PROPONENT’S GUIDE

1. INTRODUCTION

The Regional Partnership Agreement on Tourism (EPRT) reflects the shared desire of the ministère du Tourisme (MTO), Tourisme Côte-Nord|Duplessis, MRC of Caniapiscau, MRC of Sept-Rivières, MRC of Minganie and the MRC Le Golfe-du-Saint-Laurent to form an association with local partners and businesses for the realization of regional tourism development projects in line with the development priorities identified in the “Plan de développement de l’industrie touristique 2012-2020”. More spefically, its goal is to define the commitments of the parties and the terms of support for projects that develop tourism in the tourist region of Côte-Nord|Duplessis.

2. APPLICATION FRAMEWORK

The tendering and analysis process will be governed by the rules set forth in this document, which project promoters are invited to read carefully.

3. GOAL AND OBJECTIVES OF THE PARTNERSHIP AGREEMENT

Goal: support and stimulate the development, renewal and framework of tourism products/services for the tourist region of Côte-Nord|Duplessis. Supported projects must have a capacity-building aspect that helps revitalize tourism products/services and must aim at achieving most of the following objectives:

Promote the development of an original, complimentary tourist product/service that respects sustainable development;

Stimulate the region’s economy through:

o job creation; o increase the number of visitors; o increase tourism revenues.

At the end of the agreement, the evaluation of target objective attainment will focus in particular on the following indicators:

the leverage effect of the financial contribution of all Partners;

the increase of sales figures;

increase of tourist traffic;

increase the number of overnight stays generated by the tourists;

the number of jobs created;

the extension of the tourist season.

4. PRIORITY TOURISM SECTORS

Considered as priority tourist sectors, identified by the MTO, Tourisme Côte-Nord|Duplessis, the MRC de Caniapiscau, the MRC de Sept-Rivières, the MRC de Minganie and the MRC Le Golfe-du-Sait-Laurent, are:

o Cultural and aboriginal tourism; o Festivals and events with a strong tourism outreach; o Agro-tourism and regional products; o Resort and forest experiences; o Ecotourism and adventure tourism; o Marine tourism.

Prioritize the emerging sectors that are:

o Winter tourism; o Health and wellness tourism; o Cycle tourism.

Projects focused on the following elements will be given priority:

o Development of nature, culture and local products of the tourist region of Côte-Nord|Duplessis;

o Improving access to the region; o Integration to the Route des Baleines or Grand-Nord circuit; o Improving the esthetic quality of the cities and villages.

5. PROGRAM ALLOCATION RULES

ELIGIBLE CLIENTELE:

Private businesses, cooperatives, and legally constituted for-profit organizations (FPOs) or non-profit (NPOs) whose principal place of business is in Quebec;

The municipalities1;

The aboriginal communities and nations recognized by the National Assembly;

All groups of these clientele.

Regional tourism associations (ATR) are eligible only for regional tourism

product/service framework and study projects, and must have financial Partners for each of the projects submitted.

ELIGIBLE PROJECT CATEGORIES:

Attractions, activities and facilities;

Studies;

Regional tourism product/service framework;

Accommodations;

Festivals and events;

Consulting. DEFINITIONS AND DESCRIPTIONS OF CATEGORIES: Attractions, activities and facilities

This category refers to all tourism product/service components in line with the regional priorities of the ATR’s tourism products/services and MTO’s priorities and guidelines, excluding the restaurant sectors and retail business. Eligible:

Projects for the consolidation, implementation, expansion or the modernization of an attraction, facility, an activity or tourist services;

Projects of construction, expansion or improvement of a tourist infrastructure or capital projects.

No financial aid will be granted for upgrading work, asset maintenance or regulatory compliance.

Maximum contribution per project: $100,000

Eligible costs:

Professional fees for construction plans and specifications, interior or exterior design, conceptual design (exhibition, show, facility), specialized studies (soil, environment, structure, equipment), and other relevant elements;

Construction work (new, expansion, restoration, recycling, upgrading to accessibility standards for persons with reduced mobility, etc.);

Interior or exterior renovation work;

Purchase and installation of specialized equipment or furniture;

Purchase of land;

Costs related to the “Politique d’intégration des arts à l’architecture”;

Professional fees of specialized firms or consultants;

The applicable taxes of eligible costs.

Non-eligible costs:

Costs related to working capital, debt service, operating losses, capital losses, or the redemption of capital;

Costs related to upgrading, asset maintenance and regulatory compliance;

Donations and contributions in kind or in services;

Transfer of assets;

Purchases of vehicles or of rolling stock;

Rights of way, easements, and other related costs;

Salaries and the proponent’s regular operating and management costs;

Promotion, advertising and marketing costs;

The refundable portion of the Quebec sales tax, the goods and services tax as well as the other costs where the beneficiary (or to a third party) is entitled to a refund.

Studies 20% of the maximum in the agreement (including the structuring projects of the regional tourist products/services) This category refers to studies that require specific expertise to evaluate the impact of the development of tourism products/services and that validate the financial viability of a project. The project under study must support regional priorities and have an impact on the tourism development of the territory. The study must be conducted by a consulting firm or organization, recognized in the field of tourism and/or economy, following a call for tenders. Business, marketing and local and regional development plans as well as client studies and surveys required for financial assistance applications in other programs or to meet another ministry’s requirements are excluded.

Maximum contribution per project: $5,000

The study projects must be presented with a study cost estimate accompanied by at least two professional service proposals from recognized tourism and/or economic consulting firms or organizations. For bodies governed by the Cities and Towns Act and the Municipal Code of Quebec, the tendering rules for their organizations apply.

Eligible costs:

Professional fees of specialized firms or consultants to conduct specific studies concerning the development of the tourism product/service of a region;

The applicable taxes of eligible costs.

Non-eligible costs:

The proponent’s salaries, regular operating and management costs;

Donations and contributions in kind or in services;

The refundable portion of the Quebec sales tax, the goods and services tax as well as the other costs where the beneficiary (or to a third party) is entitled to a refund.

Regional tourism product/service framework 20% of the maximum in the agreement (including the study projects) To support the regional product/service development priorities identified in the ATR development plan, a one-time financial assistance may be granted to regional growth-generating projects. The theme must be representative of the region and have an impact on more than one MRC. The project must demonstrate an ability to generate benefits for a number of partners. It must be coordinated by the ATR or any other entity recognized or accepted by the management committee. These projects must have the support of various local organizations or businesses. Projects associated with implementing tours and tourist routes, developing a themed product or providing a tourism product/service framework are eligible. The sustainability of the project must be demonstrated and spread over more than three (3) years.

Maximum contribution per project: $75,000 Eligible costs:

Professional fees of specialized firms or consultants;

Travel costs (comparable to those of the ATR), overhead expenses, salaries and employee benefits of the proponent’s human resources specifically assigned to carry out the project;

The applicable taxes to eligible costs. Non-eligible costs:

Costs related to working capital, debt service, operating losses, capital losses or the redemption of capital;

Donations and contributions in kind or in services;

Purchases of vehicles or of rolling stock;

Technological development such as mobile applications;

Promotion, advertising and marketing costs;

The refundable portion of the Quebec sales tax, the goods and services tax as well as the other costs where the beneficiary (or to a third party) is entitled to a refund.

Accommodations Submitted projects must build the capacity of a specific area, raise the quality level of the tourist accommodation sector, extend the period of stay or offer new services adapted to the clientele. It should be noted that an accommodation project in the context of a vacation product in a natural setting, i.e.: a stay in a natural environment with various forms of tourist accommodations (outfitter, hotel, Inn, camping, Yurt, unusual accommodations, etc.) and offering the possibility of discovering a region through adventure activities, cultural activities

and regional products as well as accommodations that are unique and innovative will be favoured. No financial assistance will be granted for upgrading work, asset maintenance, regulatory compliance, promotion or marketing.

Maximum contribution per project: $100,000 Eligible costs:

Purchase and installation of specialized equipment or furnishings;

Purchase of land;

The costs related to the “Politique d’intégration des arts à l’architecture”;

Professional fees of specialized firms or consultants;

The applicable taxes to eligible costs. Non-eligible costs:

Costs related to working capital, debt service, operating losses, capital losses or redemption of capital;

Costs related to upgrading, asset maintenance and regulatory compliance;

Donations and contributions in kind or in services;

Transfer of assets;

Purchase of vehicles or rolling stock;

Rights of way, easements, and other related costs;

Salaries and the proponent’s regular operating and management costs;

Promotion, advertising and marketing costs;

The refundable portion of the Quebec sales tax, the goods and services tax as well as the other costs where the beneficiary (or to a third party) is entitled to a refund.

Festivals and events 10% of the budget of the agreement. A tourist festival or event refers to a public event, produced and held in Quebec, organized in function of a theme and/or a program of activities that generate significant visitor traffic (same-day visitors and tourists) and animate the destination. One-time festivals and events that demonstrate a capacity to generate significant visitor traffic (same-day visitors and tourists) and that animate the destination could be considered.

Financial assistance to hold the event could be granted to festivals and events considered to be relevant to the regional plan. 10% of the available budget must be earmarked for holding festivals and events, excluding the projects of festival and event infrastructure (attractions, activities, facilities).

Maximum contribution per project: $5,000 Eligible costs:

Travel costs (comparable to those of the ATR), overhead expenses, salaries and employee benefits of the proponent’s human resources specifically assigned to carry out the project;

Programming costs;

Costs related to the site design;

Equipment rental costs;

Actual running costs;

Promotion, advertising and marketing costs;

The applicable taxes to eligible costs.

For the infrastructure projects, refer to the elements described in Attractions, activities and equipment. Non-eligible costs:

Costs related to working capital, debt service, operating losses, capital losses or redemption of capital;

Donations and contributions in kind or in services;

Purchase of vehicles or rolling stock;

Technological development such as mobile applications;

The refundable portion of the Quebec sales tax, the goods and services tax as well as the other costs where the beneficiary (or to a third party) is entitled to a refund;

For projects of festival or event infrastructure, refer to the described elements in the category of Attraction, activities and equipment. Consulting services

Financial assistance may be granted to hire a coaching consultant, consulting services aiming to adopt better business practices, workforce competence development, improving the quality of client services, accompaniment in the development of a new project or activity.

Maximum contribution per project: $10,000 Eligible costs:

Professional fees for specialized firms or consultants to conduct specific studies on the development of a region’s tourism product/service;

The applicable taxes to eligible costs.

Non-eligible costs:

Salaries and the proponent’s regular or project related operating and management costs;

Donations and contributions in kind or in services;

The refundable portion of the Quebec sales tax, the goods and services tax as well as the other costs where the beneficiary (or to a third party) is entitled to a refund.

Consulting service projects must be presented with a study cost estimate accompanied by at least two professional service proposals from recognized tourism and/or economics consulting firms or organizations. For bodies governed by the Cities and Towns Act and the Municipal Code of Quebec, the tendering rules for their organizations apply.

NON-ELIGIBLE PROJECTS:

Restaurant service and retail business projects;

Tourist road sign and hospitality projects;

Mobile applications;

Projects that have already been or in the process of being completed at the time of application;

Development of training content;

Projects in the gaming sector;

Projects related to the sales and the consumption of alcohol.

MINIMUM ELIGIBILTY REQUIREMENTS: The project must be carried out in the tourist region of Côte-Nord|Duplessis; The target market of the project must be predominantly tourist clientele; A comprehensive business plan demonstrating financial viability must be included; The proponent must provide a minimum investment contribution of 20% or 10% (Aboriginal community, organization or nation) of the total cost of the project submitted; The project must be in accordance with the laws and regulations in force in Quebec. FINANCIAL ASSISTANCE PARAMETERS: The financial assistance of the EPRT is a subsidy. Contribution The financing of each project must include a contribution from non-governmental sources (a private-sector contribution, including loans) from the beneficiary of at least 20% of the total cost of the project. In the case of an aboriginal organization, community or nation, the minimum contribution

required is 10%. The contribution of the proponent, including that of its partners (environment, town, private sponsorships), if applicable, cannot be from:

sources considered in the total government assistance, detailed below;

a transfer of assets;

a contribution in kind or in services.

Total government assistance and the ATR Considered in the total government assistance:

the entities identified in the appendices of the consolidated financial statements of the Quebec government (public accounts). These include government ministries and organizations whose financial operations stem from the Consolidated Revenue Fund, government organizations and special funds that have their own accounting entity and government businesses;

also considered and included, financial assistance from ministries and organizations from the government of Canada;

also considered, the contribution of the ATR as well as the contribution of an EPRT partner and coming from aforementioned sources.

The following table summarizes the percentages applicable to the proponent’s contribution and to the regulations of the total government assistance according to the eligible clientele.

The refundable government assistance is calculated at 30%, of its value, of the total government assistance. EPRT assistance rate The maximum percentage of financial assistance granted to a project is 70% for an FPO and 80% for an NPO (as long as the proponent demonstrates the financial need);

Minimum costs eligible Assistance of the EPRT is calculated on the eligible cost of the project. Increase of financial assistance Under no circumstances shall financial assistance be increased to compensate for cost overrun of approved projects. Memorandum of understanding Selected projects will be subject to a memorandum of understanding between the lender and the proponent. This memorandum of understanding will set forth the conditions for payment of financial assistance and the obligations of the parties. The proponent will have 24 months after the financial assistance announcement to realize their project and submit the necessary documents at the last payment. An example of the memorandum of understanding is available upon request. Special rules If applicable, the projects are subject to the following regulations, detailed in Appendix 3: Rules concerning the awarding of contract The financial assistance granted to a project is subject to the obligation to proceed with a public invitation to tender for the awarding of a construction contract when it is of $100,000 or more. “Politique d’intégration des arts à l’architecture” Subject to the policy, all construction or expansion projects (where cost are $150,000 or more) of a building or site which is open to the public, in totality or in part, for the purposes of information, recreation or obtaining a product or service. Equal access program The financial assistance of $100,000 or more granted to an FPO with more than 100 employees has the duty to commit the organization to implementing an equal access program which is conform with the Quebec Charter of Human Rights and Freedoms.

SELECTION CRITERIA Each eligible project will be evaluated according to the following criteria:

Project’s tie-ins with the program objectives and priorities (see points 3 and 4 of this

guide);

Project’s capacity-building potential (power of attraction, local, regional and sector-based scope, tangible benefits, collaboration with other partners, job creation, extension of the tourist season, etc.);

Project’s innovative character (new dimension added to current tourism products/services, new trends not offered by the competition);

Project quality in terms of concept, product, and services;

Project’s structure and financing package (proponent’s contribution, thorough search for financing, the pertinence of the assistance requested, financial health of the business or the proponent, reliable and realistic financial data, self-financing perspectives, community support, etc.);

Project suitability (significant tourist clientele and its diversification, large enough market to justify the project, competition, quality of the product/service, marketing strategy, significant benefits, networking, etc.);

Project feasibility (realistic timetable, marketing strategy, quality of the business plan or study design, proponent’s expertise and experience);

Project’s ability to take into account the principles of sustainable tourism development.

6. HOW TO APPLY

To submit a request for financial assistance under this programme, you must return the complete form: “Demande d’aide financière EPRT région Côte-Nord|Duplessis” available from the ATR, along with the required documents. The application form for financial assistance should be transmitted to: [email protected]. The ATR continuously receives the requests for financial assistance. However, for 2017, 2018 and 2019, the periods for file analysis is as follows: 2017:

September 8th 2017 for a response in November 2017 (approximately). 2018:

January 19th 2018 for a response in March 2018 (approximately);

April 6th 2018 for a response in June 2018 (approximately);

September 7th 2018 for a response in November 2018 (approximately). 2019:

January 18th 2019 for a response in March 2019 (approximately);

April 5th 2019 for a response in June 2019 (approximately);

September 6th 2019 for a response in November 2019 (approximately).

An incomplete file at the beginning date of the analysis period will not be treated by the management committee. It will be carried over to the next period. The following documents are required along with the application and must be submitted in two paper copies AND one electronic version:

Form completed electronically and signed with any relevant visual elements attached (photographs of exisiting site, project sketches, etc.);

Copy of the corporate charter;

Copy of the financial statements for the last two (2) years and the most recent interim financial statements, if the business is already in existence;

Confirmations from financial partners, if available;

Resolution from the organization or business authorizing the signatory of the application for financial assistance under the program and any other document relevant to the application;

Copy of the full business plan for investment and/or infrastructure projects, tourism product/service framework projects, and festival and event projects (see Appendix 2);

Copy of tender specifications for study projects or consulting service including the following elements:

o Description of the issue; o Nature and objectives of the study; o Propsed methodology; o Work timetable; o Deliverables.

Copy of at least two professional service proposals;

Confirmation from the “Ministère de la Culture et des Communications” in relation to the application or not of the project to the Politique d’intégration des arts à l’architecture (See appendix 3);

List of authorizations, affidavits, certificates or permits required by a law, regulation or other. For example, Canadian Environmental Protection Act, Quebec Environment Quality Act, Land Use Planning and Development Act, Act Respecting Tourist Accommodation Establishments, etc.:

o Specify the status of your progress (applications sent, file being processed, authorizations obtained).

Distribution of documents The form will be given to each member of the management committee and will serve as the principal basis of evaluation. We encourage you to pay it very close attention. The business plan, including the proponent’s financial data, will be studied by the analysts assigned to the file and their findings will be transmitted to the members of the management committee. It could happen that all the documents are transmitted to a member of the management committee that requests it. The proponent can also count on the restricted distribution of their data.

8. PROJECT EVALUATION PROCESS

Continuous project submission;

Verification of the project’s eligibility and request for clarification from the proponent by Tourisme Côte-Nord|Duplessis;

Upon predetermined dates, project relevance analysis and financial analysis;

Validation by the “Ministère du Tourisme” of the project’s conformity;

Project analysis by the management committee;

Decision by the lenders and the transmission of a notification letter to the proponent (amount granted or rejection);

Signature of a financial assistance agreement for the selected projects.

Definition of terms CAPACITY-BUILDING PROJECT: A capacity-building project has a regional or even wider impact or outreach that can generate other projects and/or foster regional collaboration, has the support of the community, and can develop jobs. TOUTIST PRODUCT: A tourist product is a set of tangible services (accommodations, restaurant services, activities, etc.) or intangible services (ambiance, hospitality, hosting, etc.) that offers tourists a multitude of stay opportunities. TRAFFIC BUILDER: A traffic builder is the main trigger of a tourism experience. It boasts a strong reputation and is the primary motivation for visitor travel. TOURIST: A tourist is a person who makes a trip outside his/her town/city that lasts one night or more but not more than one year, and who lodges in a commercial or private accommodation. SAME-DAY VISITOR: A same-day visitor is a person who makes a return trip the same day outside his/her town/city and travels at least 40km each way. TOURISM DÉVELOPMENT: Tourism development refers to the notions of implementation (establishment and emergence), consolidation, and diversification of a tourist product or service. TOURISM PRODUCT/SERVICE FRAMEWORK: A tourism product/service framework allows for the development, networking, and/or combining of distinct elements in an integrated system for the purpose of commercialization. SUSTAINABLE DEVELOPMENT: Sustainable development is a development model that meets the needs of the present without endangering the ability of future generations to satisfy their own needs. Such development addresses environmental, economic, and sociological issues and is now part of every component of the tourism industry.

1. CONTRACT TENDERING RULES

The Beneficiary must only be granted all construction contracts of more than $100,000 after performing a request for public tender. A public tender must minimally respect the following parameters:

publication in a regional newspaper or specialized publication;

In the event, that there is no compliant bidder following the publication of a public tender or no bids received, the organization may request the authorization of the ATR to proceed with a call for tenders by invitation;

The contracts must be granted to the lowest compliant bidders.

At the request of the ATR, the Beneficiary must provide:

the documents (plans and specifications, publication notice), timetable (publication, application and commencement) and the modifications to the public tender(s);

the contractors or suppliers who obtained the documents of the public tender(s);

the names of the businesses or suppliers (bidders) who replied to the public tender(s);

the names of the bidders who are compliant with the public tender;

the tender amounts received. 2. POLITIQUE D’INTÉGRATION DES ARTS À L’ARCHITECTURE ET À

L’ENVIRONNEMENT DES BÂTIMENTS ET DES SITES

GOUVERNEMENTAUX PUBLICS

All construction or expansion projects of a building or site, in totality or in part, for the purpose of information, recreation or obtaining a product/service, are subject to the “Politique d’intégration des arts à l’architecture et à l’environnement des bâtiments et des sites gouvernementaux et publics”. This policy applies to all legal entity or organization to which the government or one of its ministries or organizations provide a subsidy for the realization of a construction or expansion project, with a cost of $150,000 or more. The construction of a building or of a site may also include its restoration, redevelopment or repair. The partners of the EPRT invite the proponents wishing to realize a construction project and to submit a request for financial assistance under one of these programs, to communicate with the Ministère de la Culture et des Communications (MCC) in order to confirm if their project is subject to the “Politique d’intégration des arts à l’architecture”.

The proponents must submit to the MCC a description of the project as well as detailed information of the total cost. The MCC is responsible for validating the eligibility of the project as well as the amount allocated for the work of art, if applicable. It should be noted that the costs related to the “l’intégration des arts à l’architecture” are part of the eligible costs of the project. 3. CONTRACTUAL OBLIGATION PROGRAM (Employment equality)

The Beneficiary or the Quebec subcontractor with more than 100 employees and the contract or subcontract amounts to $100,000 or more must submit to the conditions of the equal access to employment program. To do this, they must respect the criteria set out in section 5 of the form “Identification et engagement – Programme d’obligation contractuelle – Égalité en employ” that can be found at the following address:
