American Legion Auxiliary

Roll Call and volunteer hours: Barb Horn – 20, Pat Griffith – 4, Linda Cope – 38. Bonnie Rote – 6 and Teresa Nolan – 30. President Barb Horn opened the meeting with only 5 members present. Chaplin Linda Cope started the meeting with a prayer and then the normal operating procedures were followed. Linda Cope took roll call and recorded 98 volunteer hours for the past month. Last month’s minutes were read by Linda Cope and approved by Teresa Nolan. Pat Griffith second the motion. All were in favor. Treasurer Pat Griffith gave the monthly treasurer report and copies were distributed. It was discussed that we need to donate something. It was decided we are going to get a list from the V.A. of items that are needed. Janell Ketlesen will be asked to get this list as she has in the past. We will approach the American Legion to see if they would like to contribute money also, as they did in the past. The item is tabled until the American Legion has been contacted. It was then discussed about a donation to Puppy Jake Foundation. Linda Cope moved we make a donation to the Puppy Jake Foundation. Pat Griffith second it. Motion was carried. Pat Griffith will send our normal contribution. Depot help was lined up. Since a small turn out, Barb Horn is going to call some members to fill out our weekend in June. Poppy day was May 18, 2019. Money was collected during breakfast. Weather did not cooperate, so the crowd was small. Barb Horn did stand at the 4 corners for a short time but there was little traffic. Cans and poppies were distributed among the business in Redfield and will be collected later this week. Last week a group was able to get together to judge the poppy poster we received from the Redfield Middle School. First, Second and Third place were chosen. Checks were written to the three winners and given to Bonnie Rote who will deliver them to the school. The next item discussed was Old Settlers. Linda Cope and Pat Griffith will take care of the kiddie parade again this year. Last year was a great turnout so we are hoping for the same thing this year. Gold or Silver Dollars will be used as prizes. It is assumed the parade will be Friday night as before, but that is to be confirmed. It was also discussed about the main parade on Saturday. Linda Cope will drive their car in the parade with a sign about it being the 100th Anniversary of the American Legion. Pat Griffith will help throw candy to the crowd. The menu for the Old Settlers Lunch was discussed and it was decided to keep the same as before. Hot Dogs, Chili Dogs, Beef Burgers, Chips, Potato Salad and a drink. Jobs for the lunch were discussed and assigned. Bonnie Rote will contact members who were not present and let them know what they have been assigned. American Legion – Post 261

Commander Bosomworth called the meeting to order with 12 members present. Adjutant’s minutes read. Treasurers report given. Motion by Jim B. to accept, 2nd by Roger B. Motion passed. Old Business

• Boys State orientation for Cooper Alt April 20th. Larry K. bought

cords for past Boys State participants to wear with cap and

gowns at graduation.

• The city has not decided on paving the alley. Jim E. talked to AJS

Sanitation the location of a cement pad for their dumpster.

They had no preference. After discussing different spots, we

picked down between the pole and guide wire. This was chosen

for better odor control and fire safety.

• It was reported that Al Newman was in an ATV accident and

suffered several broken ribs. He will be unable to help with

breakfast until the fall. Albert Carmichael is home recovering

from surgery and hopes to return in the fall. He also is unable

to continue as our adjutant but feels he can still do rental of the

hall.

New Business

• We decided to give Mike Mott both an American and POW/MIA

flag to display at his Bus Barn.

• Jim E. talked to Carolyn Snyder and Larry Cornelison about the

Dallas County Freedom Rock in Minburn. There have been

several fundraisers and have applied for two grants. They were

turned down for one and missed the deadline on the other.

About $8-$10,000 is still needed for this project. Greg S. said he

will talk some more with Larry C.

• Dallas County Foundation invited us to their annual banquet

where they hand out the grants for the year. Dallas B., Larry M.,

Ron C., Tony K., Al N., Ben Q., and Greg S. attended.

• Dallas talked about calling people to work at our breakfast. He

would like to have more legion members and not have to rely

on so much outside help. This has been a problem for some

time, and we have found no solution.

Linden Chapter OES

Linden Chapter OES met May 6, 2019 for their monthly meeting. The evening began with a delicious lunch served by Rilla and John Baker.

The meeting opened at 7pm with 10 present. Worthy Matron, Virginia Armstrong opened our meeting with a poem entitled “Almost Here” written by Lois Kile of Yale, Ia. We were given the final plans for the Fifty Year and more members luncheon to be May 18 at The Cabbage Rose in Guthrie Center. Attendees are asked to be there by 11:45 for the 12 o’clock luncheon. All members are urged to come and enjoy the party.

Members were reminded of our monthly meeting for lunch at The Owl’s Nest on May 20. Both Worthy Matron, Virginia Armstrong and Worthy Patron, Frank Keeran thanked all for attending our meeting, and the lunch committee for the good meal as well as wishing all a safe trip home.

Redfield Clinic News Measles is a highly contagious viral illness characterized by a fever, runny nose, cough, red eyes and a red spotty rash. This illness is transmissible up to four days before the rash appears and as many as 4 days afterwards. Whereas with the influenza virus only 1-2 susceptible people in a room full of people are likely to be infected with the flu when exposed, but if one person has measles as many as 17 individuals a room can catch the illness. Measles are most effectively prevented by measles shots. One dose of measles vaccine is 93% effective in preventing the disease. Two doses are 97% effective. Infants as young as 6-12 months of age may have a measles vaccination. Those people born before 1957 are highly likely to be immune to measles as they almost certainly had the illness as a child. Those who have had only one measles shot are advised to have a second shot, especially if traveling to foreign countries. To reduce one’s chance of catching any contagious illness a person should keep their hands clean, carry and use hand sanitizer, especially on commonly used surfaces such as arm rests, tables, chairs, phones and door handles. For more information about measles go to cdc.gov Redfield Medical Clinic is staying in town. As some may know, the Redfield Medical Clinic building is owned by Des Moines University. The University has upgraded the clinic building installing a modern furnace and air conditioning system, repairing the roof and sewer system and painting the clinic portion of the building. The University plans to put the clinic building up for sale soon. Never the less, PA Ed Friedmann and Dr. Ron McHose are committed to continuing to provide medical care for the Redfield community just as we have for the past 30+ years. And we stayed in 1988 when the previous owner closed the clinic and left town 31 years ago. Furthermore, Des Moines University is committed to working with Dr. McHose and Ed to see that our local clinic continues to provide care for the people in the Redfield community. Finally, we greatly appreciate the Redfield Development Committee volunteers’ excellent improvements of the clinic with removing the overgrown trees and adding the new rock wall, decorative shrubbery and low maintenance stone landscaping.

Redfield Old Settlers

The 5th 2019 Old Settlers meeting was held on Wednesday, May 15th with 6 in attendance. The agenda for the Celebration is complete, and we are excited for this year’s lineup. We would like to thank all the business and individual sponsors for their generous donations, as well as the community for their continued support. We would also like to thank the Redfield American Legion for allowing the Old Settlers Committee to work breakfast in the summer. The profits from the summer breakfast allow us to secure the Carnival, Fireworks, Band, and prize money. The fundraisers are also an important source of revenue. Not only do they provide extra funds, they also promote community participation. Please join us for our next Fundraiser Sunday, June 9th 1-3pm at the Bus Barn Pub on the patio. We will be tye dying Woodstock Old Settlers T- shirts. Bring your own plain white T-shirt. We will have all the tie dye supplies, as well as, Return of Woodstock Redfield Old Settlers 2019 iron on logos. Free will donation to make a shirt, and $5 for a logo. Redfield City Council May 7, 2019

The Redfield City Council met in regular session on Tuesday, May 7, 2019. Mayor Pro Tem Danielson called the meeting to order at 7 p.m. Present were council members Hoy and Bowman, Attorney Doll and Clerk Light. Council member DeZeeuw and Godwin-Pote were absent. Bowman moved to approve the agenda with no additions, Hoy seconded. Roll call vote – Danielson, Bowman, Hoy, all ayes. Motion carried. Godwin-Pote arrived at 7:05. Bowman made a motion to approve the consent agenda which includes the minutes of the previous meeting, claims paid, and the library report. Hoy seconded the motion. Roll call vote – Godwin-Pote, Danielson, Hoy, Bowman, all ayes. Motion carried. Zoning Administrator Reed reported that two permits were issued, one for a utility building and fence at 1204 Grant Street and another for a pool deck at 1609 Taylor Street. Reed would also like to see the council change back to a five (5) foot easement from the lot line for an accessory building instead what was recommended in the new zoning code of a ten (10) foot easement as some of the lots in some areas are not as deep. This change will be made before approving the zoning code at the next council meeting. Hoy moved to approve the change before the Redfield Zoning Code is approved. Godwin-Pote seconded the motion. Roll call vote – Hoy, Bowman, Danielson, Godwin-Pote, all ayes. Motion carried. Fire Chief Short reported three calls for the month with 10 man-hours. New gear has been purchased for all members with a generous donation received last winter. Some of the old gear will be kept for new members until new gear is ordered for them, otherwise, it is outdated and needs to be thrown away. The Redfield EMS reported nine calls for the month. The Dallas County Sheriff’s report was reviewed. Forty calls were answered with 118 hours of patrol time. Godwin-Pote moved to open the Public Hearing at 7:15 p.m. Bowman seconded the motion. Roll call vote, Bowman, Hoy, Danielson, Godwin-Pote, all ayes. The purpose of the Public Hearing was to open sealed bids received on the sale of the lot at 1210 Jackson Street in Redfield. One sealed bid was received. Darrell Bowman, dba Hide It Here Storage, L.L.C., submitted a bid of $3,000. Discussion was held, there were no objections from the audience and no written objections were received. Godwin-Pote moved and Hoy seconded to close the Public Hearing. Roll call vote, Danielson, Hoy, Bowman, Godwin-Pote, all ayes. Hoy moved and Godwin-Pote seconded to approve Resolution 2019-07, a Resolution of Intent to Accept Offer to Purchase Real Property located at 1210 Jackson Street. The City does not have specific use for this property, it is currently zoned residential and will be placed back on the tax rolls. The property will be sold “as is” and the property taxes will be prorated from the date of purchase. The City intends to convey the property without abstract of title, by quit claim deed upon payment of the full amount of the bid. Roll call vote – Hoy, Godwin-Pote, Danielson, all ayes. Bowman abstained. Motion carried. A Zoning meeting will be needed to change the zoning to commercial and notices will be sent to the committee and property owners within 200’ of the lot at 1210 Jackson Street. Dave Griffith was the only person interested in filling the mayor’s position, he submitted a letter to the city council as he was unable to be present at the meeting due to his job. Dave and his wife Pat (who grew up in Redfield) have lived in Redfield for three years. They lived in the Dallas Center-Grimes area before moving back to be closer to her parents. They have two married sons and two grandsons. Griffith said Redfield is a great place to live and raise a family, he would love the opportunity to work with the city council, employees, and residents and he appreciated what Mayor Lantz did for the community and he hopes to do the same. Mayor Pro Tem Danielson said she is not comfortable supervising the Public Works department and recommended Griffith for the job. Hoy asked about setting up a committee to find a mayor. After discussion, motion was made by Bowman and seconded by Godwin-Pote to fill the vacancy appointing Dave Griffith. Roll call vote – Danielson, Godwin-Pote, Bowman, yes. Hoy, no. Motion carried. Griffith will be sworn in before the June meeting. Mike Mott visited with the council about the possibility of having food trucks until the Bus Barn’s kitchen is completed. Bowman moved and Hoy seconded approval of the food trucks. Roll call vote – Danielson, Hoy, Bowman, Godwin-Pote, all ayes. Motion carried. The food trucks will be parked out front of the Bus Barn. Outdoor service was also discussed. Mott would like to do this without having a fence. The clerk will check with Dallas County Sheriff’s office to see what their thoughts are on this. Godwin-Pote left the meeting at 7:45 p.m. Tiawny Meyers spoke to the council about signing a Website Maintenance Agreement with Will Bassett. Bassett would do the weekly website maintenance and updates to plugins, themes and WordPress, would add or remove forms and documents as needed, do small copy edits, and images to the website for a $100 monthly fee. Additional major website edits would cost $40/hour when needed.


Meyers said she neither she or the clerk has time to the maintenance. The agreement can be terminated at any time with a 10-day notice. Bowman made a motion to approve the terms of the agreement, it will become effective on May 1, 2019. Hoy seconded the motion. Roll call vote – Bowman, Danielson, Hoy, all ayes. Motion carried. Other visitors included Brody WarrIor, Dexter Public Works Director, and T.J. Morehouse, Dexter City Council member. They were here to ask if the 28E Agreement that Dexter and Redfield signed would allow for Redfield to bring the street sweeper over to help them out with cleaning streets before RAGBRAI comes thru town. After looking at the agreement which only covers manpower, Clausen said it was recommended to him that a $100 per hour charge to clean the streets would be sufficient. Hoy made a motion and Bowman seconded to allow Clausen permission to take the street sweeper to Dexter, travel time will not be added to the $100 per hour charge. Roll call vote – Bowman, Hoy, Danielson, all ayes. Motion carried. Morehouse also said any groups from Redfield are welcome to set up a booth at Dexter for RAGBRAI. Details should be finalized soon and vender forms will be available. Public Works Director Danielson spoke about the bridge inspection report. The bridge inspection is done every two years. The bridge is in good shape only showing some spalling from salt and sand. Engineers Veenstra & Kim were contacted to determine the elevations of certain features subject to flooding along the Raccoon River. The fee for services to complete the survey will be $1,450. Hoy moved and Bowman seconded to approve this contract for services. Roll call vote – Danielson, Bowman, Hoy, all ayes. Motion carried. Danielson submitted a street proposal to the council to have three streets repaired before the Bacoon Ride. The total cost will be approximately $64,000 for the multiple independent projects. Thomas Street from Grant to the GAR building, Second Street from Thomas to Taylor, a patch will be done on the 700 block of First Street, and a portion of the street on Thomas from the Post Office to the Library. Mayor Pro Tem Danielson made the motion to approve the repairs, Bowman seconded the motion. Roll call vote – Hoy, Bowman, Danielson, all ayes. The Public Works department is checking into a sonic wall. Clausen said this technology will allow them to receive notice and correct issues at the booster station or the water treatment plant from their phones. This will be talked about more at the June meeting. Godwin-Pote returned at 8:05 p.m. Mayor Pro Tem Danielson responded to a phone call from the Mayor of Bouton who was asking how we handle nuisance properties and a thank you card was received from the 2019 WCV After Prom committee for the donation. Hoy moved and Bowman seconded to approve Resolution 2019-18, a Resolution Consenting to Assignment of Trustee Agent Agreements; Escrow Agent Agreements; and/or Paying Agent and Registrar and Transfer Agent Agreements, Banker’s Trust to UMB Bank. Roll call vote – Bowman, Godwin-Pote, Danielson, and Hoy, all ayes. Nuisance properties were discussed. The clerk had sent letters to four residents. All four responded to the letters. A letter will also be sent to the property owner at 628 Third Street to get the junk cleaned up. Mayor Pro Tem Danielson moved to set the time and date of a public hearing for the budget amendment for 7 p.m. on June 4th during the regular meeting. Godwin-Pote seconded the motion. Roll call vote – Hoy, Bowman, Godwin-Pote, Danielson, all ayes. Godwin-Pote made a motion to set the time and date of the public hearing to approve the Redfield Zoning Code for 7:05 p.m. on June 4th during the regular meeting. Roll call vote Danielson, Godwin-Pote, Hoy, Bowman, all ayes. Resolution 2019-09, Transfer of Funds will be tabled to the June meeting. Godwin-Pote moved that the meeting adjourn, Bowman seconded. Ages: The Redfield Community Vacation Bible School is for children who are

at least three-years-old (and potty-trained) and no older than those who

have completed the 5th-grade. Jr. High and Sr. High Youth will be

welcomed as station assistants or class guides – please contact the

Redfield Christian Church office or the Panther Creek Church of the

Brethren office to volunteer (numbers below).

Fee: NONE! (But an offering will be collected each day to help support the West Central Valley “Snack Sack”

program, a supplemental weekend food program for students.)

Supper: Vacation Bible School will begin each day with supper for participants and volunteers at 5:30 pm.
