Report of the progress of the establishment of the system for the post-earthquake investigation including development of the manual (Item 3) The secretariat reported the progress of the establishment of the system for the post-earthquake investigation which was one of the main objectives of the UNESCO-IPRED and had been lively discussed since the first session of the platform. Report of the 6th Session of the UNESCO-IPRED

4-7 June 2013 Lima, Peru

The 6th Session of the UNESCO International Platform for Reducing Earthquake Disasters (IPRED) was held in Lima, Peru, from 4 to 7 June 2013. (The list of participants is shown in Appendix 1) The Session was convened before the UNESCO-IPRED-CISMID International Workshop on “Preparing Ourselves for Future Earthquakes” (Appendix 2).

1. Adoption of the agenda (Item 1) The provisional agenda was adopted as it was proposed.

2. Report of the 5th Session of the UNESCO-IPRED (Item 2) The Session offered the opportunity to the UNESCO-IPRED members (Chile, Egypt, El Salvador, Indonesia, Japan, Mexico, Peru, Romania and Turkey) and guest experts of sharing and reviewing the report of the 5th Session of the UNESCO-IPRED. 3. Report of the progress of the establishment of the system for the post-earthquake investigation including development of the manual (Item 3) The secretariat reported the progress of the establishment of the system for the post-earthquake investigation which was one of the main objectives of the UNESCO-IPRED and had been lively discussed since the first session of the platform. First, the progress of the establishment of the letters of intent with UNESCO, IISEE, and IPRED members was

presented to the members as well as the progress of the establishment of the post-earthquake investigation team (hereinafter refer to as “the Team”) in each country according to the letter of intent. Second, the information on the dispatch of experts to Van, Turkey, last year was shared among the members. Third, the development of the manual for the post-earthquake field investigation version 1.01 was reported. The secretariat mentioned the necessity of the future update of the manual based on the new information, and the members agreed to continue making efforts to update it. Finally, the further challenge for the smooth implementation of field investigation was discussed.

4. Establishment of the system for post-earthquake field investigation (Item 4)

- Establishment of Post Earthquake Field Investigation Research Team of El Salvador First, Prof. Edgar Armando Peña Figueroa from Universidad de El Salvador made a presentation on Progress Report on Activities of UNESCO-IPRED Focal Point including the establishment of the Team of El Salvador and its tasks.

- Establishment of the Romanian post-earthquake investigation team within the UNESCO-IPRED platform

Second, Prof. Viorel Popa from Technical University of Civil Engineering (UTCB) made a presentation on the establishment of the Team of Romania and the recent activities of the team members including the post-earthquake field investigation mission in Van, Turkey.

- Recent activities for post earthquake field investigations of Government, Universities and NGOs in Turkey

Third, Prof. Faruk Karadoğan from Istanbul Technical University (ITU) shared Turkish government activities on the promotion of demolition and reconstruction of the high risk buildings against earthquakes as well as the activities regarding the post-earthquake field investigation in Turkey.

5. Review of the UNESCO-IPRED action plan (Item 5) Dr Toshiaki Yokoi from the International Institute of Seismology and Earthquake Engineering (IISEE) made a presentation concerning the review of the UNESCO-IPRED action plan. The members reconfirmed the status, objectives, and challenges of the action plan. In addition, some activities for further enhancement of the UNESCO-IPRED project including the development of the IISEE bulletin were proposed and discussed among the members.

6. Proposal of the activities for the World Conference on Disaster Reduction 2015 (Item 6) Prof. Shoichi Ando from the National Graduate Institute for Policy Study (GRIPS) of Japan shared with the members the basic information on the World Conference on Disaster Reduction (WCDR) 2015; he proposed that the new agenda for post-Hyogo Frame for Action in the field of earthquake disaster risk reduction be submitted by UNESCO including IPRED led event for/at the coming WCDR, and a pamphlet/publication of IPRED activities including

member’s activities be distributed. Those proposals were discussed and basically accepted by the members. The members also agreed to discuss more on the draft version of the above mentioned issues at the next IPRED meeting in 2014.

7. Information about a Global Initiative for Developing Earthquake Early Warning Systems (Item 7) Mr Jair Torres from UNESCO made a presentation on a draft concept for the proposal of a Global Initiative for Developing Earthquake Early Warning Systems including the information on the establishment of a high level intergovernmental body of experts (a panel) disaster risk reduction. He asked for the members’ comments on this concept.

8. Information about the comparison study on seismic codes and designs – Philippines and Japan – (Item 8) Dr Narafu from Japan International Cooperation Agency (JICA) headquarters made a presentation on the result of the comparison study on seismic and designs between the Philippines and Japan. The Session shared some technical findings regarding the comparison on codes and designs between Philippines and Japan. The members were invited to the further comparison study on seismic codes and designs.

9. Information about Revision of ISO 3010 “Seismic Actions on Structures” (Item9) Prof. Yuji Ishiyama from Hokkaido University made a presentation on the revision of ISO 3010 “ Seismic Action on Structures” including the concept of the ISO 3010 as well as the history of development and the next step for the revision of the ISO 3010. He also invited the members to the discussion of the revision of the standard in the future.

10. Any other business (Item 10) - Next UNESCO-IPRED meeting The secretariat explained that the sixth session of the UNESCO-IPRED meeting had been initially planned to take place in Cairo, Egypt, as agreed at the last UNESCO-IPRED membership meeting, but the venue had to be changed due to some security reasons. The secretariat proposed that the next UNESCO-IPRED would be held in Cairo if the members agreed and if the situation stabilized. As for the security matter, Egypt informed that they were certain that there would be no problem to hold the meeting in Cairo in 2014. Then, participants accepted the proposal. The further detail would be discussed between UNESCO and Egypt in the coming months. - Information about the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector Mr Jair Torres from UNESCO shared with members the information about the new structure of the Global Alliance for Disaster Risk Reduction and Resilience in the Education Sector which had been currently established by the UN agencies and major international NGOs

related to knowledge and education, and working mainly in an international framework for promoting school safety.
