WORKSHOP OUTCOMESignificant Workshop outcome are listed below:• States urged to coordinate with their relevant national

organizations for sharing of data• Establish a Regional Task Force to identify need of a

regional ionospheric threat model for SBAS and GBAS.• ICAO to coordinate with APEC GIT for regional

ionospheric initiative and encourage sharing of data• Japan was requested to design a Template for

collecting ionospheric data.• Template circulated through State Letter dated 15

June, 2011.

IONOSPHERIC STUDIES TASK FORCE

• First meeting – 27 to 29 Feb 2012 in Tokyo, hosted by JCAB

• Dr. Susumu Saito elected chairman of the Task Force

• Participating States provided information on status of data collection

• Task Force decided to use shared data only for the study of ionospheric model in the region

• Data source information in the prescribed template was compiled into a single table.

TASK FORCE MEETING OUTCOME

• Significant ionospheric activities not observed in some States of the region.

• Guidelines for data collection to be circulated to the Task Force members

• Mechanism to be worked out for sharing of archival data

• Invited CNS/MET SG to urge States, not participating in the Task Force to consider sharing ionospheric data from their national sources. Draft Conclusion developed.

APEC GIT

• APEC GIT/16 held in Bangkok from 15 to 17 February, 2012.

• Two Concept Notes and Project Proposals were placed– 1. Performance Based Navigation Regulatory

Review and Evaluation Visit Program by USA; and– 2. Joint Multi-GNSS Demonstration for the

application on transportation field in the Asia Pacific Region Japan

APEC GIT/16• Presentation ‘Updates on GNSS Implementation-ICAO

APAC Region’ made by ICAO APAC Office describing the GNSS related activities going on in the region

• Meeting developed following Conclusions/Action Items based on the presentation made by ICAO APAC Office– Conclusion16-2: The APAC GIT agrees to provide APEC

GNSS Test-bed data to support ICAO Ionospheric Studies Task Force. Activities should be coordinated between ICAO APAC Office and APEC GIT Co-chairs.

• Action Item 16 – 7: For the GIT member economies collecting single/dual frequency data – to provide the GNSS Ionospheric data to support activities by the ICAO Ionospheric Studies Task Force.

• Action Item 16-8: For the project consultant of the PBNRREVP to cooperate with ICAO APAC Office through coordination with the APEC GIT Co-chair in the development of the questionnaire regarding PBN and GNSS regulatory process.

• Action Item 16-9: For the APEC GIT Co-chair to make a presentation regarding APEC GIT activities to the ICAO APAC Office Seminar on 26 March 2012.

• Action Item 16-10: For the APEC GIT Member Economies participation and to consider making presentations at the forthcoming ICAO APAC Office GNSS Seminar on 26 March 2012

• During the meeting some other States also agreed to share data with the Task Force from their national sources. Philippines agreed to share data from 17 (38 in future) observation sites

AOSWA

• First AOSWA Workshop held from 22 to 24 February 2012 in Chiang Mai, Thailand

• Session 2 of Workshop on ‘Ionospheric Variations and Their Effect on Radio Propagation’ covered number of presentations on relevant topics.

• ICAO APAC Office presented ‘GNSS for Aviation’ predominantly covering ionospheric effect and the mitigation techniques used.

• Presentation also requested the Alliance for its support for the ionospheric studies activities.

AOSWA OUTCOME

• Following are significant outcome:– World Data System (WDS): ICSU WDS for long

term data archives and data related services covering wide spectrum of natural sciences

– Regional Programmes on Ionospheric Studies: Studies being carried out in many countries in the region. Data source used can be of immense value to the ionospheric studies taken up in the region.

AOSWA OUTCOME

• Australian Regional Ionospheric TEC Model: Australia proposed TEC prediction model using SCHA and EOF. Model has been validated in Australia using 2010 data.

• Multi-GNSS Monitoring Network: More than hundred positioning satellites likely to be available shortly. Using multiple satellite constellations with different frequency can provide many benefits. Also ionospheric delay can be mitigated on board the aircraft.

• ICAO APAC Office invited: ICAO APAC Office invited to join the Alliance as an Associate.

MULTI-GNSS WORKSHOP

• ‘Application User Workshop of Multi Global Navigation Satellite System’ held in UN ESCAP on 21 and 22 March 2012.

• Status of implementation of different GNSS Core Constellations reviewed and benefits of Multi-GNSS discussed.

• Participants invited to enroll for Multi GNSS Asia or MGA.

• MGA invites participation for Applications Development and Demonstration of Multi GNSS

MULTI-GNSS

Scintillation MonitoringAIT presented information related to

Scintillation Monitoring project taken up in their Institute. Difference in solar cycle effect on scintillation

VHF scintillation strong throughout solar cycle GNSS scintillation dominant during solar max

Ionosphere biggest contributor of GNSS Error.

MULTI-GNSS

• Scintillation Network Decision Aid (SCINDA)– Share VHF/GPS data for monitoring S4 and TEC and

model scintillation– Resources include dual frequency GPS and VHF

SATCOM receiver• Data being shared with Chiang Mai University

monitoring station• Cooperation/coordination with AIT proposed to

benefit regional efforts on ionospheric studies.

CONCLUSIONS

• To address APANPIRG recommendation, regional initiative for development of ionospheric model taken up

• Tasks and Task Leads identified for the development of a regional ionospheric model for SBAS and GBAS

• Support from different regional/international bodies• ICAO APAC Office contribution to

regional/international efforts on the same subject
