Travel Approvals:
Report to Parliament
This Report on overseas trade mission undertaken by the Minister for Education, Training and Employment, Hon. John-Paul Langbroek and his Chief of Staff, Ms Fiona Crawford, is tabled in accordance with Section 4.13.8 of the Ministerial Handbook which states:
A written report on overseas travel undertaken is to be tabled in Parliament by the Minister within one month of their return. A copy of tabled report is to be provided to Ministerial Services either prior to, or as soon as possible after tabling.
This report is to detail the benefits obtained from overseas travel in addition to the details in the approval section (above), excluding any requests for recreation leave. Note that the total estimated cost of the travel is to be included in the report and/or the actual costs are to be reported in the Public Report of Ministerial Office Expenses which is currently required to be presented to Parliament on a six monthly bases in accordance with Section 3.12 of this Handbook.
Travel Specifics
1. Dates of Overseas Travel: Depart: 4th October Return: 17th October
2. Destinations: Japan Vietnam Indonesia
3. Participants: The Minister for Education, Training and Employment sought formal approval from the Premier, to undertake travel to Japan, Vietnam and Indonesia from 4th October to 17th October 2014; and to be accompanied by Fiona Crawford, Chief of Staff to the Minister for Education, Training and Employment.
4. Acting Minister: Hon. Ian Walker MP, Minister for Science, Information Technology, Innovation and the Arts, was Acting Minister for the period specified above.
5. Cost Estimates:
All cost and claims incurred by the Minister and Chief of Staff are subject to the final approval and ratification of the Ministerial Services Branch (MSB) within the Department of the Premier and Cabinet. Current advice as at (5th November 2014) from MSB indicates:

Purpose of Meeting:
• To outline how EIKEN foundation produces and administers English-proficiency tests, with the backing of the Japanese Ministry of Education, Culture, Sports, Science and Technology and in cooperation with Japanese prefectural and local boards of education, public and private schools and other leading testing bodies.
• EIKEN administered tests are taken by more than 2million examinees annually and at over 18,000 locations.
• The EIKEN test is the most popular English proficiency test in Japan. • The Queensland Government was one of the first foreign governments to accept EIKEN

Summary: Japan and Australia has been strengthening the bilateral relations mainly in economic area. Recently, human exchanges in the education area are also getting more active, as Australian Commonwealth Government announced "new Colombo Plan" to promote more university students in Australia to study or participates in internship programs in other Asia Pacific countries.
We interviewed Mr. John-Paul Langbroek, Minister of Education, Training and Employment in Queensland of Australia who visited Japan, about the current situation of the education in Queensland and the relationship with Japan for the future.
Australian Prime Minister, Tony Abbot, raises the goal to increase the ratio of Year 12 students who study a foreign language to 40 percent by 2025.
Responding to this, Queensland government aims at lowering the age of students who start to learn a foreign language from current Year 6 to Year 1, and also aims at increasing the ratio of Year 12 students who study a foreign language to 15 percent by 2025.
This is because five percent of Year 12 students currently study a foreign language and there are remote towns dotted in the state which have challenges to secure the language teachers. This vast area of Queensland, which is 22 times of Japan’s, develops the remote online education system and makes it a good model for other states.
In Queensland, “50 percent of students learn Japanese as a foreign language. By offering opportunities for learning the language to younger students, we would like them to achieve a higher level of the language skill and help strengthen the tie with Japan.” said Minister.
He also said, as a multicultural society, "we welcome Japanese people and contribute to strengthen the relationship through education”.
This year, Queensland’s Department of Education, Training and Employment concluded the agreement with Eiken Foundation in Japan to adopt the Eiken grade for qualification to enter high schools in Queensland. With this agreement, the state will further engage in accepting more students from Japan which is strengthening the global human resource education.

(CPHUD) - Sáng ngày 13/10/2014, trong khuôn khổ chuyến công tác tại Đà Nẵng, đoàn Bộ Giáo dục, Đào tạo và Nhân sự bang Queensland, Úc do Ngài Bộ trưởng John - Paul Langbroek dẫn đầu đã có buổi làm việc với Trung tâm Phát triển nguồn nhân lực chất lượng cao.
Tại buổi làm việc, bà Dương Thúy Hằng, Phó Giám đốc Trung tâm bày tỏ niềm vui mừng được đón tiếp đoàn. Sau khi nghe trao đổi thông tin về chức năng, nhiệm vụ của Trung tâm, Đề án Phát triển nguồn nhân lực chất lượng cao và tình hình hợp tác giữa Trung tâm và bang Queensland trong thời gian qua, Ngài John - Paul Langbroek đánh giá cao quan hệ hợp tác trên lĩnh vực giáo dục và đào tạo giữa hai bên. Ngài rất ấn tượng với cuộc sống, con người Đà Nẵng và tiềm năng hợp tác giữa thành phố Đà Nẵng và bang Queensland trong lĩnh vực giáo dục và đào tạo. Đến nay, đã có gần 50 học viên Đề án Phát triển nguồn nhân lực chất lượng cao được cử sang học tại các trường đại học tại bang Queensland, chiếm hơn 30% số lượng học viên Đề án tại Úc. Kết thúc buổi làm việc, hai bên thống nhất sẽ tiếp tục xúc tiến quan hệ hợp tác trong việc hỗ trợ các khóa bồi dưỡng ngắn hạn cho CBCCVC nói riêng và hợp tác trong lĩnh vực giáo dục, đào tạo nói chung. Cũng trong chuyến thăm lần này, Ngài Bộ trưởng cũng đến làm việc với UBND thành phố và Viện Anh ngữ Đại học Queensland - Đại học Đà Nẵng.

Bộ trưởng John- Paul cho biết, bang Queensland đã có chính sách đưa chương trình tiếng Việt
vào dạy học trong các trường phổ thông, xem đây là môn ngoại ngữ tương đương với các
ngoại ngữ khác trong các trường phổ thông trong tương lai. Hiện có 3 trường phổ thông đang
đưa tiếng Việt vào dạy học chính khóa. Australia cũng có chương trình đưa giảng viên, giáo viên, HS-SV sang Việt Nam để trao đổi kinh nghiệm, học tập và tìm hiểu về văn hóa...
Tại buổi làm việc, đại diện các sở, ban, ngành và ĐHĐN cũng đề nghị Australia quốc tế hóa
bằng dạy nghề vốn rất mạnh ở Australia, xây dựng chương trình liên kết đào tạo nghề giữa 2
bên; rút ngắn thời gian học dự bị để giảm bớt chi phí sinh hoạt, học tập cho du HS-SV Đà Nẵng
khi sang Australia học, bởi nước này có mức chi phí sinh hoạt, học tập khá cao; thúc đẩy mối
quan hệ hợp tác trong nghiên cứu khoa học giữa ĐHĐN với các nhà nghiên cứu khoa học bang Queensland...

ABOUT THE SCHOLARSHIP
In commemoration of Minister Langbroek’s first visit to Le Hong Phong School and in recognition of the strong relationship between Queensland and Vietnam the Queensland Government, through the Department of Education, Training and Employment, is proud to offer a scholarship of up to AU$5,000 (approx. VND90,000,000) to award a Le Hong Phong high school student the opportunity to live and study in a Queensland government school for two weeks during the 2015 academic year.
The student will be selected by the Le Hong Phong School. Arrangements for the student’s stay in Queensland will be coordinated by Education Queensland International (EQI). EQI provides primary and secondary school courses to international students through selected Queensland Government State Schools.
The student will travel to Queensland and participate in a purpose designed EQI High School Study Abroad Program. This program is planned specifically for those students who want to come to Queensland for a world class school education whilst experiencing a different culture in a unique natural environment.
The scholarship also includes homestay accommodation. Homestay is for visiting students who want to experience the real-life Australian lifestyle by living with an Australian Host Family during their stay. Homestay gives visiting students the best possible opportunity to practice their English conversation skills in everyday life, while ensuring safe accommodation and a caring home environment. Visiting students often develop lasting friendships with their Australian host families.
EQI programs provide a variety of seamless study pathways to Higher Education and many of the world’s leading universities. International students can fulfil their academic potential, develop character and leadership skills and achieve their personal goals while preparing for their future global careers.

Program kerja utama khursus singkat Bahasa Inggris bagi Guru Jawa Tengah di Perguruan Tinggi Queesland, dan kerjasama Sister-Schools antara SMA Jawa Tengah dengan beberapa State High Schools di Queensland yang di wujudkan melalui program pertukaran guru dan siswa antar sekolah yang , dengan tujuan pihak QUT untuk lebih mendukung program Internasional Nursing Profesional Experience pada 2014 ini Jawa Tengah menunggu kedatangan 10 orang mahasiswa QUT untuk memperoleh Internasional Nursing Profesional Experience di Jawa Tengah dalam bidang pendidikan dan pelayanan kesehatan yang telah dibangun sejak tahun 2000 dan di tandai dengan terbentuknya hubungan kerjasama Sister Province/State ini menjadi tonggak sejarah dan pengikat bagi kedua bangsa serta memberikan sebuah pelajaran bagi kita semua, bahwa perbedaan budaya dan semua jenis perbedaan lainnya bukanlah penghambat bagi kita untuk saling belajar, saling memahami, saling mengenal, dan juga saling memberikan manfaat. Agenda kunjungan hari kedua beliau akan berkunjung ke SMA N 3 Semarang, dengan agenda diskusi interaktif yang di ikuti guru dan siswa SMA N 3 Dan SMA N 1 Semarang, dan di lanjutkan ke SMK PIKA dengan agenda melihat hasil produk yang di hasilkan siswa siswi desain mebel.
