  • JEE(Advanced)-2013: Executive Summary

    In the 45th meeting of the Council of IITs, held on 27th June, 2012, at Vigyan Bhavan, New

    Delhi, the following recommendation of the Joint Admissions Board (JAB) was adopted:

    Admission to IITs will be based only on category wise All India Rank (AIR) in JEE (Advanced)

    subject to condition that such candidates are in the top 20 percentile of successful candidates

    of their Boards in applicable categories.

    Accordingly, admissions to the undergraduate programmes at IITs and ISM, Dhanbad, for the

    academic session starting in July,2013, were done based on the rank of a candidate in the

    JEE(Advanced)-2013. The candidates were to take the Paper 1 of JEE(Main), conducted by

    the CBSE, on 7th April, 2013 (offline) and 9th, 22nd, 23rd and 25th April (online). The top

    1,50,000 candidates, from all categories, based on their JEE(Main) scores, were to be eligible

    for appearing in JEE(Advanced) - 2013.

    The following procedure was used for selecting the 1,50,000 candidates who will be eligible

    to appear for JEE (Advanced)- 2013 based on their performance in JEE (Main) -2013.

    1. 50.5% of the 1,50,000 (75,750 candidates) were taken from the top rankers of the

    Common Merit List (CML) of JEE (Main). 27% (40,500), 15% (22,500) and 7.5%

    (11,250) candidates were taken from the top rankers of the category rank lists of

    OBC-NCL, SC and ST, respectively. The candidates figuring in the category rank lists

    were those who did not figure in the 75,750 candidates chosen from the CML.

    2. 3% of the candidates selected within each category were those belonging to PwD

    (Persons with Disability) sub-category, who figure in the respective rank lists of JEE

    (Main).

    Only the candidates aggregate marks in JEE (Main) was considered and no tie-break

    mechanism was implemented at this stage. This made the list of candidates eligible to

    appear in JEE (Advanced)-2013 slightly more than 1,50,000 due to bunching of candidates

    with the same aggregate marks at the bottom of each category

    The scores of JEE(Main) were made available by the CBSE on 7th May, 2013 and accordingly,

    the top 1,50,000 candidates, category-wise were made eligible to apply, online, for

    JEE(Advanced). Since no tie-break mechanism was applied and there was a bunching of

    candidates at the cut-off marks for each category, a total of 1,52,351 candidates were

  • eligible to apply for JEE(Advanced). Of these, 1,26,749 candidates registered for the JEE

    (Advanced) - 2013.

    The syllabus as well as examination pattern (two papers of three hour duration, each

    containing equal number of questions in Physics, Chemistry and Mathematics) for

    JEE(Advanced)-2013 were the same as that used for IIT-JEE-2012.

    Due to the implementation difficulties faced, the eligibility criteria for joining any of the IITs

    or ISM Dhanbad was modified as 60% marks in their 12th Board or equivalent (55% for

    SC/ST/PD candidates) in respect of those students who passed their Board exam for the first

    time in 2012. This one time exception was done with the approval of the IIT Council

    Chairman.

    The JEE(Advanced)-2013 was conducted on 2nd June, 2013 at centres spread over India and

    one at Dubai. The results of JEE(Advanced) were declared on 21st June, 2013. A total of

    21,110 candidates, in all categories, had qualified JEE (Advanced) - 2013. Of these, a total of

    14,336 students were asked to fill choice-list, between 24th and 30th June, 2013, for 215

    courses offered by 16 IITs and ISM, Dhanbad. The total number of seats available in these

    courses were 9867.

    Based on the choices given by the students, three rounds of course allocation was done, on

    2nd, 9th and 13th July, 2013. Each round of course allocation was followed by a document

    verification period, for those candidates who got a seat for the first time in that round of

    course allocation. At the end of this exercise, all the seats are allotted, except for 8 B.Arch

    seats under OBC(NCL) category (at IIT Kharagpur and IIT Roorkee). This was due to the fact

    that no candidate was available who had qualified the Architecture Aptitude Test (AAT),

    which is mandatory for admission to the B.Arch programme. There were 52 seats, reserved

    for ST category students, which are vacant across the 17 institutions. These were allotted to

    ST category students who had qualified to join the preparatory programme. In addition to

    the ST category students, the preparatory programme also has 98 PwD sub-category

    students.

    1. In respect of those students who passed their Board examination for the first time in 2012, the

    eligibility criteria for joining any of the IITs or ISM Dhanbad may be 60% marks in their 12th

    Board examinations for the first time in 2013, the eligibility criteria will remain top 20

    (Advanced) - 2013 only.

    3. In case the percentile score is not available from any testing agency, the CBSE cut-off score

    for top 20 percentile for the students category will be used.

    4. For all Foreign Nationals, the eligibility criteria based on the qualifying examination shall be

    60% aggregate marks.

    5. Fee structure for the JEE(Advanced)-2013:

    GE, OBC male candidates Rs.1800

    SC, ST male candidates Rs.900

    All PD male candidates Rs.900

    ALL female candidates NO FEES.

    6. The qualifying criteria for the JEE(Advanced)-2013 will be a minimum of 10% marks in each

    subject (Physics, Chemistry and Mathematics) (9% for OBC-NCL and 5% for SC/ST/PD) and

    35% (31.5% for OBC-NCL and 17.5% for SC/ST/PD) aggregate marks.

    7. The question paper for JEE(Advanced)-2013 will be bilingual in English and Hindi.

  • 8. The number of foreign nationals appearing in the JEE(Advanced)-2013 will be

    supernumerary to the cap of 1,50,000 candidates.

    9. It was decided to do away with medical boards for verification of PwD status. Candidates

    opting for the PwD sub-category will be asked to provide a certificate in the format

    prescribed by the for Persons with Disabilities Act. If the candidate fails to do so, he/she

    will be automatically disqualified from PD sub-category.

    10. The tie-break system to be used for JEE (Advanced)-2013 will be as follows: Higher rank for

    higher marks in Mathematics, followed by marks in Physics and same rank in case both the

    candidates have the same marks in each of the three subjects.

    JEE (Advanced) - 2013 had two papers; each had three parts - Physics, Chemistry, and Mathematics. In

    both the papers, parts 1, 2, and 3 contained 20 questions each in Physics, Chemistry, and Mathematics,

    respectively. The questions were numbered consecutively in both the papers.

    In Paper-1, each part had three sections. Section-1 had 10 multiple choice questions each having one

    correct answer with maximum of 2 marks with no negative marks for incorrect answer; Section-2 had 5

    multiple choice questions each having one or more correct answer(s) with maximum of 4 marks and for

    incorrect answer -1 marks; Section-3 had 5 integer answer type questions each having maximum of 4

    marks and for incorrect answer -1 marks.

    In Paper-2, each part had three sections. Section-1 had 8 multiple choice questions each having one or

    more correct answer with maximum of 3 marks; Section-2 had 8 multiple choice questions having only

    one correct answer with maximum of 3 marks; Section-3 had 4 multiple choice questions each having one

    correct answer with maximum of 3 marks. There were negative markings for wrong answers in all the

    Sections.

    A candidate could have scored anything between 30 to 180 in Paper-1, and between 60 to 180 in Paper-

    2. That is, marks of a candidate might have taken any value between 90 to 360, with the minimum and

    maximum possible marks in each subject being 30 and 120, respectively.

    Relaxations of 10% and of 50% were given on the average marks in each subject for considering the OBC

    and SC/ST/PD category candidates for ranking.

    The minimum mark scored was 70 (minus seventy) and the maximum mark was 332. The rounded off

    average marks secured in Physics, Chemistry, and Mathematics by the candidates were 26, 22, and 20,

    respectively. The following are a few observations regarding the performance of candidates in JEE

    (Advanced) - 2013.

    1. The highest aggregate marks scored by a candidate in JEE (Advanced) - 2013 were 332, that is, 92.2% of 360 maximum marks.

    2. Only 23 candidates scored above 300 marks. 326 candidates scored above 250 marks. 3. The mark scored by the last ranked candidate in the Common Merit List (CML) was 126. This was

    the aggregate cut-off for CML. 4. The maximum marks scored out of 120 in Physics, Chemistry, and Mathematics were 120, 118,

    and 113 marks.

  • 5. Six candidates have scored 120 out of 120 marks in Physics. 6. The minimum marks scored in Chemistry, Physics, and Mathematics by candidates in CML were

    12, 12, and 12, respectively. In fact, there were many candidates with relatively poor performance in a particular subject despite having high aggregate marks.

    It is observed that there had been very low cut-off marks in individual subjects in JEE for the past few

    years. Since time management skill has more effect in a competitive examination like JEE, the low marks

    scored in a particular subject along with high aggregate score does not necessarily establish the

    candidate's low proficiency in that subject. Therefore, minimum level of proficiency in each of the three

    subjects, even though with low individual cut-off scores, as demanded in JEE (Advanced) is reasonable.

    Since the aim of the JEE is to single out about 10000 best candidates out of about 1.15 lakh candidates,

    the questions are framed with a high level of difficulty. The highest score in JEE (Advanced) - 2013 is 332

    out of 360, i.e, 92.2%. This was 96.0% in JEE-2012, 91.7% in JEE-2011, 85.5% in JEE-2010, 88.3% in JEE-

    2009 and 88.5% in JEE-2008. Looking at the competitiveness of the examination, the highest score is up

    to the mark. It is also evident that the difficulty level of the question papers in JEE (Advanced) - 2013 has

    decreased substantially. The question paper setters were given guidelines to frame questions in such a

    way that at least 30% of the questions can be attempted by any candidate with good preparation for the

    board examination.

    In JEE(Advanced)-2013 as well as in previous JEE exams, the question paper is divided among the three subjects, Physics, Chemistry and Mathematics, such that Physics appears first, followed by Chemistry and then Mathematics. Analysis of the number of questions attempted by the students in both Paper 1 as well as Paper 2 shows that maximum numbers of un-attempted questions are invariably in Mathematics. This is due to the paucity in time available to the student. Considering the fact that quantitative skills are an extremely important component of the testing process, it is proposed to change this order to Mathematics, followed by Physics and then Chemistry.

  • TREND ANALYSIS Trend analysis has been carried out using historical data. Table B1 captures the trend in the number of registered candidates for the last 17 years. This year, the format of examination has changed and number of candidates for JEE (Advanced) are restricted to 1.5 Lakhs. So no association can be made. The increase in the number of total registered candidates in 2012 as compared to the same in 2011 is however only about 4.4 %, as compared to about 2 % increase from 2010 to 2011, which is, in all likelihood the result of decreasing the application fee for females. Interpreting the zone-wise data of registered candidate of JEE (Advanced) 2013, IIT Bombay is having the maximum number of candidates (23.15%) and IIT Guwahati is having the least number of candidates (8.27%). Table B2 captures the trend in terms of the candidates belonging to various categories. The number of GE candidates has decreased to 40.38% of the total registered candidates whereas the candidates in SC category increased to 15.82%. The number of OBC, SC, and ST category candidates has relatively remained unchanged between 2011 and 2012. Table B3 captures the trend in terms of number of attempts. In JEE (Advanced) 2013, about 69.6% candidates have attempted JEE (Advanced) for the first time which is very low compared to 80% of JEE-2012. In JEE-2012, about 80 % of the candidates have attempted JEE for the first time and about 20 % have attempted JEE for the second time. As can be seen in Table B3, since 2007, except for minor differences this ratio has remained constant and may be attributed to the introduction of a ceiling on the number of attempts allowed in JEE. Table B4 captures the gender-wise trend in the number of registered candidates. This year the number of registered girls candidates are reduced to almost half in terms of percentage compared to JEE-2012. In JEE-2012, the reduction in the application fee for females has led to an increase in the fraction of girls registering for JEE. In the 1990s the ratio was close to 10 to 1 in favor of boys, which decreased to 7 to 1 in the early 2000s, to 4 to 1 in the mid and late 2000s, to 2 to 1 in 2012. In 2011 it was observed that this ratio is approaching close to 1 female candidate for every three male candidates.

  • COUNSELLING AND SEAT ALLOCATION STATISTICS

    Of the 20834 qualified candidates, 14336 candidates were shortlisted for seat allocation. Only 14061

    candidates filled the course choices. The category wise distribution of candidates did not fill the

    choices are as follows: -

    GE Category : 89 candidates

    OBC (NCL) Category : 94 Candidates

    SC Category : 83 Candidates

    ST Category : 9 Candidates

    The AAT-2013 test was administered at all the seven IITs on 28th June, 2013 between 9:00 am and 12

    Noon. A total of 337 candidates wrote the test. The zone-wise number of candidates registered and

    qualified is given in the following Table .

    In First round of seat allocation 9716 candidates were offered seats and 763 candidates did not turned

    up for document verification.

    In Second round of seat allocation 9663 candidates were offered seats and 298 candidates did not

    turned up for document verification and 263 withdrawn the allotted seat in First/Second round of

    counselling.

    In final round of seat allocation 9718 candidates were offered seat.

    Seven (7) supernumerary seats were created due to tie-break in ranks and choices filled by the

    candidates 1014244 (M5236 GE_SN), 2014233 (K4110 GE_SN), 2057399 (D4109 OBC_SN), 4020105

    (K4110 GE_SN), 5029191 (S4129 OBC_SN), 7001318 (S4131 GE_SN), 7007279 (D4139 GE_SN). In

    addition, one supernumerary seat is created due to foreign nationality 6018233 (M4127 GE_SN).

    The availability of seats and the allotment statistics are shown in Table C1 and C2. This show that we

    have allotted 9718 seats against the 9867 seats available. The vacant seats in ST and PD categories are

    carried to the preparatory course. The statistics related to course allocation is given in Table C3.

  • Table C4 captures the number of candidates from each zone offered seats in the 17 institutions. Large

    number of candidates from Bombay and Delhi zones have joined the respective IITs. Table C5 captures

    the data on the number of allotted candidates based on number of attempts. 59.2 % of the candidates

    have qualified in the first attempt while 40.8% in the second attempt. The percentage of second

    attempt candidates allotted seat in Jodhpur, ISM Dhanbad is more than 50%. This could be due to the

    choice of branches of the candidates. Table C6 show that about 93.5% of the candidates allotted seats

    are male while 6.5% are female. This is not consistent with the data of IIT-JEE 2013.

    Table C7 show statistics on the number of candidates called for and allotted seats to the Preparatory

    Course. This year the SC category merit list had more students than the number of seats available in

    the SC category. All SC candidates meeting the cut-off were called for counselling for seats. No SC

    preparatory list was made since the number of qualified candidates exceeded 1.4 times the number

    of seats in the respective category. There is no seat left vacant in SC category for the Preparatory

    Course. Table C10 shows the zone wise distribution of the candidates for the Preparatory Course.

    Tables C11 to C14 show the distribution of candidates in the various brackets of ranks in the CML and

    in the various categories. Table C9 shows the number of seats converted to respective category after

    Preparatory-PD course allotment.

    After the formal approval from JAB. JIC has decided to distribute preparatory students across various Institutes and decided to run the preparatory classes as detailed below:
