CHAPTER-1.0

1.0 PREAMBLE1.1 Two major grid failure incidents occurred on 30th and 31st July, 2012 affecting a

large area of power network covering states namely Uttar Pradesh, Uttarkhand,

Punjab, Haryana, Rajasthan, Himachal Pradesh, Delhi falling under Northern

Region beside other states of Eastern (ER) & North- Eastern (NER) regions during

grid failure on 31.7.2012. In order to look in to the issues related to the Grid failures

and take necessary remedial measures, Ministry of Power (MoP), Govt. of India

(GoI) and North Indian States deliberated various steps to be taken during North

India Chief Ministers and Power Minister, GOI conference held at Delhi on 6th

August 2012. A twelve point resolution was approved to avoid grid

disturbance/collapse in future. As per the MoP directive, all states must

ascertain preparedness of power system defense plans and protection

system in accordance with the Indian Electricity Grid Code (IEGC), which

shall include islanding schemes, Under Frequency Relays (UFR), rate of

change frequency relays (df/dt), special protection schemes (SPS) and

automatic demand management schemes.

1.2 An Expert Committee constituted to enquire into the said Power Grid Disturbance

and to suggest remedial measures, has also inter alia made the following

recommendations:-

"Effort should be made to design islanding scheme based on frequency sensingrelays so that in case of imminent grid failure, electrical islands can be formed.These electrical islands can not only help in maintaining supply to essentialservices but would also help in faster restoration of grid .Action: CEA, RPCs, POWERGRID, STUs, SLDCs and Generators

Time Frame: 6 months"1.3 The Expert Committee has further formed five groups to look in to various

aspects related to grid disturbances. One of the groups headed by Member

Secretary, NRPC was formed for islanding scheme in Northern Region.

Minutes of first meeting of the islanding Scheme group was held at NRPC

office at Delhi on 07.08.2012. (Copy enclosed as Appendix I) which was

attended by representatives from all constituents under NR. The group

agreed on various aspects & modalities for implementation of the islanding

scheme. Based on proposals from STUs/SLDCs, preliminary feasibility of

various islanding schemes was agreed.

1.4 In order to take up implementation of the islanding scheme in Punjab Control

Area by PSTCL, deliberations were held with representatives of Power Grid

(Operation Services Group) who have been associated in finalizing the

islanding scheme for DTL recently. A study-cum-implementation group has

also been constituted by PSTCL to identify & work out further modalities for

taking up design & implementation of the scheme in line with guidelines of

CEA, NRPC, PGCIL etc.

1.5 Based on the inputs provided by NRPC/ PowerGrid and deliberations

amongst study group including PSPCL's representatives from all the three

major thermal generating stations (GGSSTP, GHTP & GNDTP) and BBMB,

PSTCL finalized the islanding scheme for Punjab control area, comprising

of the following 3 no. island;

i) GGSSTP Ropar with Gobindgarh area load.ii) GHTP & GNDTP with Bathinda area load.iii) BBMB Jamalpur with Ludhiana load.

The Punjab Islanding scheme report dated 20.11.2012 was submitted to

NRPC for approval.

1.6 The Islanding scheme was reviewed by NRPC/CEA during presentation

made by PSTCL held at NRPC, New Delhi on 21st Dec, 12. Based on the

suggestions/comments made by NRPC/CEA during the presentation, the

revised Islanding scheme has been prepared.

1.7 The major modifications /revisions made are as under;-

i) Only 2 no islanding scheme for GGSSTP and GHTP cum GNDTP

generating stations has been retained thereby excluding BBMB

Jamal Pur scheme as proposed earlier since BBMB Bhakra hydel

Units have quick black start facility.

ii) Both summer/paddy season (peak period) and winter season

average (off peak period) loading scenarios have been considered.

iii) Remote monitoring and control of islands through MMI/SCADA based

intelligent system at SLDC has been incorporated to manage the

islands, on the pattern of DTL scheme.

iv) 2 no important railway feeding stations at Sahnewal & Jamsher have

been included in the proposed islands.

CHAPTER 2.02.0 OVERVIEW OF PUNJAB POWER SYSTEM2.1 The Transmission functions in Punjab Power System are performed by

Punjab State Transmission Corporation Ltd. (PSTCL) whereas Generation &

Distribution functions are performed by Punjab State Power Corporation Ltd.

(PSPCL). Punjab Power System is operative with a number of generating

stations both Thermal and Hydel (Total Gross Generation = 3650 MW

approx) in the state sector owned by PSPCL. Beside this Punjab also draws

its share from BBMB Hydro-Generating stations through BBMB Transmission

network.The Punjab network is also linked with 400 KV PGCIL network at

Malerkotla, Moga, Patiala, Ludhiana, Jalandhar and Amritsar to draw Central

sector share.

2.2 The transmission network of Punjab consists of 132 KV & 220 KV network

spread all over the state. Presently, a major 400 KV transmission network in

PSTCL is also in advanced stage of commissioning mainly for the evacuation

of power from upcoming Thermal Power Stations in Private sector (IPPs) at

Talwandi Sabo and Rajpura. The transmission map of Punjab 132 KV &

above is attached as Appendix II2.3 The Punjab has transformation capacity of 20800MVA approx. and 220 kV &

132 kV transmission lines of 8200 Ckt. Km (as on 31.07.12).There is a plan

to add further transformation capacity of 2000MVA during 2013-14 and

2000MVA in 2014-15. The present transformation capacity of ICTs located in

Powergrid Grid Sub-stations in Punjab is also being augmented under Inter

state system strengthening scheme undertaken by Power grid.

Corresponding to these transformation capacity additions, new transmission

links are being added/planned by PSTCL at respective Grid sub stations.

CHAPTER 3.0

3.0 GENERAL PHILOSOPHY ON FORMATION OF ISLANDS3.1 During Grid disturbance ,the control area shall endeavor to sustain through

the under frequency relays (UFRs) and df/dt relays based load shedding

scheme , already installed in the system, as a first line of defense. Only in

case, this defense mechanism fails and frequency continues its fall to

dangerously low levels, formation of islands shall be initiated as a last resort.

3.2 For success of islanding scheme, the load - generation balance in the islands

shall be maintained. To achieve this, at least one of the generators within the

island, shall operate with governor in frequency control mode.

3.3 Islanding scheme shall primarily be a two tier scheme. At frequency of 47.9

Hz, signal/command for formation of islands comprising of more than one

generating station along with pre-identified load shall be initiated. However, if

after the formation of island, frequency continues to fall further to say 47.7

Hz, these islands could be further broken into smaller islands or load

shedding shall be initiated within the island.

3.4 Load generation balance in pre-identified island may change based on

variation in seasonal demand, load growth and network changes, if any.

Islanding scheme shall therefore require intermittent review and re-

adjustments of loads to be cut-in/cut-off to match load - generation balance.

3.5 Efforts shall be made to cover major essential loads such as hospitals,

railway traction etc. in the proposed island. However, if it is not possible due

to some reasons, efforts should be made to extend supply from these islands

to identified essential loads on priority basis.

CHAPTER-4.0

4.0 ISLANDING SCHEME FOR PUNJAB CONTROL AREA:

4.1 Objective:Formation of proposed island shall achieve the following objectives:-

i) Prevention from total black out by avoiding effect of cascade tripping of

the Power System.

ii) Fast restoration of supply to the affected areas.

iii) Supply to Important Loads/essential services i.e. Railways, Hospitals

etc. shall be maintained or can be restored on priority

4.2 Present Status:

Presently there is no islanding scheme in operation in Punjab. However,

UFRs, df/dt relays have been installed on selected feeders to get desired load

relief under critical grid conditions to help grid security. A list of existing UFR

and df/dt relays is attached as Appendix III.

4.3 Proposed Islands:

The following islands have been proposed ,as identified by the Islanding

Scheme Group at NRPC in its meeting held on 07.08.2012 and further

deliberations held at NRPC on 21.12.12. :-

GGSSTP Ropar with Gobindgarh area load.

GHTP & GNDTP with Bathinda area load.

4.4 Methodology of Proposed Islanding Scheme;

Broad methodology adopted for the proposed Islanding scheme is as under :-

i) The scheme is primarily based on frequency measurement. This

measurement will be done through digital frequency sensing relays

(UFRs) to be installed at substations falling within island where

switching action is required.

ii) The proposed island scheme shall required to be configured /re-

configured for peak and off peak operating conditions. The pre-

identified relays ( UFRs) at the sub stations shall be enabled during off

peak period to cover the extended load , to match the available

generation. These relays shall be disabled during peak period.

iii) The proposed islanding scheme operations consists of three stages as

under;-

a) Stage I: When frequency dips to level of 47.9 Hzb) Stage II: When frequency further dips to level of 47.7 Hzc) Stage III: When frequency stays at 47.7 Hz*

* additional load shedding at an interval of 300milli-seconds up to 2 seconds in steps

iv) Disconnection of feeders will be triggered through UFRs proposed to

be installed at Sub stations. Two independent relays, for sensing the

frequency from each bus of sub station shall be provided at each of the

sub station falling under the islanding zone, classified as under:

Relay on Bus-1 = M1 and S1

Relay on Bus-2 = M2and S2

v) Up to 3 no 220 KV feeder will have dedicated set of relays (M1 and

M2) whereas in case of 66 KV feeders, one set of relay (S1 and S2)

will control up to four 66 KV feeders. S1 & S2 shall also control high

frequency swings in the island by operating at 50.5 Hz & 51.0 Hz for

auto reclosing the pre-identified feeders.

The setting of relays shall be as under:-

M1 M2 47.9 Hz

S1 S2 47.7 Hz

S1 S2 50.5 Hz (for Auto reclosing)

S1 S2 51.0 Hz (for Auto reclosing)

vi) Initially main two islands of Punjab Network will be created during stage

I of Islanding scheme (i.e. when frequency dips to level of 47.9 Hz ).

The large island will further be divided into smaller island(s) during

stage II of Islanding scheme (i.e. when frequency dips to level of 47.7

Hz ).

vi) One generating station in each island will be operated in frequency

control mode to control fluctuations in the frequency in that particular

island.

vii) Islanding load to be identified shall exclude the anticipated impact due

to load shedding under defense mechanism prior to islanding through

existing UFR & df/dt relays.

4.5 MECHANISM FOR FORMATION AND MAINTAINING ISLANDS

i) As system frequency is sensed at 47.9 Hz, relays (M1 and M2) will

operate and trip the identified feeders, thus forming a stage-I island.

ii) The frequency of the island so formed shall be further maintained

through both generator and load end. On generator end, one of the

units shall be operated in frequency mode and on load side when the

frequency drops to the level of 47.7 Hz (Stage-II), relays (S1 and S2)

will operate to switch off the pre-identified 66 KV feeders as per the

detail provided in the schematic diagram.

vii) To take care of the power swings due to sudden load throw off during

formation of island, relays (S1 and S2) will operate at 50.50 Hz/ 51.00

Hz (Stage III) to auto reclose the pre-identified 66 KV feeders of 4-5

MW with time delay of 300 msec in steps as per detail provided in the

schematic diagrams.

5.1 GGSTP ROPAR ISLANDING SCHEMEThere are six Units (6x210 MW) at GGSSTP Ropar. Total ex-bus generation

equals to 940 MW considering availability of 5 units and corresponding

average load for island scheme @ 80% of 940 MW comes to 755 MW. The

generation availability is considered as same during peak and off peak

periods.

5.2 GNDTP, BATHINDA AND GHTP LEHRA MOHABAT ISLANDING SCHEME

This island shall include GHTP Lehra Mohbbat & GNDTP, Bathinda.

Initially two Units of GNDTP (2x110 MW) and three Units of GHTP Lehra

Mohabat (2x210 + 1x250MW) are proposed under stage-1 (when the

frequency comes down to 47.9 Hz). Total ex-bus generation equals to 800

MW considering availability of two units of GNDTP (2x110 MW) and three

units of GHTP Lehra Mohabat (2x210 + 1x250MW).The corresponding

average load for island scheme @ 80% of 800 MW comes to 640 MW. The

generation availability is considered as same during peak and off peak

periods.

CHAPTER-6

6.0 PROPOSED ACTION PLAN FOR SUCCESSFULIMPLEMENTATION AND SURVIVAL OF ISLANLANDINGSCHEME

The islanding scheme is designed for a typical load-generation balance undersummer and winter load scenario. However, considering system dynamicsand actual load conditions, it creates un-certainties in the survival of theislands. Initially the islanding scheme as discussed in Chapter-5 can beimplemented with the deployment of frequency sensing relays but additionalmeasures would be required over a period of time to enhance success rate ofislanding scheme.The following steps are proposed to be taken to enhance probability ofsuccess & survival of islanding scheme:-

6.1 Deployment of Numerical Relays.

State of the art Numerical relays (Under frequency cum df/dt) shall beprovided at the identified locations, which shall have faster response time.The existing static UFR & df/dt relays at the Island locations shall also bereplaced with digital numerical relays. The relay shall be capable to integratewith existing/upcoming optical fiber communication network , under ULDCscheme. Detailed Technical specifications and Bill of Material is given asAnnexure III & IV respectively.

6.2 Intelligent System for Load Shedding & Remote Monitoring.

An intelligent system through existing or stand alone SCADA system will beimplemented to continuously monitor the generation (including governorresponse of the generating units) and load at sub stations forming part ofrespective island (s), on real time basis and decision in the formation of islandas well as during the restoration process. The intelligent system shall havecentral control and command centre at SLDC The system will necessarilyrequire optical fiber based communication network. Such intelligent systemwould enhance the reliability of formation of islands. Detail status ofconnectivity & RTUs installed at Substations is given as per Annexure-V.Till such time the above intelligent system is developed, the proposed schemebased on Numerical Relays shall be in place.

6.3 Network & Simulation Studies.

To assess stability and re-validate the formation of proposed islands underdifferent scenario, Dynamic network simulation studies and stability analysiswould be required beforehand. The study would analyze degree of swings inthe bus voltages, line flows and relative rotor angles, etc. The studies wouldalso suggest any additional measures to be taken for enhancing success rateof islanding. Line network diagram of system showing boundary of islands isgiven as Annexure VI.

6.4 Regular preventive Maintenance.

In order to ensure reliability of the island, regular preventive maintenance ofcontrol switchgears, relays & protection system and governors at each of thegenerating units, as covered in the scheme, shall be carried out by therespective agencies.

6.5 Additional Requirements:

Any additional provision to meet with the functional requirements of theScheme shall be incorporated during implementation stage.

6.6 Periodic Review of islanding scheme.

The islanding scheme shall be reviewed periodically, at least once a year, bythe SLDC in consultation with the utilities. Changes in system topology,loading conditions, generation/demand growth, etc shall be reviewed andnecessary changes in the islanding scheme shall be made accordingly.

6.6 Training and mock drills

The detailed procedures/instructions shall be developed and training shall beimparted to the System Operators at SLDC and other personnel involved atthe sub stations and generating stations. A detailed mock drills shall beconducted regularly, at least once in a year. SLDC shall co-ordinate thisactivity with the utilities.

CHAPTER-7

7.0 MAJOR CHALLENGES AND WAY FORWARD

7.1. The islanding scheme has been framed considering the current power

scenario in summer /paddy and winter season. Whereas system is heavily

loaded and most vulnerable to instability and grid disturbance during summer

peak period ( June-Oct), the system is equally vulnerable during winter

season particularly under foggy conditions ( Dec-Feb), as experienced in the

past. To make the islanding scheme suitable for all possible power scenario

through out the year and changes in the network, this shall require a regular

review and re-adjustments.

7.2. Maintaining the island will require continuous actions to regain and thereafter

maintain load generation balance in the respective islands. Since frequency

excursion in islands are expected to fast paced, these actions will

permanently be ensure automatically through time delay feature.

7.3 Presently RFGMO at the generation stations operates within limit of +/- 5%,

as per the IEGC which is already built in the control system of

generator/Turbine. In case of wide range of variation of frequency control

,under proposed islanding mode, one generating unit will have to be operated

on frequency control mode, for which assistance of BHEL(OEM) is required.

7.4 Introducing time delay of 5 seconds in the frequency tripping of generating

units included in the islands shall enhance success rate of islands.

7.5 Training and Mock Drills at SLDC, sub stations and Generating Stations to

familiarize for handling real time situation during grid disturbance.

7.6 During the islanded operation of system, Punjab SLDC at Ablowal, Patiala will

be the nodal agency who will have the overall responsibility of co-ordination &

operation of the islanded systems with various agencies like generating/

distribution licensees (PSPCL/IPPs), BBMB and POWERGRID etc. Punjab

SLDC will follow instructions issued by NRLDC.

ANEXURE III

TECHNICAL SPECIFICATION OF UFRs :

The broad technical specification of islanding relays for the proposed load

shedding scheme is as under:

a. Rating:

The rated auxiliary voltage : 220V + 5% (D.C).,

The rated system frequency: 50 Hz

Nominal voltage : 110V (A.C). Phase-Phase from P.T’s.

b. Operating frequency range : 45 to 55 Hz in steps 0.1 Hz with accuracy + 10 mHz.

c. Under Voltage block at 40% of P.T. Voltage.

d. Recovery function: Frequency difference from set value 0.1 to 2.0 Hz. Resetting

time – 15 Sec. to 15 minutes. Accuracy + 1%.

e. The relays should be immune to harmonics & transients.

f. It should have feature to self monitor. It should also be possible to monitor the

relay from remote.

g. The relay should have at least 4 levels of settable under frequency levels.

h. The relay should have at least 2 levels of settable over frequency levels.

i. The relay should have three load shedding stages for df/dt function and each

stage should have setting range of 0.1 to 3 Hz (incremental in steps of 0.1

Hz/Sec).

j. The each output contact of relays shall be configurable based on frequency

whether over and under frequency values.

k. The relay shall be IEC 61850 Compliant and shall communicate with SCADA

system located at a remote location through owner communication network

through 2mbps Ethernet port.

l. The relay shall have at least four (4) voltage inputs where PT can be

connected directly without any additional interfacing equipment.

m. The relay shall have at least 12 status input and 6 trip output contacts to trip

at least 6 feeders & monitor Main & Tie CBs of these 6 feeders. The output

contacts shall be wired to self reset heavy duty trip relays to trip Main & Tie

have at least 8 contacts.

n. The relay shall monitor the operation of circuit breaker through its auxiliary

contacts.

o. The accuracy of Frequency measurement shall be 1% or better.

p. Suitable LED’s for indications of Tripping, Alarm & Healthy condition.

q. The relay shall have self-supervision function.

r. The maximum operating time (including tripping time) should not exceed 50ms.

s. If the relay or its LED’s or contacts are programmable, they would be programmed by

the firm according to PSTCL requirements / drawings before delivery.

t. The relay shall be capable of fault recording which shall record all analogue

and digital data wired to relay.

u. The relay shall have time synchronising feature using SNTP and IRIG B both.

v. 2 nos. under frequency relays from different makes are envisaged for each

EHV station which will be connected to bus CVT/PT separately to have

redundant relaying system.w. One spare contact of the U/F islanding relay/trip relay shall be wired to existing RTU /RMU

in the substations of the Islanding scheme for intimation of Islanding commencement to

RLDC/SLDC
