Mr. Chairman, members of the Executive Committee, it is my pleasure to present to you this report on the activities and events pertaining to the Office of the State Fire Marshal. OSFM Personnel: Deputy State Fire Marshal’s Christopher McIntyre, Carl Witmer and Brandon Sheppard started with the agency on May 13, 2015. DSFM McIntyre is assigned to the Lower Shore Region, DSFM Witmer will be assigned to the Western Region and DSFM Sheppard is assigned to HQ until the completion of his law enforcement academy which began on May 26th. DSFM Chris Fenzel started with the agency on June 10th and will be assigned to the Upper Shore Regional Office. DSFM John Grothe joined the agency on August 5, 2015 and is assigned to HQ waiting for a law enforcement academy class to start. Of the new hires one is a veteran, one is a veteran and a volunteer firefighter and two are volunteer firefighters. We have two additional sworn positions we are in the process of filling along with four vacant fire safety inspector positions and two contact fire inspector positions. After over 20 years of dedicated service Master Deputy State Fire Marshal Paul Schlotterbeck who was assigned to the Upper Shore Regional Office retired from the agency at the end of May. M/DSFM Schlotterbeck will be going to work for MDE as one of their emergency responders. FSI Heather White resigned from the agency at the end of July to take a position with the Ocean City Fire Marshal’s office. S/DSFM Sander Cohen received a unit citation from the Prince George’s County Fire Chief for his assistance in the regional bottle bomb explosion case that occurred last year in several jurisdictions. Fire Fatalities: As of this date the total fire fatalities for 2015 currently stands at 42 compared to 39 at this same time last year. There were no reported fatal fires during the month of July. 2014 Life Safety Achievement Award: I am pleased to report that the Riviera Beach Volunteer Fire Company has received the 2014 Life Safety Achievement Award, from the NASFM Fire Research and Education Foundation and the Grinnell Mutual Reinsurance Company. The department was one out of 117 departments across the country to receive the award. Since 1994, Life Safety Achievement Award has recognized fire departments for having outstanding fire safety statistics and prevention programs during the preceding calendar year. The award recognizes the proactive fire prevention efforts that the organization has made toward improving its community’s fire and life safety behaviors. Fourth of July: The OSFM was advised of only five reported injuries across the state. Three adults and two juveniles received minor injuries from burns and soft tissue damage as the result of the miss use of legal and illegal fireworks. There were four reported fires in the City of Hagerstown as the result of fireworks. Proposed 2016 Legislation: We have sent three proposals to the MSP legislation office for review and submission. Two involved the repealing of section 6-313 Chimney Fire Reports and section 6-314 Reports of Losses by Insures. The last one is preventing the sale of nine volt smoke alarms within the state which was turned down last year. FY17 Budget Requests: As in previous years we will be requesting new vehicles, three additional fire protection engineers, eight additional fire safety inspectors and an annual salary review for the fire safety inspectors. Firefighter Life Safety Initiative 14 & 15: The Maryland Emergency Services Life Safety Task Force presented this training on Saturday, May 16th at the Kent Island Fire Department. This training dealt with Public Education, Code Enforcement and Sprinklers as it pertains to firefighter safety. It was a disappointing turn out with only a total of 12 individuals in attendance. MALSC: The Mid Atlantic Life Safety Conference will be held on Tuesday, September 29, 2015 At the John Hopkins Applied Physics Lab. The conference theme this year is Reducing Emerging Risks. 508 Funding: The verification letter was sent to the Military Department on July 21, 2015 indicating that all fire and rescue departments did participate in reporting to MFIRS for FY 15. NASFM Web Training Portal: The National Association of State Fire Marshal’s has a web based training portal that deals with the following topics: Pipeline Safety, LNG Emergencies, Fire Incident Data, Evaluating the Fire Risks in Existing Buildings, Residential Sprinklers and Crowd Manager Training. The website is: http://nasfm-training.org/. Conferences: We participated with our fire service partners MSFA and MFCA at the MML Convention in June and at the MACo Convention in August. We will also be at the Maryland Association of Realtors Conference in October. At all of the conferences the focus was to promote residential sprinklers.
