Wednesday 28 January Start of school year for government schools.
Friday 13 February Final day for lodging, without a late fee, applications for Statements of Marks for all examinations held in 2003.
Final day for Principals to lodge requests for Confirmation of 2003 Grades.
Final day for students to lodge requests to inspect scripts for examinations held in October and November 2003.
Monday 23 February Enrolment 1 data for VCE and VCAL due at the VCAA. This should include 2004 VCE VET enrolment data. VCE Units 3 and 4 data should be as complete as possible.International Baccalaureate (IB) students for the GAT should also be enrolled.
Wednesday 10 March Final day for schools to lodge written applications for Alternative Instruments and Alternative Works in Music Performance: Solo, and Alternative Works in Music Performance: Group.
Monday 15 March Final day for schools to lodge requests for new or combined examination centres in 2004 and requests for students to sit at centres other than the home school.
Final day for schools to lodge the following application:
– supervisors for the 2004 GAT and VCE examinations
Wednesday 17 March School Coursework Audit Notification (SCAN) identifying student coursework required for VCE Unit 3 received in schools.
Friday 19 March Final day for notifying the VCAA of alterations to unit results, initial school assessments for School-assessed Coursework and School-assessed Tasks for 2003. After this day all scripts and raw assessment data held at the VCAA will be destroyed.
Final day for lodging, with a late fee, applications for Statements of Marks for 2003 examinations.

Monday 3 May Enrolment 2 data due at the VCAA.This is the census date for all 2004 VCE VET and VCAL enrolment data. The Office of School Education of the DE&T will use this VET data to determine funding for government schools. The VQA will use the VCAL data to determine funding to VCAL providers.
After this date VASS will not allow schools to:
– Enrol or withdraw from Units 3 and 4 sequences. This includes changes to Second Language enrolments.
– Enrol or withdraw IB students for the GAT.
– Enrol returning Interrupted Studies students.
Partnership details must be entered on VASS for VCE Unit 3 and VCE Unit 3/4 coursework.
Week beginning Monday 10 May First round invoices for full-fee-paying overseas students sent to schools.

Welcome to the 2004 school year.This is going to be a very busy
year for the VCAA as we respond to the Ministerʼs Blueprint for Government Schools, which in 2003 gave the VCAA the important role of developing a framework for essential learning for all Victorian students. The framework will include defined standards of learning at key points of schooling for students from Prep to Year 10. At the same time, it will give schools increased flexibility to adapt different program and teaching styles to address local needs. Years 9 and 10 will be of special interest in this project and we are looking forward to working with school staff in tackling the challenges these years pose for teaching and learning.
The VCAA will also develop performance standards against which student learning can be measured, and a range of assessment processes and reporting formats to support schools in communicating student progress to parents and to the broader community.
Work has already commenced on this project and in late February we will release a paper which outlines a new approach to the curriculum. The paper was developed following an analysis of national and international curriculum and standards, and statewide discussions with principals and leading practitioners. Schools, along with the broader educational community, will be invited to provide feedback on the paper.
In addition to your written responses to the paper, during March a series of statewide consultation forums will be held, details of which will be sent to schools in February. We look forward to working with you and receiving your input.
Last year the VCAA was able to provide a significant advance in the quality and amount of information on VCE performance available to schools with the introduction of the VCE Data Service.
It is expected that early in 2004 the VCAA will be loading the 2003 VCE data into the system, and that schools will have access to the full range of reports on their own 2003 VCE results.
A number of improvements have been made during 2003 in response to advice from users, and in 2004 we will be proactive in seeking further feedback so that continuing improvements can be made.
A second round of professional development on the VCE Data Service is planned for February/March 2004, so that users can go straight back to their 2003 data and begin preparing reports.
To mark the start of the new school year, the VCAA has launched a redesigned website <www.vcaa.vic.edu.au> to provide you with a one-stop online resource centre for all your curriculum and assessment needs from Year Prep through to Year 12. The new website is a result of eight months of consultation, planning and development between the VCAA, teachers and students. It has a new look and feel, which we hope will make your visit to the site a pleasant one.
Over the next 12 months, we will be continually reviewing and updating the website to ensure you are obtaining the information you require when you require it. Please feel free to provide us with your feedback at any time at:

There are no changes to the examination criteria for 2004.
2004 Examination details and Assessment CriteriaExamination descriptions and assessment criteria for examinations conducted by the Victorian Curriculum and Assessment Authority in 2004 will be published as an online Supplement to this Bulletin, available on the VCAA website in February.
Please note that new examination criteria have been published for all reaccredited VCE studies – Art, Economics, Health and Human Development, Studio Arts, Visual Communication and Design – in the 2004 Assessment Handbooks for these studies distributed to all schools during 2003.

LOTE Oral Examinations 2004Revised marking scheme with descriptors for the 2004 Oral Examinations in First and Second Lan-guagesIn 2003 the VCAA undertook a project to develop a revised marking scheme with descriptors for the 2004 LOTE oral examinations in first and second languages. The project was managed by the VCE Examinations Unit in consultation with the Language Testing and Research Centre, University of Melbourne and a reference group of experienced VCAA assessors and practising teachers.
The aims of the project were to:• enhance fairness and equity for individual students within
and across languages• provide greater discrimination for assessors by increasing
the assessment scale for each criterion from five to ten points
• provide descriptors for each criterion that are both student-centred and that assist assessors in making decisions about students ̓oral performances
• make available to teachers more detailed information on the assessment criteria used for LOTE oral examinations
• increase consistency with the national assessment scheme in languages.
The revised scheme involves regrouping the existing criteria and using a ten-point scale to assess them. There are no changes to the wording or to the equal weightings of the current criteria (as published on the VCAA website in February 2003). The 2004 LOTE oral examinations will be conducted in exactly the same way as in 2003 (according to the description in the relevant study design). Teachers will continue to prepare their students as they have in the past, but will now have the marking scheme and descriptors available as additional resources.
Teachers are advised that the revised marking scheme and descriptors will be available on the VCAA website <www.vcaa.vic.edu.au> and will be published as a supplement to the March 2004 VCAA BULLETIN.
The VCAA will offer LOTE teachers a series of professional development activities on assessing oral performance during 2004. Teachers are advised to refer to the VCAA website and 2004 VCAA BULLETINs for details.

Program updateVCE VET Certificate IV in Food TechnologyThe accreditation period for 2406ASC Certificate IV in Food Technology has been extended by the Victorian Qualifications Authority to 31/12/2004. The course is currently being reviewed with the intention of a new certificate being available in 2005. However, as notified in the September 2003 VCAA BULLETIN, the VCAA intends removing this certificate from VCE VET provision at the end of its accreditation period, which is now December 2004.
Schools planning to provide this VCE VET program to students in 2005 and beyond should contact Margaret

VCE VET Equine IndustryThe program booklet for the VCE VET Certificate II in Equine Industry was distributed to schools in early December 2003. The program booklet contains updated advice on the Unit 3–4 sequence and incorporates changes to the nominal hours of some of the units of competence that have occurred as a result of training packages revision. The web version of the program booklet has been updated to incorporate these changes.

Study ScoreAdvice on the scored assessment process for the calculation of a study score in the VCE VET Equine Industry program is provided as Supplement 4 to this Bulletin. However, schools/RTOs are specifically advised of the following:• Where students were enrolled in 2003 in RTE2104A Carry
out regular horse observation they must be re-enrolled in this unit of competence in 2004 as part of the Unit 3–4 sequence.
• The Assessment Plan must cover all the compulsory units of competence in the Unit 3–4 sequence and must contain ONE elective from the Unit 3–4 bank of electives.
The Assessment Guide for the scored Unit 3–4 sequence of the VCE VET Equine Industry program will be published in
February/March and distributed to schools. The booklet will also be available on the VCAA website at that time.
Scored Assessment in VCE VET programsStudy scores are available in 2004 in twelve VCE VET programs. The 2004 VET Coursework Assessment Record and Scoring Criteria pro forma sheets are available on the VCAA website. Revised Assessment Guides for Hospitality, Business and Multimedia have been distributed to schools in 2003. Revised Assessment Guides for other VCE VET programs will be progressively published as revisions to training packages are incorporated into the VCE VET programs.

VCE Season ofExcellence
Dance, Drama, Theatre Studies and Music
Performing arts students in Dance, Drama and Theatre Studies who received a very high grade in the A+ band were
invited to audition for the Top Class concert series. Auditions will take place in February. Panels comprise the Chief Assessor for each study, representatives from the subject association and the Seasonʼs artistic director. A total of 308 students from Victorian schools were invited to audition.
Top Class Dates: Dance: 13 March; Drama: 1 May and Drama and Theatre Studies: 8 May, all at the National Theatre in St Kilda.
Music students who obtained a very high score have been invited to preform in Top Class by the Chief Assessors for Music Performance: Solo and Music Performance: Group. The Music concerts will take place at the ABC Iwaki auditorium on Saturday 27 March.
Booking forms for Top Class appear in this Bulletin on pages 14–17 and can also be downloaded from <www.vcaa.vic.edu.au/seasonofexcellence.htm>. Pre-paid mail bookings are recommended although some tickets are available at the door subject to availability. The number of Dance and Drama concerts has been increased this year.
A new program for 2004 is the Dance Forum Destination Dance: Moving through VCE to a career coordinated by the AusDance. It will be held at 3.30 pm following the Top Class Dance concerts on 13 March at the National Theatre. Speakers include Jenny Kinder, VCA School of Dance; Traci Mitchell, choreographer, filmmaker, educator; Simon Ellis, performance artist and educator; Jacqui Dreessens-Brown, Lecturer in Arts Education (Dance) and Rochelle Carmichael, choreographer and Artistic Director Liquid Skin. Full-fee-paying overseas students are those students seeking to enrol in the VCE who are not Australian citizens, who
do not have permanent or temporary resident status, and who are not in a recognised overseas exchange program. Full-fee-paying overseas students may be identified by a code on their Student Entry Visa. The code begins with an ̒ S ̓or a ̒ Pʼ. If the second numerical digit of the ʻS ̓or the ʻP ̓is a ʻ4ʼ, then the student is full-fee paying.

Schools were notified of changes to School-assessed Coursework for Units 3 and 4 VCE Biology effective from 1 January 2004 until 31 December 2005 in the August 2003 VCAA BULLETIN, No. 4. The changes were made in response to concerns
expressed by teachers regarding the number of assessment tasks students were required to complete and the time available to complete the course. The tables on pages 26 (Unit 3) and 32 (Unit 4) of the VCE Biology Study Design accredited to 31 December 2005 should be replaced with:

VCE Achiever Awards 2004Each year, the VCE Achiever Awards provide an opportunity for one of your VCE students to win a laptop computer courtesy of IBM Australia Ltd.
The VCAA would like to encourage all schools to put forward the names of one or more VCE students who work towards building a community spirit and offering leadership to their peers.
The VCE Achiever Awards were established by the Victorian Curriculum and Assessment Authority to recognise VCE students who generously give their time and effort to community service activities whilst studying for their VCE. Students commit themselves to these activities whilst they are already fully engaged in academic studies.
In supporting these awards, the VCAA recognises that a student’s school years are much broader than academic achievement. The awards provide a means of acknowledging that schools serve as a flourishing environment where students can develop leadership skills whilst working together to establish a vibrant, dynamic community from which we all benefit.
Many VCE students work exceptionally hard to strengthen links with their community by volunteering their time for their school and local council, by helping voluntary organisations, by supporting the arts and the environment, by assisting those with special needs and generally providing leadership to their peers, family and friends.
Monthly awards are offered to qualifying students between February and October and the overall winner is announced at a presentation at Parliament House following the end of the VCE examination period in November. The overall winner receives a laptop computer from IBM Australia Ltd and monthly finalists are awarded a certificate and medallion. All monthly finalists are announced in the Herald Sun newspaper.

Victorian Association of Social Studies TeachersPlease note that the first of the Teacher Conferences for the VCE Study Designs: Political Studies, International Studies and Contemporary Australian Society will be held concurrently on Friday 19 March at the Caulfield Race Course. The conference is being staged in tandem with the VCE and Careers Expo.
The focus of the conference is course development, teaching and learning strategies and VCAA information. You are invited to apply to present a workshop/seminar at the conference. Presentations may be of 30, 60 or 90 minutes duration.
In addition, VASST is investigating the possibility of producing trial examination papers in the VCE studies of Political Studies, International Studies and Contemporary Australian Society. If you are interested in writing for these trial examinations please contact Margaret Hibbins at the VASST office.

VCE Season of Excellence: Top Arts, Top Designs and Top Screen
Members of the six panels responsible for selecting works for Top Arts, Top Designs and Top Screen met in December to finalise selection
of short listed works. Discussion is always lively and extended at these meetings where reviewers, teachers and subject association representatives choose works which will balance the assessment criteria in each study with the demands of a public exhibition.
Some panel members also select folios and design plans for the associated education programs presented at the National Gallery of Victoria, Melbourne Museum, the Australian Centre for the Moving Image and online in conjunction with these events.
An educational resource for Visual Communication and Design, using works and folios selected for the Top Designs exhibition is currently in production. The resource, a CD-ROM, will focus on new terminology in the revised Visual Communication and Design Study Design and address related issues. It will be available late in Term 1.
