration

    Provide periodic technical support to each colony multiplier in three regions; after the main

    training is delivered

    Coaching: on spot assistance to multipliers (individually or groups)

    Advice the client/s on the appropriate season, breeds and sites of colony multiplication

    Regularly monitor the progress and report to the client on the process and outcome of the training

    and regularly monitor the progress

    Analyse cost and technical effectiveness and protability of the interventions and models of

    colony multiplication system

    6. Competency and academic qualication requirements

    The competing rm and the trainer/s it deploys for this particular assignment should possess the following

    competency and academic qualications:

    The rm must possess profound experience, knowledge and skill in Agriculture (with particular

    focus in animal science and apiculture);

    Experience in undertaking similar assignment/s (practical training in colony multiplication) in

    the recent past;

    An in depth knowledge and good understanding of of the apiculture sector in Ethiopia

    Advanced degree in Agriculture (Animal science including apiculture), rural development and

    related elds

    Proven experience in delivering training to farmers and extension agents regarding colony

    multiplication

    Fluency in local languages (eg Tigrigna, Amharic, Sidamigna) is preferable

    The rm must show mix of the staff to be deployed, qualied sector specialists with experience

    and substantial record in apiculture

    Integrity, timeliness, openness to learn, willingness to have long term engagement with SNVEthiopia.

    The lead consultant as well as the consulting team members should possess a Ph.D. or masters

    degree in the areas of Agriculture, Animal Science or Apiculture, Agribusiness development,

    Business Management and rural development with 6-10 years of relevant experience

    The assignment is expected to commence on 15thSeptember, 2012 and is expected to be completed in

    three months time as indicated in the table below.

    1. Introduction

    SNV is a non-prot, international development organization, established in the Netherlands in

    1965, being present on the ground in developing countries for over 40 years, and now operate

    in 36 countries in Africa, Asia, Latin America and the Balkans. SNV aims at alleviating povertyby enabling those on the lowest incomes to be part of social and economic networks and so

    increase their income and employment opportunities. More than half of SNVs work focuses

    on economic and private sector development. Alongside this, SNV focuses on three sectors

    Agriculture, Water, Sanitation & Hygiene, and Renewable Energy. By focusing on three key

    roles, in combination with our local presence, SNV aims to boost the effectiveness, scale and

    sustainability of its work in three roles i.e. Advisory services - through which SNV creates

    solutions with local impact; Knowledge networking - which expands knowledge bases for

    sustainable poverty reduction; and Evidence-based advocacy - which improves the enabling

    environment. The assessment is to be conducted in 6 woredas of SNNPR, Oromia, Tigray and

    Amhara.

    2. Objectives of the Assessment:

    The major objective is to identify gaps, needs, constraints and opportunities in the current

    extension system of the GRAD project woredas that would help to identify strategies and

    potential interventions to promote and implement a demand/market driven extension service.

    3. Outputs of the Assessment

    Existing extension approaches and methods reviewed and gaps, needs and

    opportunities identied

    Capacities of DAs and woreda extension staff assessed

    Potential extension providers (private sector, group of individuals, farmers groups

    including youth and women, cooperative unions, NGOs) identied

    Strategy and approach designed, etc.

    4. Competency and academic qualication requirements

    The competing rm and the team it deploys for this particular assignment should possess the

    following competency and academic qualications:

    The consultancy rm must possess profound experience in agricultural extension service

    analysis

    Experience in undertaking similar assignment like farmers need assessments and adoption

    of improved technologies.

    An in-depth knowledge of agricultural extension service approaches specically on

    concepts and requirements of demand driven extension services

    Knowledge of the food security strategies Rich experience in reviewing and developing extension training modules \ manuals and

    guidelines

    Good understanding of the role of the private sector and the civil societies in the provision

    of the agricultural extension service

    Clear knowledge and understanding of the constraints and challenges of the smallholder

    farmers

    Strong understanding of gender issues and how they affect smallholder farmers

    (recommended to have a gender expert)

    Fluency in English and good writing skills and knowledge of local languages is a plus

    Integrity, timeliness, openness to learn, willingness to have long term engagement with

    SNV Ethiopia.

    The lead consultant as well as the consulting team members should possess a Ph.D. or

    masters degree in Agricultural Extension and/or Agricultural Economics.

    The team members should also possess at least 6-10 years of experience in the agricultural

    extension service of Ethiopia including in the design of the extension system, in undertaking

    of extension impact assessments, understanding of the business aspects of small and

    medium enterprises, etc

    The consulting rm is required to deploy four qualied and competent consultants to

    accomplish the assignment within the agreed time frame.

    I. Introduction

    SNV, the NetherlandsDevelopmental Organization is providing capacitydevelopment services in over 35 countries and at about 100 locations

    to support local, regional and national organizations to improve their

    performance and contribution for effective, efcient and increased basic

    services delivery.

    SNVEthiopia has been working in Ethiopiafor about 30 years. Currently

    SNV Ethiopia is operating in four regions with about 60 diversied staffs;

    local and expat. Sector-wise SNV is operating in WASH, Renewable

    Energy and Agriculture Value Chain.

    SNV has had developed a culture to organize all staffs meeting annually;

    usually called Annual General Meeting-AGM/All staffs meeting whereby

    all staffs will have the chance to experiences new insights; discuss the

    Management agreement/annual work plan achievement, and organize a

    number of team building events with full of fun and interaction.

    Cognizant with this SNV is in the process of organizing 2-days AGM with

    in 100km radius from Addis Ababa, and for this purpose we are lookingfor local consultants who have good experiences on facilitation of such

    events.

    Therefore, this ToR is prepared with the aim of getting a qualied local

    consultant that facilitate the process of the Annual General Meeting and

    document the key outcomes of the meeting.

    II. Submission of proposal

    SNV is therefore seeking brief technical and nancial proposals (maximum

    of 5 pages-both in one) from the consultant detailing the processes,

    methodologies for undertaking the task and proles of professionals to

    participate in the task.The consultant is also expected to send together
