Limited Entry Hunting (LEH) is a service by which hunting authorizations are awarded to resident hunters based on a lottery or random draw. The purpose of LEH is to achieve wildlife management objectives and maintain hunting opportunity.

LEH seasons are introduced where it has become necessary to limit the number of hunters or limit the number, class or sex of animals that may be

harvested. The following species of game are available under LEH within certain areas of the province: bison, black bear, caribou, elk, moose, mountain goat, mountain sheep, deer and turkey. Many of these species may also be available through a General Open Season (GOS).

Although GOS may precede or coincide with LEH seasons for the same species in the same area, the class of animal available during the GOS will often be different from the class of animal available during the LEH seasons.

In 2016, the Province of British Columbia (B.C.) introduced the BC Hunting online service for Limited Entry Hunting (LEH) applications. The response from hunters has been positive - approximately 80% of all LEH applications received for the 2019 fall draw were submitted through the self-serve BC Hunting online service.

Your Fish and Wildlife ID (FWID)

You need a Fish and Wildlife ID (FWID) to buy hunting licences or submit LEH applications. Your FWID is a permanent number linked to your personal Fish and Wildlife online profile. Your profile contains details about your credentials, licences, LEH applications and authorizations. The FWID replaced the old B.C. resident hunter number. If you had a hunter number, your new FWID will be the same number beginning with three extra digits. You can obtain your FWID online at BC Hunting (www.gov.bc.ca/hunting).

There is no cost to get your FWID.

Your Limited Entry Hunting Authorization

LEH AUTHORIZATIONS ARE NOW ELECTRONIC AND ARE NO LONGER MAILED TO SUCCESSFUL APPLICANTS. LEH authorizations will be available on your Fish and Wildlife profile. You can view or print your LEH authorization by logging into BC Hunting online. As of 2017-2018, you are no longer required to carry a paper copy of your LEH authorization while hunting. If the species you harvest is subject to compulsory inspection, you are required to provide your limited entry hunting authorization in paper or electronic format to the inspector. HOW TO USE THIS SYNOPSISHunting opportunities advertised in this synopsis are arranged by species, then by region, followed by class of animal, and finally by the Management Unit (M.U.) where the hunt takes place. Management Units may also be divided or combined into areas (LEH hunt areas) which are legally permissible to hunt during an LEH hunt season. The "MAP SECTION" of this synopsis displays these boundaries. Where an LEH hunt area occurs over an entire M.U., a map of that M.U. is not provided in this synopsis. For maps of M.U. or zone boundaries, go to www.gov.bc.ca/hunting or make your own using iMapBC at www2.gov.bc.ca/gov/content/data/geographic-data-services/web-based-mapping/iMapbc.

The term ‘species’ as used in this synopsis refers to the type of game animal, such as moose, elk, caribou, etc., and encompasses all classes, such as bulls, cows, calves, etc., of that species. For example, bull moose and an antlerless moose are considered the same species.

Each hunt is given its own unique 4-digit code, which is highlighted on the left of each column on each page. DO NOT use last year’s LEH synopsis, as the codes may have changed.

Be sure to read all of the sections within this synopsis, to understand the Limited Entry Hunting program.

FIRST NATIONS APPLICANTSThe Ministry recognizes that First Nations may establish aboriginal rights to harvest wildlife for sustenance (food, social, and ceremonial purposes) within their traditional areas, and that treaty First Nations have treaty rights in relation to harvesting wildlife. Those uses of wildlife must be sustainable, and harvesting methods must not jeopardize public safety or the use and enjoyment of property. Any hunting of wildlife species for sale or barter, in whole or in part, is not legal, except as authorized by regulation or where there is a demonstrated aboriginal or treaty right to do so.

Persons registered under the Indian Act (Canada) residing in B.C. are not required to obtain a hunting licence or a species licence under the Wildlife Act.

Individuals who exercise an aboriginal right to hunt for sustenance purposes within a traditionally used area or who exercise treaty rights are required to comply with hunting regulations related to public health and public safety. In situations where conservation of a particular species is of concern and compliance with hunting regulations is required by individuals exercising aboriginal or treaty rights which may include the requirement for Limited Entry Hunting authorizations there will be prior consultation with the affected First Nations in accordance with Ministry policy and procedures. Enquiries about a traditional hunting area, practice or requirements that may apply should be forwarded to the

appropriate First Nation officials or Regional Fish and Wildlife Office.

First Nations individuals who wish to hunt outside their traditionally used territory or treaty areas must do so in accordance with hunting regulations (except for the licensing exemption previouly described for persons residing in B.C. registered under the Indian Act, Canada). This includes making application for an LEH authorization via the LEH draw. A Fish and Wildlife ID with active B.C. resident and hunting credentials is required to submit an application for LEH. For the purpose of entering the LEH draw, persons residing in B.C. registered under the Indian Act (Canada) will be granted the hunting and resident credentials upon proving status and residency. Proof of status includes an Indian status card (expired status cards are acceptable), a Temporary Confirmation of Registration Document (TCRD) or a letter confirming status from the hunter's Band Office or First Nations Government.

ONE APPLICATION PER SPECIESAn applicant may only enter one application per LEH species per draw.

A person may not apply for a second mountain sheep for hunts that occur in the same licence year, if he or she was successful in receiving an LEH authorization in an earlier draw.

SECOND CHOICESAn LEH application presents an option for you to make a second hunt choice for the SAME SPECIES. Entering a second choice is optional. For more information about how the second choice hunt works, see the “How Limited Entry Hunting Works” PDF document on the LEH section of the www.gov.bc.ca/hunting website.

WHAT ARE YOUR CHANCES?The LEH draw is a lottery, and there are no guarantees of success. For the main draw in 2019, the Wildlife and Habitat Branch processed 162,008 applications and issued 18,020 authorizations for 8 species. Therefore, on average, one in every 9 applications was successful. Odds for individual hunts vary and depend on the number of applicants and the number of available authorizations.

ENHANCED ODDS

For hunters who have not won an LEH authorization recently, enhanced odds increase their chances by reducing the chances of those who have been successful in recent years. If you were successful in receiving an LEH authorization for any species, except deer, black bear and turkey your odds will be reduced for that species. If you were successful for elk in Regions 1 or 2 or moose anywhere in the province, your odds are reduced by 66% for 3 years for that species. If you were successful for any other species, except deer, black bear and turkey your odds are reduced by 50% for one year for that species.

INDIVIDUAL HUNTSAll hunts are open to individual applicants. Some hunts also allow for group or shared applications. Please see sections below for details about group and shared hunts.

GROUP HUNTS Group Hunts are available to hunters who wish to apply as a group. Group Hunt applications cannot be submitted for elk in Regions 1 and 2, or moose, bison or black bear anywhere in the province. Applicants can apply as a group of two, three or four persons.

Group Hunt applications are entered in the draw as a single entry. If a Group Hunt application is drawn and there are enough remaining authorizations for each group member, each hunter in the group receives an LEH authorization and each hunter may harvest an authorized animal. If any member of a group was drawn for the same species the previous year, the entire group is subject to reduced odds.When applying for a Group Hunt, please be aware that the number of authorizations printed in the synopsis is tentative. In the event that there are not sufficient authorizations available to provide everyone in the group with an authorization, the group will not be drawn.

SHARED HUNTSLike Group Hunts, Shared Hunts are available to persons who wish to apply as a group. However, Shared Hunts are only available for moose or bison. The Shared Hunt is intended to increase the number of people drawn for moose or bison without increasing the number of moose or bison harvested in a given year. Applicants can apply as a group of two, three or four persons.

For a Shared Hunt application, each member of the group is entered in the draw as a separate application. If any member of the group is drawn, the entire group is treated as being drawn and authorizations are issued as follows: A group of two will be authorized to take one moose or bison, and a group of three or four will be authorized to take two moose or bison. If only one authorization remains in the draw, and a Shared Hunt group of three or four persons is drawn, the group will be authorized to take one moose or bison only. All members of a drawn Shared Hunt application will have reduced odds the following year(s). For the current application year, if any member of a Shared Hunt application for a moose was drawn in the previous three years, or any member of a Shared Hunt application for a bison was drawn in the previous year, the entire group will be subject to reduced odds.

SHARED HUNT RULESAny member of a Shared Hunt may harvest an authorized animal. For shared hunts only, each hunter of the shared group is required to carry the Harvest Report form while hunting. The Harvest Report form is on the bottom part of the shared limited entry hunting

authorization. Your shared limited entry hunting authorization is available online in your Fish and Wildlife profile. Communication is required within the group while hunting to avoid exceeding the group limit. Once an authorized animal is harvested, the successful hunter must immediately inform the other members of the group, and each member of the group must immediately document the successful harvest on their Harvest Report form.

HOW TO APPLY FOR A GROUP OR SHARED HUNTApplications for group and shared hunts can be submitted online at www.gov.bc.ca/hunting or at any participating vendor location. At time of application, the group initiator can add up to three group members or invite them to join the group. If you choose to submit an application on behalf of your group members, you must pay for all applications and no refund will apply. To add other hunters to your group, you will need to have their FWID number, last name and first initial. Due to privacy policies, agents will not look up your group members’ details.

Alternatively, the group initiator can submit their application and share the Group ID with up to three other hunters. All hunters who wish to join an existing group must have the GROUP ID at the time of application. Your Group ID number can be located on your Ministry generated receipt or online in your Fish and Wildlife Profile.

DEADLINES FOR APPLICATIONSMain Draw

Applications for the main draw (fall hunts) must be submitted by 11:59 p.m. Friday May 29, 2020.

Early SkEEna Mountain ShEEp anD haiDa Gwaii Black BEar Draw

Applications for the spring draw (Skeena sheep and Haida Gwaii black bear) must be submitted by 11:59 p.m. Friday February 5, 2021.

NOTIFICATIONLEH authorizations are now electronic and are NOT MAILED to successful applicants.

You can check your FWID profile online at www.gov.bc.ca/hunting any time after the draw has been run to find out if you have been successful. You can also find out if you were successful by visiting any participating vendor location.

LEH IMPORTANT MESSAGESIf your LEH application is successful, you must check for important messages associ-ated with your authorization before you hunt. Important messages are posted on the LEH page of the www.gov.bc.ca/hunting web-site, or you can find links to important mes-sages specific to your hunt at the bottom of your electronic LEH authorization. Log into the BC Hunting online service to view your electronic LEH authorization.

TWO LICENCES REQUIREDIf you obtain an LEH authorization, you must also have a resident hunting licence and the appropriate species licence to lawfully hunt.

HUNTING LICENCESAs part of ongoing improvements to hunter services, the Province introduced electronic hunting licences in spring 2017. The licence booklet is no longer in use. Your resident hunting licence will be visible on your Fish and Wildlife profile. You do not need access to your profile while hunting. Conservation Officers can view your Fish and Wildlife profile on their mobile devices to check your credentials, licences and LEH authorizations. Please note, while hunting, you are required to carry your photo ID and be able to produce your FWID number to an officer.

You still need to carry your paper species licence(s) while hunting. Species licences have a barcode for identification purposes. You must carry all of your cancelled or uncancelled species licences purchased for the current licence year with you while hunting. You must cancel your licence by notching it as soon as you harvest an animal. If you buy a species licence online, it will be mailed to you (please ensure your mailing address is accurate and up-to-date), allow up to 3 weeks for arrival. You can also buy your licence over the counter at any participating vendor location.

BAG LIMITAn LEH authorization does not permit a person to exceed the hunting season bag limit for any species. See the current Hunting and Trapping Regulations Synopsis for information on provincial and regional bag limits.

YOUTH AND INITIATION HUNTERSThe holder of a Youth Hunting Licence can hunt under the authority of their supervising hunter’s LEH. If the Youth Hunting Licence holder harvests an LEH species, it is the animal authorized by the supervising hunter’s LEH and the supervising hunter must cancel the appropriate species licence and count that animal against their bag limit.

The holder of an Initiation Hunting Licence cannot hunt under the authority of their supervising hunter’s LEH.

COMPULSORY INSPECTIONHunters must provide the species licence and limited entry hunting authorization, which authorized the taking or the killing, in electronic or paper format, to the inspector.

Please refer to the 2020-2022 Hunting and Trapping Regulations Synopsis for additional compulsory inspection requirements.

For information on where you can obtain a compulsory inspection, please refer to the ‘Compulsory Inspection Centres’ section on the regional pages of the Hunting and Trapping Regulations Synopsis or www.gov.bc.ca/hunting.

Anyone who kills a bull elk or a bull moose under the authority of an LEH authorization must, while returning from the hunt, keep the antlers of the animal available for inspection by an officer. This requirement is in addition to any other compulsory inspection/reporting requirements.

THIS SYNOPSIS IS NOT A COMPLETE LIST OF REQUIREMENTS FOR HUNTING IN BRITISH COLUMBIAAll persons hunting under an LEH authorization in B.C. are required to comply with hunting regulations under the Wildlife Act as outlined in the current Hunting and Trapping Regulations Synopsis: www.gov.bc.ca/hunting.

RESPONSIBLE USE OF VEHICLESThe modern Off-Road Vehicle Act (ORV) promotes safe and responsible use of ORVs. Improved safety and mandatory registration help officers better identify the few reckless operators that endanger others, harm animals or damage sensitive habitat. The fine for careless operation is $368 and for unregistered ORVs, $230. For more information about the ORV Act, visit the ministry’s website at https://www2.gov.bc.ca/gov/content/industry/crown-land-water/crown-land/crown-land-uses/off-road-vehicles.

The ORV Act applies to ATVs, motorcycles, snowmobiles, side-by-sides and on-highway vehicles (under 4,536 kg) used for work or play on Crown land.

Protect wildlife and their habitat; keep motor vehicles on existing roads and trails.

LIMITED ENTRY HUNTING - TERMINOLOGY(An explanation of the column titles used in the season tables)

CODE: Each hunt is given its own unique 4-digit code, which is highlighted on the left of each column on each page. Codes change every year. AREA: This term is used in conjunction with a place name to denote a specific land area within B.C. It can consist of a number of Management Units, a single Management Unit or a portion of a Management Unit. Hunters should be aware access is limited in some areas and are advised to confirm access before applying.MANAGEMENT UNITS: The province is divided into 225 management units identified by number. In this synopsis they are denoted by the initials ‘M.U.’ and a hyphenated number, i.e. M.U. 4-24, M.U. 3-14, etc. ZONE: Means a portion of one or more management units. If the Management Unit has been divided into Zones, this will appear as Zone A of M.U. 4-24, Zone B of M.U. 4-24, etc. Maps of Zones may be found on pages 15-27 or online at www.gov.bc.ca/hunting.SEASON DATES: Refer to a period of time that hunting may take place. Hunters are reminded that under Section 35 (2) of the Wildlife Act, anyone who kills or injures wildlife must make every reasonable effort to retrieve that wildlife, and if it is alive, to kill it. This is particularly important with Bison.

BLACK BEARThe LEH draw for black bear on Haida Gwaii will be conducted during the spring draw, at the same time as Skeena Sheep. Hunters that obtain an LEH authorization for black bear on Haida Gwaii may hunt in both the spring and fall season.

The Special Mountain Sheep resident draw is available to resident hunters for fall 2021 and the code is 6000. Hunters have the option to submit multiple applications for this draw. There is only one resident Special Mountain Sheep authorization for one Mountain Sheep.The successful applicant for the Special Mountain Sheep hunt must hold a valid resident hunting licence, a Mountain Sheep species licence and the Special Mountain Sheep authorization while hunting. Please note that, while the Special Mountain Sheep authorization allows the hunter to exceed the provincial bag limit of 1 and harvest an additional Sheep in the same licence year, the hunter CANNOT hold more than one valid Mountain Sheep species licence at any one time. A second species licence may not be purchased until after the first species licence has been cancelled. If a hunter receives a Special Mountain Sheep authorization, it will not be considered in the calculation of reduced odds for future LEH applications. All

other restrictions, including the location of open seasons, weapons restrictions, species, and sex listed in either the 2021-2022 LEH Synopsis or the 2020-2022 Hunting and Trapping Regulations Synopsis, when available, apply to this special hunt. The successful applicant need not follow horn curl regulations that apply in the area hunted as the Special Mountain Sheep authorization will be for “any ram.”In addition, the successful applicant will have the opportunity to hunt either a bighorn or thinhorn ram Mountain Sheep during the dates listed below. If hunting a thinhorn ram sheep, the successful applicant may hunt up to 21 days prior to the opening date listed below for the intended hunt region.The non-refundable application fee for each Special Mountain Sheep application is $15.75 (includes GST). $10.00 from each application fee will be directed to the Habitat Conservation Trust Foundation for projects specific to Mountain Sheep Management.

HANDLING GAME MEAT SAFELYThese general safety measures are recommended when handling game meat:4 Do not shoot, handle or consume any animal that is acting

abnormally or appears to be sick.4 Wear latex or rubber gloves when field dressing or handling any

dead animal.4 Bone out the meat from your animal. Don’t saw through bone if

you can avoid it, and avoid cutting through the brain or spinal cord. 4 Minimize the handling of brain and spinal tissues. 4 Wash hands and instruments thoroughly after field dressing is

completed.

In the Sechelt First Nation’s Traditional Territory they request that hunters obtain permission by contacting the resource management department at (604) 885-2273, prior to crossing or accessing any Sechelt Indian Band land.Hunters are reminded that under s. 35 (2) of the Wildlife Act, anyone who injures wildlife must make every reasonable effort to retrieve that wildlife, and if it is alive, to kill it. This is particularly important for Roosevelt Elk in areas restricted to ARCHERY EQUIPMENT ONLY, and these hunts are recommended only to archers with considerable big game hunting experience.

To qualify as under 18, an applicant’s 18th birthday must fall on or after August 1, 2020. Hunters who are under the age of 18 at the time of their hunt must be accompanied and closely supervised while hunting by a person who is 18 years of age or older and who meet the qualifications of a Supervising Hunter for Youth see details at www.gov.bc.ca/hunting.

* Compulsory inspection required. A portion of these hunts are within Aboriginal Title Lands where access is restricted. See Map 5J. There is no consent by Tsilhqot’in National Government to hunt on Aboriginal Title Lands. Road access to 5-04A is through Aboriginal Title Land via the Elkin Cr-Lord River FSR which is currently gated and may be closed throughout the fall hunting season.

SKEENA REGION 6 (See Maps 6C, 6G, 6J & 6L for boundaries)The Ministry is offering a combination hunt in the Spatsizi for one Moose and one Caribou. See Code 4226 to ap-ply. Persons successful in drawing a Moose/Caribou authorization may hunt for both Moose and Caribou. Please note that you may only enter one application per LEH species per year and if you apply for this combination hunt you may not apply for any other Moose or Caribou hunt.

MOUNTAIN GOATDue to concerns over the large percentage of female goats harvested in some areas of the province, the Wildlife and Habitat Branch continues to encourage hunters to harvest male Mountain Goats only. Copies of a DVD titled “Is it a Billy or Is It a Nanny?” are available for loan at regional wildlife offices to help hunters learn to select male Mountain Goats. Hunters are encouraged to borrow and view this DVD prior to their Mountain Goat hunt. For more details see page 28.

MOUNTAIN SHEEPIf you applied for the 2020 Early Skeena Mountain Sheep draw for a 2020 hunt and received an LEH authorization, you are NOT ELIGIBLE TO APPLY for any other 2020 Mountain Sheep hunt, but you may apply for the 2021 Early Skeena Mountain Sheep draw. If you were unsuccessful you may apply for any of the following Mountain Sheep hunts.

Due to concerns over the large percentage of illegal sheep harvested in the province, the Wild Sheep Society of British Columbia and the Ministry have worked together to develop an education program relating to horn curl restrictions. The Ministry is encouraging hunters to review the horn curl educa-tion program and participate in the horn curl test. For more details see page 28.

All turkey LEH hunts are open to bow or shot only. The regional aggregate bag limit for turkey is 2, only one turkey may be taken in the spring through the general open season and only one turkey may be taken in the fall through the general open season or LEH.

CHRONIC WASTING DISEASEChronic Wasting Disease (CWD) is a fatal brain disease found in species of the deer family (cervids). Animals can test positive but not appear sick since signs take months to develop after infection. In advanced stages of the disease weight loss, behaviour changes, drooling, poor coordination and trembling may be seen. If you observe a cervid with these signs please report them and their location to the Conservation Officer Service through the RAPP Line (1-877-952-7277) or to the B.C. Wildlife Health Program at [email protected] CWD has not been found in B.C. but continues to spread in all jurisdictions where it is present. The disease is present, mostly in deer, in Alberta and northwestern Montana. The B.C. CWD Program was created in 2000 and focuses on preventing the entry of CWD into B.C.. Hunters can help by not using products that contain deer urine. All body fluids of CWD positive animals can contain CWD prions that can contaminate the environment. If you hunt deer, elk or moose in jurisdictions with CWD, please follow regulations and do not return with intact carcasses. Infected tissues can also contaminate the environment and bring CWD to B.C.. Debone or process carcasses and leave high risk tissues (brain, spinal cord, lymph nodes and organs) behind.

Surveillance for CWD is critical for early detection and limiting negative impacts of this disease on cervid populations. If you hunt deer, elk or moose, please submit the head for sampling. Submission of harvested deer heads for CWD testing is mandatory in the highest risk areas of B.C.. Wild Sheep and Disease

Across most of their historic range in western North America, bighorn sheep (Ovis canadensis) populations have declined significantly between the mid-1800s and the mid-1900s. The causes of the decline included over-harvest, habitat loss and alienation, and health related issues. Recovery efforts resulted in population increases in many areas, but not to historic levels.

Wild sheep in general, both bighorn sheep and thinhorn sheep (Ovis dalli), are susceptible to a variety of infectious organisms. Respiratory disease in wild sheep can occur “naturally” and includes infection by their own species of lungworms, as well as specific strains of Pasteurella multocida, Mannheimia haemolytica and Mycoplasma ovipneumoniae, that can result in catastrophic die-off events. Catastrophic die-offs and chronic health issues from pneumonia have been observed in bighorn sheep in the U.S.A. and Canada, a typical sequela seen in other BC sheep herds over the past 40 plus years. Recent research within the past decade confirms the most significant pneumonia related die-offs in wild sheep are initiated by infection of the bacteria, Mycoplasma ovipneumoniae (Movi). Movi infections frequently follow contact with domestic sheep and more rarely, domestic goats resulting in up to 95 percent of all wild individuals dying, followed by years-to-decades of poor lamb and adult survival (mountain goat, Oreamnos americanus herds are equally susceptible to Movi). Interestingly, domestic sheep do not respond the same way to Movi; they have evolved with this family of bacteria and while commonly infected they rarely die; young animals may only show reduced weight gains and lung function may be impaired.

Research efforts have demonstrated to North American wild sheep managers that physical and temporal separation of wild and domestic sheep/goats is the only management tool currently available to reduce the risk of disease transmission. To assist in maintaining this separation, BC producers of domestic sheep and goats on private land in areas shared by wild sheep and mountain goats are encouraged to better understand this issue and to work with local agriculture and wildlife managers (see https://www.wafwa.org/Documents%20and%20Settings/37/Site%20Documents/Working%20Groups/Wild%20Sheep/Publications/Rec_For_DS_and_GT_Management_in_WS_Habitat.pdf). Options recommended in that publication include switching species to other domestic livestock, using fencing practices that prevent nose-to-nose contact between wild sheep and domestic sheep and goats, employing effective livestock guardian dogs and controlling movements of domestic sheep and goats in areas where they may attract, or be attracted to, wild sheep.

It is extremely important for hunters to realize that they use a public resource! With this privilege it is vital to maintain a perception among the public that we hunt in an ethical and humane manner. The majority of British Columbians support hunting to one degree or another, but there is a prevalent misunderstanding among the general public as to the role that hunters play in conservation and environmental stewardship. Fuelling that misunderstanding are images and media reports of hunters who are at least perceived to be acting in a less than upstanding manner, or who disrespect the wildlife they pursue. It is important for all of us to remember not only the legal obligations, but also the unwritten rules of ethics that keep hunting a great sport.• Safety for yourself, your companions, and the public is the most important aspect of hunter training. Hunting accidents continue to be very rare because we all know that there is no room for recklessness at the expense of safety and courtesy. • Have respect for the sensitivities of others. Do not display your kill or firearms where it may offend other people. What may impress your friends may not have the same effect on your neighbours. • Respect wildlife and the sanctity of the harvested animals’ lives. Strive to make every kill a clean one. Prepare your firearm in advance of, and during, the season to ensure accuracy and dependability. Practice your marksmanship at a licensed firing range, and do not shoot unless you have a clear shot of a vital part of the animal. Remember: “you can’t pull the bullet back.”• Prepare the meat properly. Proper handling of meat is easy to learn and to not do so is both illegal and wasteful.

• Respect the environment by packing out everything you packed in! Nobody wants to arrive at a campsite and clean up the mess left by the previous occupants.• Do not consume drugs or alcohol while hunting.• Respect private property. Always seek permission from landowners and thank them for the opportunities given. Unless explicitly stated, permission granted once does not entitle you to access the property on subsequent occasions.• Please respect gates, fences and equipment as they are there for a reason. Leave everything the way you found it.• Be the eyes and ears for the enforcement agencies and report those who break the law. Remember the RAPP program 1-877-952-7277 (RAPP) or rapp.bc.ca.• Be aware that you are a mentor when youth are observing. • Respect your fellow hunters. LIMITED ENTRY HUNTING SYNOPSIS 2020-202128

The Wild Sheep Society of British Columbia has partnered with the British Columbia Ministry of Forests, Lands, Natural Resource Operations and Rural Development to develop an education program for hunters relating to horn curl restrictions that apply to the harvest of wild sheep in the province.

The Society and the Ministry have become increasingly concerned about the number of illegal sheep kills occurring in British Columbia, in some cases resulting from a lack of diligence. In some cases illegal kills may result in increasing hunting restrictions (such as Limited Entry seasons in place of general open seasons) or the complete closure of a season.

In an attempt to limit the number of illegal sheep harvested in British Columbia, the Wild Sheep

Society has created a horn curl education program, with the support of the Ministry of Forests, Lands, Natural Resource Operations and Rural Development.

The Society's horn curl education program is divided into two sections: an education component, and a test component.

Both the Society and the Ministry highly recommend that all sheep hunters review the horn curl education program and participate in the horn curl test. Even for experienced sheep hunters this will provide a helpful review.

Minimizing the female (nanny) harvest of Mountain Goats has been identified as an important conservation action. Previously, the Ministry of Forests, Lands, Natural Resource Operations and Rural Development has addressed concerns with the harvest of females through voluntary compliance among hunters to select a male Mountain Goat (billy). While the proportion of females in the harvest has decreased, there continues to be concerns over the high harvest of female mountain goats in some areas. In order to address this concern, a regulation has been implemented that states “It is unlawful to hunt a female Mountain Goat accompanying a kid or a female Mountain Goat in a group that contains one or more kids.”

This regulation does not protect all female Mountain

Goats as a solitary female Mountain Goat, or a female Mountain Goat within a group of goats that does not contain kids, would still be legal to harvest.

The Ministry of Forests, Lands, Natural Resource Operations and Rural Development’s first priority for wildlife management is to ensure the long-term conservation of wildlife populations and their habitats. The Ministry recognizes that First Nations play an important role in wildlife management and may have or establish Aboriginal or treaty rights protected by section 35(1) of the Constitution Act, 1982 to harvest wildlife for food, social and ceremonial purposes in their traditional territories.

Harvesting wildlife under Aboriginal and treaty rights must be sustainable, and harvesting methods must not jeopardize public safety or the use and enjoyment of property. The Ministry also recognizes that First Nations may have traditional governance structures that manage their members’ sustainable harvest of wildlife. The Ministry continues to work with First Nations and stakeholders to manage wildlife resources within the province.

Persons registered under the Indian Act (Canada) residing in British Columbia are not required to have a hunting licence or species licences. However, First Nation individuals are required to have a federal Firearms Licence and comply with hunting regulations related to public health, public safety and conservation. Any hunting of wildlife species for sale or barter, in whole or in part, is not legal, except as authorized by regulation or where there is a demonstrated Aboriginal or treaty right to do so.

In situations where conservation of a particular wildlife population is of concern and compliance with hunting regulations is required by individuals exercising Aboriginal or Treaty rights – which may include the requirement for Limited Entry Hunting (LEH) authorizations – there will be prior consultation with the affected First Nations in accordance with Ministry policy and procedures. Before harvesting wildlife, First Nation members should inquire with the appropriate First Nation’s officials and with the Ministry regional office about any specific conservation requirements that may apply to them.

First Nation members who wish to hunt outside their traditionally used territory or treaty areas must comply with the Hunting Regulations which can be found in both the LEH and Hunting and Trapping Regulations Synopses (except for the licencing exemption described above). This includes making application for an LEH authorization via the LEH draw. A Fish and Wildlife ID with active BC resident and hunting credentials is required to submit an application for LEH.

For the purpose of entering the LEH draw, persons residing in B.C. registered under the Indian Act (Canada) will be granted a free Fish and Wildlife ID upon proving status and residency. Proof of status includes a Secure Certificate of Indian Status issued by the Government of Canada, or a letter from the Band Office or First Nation Government confirming status. The LEH application fee must be paid in order to enter the LEH draw.

If a First Nation member is in doubt regarding a traditional hunting area or practice, or regulations that may apply, they should contact the appropriate First Nation’s officials and the Ministry regional office to discuss specific situations.

The B.C. Government is responsible for balancing hunting opportunities for all British Columbians, while managing for conservation and ensuring adequate priority is accorded to First Nations’ harvest for food, social or ceremonial purposes within their traditionally used and treaty areas. First Nations may take responsibility for managing their members’ harvest. The Province encourages mutual courtesy and respect between Indigenous and non-Indigenous hunters.

Aboriginal Title in BC

On June 26, 2014, the Supreme Court of Canada granted the Tsilhqot’in Nation a declaration of Aboriginal title to a defined area of land located in the South Chilcotin, Cariboo Region of British Columbia. As a result of the Supreme Court of Canada decision, the status of these lands has changed and as title holder, the Tsilhqot’in Nation can determine use of and control access to the declared title lands. The Nation has announced that the title area is not publicly available for hunting at this time.

Métis HuntersAll Métis individuals intending to hunt in British Columbia are required, under the Wildlife Act, to hold a valid hunting licence and comply with all hunting regulations. This includes obtaining applicable species licences and complying with Limited Entry Hunting Regulations.
