Repairs to the Search and Rescue Fire Training Center
INL/Palestinian Civil Defense Fire Service Training
Period of Performance
The period of performance for this action will be February to May, 2018.
Needs Justification
The Bureau of International and Law Enforcement affairs (INL) has provided assistance
to the Palestinian Civil Defense (PCD) since 2010, in the form of advisory mentoring,
training, supplies, equipment and infrastructure.
The PCD was officially authorized to deliver emergency services in 1994. Four years
later the General Law for Civil Defense authorized the PCD to provide public protection
services and identified 13 civil defense functions. Today the West Bank PCD has
responsibility for providing fire and other emergency response services to an area the size
of Delaware and for a population 1.6 to 2.5 million people (no accurate census available)
with the exception of two cities, Hebron and Nablus who manage their own fire
departments.
The purpose for the repair project is to provide the PCD with a fire/rescue training
facility in the West Bank that provides the PCD firefighters and instructors with live fire
training to simulate actual fire ground conditions.
To successfully perform rescues and gain control over fire and other emergencies, the
PCD firefighters must learn to safely operate specialized equipment, recognize hazards in
order to select the best strategy with minimal risks and work as a team within the incident
command system. These skills are acquired by completing courses at a specially
designed fire training academy from professionals who have mastered the skills. A fire
training facility must be designed to challenge trainees with realistic fire ground
conditions while insuring safety measures are included to prevent injuries.
The Palestinian Search and Rescue (SAR) Center was built in 2010 and serves as the only
fire training facility in the West Bank. Although space is limited, the site offers the PCD
with a viable, local option for training their 1,178 firefighters and approximately 3,000
volunteers. Since the SAR was built, the building has fallen into disrepair. INL, at the
request of the PCD, supported a renovation project in 2017 that repaired the kitchen,
remodeled two classrooms, added solar panels, a water tank and a fire building built from
metal containers. While completing the repairs from July-October 2017, both INL and
the PCD identified the need for additional repairs to the facility. The additional repairs
are not extensive but are critical for training and lodging for the students over the length
of the courses.
After conducting a thorough review of the project requirements; the following
repairs are needed:
1. Repair and/or Replace 6 shower fixtures
Provide commercial grade shower fixtures.
Provide exposed wall mount shower including rainfall head, handheld shower and
dual cross handles.
2. Repair and/or Replace 8 faucets to bathroom sinks
Wall-Mounted faucet
Rigid/swivel gooseneck spout
Commercial grade faucet fixtures
3. Repair and/or Replace 6 toilet tanks
Provide heavy duty grade fixtures
4. Repair and/or Replace ceiling light fixtures
To provide 35 outdoor ceiling lighting fixtures
Heavy duty ceiling lights to withstand high ambient temperatures
Replace 10 wall switches
Replace 30 ceiling light fixtures in dorms and classrooms
5. Repair and/or Replace septic system
Provide an assessment of facility’s needs and current septic system
Provide proposal to replace or repair septic system
Provide design that includes tank, drain pipes and leech field
6. Paint interior and exterior of two story building
Repair damaged walls and ceilings
Paint Poly-cide Paint for ceiling
Emulsion and oil paint for walls
7. Repair the existing internet system
Replace and install business router
Upgrade network cables
