    Franklin Residents So many exciting things aretaking place in and around our town. There is a greatdeal of momentum carrying us forward and you arethe reason!

    We will not stop working for you! On August 7th,you will have the opportunity to make an important

    decision for our community.

    Are you aware that ambulance services in Franklin are not provided by the City?Did you also know that your fire department is not authorized to provideemergency medical services- even when the firefighters are certified Paramedicsand EMTs?

    JEMS, the current ambulance service, isstruggling financially. In late 2011, Councilwas asked to support an additional 3.04 MilJEMS levy. In order to make an informeddecision, Council directed the City Manager,

    Sonny Lewis to study the issue to ensure itwas the best option for our citizens.

    Adequate EMS service for our residents is going to cost more money no matterwho provides the service, so Mr. Lewis prepared a report that fully examined allviable options. Option 1 analyzed the cost and service that an additional 3.04 Mil

    JEMS levy would provide. Option 2 considered theexpense and level of service by contracting with a private

    ambulance company. Option 3 explored the cost of aCity levy to replace the current JEMS levy, which

    would enable our Fire Division to provide EMSservices for our residents. The results of this studywere clear-

    FIRE-BASED EMS WILL PROVIDE YOU BETTER,

    QUICKER SERVICE FOR LESS MONEY.

    It is no secret that JEMS is currently underfunded - a fact undisputedby Carlisle and Franklin Township. JEMS has had to deal with

    reduced staffing in 2010, 2011 and reductions are projected again in2012. JEMS needs more money. An additional 3.04 Mil levy wasoriginally proposed in June 2010. A renewal of the existing 1.8 Millevy has also been proposed, but this will fall short of addressing thelong-term staffing and equipment needs of JEMS.

    No matter which option JEMS chooses, it will cost you moremoney and CANNOT provide the same level of service that the

    proposed Fire-Based EMS model can! Because your City Division of Firealready has career leadership in place, we will be able to provide more Firefighters,

    Paramedics and EMTs on duty, providing more services, for less money than JEMS can.

    There are a number of opportunities togreatly improve both medical and fire

    emergency services in our town.

    If you or a loved one are having a medical emergencyand you dial 911 to request an ambulance, your callwill be answered locally in Franklin. Currently, JEMSutilizes the Warren County dispatch center, your callmust be transferred to their dispatchers where you willbe asked to repeat all of the information again. Thiscan be frustrating and time consuming. At best thisadds seconds or worse even minutes at a time whentime counts the most. We can fix this process!

    Currently, there is only one JEMS ambulance basedin the City of Franklin. The severity of the emergencyand/or frequency of service demand often requires asecond unit to respond. That second unit respondsfrom one of two stations located outside the City.

    If all ambulances are committed, shouldnt ourFirefighters (who are already properly trained) beable to respond and begin providing emergencymedical care to you immediately? We think this

    is simple common sense!

    Issue 1, Fire-based EMS would allow us to take careof you and your loved ones in this manner.
