STATE BOARD OF EDUCATION

STANDARDS AND GUIDELINES FOR STUDENT EXTRACURRICULAR ACTIVITIES

The central purpose of schooling is the academic program of studies for students. However, supportive to the instructional program is a diversity of school sponsored student activities that are frequently an extension of the academic program. They include such things as musical and dance performing groups, forensic and sports teams, student publications and government, clubs and social activities, etc. Those involved in student activities generally achieve better grades, attendance, citizenship, and personal discipline then do non­participants. Because of the intense interest in and value placed on student activities, it is not uncommon for some excesses and abuses to surface which may detract from the central purpose of schooling. Keeping the academic program and the student activity program in perspective is the rationale for the following standards and guidelines:

STANDARDS

1. Schools are prohibited from scheduling full­year fitness and movement (physical education/athletic) classes for specific school teams. In schools where in­season fitness and movement (physical education/athletic) classes are scheduled, such classes shall not be used to violate the starting and stopping dates for practice and competitive play as prescribed by the Utah High School Activities Association (UHSAA). This standard is aimed at helping restore equity to high school competitive sports programs.

2. School personnel, activity leaders, coaches, advisors, etc., shall not require students to attend out­of­school camps, clinics, workshops, etc., for which they, activity leaders, coaches, advisors, etc., receive remuneration from a source other than the school or district in which they are employed.

GUIDELINES

1. Local boards of education and district superintendents should continually reaffirm the central purpose of

schooling ­ the academic program of students. Extracurricular activities should be just that, extracurricular, and should support the academic program.

2. Local boards of education, superintendents, and school principals are urged to guarantee a productive

instructional setting for students who remain behind while their classmates and teachers are gone for participation in extracurricular activities. The “warehousing” of students not involved in extracurricular activities negatively compounds the differences between students involved and those not involved in extracurricular activities.

3. Local boards of education and district superintendents are urged to disapprove travel for extracurricular

activities that would result in teachers and students being gone for more than two consecutive school days. Preferable, approved out­of­state travel for extracurricular activities will be limited to summer months or other times when school is not in session.

4. Local boards of education and district superintendents are urged to disapprove travel, trips, excursions,

appearances, cruises, etc., which are sponsored by commercial interests for profit. Such travel, while often popular with students and patrons, represents a serious misuse and manipulations of schools and students. Approved in­state and out­of­state travel for extracurricular activities should involve students in verified and documented educational experiences.

5. All school leaders including administrators, student activity leaders, coaches,assistant coaches, etc., should

adhere to Public School Law 53­14­10, thereby setting positive role models for students and others .

6. It is recommended that the Utah High School Activities Association and local schools and districts continue their practice of delaying the starting time for extracurricular activities until after school. In addition, the periodic realignment of the regions of the Utah High School Activities Association should continually seek to reduce travel and time out of school for students and teachers.

GENERAL CONSIDERATIONS

1. The team with the best won­lost percentage will be declared the region champion in the activities in which ratings are determined by scheduled judges and in accordance with instructions which are given them. In case of a tie for first place standing, duplicate trophies will be awarded. Arrangements should be made to award trophies immediately at the close of the competition. 2. Officials will be arbited by the Southern Utah Officials Association for all athletic competitions within the Region. Any complaints regarding officials must go through the Principal/Athletic Director of the school. Coaches are not to contact officials or the arbiter. 3. Placement of cheerleaders is at the discretion of the host school. 4. Play dates and location may not be changed unless authorized by the Principals involved . Exceptions may be made for local weather and field conditions. Starting times may be changed for good reason with the consent of the principals of both schools involved. If there is a lack of agreement between the two principals, the matter will be referred to the Region Chairman for decision. AD’s may reschedule rainouts. 5. Electronic equipment, i.e., stereos, radios, tape players, etc., will be permitted during warm­up at any Region 9 sport activities, at the discretion of the host school. 6. Radio station hook­up is the responsibility of the radio station, as allowed through the host school. 7. Megaphones can be used for outdoor sports, but are not to be used indoors by the cheerleaders or those in the stands. (Please refer to Page 20, “Cheerleaders”). 8. Bands are not to play, any musical instruments, including drums, during games, except during time outs. This includes the time during the shooting of free throws in basketball. Region 9 will follow the UHSAA standard . 9. During an athletic contest only cheerleaders and mascots are allowed on the field or court for cheers, activities, or demonstrations. 10. A student’s attendance at clinics, camps, workshops, etc., is NOT a requirement for selection to a team. 11. PLAY DOWN RULE ­ Players may play up but not down in team sports unless agreed to by opposing coach.

12. Signs are not to be paraded by school related groups or spectators. ONLY CONSTRUCTIVE/POSITIVE signs and posters may be displayed. All derogatory or suggestive signs are prohibited. No signs may be posted or paraded by visiting schools or students. 13. All freshmen competitions shall be limited to 2 games per week. 14. Eligibility will be determined for participants no later than the seventh calendar day following the end of the term.

SPORTSMANSHIP CONDUCT Introduction

The effective Utah secondary school should support both an academic and an activities program. These programs should do more than merely coexist; they should be integrated and support each other in “different” arenas. The concept of “sportsmanship” should be taught, modeled, expected and reinforced in the classroom and in all competitive activities.

Statement of Philosophy Activities are an important aspect of the total education process in Utah schools. They provide an arena for participants to grow, to excel, to understand and to value the concepts of SPORTSMANSHIP and teamwork. They are an opportunity for coaches and school staff to teach and model SPORTSMANSHIP, to build school pride, and to increase student/community involvement; which ultimately translates into improved academic performance. Activities are also an opportunity for the community to demonstrate its support for the participants and the school, and to model the concepts of sportsmanship for our youth as respected representatives of society. Sportsmanship is good citizenship in action!

General Sportsmanship Guidelines 1. SPORTSMANSHIP is a general way of thinking and behaving. The following sportsmanship policy items are listed below for clarification:

a. Be courteous to all (participants, coaches, officials, staff and fans). b. Know the rules. Abide by and respect officials’ decisions. c. Win with character and lose with dignity. d. Display appreciation for good performance regardless of the team. e. Exercise self­control and reflect positively upon yourself, the team and the school. f. Permit only positive sportsmanlike behavior to reflect on your school or its activities. g. Cheerleaders and bands are encouraged to play music and cheers, which promote good

sportsmanship and positive feelings between schools. 2. Enforcement Procedure:

a. It is recommended that local boards of education adopt these regulations. b. It is recommended that schools require enforcement at the local level. Please see the UHSAA Sportsmanship Manual/program at UHSAA.ORG

CHEERLEADERS AND OTHER PERFORMING/SUPPORT GROUPS

1. *Region 9 will follow the UHSAA State Event Guidelines with the exception that “ paper banners for the team to run through ” will be allowed. 2. Megaphones are prohibited at indoor sporting events. 3. Performing groups, such as bands and marching groups are to perform at away games by invitation only. 4. Placement of cheerleaders, mascots and other groups will be at the discretion of the host school. 5. The HIGHEST standards of SPORTSMANSHIP are expected of all cheerleaders, mascots and performing groups. 6. The purpose of cheerleading is to foster support for school athletic programs. At no time does Region 9 sanction participation in cheer competition .

PEP BAND CONDUCT

1. Bands are encouraged to participate at home activities. Bands are not to perform while the ball is in play at indoor events. 2. Bands should promote good musical manners. Band members should show respect for opposing band and never play simultaneously. 3. Location of band is at the discretion of the administration of the host school. 4. Band directors will personally supervise band performances. 5. Music should be kept positive in order to encourage good sportsmanship. Bands will not play any music designed to degrade, make fun of, or harass an opposing team.

UHSAA 2016­17 HANDBOOK ADMINISTRATIVE POLICIES & GUIDELINES

UHSAA STATE EVENT GUIDELINES In the chart below, ONLY those items marked “YES” will be allowed as support items at all UHSAA state tournaments and meets. It is recommended that schools follow these same regulations during regular season and region tournament play. Sportsmanlike vocal cheering and support from team bench area are encouraged. WR Wrestling 1. Any coach, player or bench personnel ejected by an official for unsportsmanlike behavior shall be suspended from the next regularly scheduled game at that level of play (Varsity, JV etc.) and any intervening levels of play.

Examples: a. If ejected from a JV game, the player (or coach) cannot participate in the following varsity game nor the next JV game. b. If ejected from a varsity game, the player (or coach) cannot participate in the following JV game nor the next varsity game. If the coach or participant is involved in a second incident/ejection, he/she will be suspended for the next two (2) regularly scheduled games. A third ejection would result in suspension for the remainder of that season. An ejection, which takes place on the final game of the season, will carry over for all underclassmen to the first game of the proceeding season in that sport.

2. The UHSAA Executive staff is empowered to enact a one game suspension for flagrant fouls not detected by officials that are captured by video or other reliable evidence and submitted through the principal. Both rules apply to any competition, i.e., pre­season, region or post­season play. 3. The head coach may leave the confines of the bench or box when a fight breaks out or has broken out. Bench personnel other than the head coach who leave the confines of the bench during a fight are disqualified from the game and must go to the locker room or leave the field or arena. A squad member or any team personnel who leaves the bench area during a fight or who participates in a fight during the season or tournament play, will be ejected from that game. The penalty for such ejection is stated above. 4. Definition and guidelines of “fighting”. If, in the opinion of the official, any flagrant foul is deemed to be a fight or meant to instigate a fight, the unsportsmanlike ejection penalty is invoked. This could include, but is not limited to, attempting to strike an opponent with the arms, hands, legs, feet, head or any combative action by one or more individuals. The penalty for fighting is a two game suspension. 5. If a player or coach is ejected from a contest for fighting or other violent behavior, that player or coach shall be suspended for not fewer than 2 regularly scheduled games. In addition, the incident shall be reported to the school and/or district which may impose additional penalties consistent with that school’s disciplinary policies.

REGION 9 TIE­BREAKERS POLICY

REGION SEEDING

In case of a tie in region standing where seeding is in question, the following consideration will occur: A. Head to Head results

TWO ­ WAY TIE­BREAKER

In the case of a two­way tie in the region standings where a tournament berth is in question, the issue will be settled as follows: a. Head to head won/loss record between the two schools involved

THREE – WAY TIE­BREAKER

In the case of a three­way tie for the final two berths in the state tournament, a coin toss will be held between the principals involved. Three coins will be tossed and the odd coin will receive the last seed and the two remaining schools will hold a playoff game for the higher seed. ***Any other scenarios that this policy does not specifically cover will be decided by the Region Board of Managers. *** Only principals or their designees can do coin tosses. If a neutral site cannot be agreed upon by the schools involved, the Region Board of Managers will select a site.

Football Guidelines

1. Football clinics may be held at the option of the individual school districts. Helmets are permitted for such clinics, but no other pads are allowed. No Region 9 School shall hold a clinic, organized practice, intra­school scrimmage, or competitions prior to Memorial Day. Five (5) consecutive days in pads may occur between Memorial Day and the beginning of the three­week period prior to the beginning of practice day. This five­day period is a school specific period for all level i.e.: varsity, junior varsity, sophomore, and freshman. The five day padded period must be declared in writing to the Utah High School Activities Association prior to the use of any pads 2. Practice sessions of opponents may not be filmed, taped or scouted. Schools may film or tape any game in which they are participating. 3. Any extension in half­time activities must be in accordance with the National Federation rulebook and must be made before the start of the game. The host school will notify the head official and the head coach of the visiting school of any extension to half time. 4. The host school shall provide facilities for one (1) camera person and two (2) spotters from the visiting school. These facilities should be in the same location as those of the host school. 5. Region 9's first place team’s head coach will have the responsibility to organize the selection of the all­region team. This will take place during the first week following completion of the state finals. 6. The visiting team may exercise the option to assign an assistant timer. This individual may sit next to and assist the official timer. 7. JV and freshmen games will be played the day before the Varsity game. Game times will be 4:30 pm for freshmen with the JV game to follow. Student/athletes are strongly discouraged from participating in both games . There will be a 15­minute break between completion of the freshmen game and beginning of the JV game. All Region 9 varsity games will be played at 7:00 P.M. 8. The opposing schools will use Hudl and exchange 2 games. These video tapes will be in the possession of the coach Saturday by noon prior to the game date. These will be the tapes of the previous two (2) games. Instructions will be given to the person taping the games to start taping as the offense breaks the huddle. It is the visiting team’s responsibility to make the initial contact in order to exchange film. The Region Board of Managers may impose a fine to coaches who are negligent in the film exchange. 9. REGION 9 BOYS GOLF

2016­2017

1. The HOST school will be responsible for: a. Starting times and scoring for the meet. b. Local pro to explain course rules

2. Play will be from the tees as directed by the local pro.

3. Stroke play will be used.

4. Each team will play 6 golfers; the low 4 scores from each team will be counted. If for any reason a

team cannot post 4 scores, that team must take the highest individual score at the tournament.

5. Spectators are allowed as per the discretion of local course. Spectators are not allowed within 50 feet of any player during play. Spectators cannot give advice during competitions nor shuttle players without prior approval of coaches and/or course. If players are shuttled between holes, all players must have that opportunity. Penalty – 1 st offense will be a warning. 2 nd offense may result in disqualification.

6. Caddies are not allowed at any time.

7. The host pro or course representative will consult with the golf coaches to determine whether a

course is playable. Leaving the course or interrupting continuous play is grounds for disqualification. NFHS lightning protocol will be followed. If play is suspended, NFHS and UHSAA rules regarding play will be enforced.

8. Tie ­ breaker for Regions Championship:

a. If there is a team tie for the Region Championship, the best 4 golfers from each team that

is tied will then defer to total strokes of the top 4 golfers from the final tournament. The 4 players identified will have their total strokes from the season added up to break the tie. The same procedure will apply to the individual champion as well. If a tie exists for the final team or individual playoff spot, this procedure will be applied as well.

9. The Region Team and Individual Medalists will be determined by the following cumulative point

system. Points will be awarded at the end of each region match. The players with the four highest point totals at the end of the region season will be deemed as the region 1 st , 2 nd , 3 rd , and 4 th , place medalists. Points will be awarded in the following manner: There will be 10 individual medals awarded and low weekly medalist.

Girls Soccer Girls Soccer Guidelines

1. Should a game be postponed due to weather or field conditions, the game WILL be made up on the first available date.

2. For a tie in all Region 9 games, two ten­minute overtime periods must be played. First team to score wins. If no team scores, the game remains a tie.

3. Game times: @ Cedar Varsity 4 pm, JV & Freshmen begins 15 minutes following the Varsity game. Games @ Desert Hills, Dixie, Hurricane, Pine View and Snow Canyon; 9 th 4:00pm and teams may elect for alternate site. JV 5:30pm, Varsity 7:30pm.

4. The UHSAA has approved a two­minute water break during each half of play. The break will be at the 20­minute mark of each half.

5. All game time for Boys and Girls Soccer will be kept on the score board clock. The clock needs to be operated by a responsible adult.

REGION TENNIS RULES AND REGULATIONS

(Boys and Girls) Updated 8­4­2016

1. Region 9 recognizes and supports the United States Tennis Association Code of Ethics. 2. Dual Meets and Region Tournament : All schools will compete in 10 matches, however, only the last five (5) matches will count towards region standings. This is to allow coaches time too accurately and fairly place players in specific positions. No stacking will be permitted. Lineups must be as follows: the 1st Singles player must be better in head­to­head matches vs the 2nd Singles player, and the 2nd Singles player must be better in head­to­head matches vs the 3rd Singles player. The 1st Doubles team must be better in head­to­head matches vs the 2nd Doubles team. This applies to all categories. The Region 9 Champion will be the team with the best record in the last 5 Region matches.

3. The twelve­point tiebreaker will be used for all dual meets and for Region Tournament. 4. Coaching: State Tournament guidelines will be used in Region matches. Coaching is allowed on change over only during 90­second allotment. A two minute break will be allowed after 1st set. A ten minute break will be allowed after the 2 nd set if the match goes 3 sets. 5. Matches will begin at 4:00 p.m. 6. An individual will be required to participate in at least 5 Region dual matches to qualify for the Region tournament. The same applies to doubles players. 7. Our Region Championship trophy will be awarded to the team with the best record in the last five Region matches played. Seeding for the region tournament will be based upon the last 5 Region matches played. Seeding for state will be based on the region tournament. 8. Medals will be awarded to the first, second and third place winners in the Region tournament. 9. Vulgar language, racket throwing or any other form of unsportsmanlike conduct will not be tolerated. The point­game­match penalty will be used.

10. Tie breakers will defer to tie­breaker rules.

REGION 9 DRILL TEAM COMPETITION & GUIDELINES

Cheerleading and Drill Team National Federation Safety Guidelines must be followed. Teams not in compliance face disqualification. UHSAA rules will be followed at the region meet. The region meet must use state judging and scoring sheets. There shall be no deduction of points for used uniforms in competition. Schools are encouraged to maintain a “costume closet” for flexibility and originality with the expense of new costumes. Judging sheets shall not reflect if the costume is new or flashy. Drill teams maximum fee per girl is $600.00. This fee does not include travel, lodging, or summer camp expenses. There is a limit of $250.00 for camp­related expenses, i.e., camp fees and rehearsal uniform. The rotation of routines will be decided by the competition director. Every effort should be made to ensure that a school has a routine at the beginning, middle and end of a category. The military category will follow a set rotation.

RULES AND REGULATIONS

Each school must declare dates for the six­week summer moratorium (no practices, performances or competitions) as stated on the “Six­week Summer Moratorium Schedule for Drill Teams” sheet from the UHSAA Form Book. Each week of the moratorium must include at least seven (7) consecutive days. There is no starting or ending date for practice or competition.

All Drill Team Advisors need to attend a judge’s workshop and take the written rules test to insure safety in their programs. The penalty for not taking the written test will be a $50.00 fine and a letter to the principal of the school and district superintendent. In addition, they will be required to attend the Coaches Education Program, which is approximately $60.00 plus $20.00 registration fee. The course takes about 12 hours to complete. There shall be no deduction of points for using used uniforms in competition. Schools are encouraged to maintain a “costume closet” for flexibility and originality without the expense of new costumes. Judging sheets shall not reflect if the costume is new or flashy.

No team will be allowed to practice on the floor that is to be used for the Region 9 competition except for a 30­minute scheduled practice period on the day of the region competition. COMPETITION CATEGORIES

STYLIZED MILITARY: Any basic military maneuvers or steps such as pinwheels, block, ranks and files, etc., may be used. Overall emphasis is on precision; straight­arm sequences. School uniform of military attire may be worn. Kicks and ripples may be used. DO NOT USE DANCE STEPS. No jazz hands, no head rolls, no torso movements and hip movements, pas de bourse, sit drops, pyramids, lifts, arch back, toe touches (Russian or Straddle). Gymnastics may not be used. Splits are acceptable under the Cheerleading guidelines. All kicks are acceptable. General emphasis is on clean, sharp movements. DANCE: Any dance movement is accepted. Some formation changes are recommended for effect. The overall effect should be DANCE. Dance attire or school uniforms may be used as long as they are modest. Thematic uniforms cannot be used. School administrators and Utah High School Activities Association are concerned with the suggestiveness of some of the uniforms. Please use discretion. Kicks, leaps, pas de bourse, and any dance steps may be used. Pyramids and lifts may be used under cheerleading guidelines.

KICK: A drill team routine in which the choreography will include a variety of kicks. The main focal point of this category is kick, it may include, but not limited to, high kicks, low kicks, diagonal kicks, fan kicks, jump kicks, 圀餂at kicks, walk kicks, etc. Precision, timing, control, technique, and uniformity of height are to be emphasized. Routines must include emphasis on a variety of formations with clean, creative transitions. The movement, music, and uniform may be thematic (i.e. Latin music, Latin costumes), but cannot carry a storyline. Props and backdrop/sets may not be used. The emphasis of this category is KICK and will be judged based on that emphasis. CHARACTER: A thematic routine which focuses on the portrayal and development of a character through the movement, music and uniform. The routine may carry a storyline and may include props to serve as an accent to the characterization. This is not a prop routine; backdrops/sets, stages, and ramps of any kind may not be used. Prop Guidelines: 1. If a team includes props in this category, careful consideration should be given to the size, weight and cost restrictions. Funds spent on props must be reported on the budget declaration form. 2. To limit the size and weight of props in a routine, they can only be carried on and o㘀쀂 the competition 圀餂oor by single drill team members without any assistance (i.e. another team member, carts, dollies, wheels). 3. Props shall only be carried on and o㘀쀂 the 圀餂oor by individuals performing in the routine. Props cannot be combined or pushed together on the performance 圀餂oor to create larger props.

REGION 9 WRESTLING REGULATIONS 2015­2016

a. Varsity wrestling matches will begin at 7:00 P.M. Junior Varsity matches will begin at 5:30 P.M. with

exhibition matches following. Exhibition matches must conclude by 6:45 P.M . Coaches are encouraged to communicate several days prior to a meet to determine number of possible exhibition matches. The following are possible solutions for handling time problem:

REGION 9 BASEBALL RULES AND REGULATIONS

1. All region varsity games at Cedar will start at 4:00 P.M. All other schools will begin at 7:00 P.M. JV games starting at 4PM, and end after 7 th inning; No New Inning after 6:30PM. (At Cedar the JV game needs to start no later than 20 min after the end of the Varsity game) Every effort should be made to keep teams in school as long as possible. 2. All games at all levels will be seven innings except those affected by the 10 run rule. The umpire may call the game due to darkness or inclement weather. Per NFHS rules, games are considered official after five (5) complete innings and will not be made up. Games called prior to five complete innings must be made up on the first available date, including Saturdays if both schools agree. Every effort should be made to complete the game as soon as possible to keep pace with region play. Call the Principal’s or AD’s before canceling the games. UHSAA procedures for suspended game (pg. 58): Suspended Game Procedures a. DEFINITION: A suspended game/contest is a contest where the game/contest is stopped because of weather, mechanical or facility problems and is not considered a complete game per NFHS rules or UHSAA policy for that sport. b. PROCEDURE: The point of suspension will be marked in the scorebook for future reference. A tentative date for resumption of play will be decided at that time and the officials will be notified. The same officials should complete the game. If there is more than one suspension, they will be made up in the same order as they were suspended (a Tuesday suspension will be made up before a Wednesday suspension in the same week). All games/contests will continue from the point of suspension until the game is completed. Lineups will remain the same as they were at the time of suspension. Pitching restrictions will remain in effect (14 innings in a period from 12:01 a.m. Sunday to 12:00 p.m. Saturday). In baseball and softball, if five innings are completed and suspension occurs, the game is considered complete unless the game is tied. At that time the suspended game rule will apply. c. METHOD OF PAYMENT FOR OFFICIALS: Should a contest be stopped because of conditions beyond the control of the officials (weather, power outage, etc.) before the contest is started and after the officials arrive at the site or before the contest is one­half completed, the officials will be paid 1/2 a game fee plus mileage. Should the contest be more than one­half completed, the officials will receive the standard amount paid for a completed game. In the event less than half the game was played, every effort will be made by the arbiters to assign the same officials to the game; however, if that cannot occur, the new officials should be paid a full­game fee plus mileage to complete the game. If the same officials return to finish the game, they should be paid 1/2 game fee plus mileage. If more than half the game has been played and different officials come to the game, they should be paid 1/2 game fee plus mileage. If the same officials come to finish the game, they should only be paid mileage as they received a full­game fee when the game was suspended 3. Teams may NOT arrive at the game field prior to 1 hour before the game starting time. Batting and infield practice cannot begin prior to 1 hour before the game starting time. 4. REGION 9 GIRLS GOLF

2016­2017

1. The HOST school will be responsible for: a. Starting times and scoring for the meet. b. Local pro to explain course rules

2. Play will be from the tees as directed by the local pro (typically red tees)

3. Girls will be scored using the Stableford Scoring System at Region events. Stroke play scoring

may also be used in addition to Stableford Scoring (Stableford Scoring will be used at State Championships). Here is the modified Stableford Scoring System to be used at Region and State events: A score of quadruple­bogey (4 over par) would gain one point. A score of triple­bogey (3 over par) would gain two points. A score of double­bogey (2 over par) would gain three points. A score of bogie (1 over par) would gain four points. A score of par (even par) would gain five points A score of birdie (1 under par) would gain six points A score of eagle (2 under par) would gain seven points A score of double­eagle (3 under par) would gain eight points.

4. Each team will play 6 golfers; the low 4 scores from each team will be counted. If for any reason

a team cannot post 4 scores, that team must take the highest recorded score from that tournament.

5. Spectators are allowed as per the discretion of local course. Spectators are not allowed within 50

feet of any player during play. Spectators cannot give advice during competitions. Penalty – 1 st offense will be a warning. 2 nd offense may result in disqualification.

6. Caddies are not allowed at any time.

7. The host pro or course representative will consult with the golf coaches to determine whether a

course is playable. Leaving the course or interrupting continuous play is grounds for disqualification. NFHS rules regarding lightning protocol will be followed.

8. Tie ­ breaker for Regions Championship:

Following the final region tournament, the best 4 golfers from each team will play a “sudden death format. The top 4 players from each team play the same hole and add the scores up for each team. Whatever team’s total is lowest wins. If it’s a tie, they will go the next hole until there is a winning team determined.

9. The cumulative 9­hole or 18­hole scores (as determined by golf coaches) taken from each

individual region tournament and the final region tournament will determine the region champion.

10. The Region Individual Medalists will be determined by the following cumulative point system. Points will be awarded at the end of each region match. The players with the four highest point totals at the end of the region season will be deemed as the region 1 st , 2 nd , 3 rd , and 4 th , place medalists. Points will be awarded in the following manner: There will be 10 individual medals awarded and low weekly medalist.

13. Appropriate attire is required for all golfers and coaches. Participants may not wear denim of any

kind or color. A participant must wear long pants, knee length skirts or shorts (no denim, basketball, or cargo style shorts are allowed) and collared shirts or mock turtlenecks. Penalty for breach of rule: two stokes and attire must be legal before play can continue.

14. Players are allowed to use “rules of golf appropriate” distance measuring devices both on the region and state level. Cell phones, MP­3 devices, and other electronic “smart” devices are not allowed except in reporting emergency situations. As part of the conditional use of the range finder, a player must allow any competitor in her group to also use the device upon request.

15. All golfers will respect the courses and facilities. Profanity will not be allowed. Any damage to the courses such as throwing clubs, unprofessional conduct or use of profanity will be grounds for disqualification and /or elimination from further participation in region competition.

REGION TENNIS RULES AND REGULATIONS

(Boys and Girls) 2015­2016

1. Region 9 recognizes and supports the United States Tennis Association Code of Ethics. 2. Dual Meets and Region Tournament : All schools will compete in 12 matches, however, only the last 6 matches will count towards region standings. This is to allow coaches time too accurately and fairly place players in specific positions. The best singles player must be in the Number “1” position or play number 1 doubles, the next best in the “2” position, and so on. The same policy must be used for doubles. This applies to all categories. The Region 9 Champion will be decided by the last 6 Region matches.

3. The twelve­point tiebreaker will be used for all dual meets and for Region Tournament. 4. Coaching: State Tournament guidelines will be used in Region matches. Coaching is allowed on change over only during 90­second allotment. A five minute break will be allowed after 1st set. A ten minute break will be allowed after the 2 nd set if the match goes 3 sets. 5. Matches will begin at 4:00 p.m. 6. An individual will be required to participate in at least 6 varsity Region dual matches to qualify for the Region tournament. The same applies to doubles players. 7. REGION 9 TRACK GUIDELINES 2016­2017

1. All UHSAA rules and guidelines will be followed. 2. A total of twelve (12) individual contests, plus the region and state meets are allowed per individual. 3. All dual or tri meets will start at 4:00 p.m. Region Meet will start at 3 pm. 4. A boy’s trophy and a girl’s trophy will be awarded to the teams winning the region meet. Medals will be awarded to the individuals winning the first three places in the region meet in each event for both boys and girls. 5. Host schools will be responsible to conduct and to take care of the needs of all track meets held at their school. Schools hosting region track meets may request schools participating in the track meet to bring needed equipment to the meet (i.e. hurdles, etc.) 6. Each school may qualify 4 individuals/event to participate in the region track meet. 7. Region 9 will encourage member schools to host freshman and/or Junior Varsity track meets. 8. The host school may request adults from member schools to officiate at the region track meet. REGION 9 DRAMA GUIDELINES

2015­2016 DRAMA 1. Host schools for drama events are to pay all expenses and submit a claim for reimbursement from Region 9. 2. The host school for plays should involve other Region 9 drama coaches in the selection of the judges for the region meet. 3. It is recommended that the Region Drama Chair (principal) serve as a “Tab Room Mediator”. His/her purpose is to resolve any controversial issues, which may arise during the tournament. 4. All regional level problems should be routed as follows: Host Teacher (school), Chair Principal, and Region Chair. Each school with in the region will be responsible to arrange for 6 individual events judges for region. The pay for judges will be $5.00 per round with workshop specialists receiving $20.00 each. FORENSICS

1. No Forensics meet may be held prior to October 21. 2. Host schools for the Region 9 tournament are to pay all expenses and submit a claim to Region 9 for reimbursement. 3. The rate of pay for judges is according to state guidelines for each judge. The arbiter for Forensics is to receive $100.00 for his/her services for the school year. This may be divided among host schools. 4. Each school shall provide the required number of judges per their entry. Failure to provide your judges may result in disqualification. All region level problems should be routed as follows: host teacher (school), principal over event, region chairman. 5. Registration forms must be submitted to the regional representative one­week prior to the specific contest dates. 6. In sweepstakes, when there is a team tie for the final qualifying spot, the tie will not be broken. Both teams will go to state competition, if allowed. 7. Sweepstakes ­ Forensics (points)

Student Congress for Region IX will conform to state tournament guidelines. A trophy will be awarded to the first place winner in forensics (including combined points from debate and individual events). REGION 9 MUSIC ACTIVITIES

2016­2017

1. Publicity for each activity, event or festival is the responsibility of the host school and specifically requires an announcement of the festival before it takes place. A press release summarizing the results should follow the festival. 2. The host school should pay the adjudicators and then bill the region for reimbursement. 3. The maximum number of people permitted to perform in an ensemble must be consistent with the maximum number permitted to perform in an ensemble in the State Festival (32). 4. The host school will provide information on starting time procedures, adjudication, etc. at least ten (10) school days in advance. 5. Each school receiving “Superior” ratings from all adjudicators shall be recognized (1 or 1­).

6. One of the most worthwhile experiences to come from participation in the Region Music Festivals is the opportunity to hear and see other students perform. If you are sponsoring a music festival (whether instrumental or vocal), please provide sufficient supervision to help encourage students to stay in the performing areas. Also, please provide proper seating facilities for all participants. Music directors should each be careful to instruct their students to remain in the performing areas while students from other schools perform their numbers. Clothes should be changed only after all schools have performed. 7. Each school shall furnish its own state adjudication forms. 8. Original scores must be used in order to qualify for state festival.

PROCEDURES

I. Eligibility

Large Group Festivals: All high schools in the region will be eligible to enter groups in any of the festivals.

II. Ratings and Special Recognitions

A. All entries in the festival will be adjudicated 1. Each judge will give a rating (1 through 5) on each ensemble (NO DECIMAL POINTS). He may use “+’s” and “­’s”. 2. Adjudicators will not be required to use all steps in the adjudication scale and may rates as many groups in the same division as the standard of performance dictates.

B. Groups wishing to play for comments only must state prior to the festival to the host school chairman.

C. Memorization of Solos: Vocal and piano students will be expected to memorize solos in order to receive top ratings in the competition. Memorization of the instrumental solos is optional.

D. The Region 9 chair will issue certificates for all groups receiving a straight superior rating.

III. Additional Information

A. Each school must inform the festival chairman of the host school one week (7 days) in advance of the number of entries they intend to enter. Schools not notifying the festival chairman of the number of entries will not be permitted to participate. It is the responsibility of the music teacher and principal of each school to see this deadline is met. Schools not meeting this deadline will be notified one day prior to the festival that these names were not submitted, therefore, the school may not be permitted to participate.

B. A time for the large group festivals is established as follows:

1. Each school will be allowed thirty (30) minutes maximum time. This includes getting on and off the stage. It is the responsibility of each music director to stay within these time limits. The school hosting the festival should pull the curtain on any school not staying within these limits.

IV. Festival Hosting

A. Schools will alternate hosting each festival.

B. It is the responsibility for the festival host to: 1. Arrange for certified adjudicators. (UMEA/UHSAA certification) 2. Mailing a Music Festival Adjudication Contract to the adjudicators, and upon receiving the signed contract, make a copy to give to your school office manager to cut a check. Keep the original for your records. 3. Arranging publicity for the festival. 4. Arranging for facilities for the festival. 5. Programming the festival.

1. Solo & Ensemble ­ Time blocks for each school work best to avoid conflicts with students involved in more than one entry, and accompanists who accompany more than one event.

C. Large Group and Jazz Ensemble ­ Scheduling consideration should be given for schools that have more than one performing group. Notifying each school in the region of pertinent festival information.

1. First contact should be made two months prior to festival including names of adjudicators, start times, available equipment etc. 2. Directors should notify the festival host with the number of performing groups according to the following:

a. Large Group and Jazz Festival ­ One­month prior. b. Solo & Ensemble ­ One­week prior.

3. Festival host will notify directors of performance times according to the following: a. Large Group and Jazz Festivals­ Two weeks prior. b. Solo & Ensemble ­ Four days prior.

D. Meet with adjudicators before the start of the festival. Give explanation of festival procedures and applicable awards. E. Start time will be 3:30 PM. Local schools should be scheduled first where possible.

V. Entries Per School It is recommended that schools submit no more than the following number of entries. Schools that wish to submit more than the number of entries recommended must consult the Region Music Chair and Festival Host. Where time in the festival permits, schools may be allowed to submit more than the recommended number of entries. (Added May 2011)

Students must meet the minimum eligibility requirements as outlined in the UHSAA handbook. Any additional requirements as outlined by individual districts or schools must also be met.

VII. Festival Adjudication and Ratings

A. Adjudicators will be paid at the rates set by the UHSAA. 1. Host school will pay the adjudicators and then bill Region Nine for reimbursement.

VIII. Adjudication Forms

Adjudication Forms now must be filled out online. For large group and jazz festivals, one copy for each adjudicator. For Solo & Ensemble, print two copies of each event and bring them with you to the festival. If the event qualifies for state, the second adjudication form will become the adjudication form for state. For instructions on accessing the adjudication forms are included at the end of the music section.

IX. Recognition

A. Certificates 1. Jazz Ensemble

Outstanding soloists as chosen by the adjudicators. Each will receive a certificate. Outstanding sections as chosen by the adjudicators. Each member of the chosen sections will receive a certificate, plus one for the school.

2. Solo & Ensemble a. Any soloist receiving a superior (I) rating and therefore qualifying for state will receive a certificate. Piano soloists who receive a superior (I) rating, but because of quotas do not qualify for state will also receive a certificate. b. Any ensemble receiving a superior (I) rating and therefore qualifying for state will receive a certificate. Each member of small ensembles (16 or less) receiving a superior (I) rating will also receive a certificate. Ensembles with more than 16 members are not considered a small ensemble and will receive one certificate.

B. Announcements for state qualifiers will be made at the conclusion of the festival for Large Groups, Jazz Ensembles, and Madrigal Choirs. It is preferred that an administrator from the host school make this announcement.

Here you will find the UHSAA handbook, Yearbook, and Formbook online. • There is a list of links in the blue area on the left side that contains every activity, Click on "Music".

• Close to the top of the music page, find and click on the link "Adjudication Forms". • Click on "Fill Out Adjudication Forms Online". BOOKMARK THIS LINK!

There are two sections to this page. OFML and PDF. You will want to use PDF. • Scroll down to the PDF Adjudication Forms section. • Find and click on the link "Download and Install the Small Omni­Form Internet Filler

Plug­In". • This will take you to the "Caere" Homepage. At the bottom of this page is the Macintosh

plug­in. Click on this link. If you are using IBM compatible, there are appropriate links further up the page.

• Hide Netscape and you should see three icons on your desktop; one folder and two documents. Trash the documents ("Mac Internet Filler.hqx", and "Mac Internet Filler.sit").

• Open the "Mac Internet Filler" folder. • Double Click on the Installer. A box will appear, click on install.

NOTE: Keep the "Mac Internet Filler" folder somewhere on your hard drive. My suggestion is in your Netscape folder.

• Quit and restart Netscape. • Go to your bookmarks and open "Fill Out Adjudication Forms Online". This is the one that

you bookmarked a few minutes ago. • Use the PDF (bottom) section of adjudication forms to complete the next (3) steps.

1. Click on Large Ensemble A box will come up.

2. Click on "Save File". A box will come up.

3. Save to Desktop • Repeat steps 1­3 for all forms that you will need. Band folks will only need

one of the percussion forms, they are the same. • Hide Netscape. You will find on your desktop the following documents: "LG. PDF ",

"JAZZ. PDF ", "PERC. PDF ", "PIANO.PDF", "SMENS. PDF ", and "SOLO. PDF ". • Make a new folder to put these documents in. I titled mine "Adjudication Forms". I suggest

keeping this folder in your Netscape folder. • To access Adjudication form, open you Netscape folder and open the Adjudication Forms

folder. Click and drag one of the "pdf" forms over the top of your Netscape PROGRAM ICON . This will bring up the form for you to type on. When printing, remember to use the appropriate color of paper.
