    What a joyous time! We are preparing for the return of our Soldiers from Afghanistan. Throughout

    this booklet is information to assist you through this time. We hope you find it helpful. Please,

    always keep in mind EVERYTHING CHANGES!!!! It is important to keep the Rear Detachment up to

    date on your contact information. This will go a long way to ensuring you have accurate information

    in a timely manner.

    For the returning spouses, be sure to check the expiration date on your ID card to avoid any issues

    that may arise. Please remember . EVERYTHING IS SUBJECT TO CHANGE (and probably will).

    We wish you and your family a wonderful reunion with your Soldier. As always, we are here for

    DIRECTIONS

    From Syracuse Airport: Take I-81 N towards Watertown. Take EXIT 48 (Fort Drum) to RT 342. Continue

    straight at the traffic light and travel for 5.8 miles. At this traffic light, turn LEFT onto RTE 11. Follow the signs to

    enter Fort Drum via the Iraqi Freedom Gate.

    From Watertown International Airport (Cape Air): Take RTE 12F to Watertown. Merge on to I-81

    traveling toward Canada. Travel approximately 3.9 miles to EXIT 48. Take EXIT 48 (Fort Drum) to RT 342. Continue

    straight at the traffic light and travel for 5.8 miles. At this traffic light, turn LEFT onto RTE 11. Follow the signs to

    enter Fort Drum via the Iraqi Freedom Gate.

    To Magrath Fitness Center:

    From Iraqi Freedom Gate (RTE 11): Continue straight from the gate through the two traffic lights.

    At Tigris River Valley Road, turn RIGHT. Continue straight at the stop sign. Magrath is on the right. Follow

    signs for parking.

    From Mt. Belvedere Gate (RTE 283): Continue straight through the first traffic light. At the second

    traffic light (Enduring Freedom Drive), turn RIGHT. Continue straight through first two traffic light. At

    third traffic light (Tigris River Valley Drive), turn LEFT. Continue straight at the intersection. Magrath is on

    the LEFT immediately after the stop sign.

    From Gasoline Alley Gate (RTE 26): Continue straight to the traffic light. At the light, turn RIGHT.

    Continue straight through the traffic light and intersections. Magrath is immediately after the stop sign

    on the LEFT.

    To Pine Plains Fitness Center:

    From Iraqi Freedom Gate (RTE 11): Continue straight from the gate through the traffic light. At

    Mt. Belvedere Blvd, merge RIGHT. Continue on Mt. Belvedere until the fourth traffic light. At this light,

    turn LEFT onto Po Valley Road. At the traffic light, turn RIGHT onto Conway Road. Pine Plains Gym is on

    the LEFT.

    From Mt. Belvedere Gate (RTE 283): At the traffic light immediately after the gate, turn RIGHT

    onto Po Valley Road. At the traffic light, turn RIGHT onto Conway Road. Pine Plains Gym is on the LEFT.

    From Gasoline Alley Gate (RTE 26): Continue straight to the second traffic light. At the light, turn

    RIGHT. Pine Plains Gym is on the RIGHT.

    DRIVING ON THE INSTALLATION AND IN NY

    Some information to assist you while driving on and around the installation. Please be aware

    that New York State law prohibits the use of cell phones by the driver unless the individual is

    using a hands free device. Holding the phone in your hand with the speakerphone on is

    prohibited. Using text message while driving is prohibited in the state. If a police officer

    suspects you are doing either, they may pull you over. This is a fine of approximatel $150.

    Headlights are required if your wipers are operating. Headlights are also required 30 minutes

    prior to sunset and 30 minutes after sunrise.

    While driving on the installation, please decrease speed to 10MPH when passing Soldiers

    engaged in training on the shoulder of the road or performing PT.

    GATE PROCEDURES

    At this time, it is possible to enter Fort Drum without signing in at the gate and without a

    military ID. Please ensure you have the items listed below and that the up-to-date documents

    are in your vehicle. Passengers, 16 years and older, may be asked to provide identification.

    The gate personnel will scan all identification. Individuals with outstanding legal issues or

    criminal records may be refused access to the installation.

    Please note, all vehicles entering Fort Drum are subject to 100% search by the military police

    and / or Department of Defense Police. Any personnel with restricted items may face legal

    action. Please ensure all weapons are removed from the vehicle prior to attempting to enter

    the installation.

    VEHICLE INSPECTION

    Fort Drum Regulation requires that allvehicles must have a current vehicle safety inspection,

    regardless of which state the vehicle is registered in. If the vehicle is registered in a state that

    does not require safety inspections, the owner must obtain a NY State inspection. State

    inspection costs approximately $21. Spouses can renew inspections prior to the Soldiers

    return for free at the Auto Craft Center with an appointment. Soldiers returning may drive on

    the installation but must have an appointment and be able to prove the appointment if asked

    by gate personnel or police.

    NY State does require an updated inspection within 10 days of the Soldiers return. In the

    interim, A Soldier may obtain a temporary inspection card at the Department of Motor

    Vehicles. This card will expire within 10 days of issue.

    WELCOMING THE SOLDIERS HOME

    BANNERS

    Banners are a wonderful tradition for welcoming our Soldiers home. The Battalion will have

    company specific banners posted in the welcome home venues for each ceremony. Family

    members are welcome to post banners for individual Soldiers; however, the family will be

    responsible for removal of the banners. Banners cannot be posted in the gyms more than 24

    hours prior to the ceremony. Please keep banners and signs in good taste. Personalized

    banners are NOT permitted on the fence line by the airfield and will be removed immediately

    then thrown away.

    It is possible to purchase vinyl banners online for minimal cost. Some suggestions are below.

    REDEPLOYMENT CEREMONY

    The Soldiers will participate in a brief ceremony before being released to family members. The

    ceremony normally takes place in Magrath Gym. Traditionally, the ceremony will take place

    approximately 4 hours after the flight lands at Wheeler Sack Army Airfield. For this reason, theceremony may be at any time of the day or night. The 4 hours allow the Soldiers to take care of

    required procedures after landing.

    Ceremony times are subject to change. It is important that, if you are in the Fort Drum area,

    you provide the Rear Detachment or FRG current contact information. Changes may take place

    with little notice. Flights have come in earlier than expected in the past so ceremonies were

    moved to an earlier time and vice versa.

    During the time preceding the ceremony, photos or video of the flight and / or Soldiers may be

    shown in the gym. The ceremony is very short and is open to all family members. Seating isalways limited so if you would like a seat it is better to arrive early.

    The usual agenda for the ceremony is as follows:

    Conclusion of the ceremony is announced.

    Family Members rush to embrace their Soldiers

    News media may request interviews. You may refuse to give an interview if you do not

    wish to.

    Soldiers will travel to the baggage pick up point as identified by the Rear Detachment.

    Families are welcome drive them to the pick up point.

    COMMUNICATION PROCEDURES

    Soldiers will have a tentative window for their return some time before their flight. However,

    this is a TENTATIVE date. Soldiers may be bumped from a flight under emergency situations.

    Approximately 24 hours prior to return, the Rear Detachment should receive a manifest of

    individuals who were on the flight as it took off. However, final manifest may be received as

    little as 6 hours prior to the Soldiers arrival. As soon as this manifest is received, the

    information will be passed on to family members through the FRG channels / Rear Detachment

    channels with an estimated time for the welcome home ceremony. Soldiers do not fly directly

    to Fort Drum from Afghanistan; therefore, delays are expected as flights may be grounded due

    to weather or other issues.

    Please ensure the Rear Detachment Personnel and FRG Leadership has current phone numbers

    for you. Any and all phone numbers are welcome. If you are traveling to the area, pleaseprovide hotel accommodation information. With this information, we can request a message

    be left for you at the desk if all other numbers fail.

    WEATHER

    For purposes of preparation, please be aware that the cold weather can begin in the Fort Drum

    area as early as October. In 2008, we had our first snowstorm in late October. Temperatures

    may drop to the high 30s / low 40s in October and remain there through December. By

    January, temperatures normally drop to the 20s and teens. Layers are best for clothing and

    warmth. Also, frequent checks of weather is a must. Storms can come in suddenly and

    snowfalls may vary due to the lakes that surround us. For those who will need to travel up from

    Syracuse, the Tug Hill Plateau falls between Fort Drum and Syracuse on I-81. This area

    (between Exits 29-39) may experience heavier snowfalls then both Syracuse and Fort Drum.

    Road conditions will be posted at the gates as you enter the installation. They are color coded.

    The definitions follow.

    Green: Normal driving conditions. Roads are clear and dry. No special equipment is required. Normal dispatch

    procedures apply.

    Amber: Cautionary driving conditions. Roads are wet, have snow, or icy areas. Normal dispatch procedures apply;

    ensure drivers take precautionary measures to help avoid accidents.

    Red: Hazardous driving conditions. Roads are covered with ice or hard packed snow. Heavy precipitation and/or

    high winds are limiting visibility. No unnecessary travel. Tire chains are recommended for all series of vehicles if

    the vehicle is authorized tire chains per the appropriate vehicle operator's manual. Dispatches must be authorized

    and signed by the commander/director.

    Black: Extremely dangerous, life threatening conditions. Roads are covered with hard packed snow or ice and

    possibly unplowed. Heavy snowfall and/or high winds causing zero visibility are occurring or expected. All vehicle

    traffic operations are suspended except for police, fire, medical DPW snow removal and service vehicles and other

    operations in support of national defense. Tire chains must be mounted on tactical military vehicles if the vehicles

    are authorized tire chains per the appropriate vehicle operator's manual

    TIME OFF PROCEDURE

    Soldiers may be given up to 48 hours off in the days following their return. They may also go to

    half-day schedules for a few weeks. The command team will make the determination.

    BLOCK LEAVE

    Soldiers may be given the opportunity to take up to 30 days of leave during shortly after their

    return. The Soldiers must have the leave available to take it, and they are not required to take

    the full 30 days. Dates will be released upon the Soldiers return.
