Education remains a top priority in the 2011-12 Pennsylvania budget.Pre-K through 12th grade education received an appropriation in thisyears state budget o $9.34 billion, representing 34 percent o the entirebudget. Tis represents the largest investment ever o Pennsylvania statedollars into education unding and the uture o our state.

At the higher education level, I helped push or more balanced unding

cuts to state-supported universities than the originally proposed across-the-board cuts o 50 percent or academic year 2011-12. As a result,state-supported institutions o higher education will see unding scaledback in the range o 18 percent to 20 percent. Community collegeunding will be lowered by 10 percent. While these levels obviously arenot as welcomed news as zero cuts, they reect the challenging nancialcircumstances acing our state and nation, as well as the need to controlcosts.

So-called state cuts to education actually are reecting the loss o ederalstimulus unds, and not actions by the state Legislature to cut education.State education unding or primary and secondary education actuallywas maintained in the 2011-12 state budget.

Dr. Milne speaking on the steps o the Capitol, extolling the virtues oeducation in sustaining a society politically-based on reedom and economically-based on ree enterprise.
