Input on planning for 2009-2011

Ideas to Consider in Response to TWDB Letter� What activity do you anticipate your region

will need to accomplish in order to meet statute and rule requirements in adopting your 2011 Regional Water Plan?� It depends on the statutes and rules.� Changed conditions need to be addressed.� Review groundwater supplies, if GMA 8

submits desired future conditions.� What database will be like and how will it be

populated?

Ideas to Consider in Response to TWDB Letter� What region-specific issues would your

planning group like to address and incorporate into your 2011 Regional Water Plan?� Include results of 2007-08 special studies� Obtain funding for remaining county studies

� Obtain funding for remaining special studies� Region-wide implementation issues� Additional yield from existing reservoirs� Study of saline water and refinement of costs� Sedimentation impact/mitigation

� Work with GMA 8 to apply the DFCs properly� Make reasonable changes to population and demand

projections without the requirement to keep the total region’s projections the same

� Update costs for otherwise unchanged strategies without a complete reanalysis for strategies that have already met TWDB rules

� Update reuse, conservation, and some water management strategies

Ideas to Consider in Response to TWDB Letter� What are your recommendations to the

TWDB for allocation to the planning groups of the funding appropriated to complete the 2011 Regional Water Plans?� Depends on statutes and rules� Formula that incorporates the number of water

user groups who were projected to have shortages without the implementation of water management strategies

� If special studies are allowed, then funding should be based on specific scopes of work

Ideas to Consider in Response to TWDB Letter� Would the planning group be willing to enter

into one contract for the entire scope of work required to complete the 2011 Regional Water Plans with the last year of funding contingent on legislative appropriations?� Need a clause that stipulates unfunded scope

of work would not be undertaken without legislative appropriations

Survey for the Four County Study

Ellis, Johnson, Southwest Dallas, and Southeast Tarrant Counties

Four County Draft Survey(Study 4 – Task 1)� Overview:

� The Four County draft survey is part of the Regional System Implementation Plan (Study 4 – Task 1).

� Objective of Study 4 – Task 1 is to develop and evaluate alternatives to supply water to the study area (Ellis, Johnson, SW Dallas, and SE Tarrant Counties)

� Purpose of survey:� Solicit information from 23 local water

suppliers in Ellis County and portions of Dallas, Johnson, and Tarrant Counties regarding:

� Population and water demand projections� Existing and future water supply strategies

information gathered from meetings with individual water providers.

� Survey review status:� Draft survey has been reviewed and updated

� Region I is taking the lead on this study� Kickoff meeting to be held in October� Scope of work includes:

Study 3 –Reuse Pilot Projects

� New supplies from all recommended strategies in Region C:

� The reuse pilot projects will develop guidance documents that others can use in implementing reuse projects� Athens (Indirect Reuse) Pilot Project� Fort Worth (Direct Reuse) Pilot Project

Study 3 – Athens Pilot Project

� The 2006 Region C Water Plan recommended that the Athens Municipal Water Authority (AMWA) augment its water supply in Lake Athens with treated wastewater effluent

� The City of Athens is providing partial funding for this pilot project

Study 3 – Athens Pilot Project

� Scope of work includes:� Identify regulatory requirements � Review quality data for treated wastewater

effluent and for Lake Athens � Review lake hydrology and project residence

time and blend percentage of reclaimed water� Identify potential sites for constructed

wetlands� Evaluate pipeline route for conveyance of

treated wastewater effluent from the treatment plants to Lake Athens

Study 3 – Athens Pilot Project

� Develop conceptual designs for constructed wetlands and advanced wastewater treatment processes

� Estimate costs� Develop implementation plan� Develop indirect reuse guidance document

� Kickoff meeting scheduled for October 25� Final report due in December 2008

Study 3 – Fort Worth Pilot Project

� The 2006 Region C Water Plan recommended that Fort Worth implement four direct reuse projects:� Mary’s Creek� Central Business District� Village Creek� Alliance Corridor

Study 3 – Fort Worth Pilot Project

� Scope of work includes:� Review and define components of up to three

direct reuse projects: wastewater source, wastewater treatment, reclaimed water distribution, water demands, etc.

� Identify direct reuse benefits, such as deferring water treatment plant capacity and improvements to the water distribution system

� Refine proposed treatment plant processes, pipeline routes, etc.

Study 3 – Fort Worth Pilot Project

� Scope of work includes:� Update planning-level costs and benefits� Assess feasibility of the direct reuse projects� Develop direct reuse guidance document

� Final report due in December 2008

Study 4 – County-Wide StudiesFour County Study� Ellis, Johnson, Southeastern Tarrant, and
