REGIONAL DIRECTOR’S CORNER For the Month of February 2021

Director Christian Obeńa Frivaldo is the 16th and current Acting Regional Director of Philippine Drug Enforcement Regional Office III by virtue of Agency Order No. 2020-225 effective June 15, 2020. Director Frivaldo is a proud member of Philippine Drug Enforcement Agency’s first breed of drug law enforcers – Class Unang Sinag, where was given the plantilla of Special Investigator II (SI II) in 2006. As to his educational background, Director Frivaldo finished his undergraduate course at Bicol University College of Education in 2003 and passed the Licensure Examination for Teachers in the same year. Because of his desire to hone his intellectual arsenal, Director Frivaldo enrolled in the Graduate School and took up Masters in Public Administration at Rizal Technological University in 2004. Indeed, his scholastic profile is a testament of his perseverance to overcome immense challenges and hurdle colossal struggle in life. To further polish his skills and knowledge in law enforcement, Director Frivaldo underwent numerous trainings and seminars here and abroad which further escalated his competence and caliber as one of PDEA’s top anti-drug operators. Because of his hard work, dedication, and unblemished reputation as a drug buster, he never got lackadaisical in targeting a rare opportunity which others consider it improbable because of his youth. Hence, he was able to establish an indelible mark as he got promoted as Director II in 2010. In 2013, Director Frivaldo captured another feather in the cap as he obtained the Career Executive Service Eligibility (CESE) which reflects his astounding and unparalleled competence in the field of public service. Upon assumption of office at PDEA Regional Office III as Regional Director, Director Frivaldo vows that he will remain steadfast in the field of anti-narcotic operations.

On February 08, 2021, PDEA-3 Regional Director Christian O Frivaldo led the

inauguration of the First Balay Silangan Reformation Center in the Province located in Barangay Danzo, Municipality of Gerona.

The inauguration was graced by the key officials of the Municipal Government

of Gerona headed by Mayor Eloy C Eclar. The landmark activity was also attended by PDEA Tarlac Provincial Officer IA V JOYIANN IVY H CEDO; DILG Tarlac PD BELINA T HERMAN; PLTCOL MA. THERESA PUCAY, DPDA, TPPO; and PLTCOL NEIL RAINIER MERCADO, Chief of Police, Gerona MPS.

On February 10 2021, members of the Regional Oversight Committee in

Central Luzon led by its Chair, DIR III Christian O Frivaldo deliberated 32 applicant barangays held at Splash and Sizzles Binalot, Lazatin Avenue of this city.The applicant barangays were from the Provinces of Bulacan and Nueva Ecija.

On February 15, 2021, PDEA Regional Director Christian O Frivaldo presided the Weekly Command Group Meeting held in PDEA Regional Office III.

On February 16, 2021, PDEA ROIII Dir III Christian O Frivaldo, PDEA Regional

Director together with personnel of PDEA Bataan SIU led by IAIII Albert T Bohol, Chief

Bataan SIU and AFAB personnel led by Jomar Ebardo, AFAB Station Commander

rendered a courtesy call to new District Collector of BOC Port of Limay Bataan, Atty

William B Balayo.

PDEA-3 1st Christian O Frivaldo Cup attended and participated by PDEA

Director General Wilkins M Villanueva, Police Regional Office 3 Regional Director Val De Leon; and Senator Ronald BATO Dela Rosa.

On 26 February 2021,PDEA Regional Director CHRISTIAN O FRIVALDO

together with PDEA Tarlac Provincial Officer JOYIANN IVY H CEDO and the Balay

Silangan Focal Person attended the meeting of Mayor's League-Tarlac Chapter. RD

Frivaldo urged the LCE's to establish Balay Silangan in their respective locality.

The meeting was presided by Municipal Mayor ESTELITA M AQUINO, President of Mayor's League-Tarlac Chapter; and attended by the Municipal Mayors in the Province of Tarlac.

Matters discussed: 1. Establishment of Balay Silangan; 2. Validation Process of Drug Cleared Barangays; and 3. Issues and concerns relative to Barangay Drug Clearing Program

Further, the Municipal Mayors in the Province of Tarlac expressed their utmost support in the implementation of Barangay Drug Clearing Program.
