1. Implementation of the 2014 Plan for

National Economic and Social Development

Last ye缸:, in the face of a complex and volatile environment abroad and arduous

and formidable tasks involving reform, development, and stab且ity at home, all regions and government dep红也nents, under 也e correct leadership of the Cen位al Committee

of 也e Commurust P缸ty of China (CPC) and the State Council, adhered to 也e general work guideline of making progress while ensuring stab也可; followed a general

philosophy of keeping macro policies stable, making micro policies flexible, and meeting basic needs through social polic览s; and made coordinated efforts to ensure

steady grow也, advance reform, make structural adjl础nents, improve 出e standard of h咄:tg, and guard against risks. We .earnestly implemented the 2014 Plan for National Economic and Social Development approved at the Second Session of 出e Twelfth

NPC, carried out our tasks in a s旧e and steadfast fashion, and achieved good results in

all r,四pects. Overall, we sustained steady economic and social development under a new normal and successfully implemented 也e plan for 2014.

We created new and improved ways of car巧1ng out 主egu1ation at the macro level, took more targeted measures and enhanced structural adjustments on the basis of

range-based regu1ation, and ensured that the economy performed 切由in an appropriate

range

Fully leve呻吨出e fundamental role of consumption in driving economic growth, we implemented a comprehensive range of policies 创med at boosting consumer spending. Total reta丑 sales of consumer goods for the year rose by 12% and

consumption in information, elderly care, health, and other service sectors grew rapidly. Ma险J.g good use of the key role of investment, we launched major projects in

ecological conservation and en吐onmental protec包on, clean en巳rgy, agnα过阳风 and

water conservancy, and made innovations in 出e mechanisms for investment and

也lancing in key areas. Tota! fixed-asset investrnent for 也e ye缸 rose by 15.3%, of which

64.1% came ttom nongovermnental sources (excluding rural households). Giving play

to the suppor田g role of exports, we worked hard to stabilize exports while increasing

imports. The to饵1 volume of US dollar-denoITÙnated imports and exports for the year

rose by 3.4%, and our international market share continuedωrise. Final consump臼.on,

capital fotma包on, and net exports were responsible for 51.2%, 48.5%, and 0.3% of econonnc grow由, respec包vely. The gross domestic product (GDP) reached 63.6 的血on

严钮, an increase of 7.4% over 也e previous year. 2) The e.哗炒脚'nt situation remai耐d stab!e.

We continued to implement a more proactive emplo严nent policy, relying on reform, econoITÙc growth, and sound policy measures toαeate and secure jobs. A p缸ticul缸

emphasis was placed on supporting university and college graduates in finding jobs or

starting 也eir own businesses, and on providing job seeking assistance for urban residents who are unemployed or having difficulty 缸ding jobs. An additional 13.22

million urban jobs were created throughout 也e year. The registered urban unemployment rate stood at 4.09% at the end of 2014.

3) Price grow劝 s!owed.

The consumer price index (CPI) rose by 2% for 出e whole year. We tightened

oversight over market prices and stepped up effortsωcounter monopolistic pricing, dealing wi出 25,000 cases of pricing irregularities and 血posing econoITÙc penalties of

4.47 billion yuan. We abolished a host of unreasonable ch吨es and fees levied by banks and other financial institutions, saving enterprises more than 40 b山lon归an.

4) Fisca! and financia! risks remained at a controJ!ab!e !eveL

We sttengthened and standardized the management of local government debt, reviewed and screened outstanding debts, launched 位ials för local gove.rnments to issue

也出 own bonds and repay their own debts, and s位en阱lened risk assessment and early warning 皿.tiatives. Focusing on industties with overcapacity, local gov,仅nment debt, informal credit, and Internet banking, we intensified efforts to monitor, assess, and identify risks wi也 a view to preventing regional and systeITÙc financial risks. In response

ωfluctuations in 仕le real estate market, we promptly adjusted and improved housing"related financial policies and improved related financial se!VÏces.

2. 胁 comprehensive1y de甲ened reform and openi唔 up and grea t1_

invigorated the market. We continued to c缸巧。ut a range of reforms related to government review and

approval, fiscal and tax systems, banking, investment, and pricin各 We also increased the pace of reform in education as well as medical and healthcare services. These initiatives

enabled us to inject new vitality and impetus into econoITÙc and social development.

Focusing on investment, production, and business operation, we cancelled or

delegated to lower-Ievel governments the process of government review and approval

for 246 items; achieving ahead of schedule 也e goal of cu位ng the number of items

requ凶ng government review and approval by one 也ird. In addition, we pushed forw缸d

comprehensive reforms in the business system, and the number of new与 registered

虹latket entities for 也e year totaled 12.93 million.

structural reforms. We extended the trials of replacing business tax with VAT to the

railway 世'ansportation, postal, and telecommunications services industries, and replaced

由e quantity-based resou亿e tax on coal wi由 a price-based one. We introduced new measures on 由,e procurement of services by the government. We raised 也e upper limit

on 也e floa由g range for deposit interest rates and reduced maturity br在ckets. We , also widened the floa出g range of the renrninbi exchange rate, allowing 此 to float more

k啡 Weme如此均 approached the lifting of restrictions on the establishment of

缸ancial institutions, and approved 也e establishment of five private banks. The 往:ial-run of the Shanghai and Hong Kong Stock Connect was officially launched. The

scale of renminbi settlement in cross-border trade and investment increased.

investmen.t projects. Further revisions were madeωthe list of inves田ent projects

req幽19 government review and approval. The number of projects requiring approval at 出e ministerial level was cut by 76% over 也e past tWo years. The system of

mandaωry government review for all overseas扣nded projects was replaced "甩出 a reporting-based system under which gove,口览nent review is only required in a limited number of cases. More than 95% of cases were only required to report to the

government. With the exception ofαses involving sensitive coun创es, regions, and

introduced for reducing 也e number of items reqni血19 government review and approval, 但gulating intermediary services for investment projects, and reviewing and approving enterprises' investment projects online. Guidelines were formulated and implemented

for revamping t1le systems of investment and financing in key sectors and encouraging

nongov创nrnental inves也nent. Posi包ve headway was made in the reform of 也E

inves仗时nt and financing system for railways.

4) Pricii吧gr拚仰阳阴刷刷以We lifted price con位。Is over more than 700 low-priced medicines covered by

medical insurance as well as 50 goods and serl过ces in other sectors, such as medical services provided by non-public medical in础tutions and telecommunications services.

R必lway fteight transpo口 prices were changed 丘om being set by the government to

being guided by 也e government and a ceiling was imposed. Unified national railway

freight transport prices were raised once a织in. Benchmark passenger 也ansport prices

on domestic air lines were changed ftom being reviewed and approved by 由c

governmentωbeing determined by airline companies in accordance wit11 state pricing

rules. We launched pilot projects of guaranteed base prices for cotton produced in

Xinjiang and so作eans in nor趾础 China and Inner Mongolia. We can:ied out 副

主eforms for the pricing of e1ectricity transmission and distribution on power grids in

Shenzhen and western Inner Mongolia. We introduced 包.ered priαng for residential water and gas cons回到ption and adjusted the price of non-residential natural gas for use

Guidelines for reforming the remuneration system for execu世ves in central government enterprises were introduced. Pilot reforms were launched to reorganize central government enterprises as state-owned asset investrnent companies, develop a mixed-ownership economy, and standardize the boards of directors in central

government enterprises. Further progress was made in the merging and reorganization of SOEs.

Guidelines for comprehensive reform of the system for the use of official vehicles were formulated, and were implemented first in the bodies of 也e CPC Cen世al

Committee and central government. Plans for a system of public credit records were

prom啕ated and implemen时, and mechanisms to enable different depa主trnen岱 ωshare credit informa包on and take joint punitive actions ag组nst those who act in bad f组th were improved. S粤此剧 progress was made in 出巳耐且bli如nent of a unified

registration system for immovable property. The reform of the school examina包on and enrollment systems was vigorously promoted. The plan for old-age insurance reform in

P红ty and government bodies and public institutions was promulgated as expected. The ma)o哟。f China's provincial-level a也出nistrative areas have established systems

enabling residents to settle medical bills incurred 扫 any locality wi也in that jurisdiction via their medical insurance accounts. Trials for the comprehensive reform of county-level public hospitals have been extended to over 50% of counties or

The s往ategy of developing 也e Silk Road Economic Belt and 21st Century

Mari白白e Silk Road entered the implementation phase, the construction of

ln企astructure was stren阱lened with a viewωachie世ng. better connectivity wi出neighboring coun世ies, and the opening up of markets in border areas and inland areas was expanded. The operation of 也e China (Shar喃ai) Pilot Free Trade Zone yielded transferable experience 阳t can be replicated in other reform projects. The utilization

of foreign capital was enhanced in terms of bo也 quali可 and strucωre. Non-financial fore笔n direct investrnent actually utilized in 2014 totaled US$119.6 b世ion, up 1.7% year

on ye缸. The proportion of foreign investrnent utilized in 出e service sector reached

55.4% of the total. Efforts were redoubled to promote intemational cooperation on

production capacity and encourage Chinese equipment to "go global," and good progress was made in initiatives to promote Chinese rail 位钮sit equipment, elec国city

generation, telecommunications, and energy on 也e international market. China's

non-financial outward direct investment reached US$102.9 billion for the ye泣, up

14.1 %. A pattem of synchronous grow由 in inward and outward investment began to

take shape. 3. We accelerated industria1 structura1 adjustment and 说igorouslypromoted

economic 位'tinsformation and upgrading. Through exer包ng market forces and enhancing policy guidance, we sped up the

transformation of the economic grow由 model and gave new impetusω 也E

improvement and upgrading of the industrial s位沉tute.

Spending on R&D as a percentage of GDP reached 2.09% in 2014, with corporate R&D spending accounting for over 76% of 出e total. Cutring-edge innovations such 皑

白e Tianhe-2 supercomputer, super-hybrid rice,也e Chang' e lunar lander, and the

deep-sea manned submersible Jia 'Olong captuted gl'Obal attention. Breakthr∞ghs WI臼E

made in a number of key and core 能chn'Ologies and industrial applicati'Ons, cove血gthe

fields 'O f biology, intelligent manufacturing equipment, ocean en伊leering equiþment, regional airliners, mobile Internet, and broadband network eq山pment. There was rapid

development in s忧ateg:tc emer.伊19 industries, such as cloud computing, the Internet 'O f Things, and big data. Micro-innovation, α'Owd innovation, and other innova包ve and en位epreneurial models showed robust growth. The value-added of the high-tech manufacturing sector rose by 12.3%, four percentage points higher than that of industrial enterprises wi也 annual revenue 'O f 20 m血10n 严1an or more fi:om their main

The technological upgrading of en阳prises in 往aditional industries was carried out vig'Orously. lnitiatives to adjust 由e distribution of key indus位ies and relocate industries ga由ered pace. Steady pr'Ogress was made in the elimina组on of excess production

capacity. Tasks set out at 也e beginning of last yearωelinlinate excess production capaC1巧T in 15 key industries were c'Ompleted as planned, effectiv而el与ycω口宜由制bin略g 由e blin e芷pa缸凯I扫1丽s剑ion of produ肌cti'On ca勾pacit守y; Imp 'Ortant gains were made in t山d卫吕也e c'Oal

New business 可pes and models displayed robust development. Cultutal and creative indus的es and design services were 岛rther integrated with related industries, andall让d-t'O-long-term development plan and three-year acti'On plan were introduced for the logistics indus町. 缸n'Ounted t 'O 30.7 位诩ion 严lan, increasing by 8.1 % over the previous year and

accoun出g for 48.2% of也e GDP, 5.6 percentage points higher than that of second优y

indus位y.

The coun町's comprehensive 国nsportation system was 缸rther improv1时,Wl由出E

kilometers. National internet backbone access points were built in seven more cities, and fiber optic broadband was made available to ano白白 30 núIlion households 0主 so.

The installed capacity of hyd芷upower facilities nationwide exceeded 300 núIlion

kilowatts. Major pro驴'ess was made in the exploration and exploitation of coal seam gas, shale gas, and deep-water oil and gas. Consttuction began on 57 of 172 m勾or water conservancy projects that have been planned. The first phase of也e cen也'al route of the

South-to-North Water Diversion Project was put inωoperation, provi也19dri由ng

water 企om 也e Yangtze River to 60 núIlion residents in the Beijing-Tianjin-Hebei

reglOn. 4. We bolstered the foundations of哩宜扭曲lra1 and ruraJ deve10pment 四d

made advances toward baJanced deve10pment bet胃een urban and rura1 areas

and between 11唔'ons.

Throughout 也e year we vigorously developed modern agriculωre, steadily promoted a new type of people-centered urbanization, op也nized the spatial planning of economic development, and took new steps in balancing development between urban and rural areas and between different regions.

Investtnent related to agric叫ture, rural areas, and farmers was 岛主出,er increased, and 由e development of agricultural infrasttucture was supported. We oversaw the orderly ttansfer of land operation rights, leading to the ttansfer of around 30% of

contracted land-use rights in rural areas. We formulated an overall plan to con位。l

serious agricultural en世ronmental pollution,思丑delines on establishing demonsttation zones f01: ecological conservation and improvemen飞 a plan to reform state forestry

farms, and 思革命lines on reforming state fores町缸eas. Tot王Ù grain output grew for the

11 th consecutive year, teaching 607 núIlion mettic ωns. Production of agriculωral and sideline products, including meat, eggs, milk, fruit, vegetables, and fish, remained stable. We guaranteed the provision of safe 缸也总ng water for over 66 m血on mote rural

residents, renovated dilapidated houses for 2.66 million rural households, and reduced 也e number of rural population living in poverty by 12.32 million.

We issued and implemented a natio叫 plan on a new type of urbanization, and carried out supporting policies such as a plan to reform the household regis位ation

system and a scheme for fulfùling 出e three tasks, each concerning 100 mi血on pe叩le:

granting urban residency to around 100 m血ion people who have moved to cities from

rural areas, rebuilding run-down areas and "villages" inside cities where around 100 m血ion people live, and guiding the process of urbanization of around 100 million rural residents in the central and western regions. Comprehensive ttials f01: a new type of

urbanization were launched in two provinces and 62 cities or towns. Standards for

classi年ng cities based on their population were fine-tuned. The percentage of the

population residing permanendy in urban areas was 54.77%. The percentage of the population registered as permanent urban residents is estimated to have reached 36.7%.

"One Belt and One Ro.ad" strategy, steadily launching pra萨latic coo.pera包o.n in a wide

range o.f areaιWe co.mpleted the functio.nal zo.ni吨。f 由e Beijing-Tianjin-Hebei regio.n and establish时也e plan fo.r its co.o.rdinated develo.pment, and made ini也I

breakthro.ughs in three key areas o.f integrated 往anspo.rtatio.n, enviro.nmental pro.tectio.n, and industrial upgrading and relo.cating. We issued and implemented gnidelines o.n s出口叫ating the develo.pment o.f 也e Yangtze River eco.no.mic belt, which 芷revo.lv,陀e 缸ou阻nd

suppo.rt 由e revitalizatio.n o.f no.rtheast China in the ne缸 future were issued, and progress was made in the 世ansfo.rma包on o.f ci包es o.nce dependent o.n reso.utces 也atare

now depleted. Con也lUed effo.rts were made ωestablish tbe central regio.n as a natio.nal integrated 位anspo.rt hub and as a center for productio.n o.f grain, energy, and raw

materials, and the develo.pment of modern equipment manufacturing and high-tech industries. We continued to lay emphasis on energy conservatio.n and emissions reduction as

priority initiatives in chan伊1ß the grow出 model and making structural adjustments Out policies in 出is regard began to yield greater c田nulative effects.

We reduced energy intensi可 and controlled tbe inα'ease in to时 energy

consur刀ption. The share o.f non-fossil fuels in primary energy cons田丑ption reached

11.2%, up 1.1 percentage points over the previous year; energy consumption and

carbon dioxide emissions per unit of GDP dropped by 4.8% and 6.2% r,臼pectively; and

ernissions of sulfur dioxide, chernical oxygen demand, =onia nitrogen, and nitrogen

oxides declined by 3.4%, 2.47%, 2.9%, and 6.7%, respectively. Efforts ωmeet 出E

In view of the performance of 也e targets projected in the plan, overall targets for

Fourth, uncontrollable factors such as changes in the domestic or international

economic environment may cause the actual figures of some targets to be lower than

commodities in 也e international market has caused the growth rate in 仕le to组1 volume

of US dollar-denominated imports and expor臼 to be slower 也an expected.
