In recent years there is a growing public interest in ensuring that public administrations are effective in the design and implementation of public policies that promote growth and full equality, achieving the expected results. The evaluation of public policies and accountability provides transparency, strengthens the legitimacy of public administrations and brings quality to public management.

In the same way that policies and programs are not gender neutral, neither the evaluation is. It tends to reproduce structural social inequalities if there is not an explicit proposal to overcome them. It is therefore necessary to have a gender responsive assessment of all types of policies and programs, and which involves a holistic approach: a look at people, organizations and institutions and their environments.

The gender evaluation of policies focuses not only on accountability and program improvement, but also on learning and political advocacy for transforming social inequalities, mainly gender ones. In addition, it promotes the coordinated and collaborative work to reach a collective knowledge and strengthening of the public administration.

The present Conference, the 5th of a series of International Conferences on Economy and Gender Budgeting promoted by the Ministry of Finance and Public Administration since 2006, aims to be a space for discussion and exchange on the advances, limitations and results of gender evaluation applied to the public budget.
