City Receives “Green Telligence” Award forCity Hall Renovations

The West Cook County Solid Waste Agency awarded the City of Northlake with its 6thannual “Greentelligence” Award. The award, which will be officially presented at theAgency’s annual dinner on May 10th, is given in recognition of the City’s creativity andpracticality relative to environmental approaches and solutions when undertaking therecent renovations at City Hall.

The following design features were incorporated during the build out of the spaceformerly occupied by the police department:

• Closed cell foam insulation on all exterior walls achieving rating of R-21• Installation of 42 solar tubes through the roof to bring natural daylight to the interior

spaces of the building• Roof insulation achieving an R-40 rating• White polymer roofing to reflect heat• Insulated/tinted thermopane energy efficient windows provided by an energy grant• Energy efficient lighting throughout building funded by an energy grant• Recycled denim insulation in walls between offices for sound control• Re-use of stainless steel railings salvaged from the old Entenmann’s building• Re-use of concrete “holding room” from old police station as a secure vault for

records• Re-use of steel bunk beds from old jail as shelving for records• Re-use of bricks from demolished buildings for interior accent walls• Re-use of ceiling tiles salvaged from old City Council Chambers and former Mark

As you can see, much thought was given to re-use and recycling ofmaterials as well as energy efficient upgrades when the recentrenovations at City Hall were done. Once we started, it became secondnature to ask what could be done with something rather than throw it

out.Thenewspace atCityHalllooksgreat.While itwas“green”for the

environment, it was also “green” for the City’s budget. The majority ofthe cost of the renovations was delivered through energy grants and agrant from the Illinois Department of Commerce and EconomicOpportunity secured by former State Representative Skip Saviano. Veterans Park District, in cooperation with the village of River Grove,provides year-round recreation and leisure activities for individuals ofall ages with special needs. Our goal is to provide opportunities fornew experiences, socialization and quality programming. Youth andpreschool programs are inclusion programs that are open to childrenwith or without special needs. Teen and adult programs are set up toaccommodate individuals with special needs.

Trees ManageRainwater and MaySave You DollarsTrees may actually prevent more flooding in thearea than has occurred. Mature trees capture therainwater to help normal storms from becomingfloods. Water drips from leaf to leaf and ispartially absorbed by the leaf, evaporating before itreaches the ground. The remaining water goes intothe soil and gets absorbed into the trees rootsystem. The roots help to keep the soil fromwashing away.Mature trees intercept 25 to 35 percent ofrainwater that falls on them. The average maturetree keeps about 1,400 gallons of water fromflowing into storm sewers. That’s 1,400 gallonsthat keeps water from going into storm sewers andbacking up into anybody’s basement. Since we have paved over much of our land, treeshelp to capture the rain. All the rain that falls onpaved land runs off into storm sewers, where itsometimes is too much to handle. Trees can help.Planting trees is extremely beneficial tohomeowners who are trying to protect their homesfrom too much water in the sewer system.

The warm days of summer are upon us. This is thetime that many property owners are enjoying theoutdoors, doing home improvements and gardening.Here are some things to keep in mind this summer.

PROPERTY MAINTENANCE• Grass should be kept at no more than 8 inches in

height. Noxious weeds are prohibited.• Bushes, trees, and other plantings must be trimmed

so that they are not a hazard. In particular, theymust not impede pedestrian and automobile traffic.

• When cleaning your yard, don’t forget the alley, ifyou have one

• Keep garbage can lids on tight• Screens must be in place on all windows and

remain in good repair• Remove all standing water• Clean up after your pets

CODE ENFORCEMENT COMPLAINTSIn the spring and summer, the code enforcement

officers handle hundreds of complaints.

Feeding Wild AnimalsFeeding birds is a favorite pastime for many, but

birdseed also lures nuisance animals like pigeons,squirrels, raccoons, skunks, and even rats. By increasingthe food supply, feeding birds can encourage the rapidgrowth of animal populations. Department of PublicHealth and Safety officials are often then required to trpthe intruders. Diseases are also spread from animal toanimal through infected feeders and bird baths.

Be cautious in your feeding of birds. Place food in abird feeder. Regularly rake under the feeder to removefood from the ground. If the notice nuisance animals,remove the food source at once. Disinfect feeders with asmall amount of bleach every two weeks. Change thewater in bird baths weekly (this will also help reduce therisk of West Nile Virus).

Also, the City Council recently passed an ordinanceprohibiting the feeding of geese, ducks and otherwaterfowl, especially in Centerpoint Preserve. Feedingof waterfowl is harmful to the birds, and alsoencourages them to linger at Centerpoint where theyleave droppings on the bike path and playing fields.Signs have been posted, and the fine is $25.00 perviolation. If you don’t want your children playing in

Be A Good NeighborThe following are matters of being good

neighbors:• Parking vehicles in the grass is prohibited• Loud music from cars and residences is not

only disturbing to your neighbors, it can resultin a ticket and fine

• Garbage is not allowed to be placed out forcollection before 5:00 pm. on Thursday

• Fireworks are illegal, and especially disturbingto your neighbors late at night.

• The Illinois Vehicle Code requires that allmotorized vehicles using the streets must belicensed. This means that all motorizedscooters, go-carts, dirt bikes, etc. areprohibited from the streets unless they arelicensed by the state. These devices are alsoprohibited from our sidewalks and the bikepath. Parents, please remember that if youpurchase these items for your children, theyare only allowed on private property, and thatoperation on the public right of way is at yourown risk and could result in a citation.

A large number of Code Enforcement calls canbe eliminated if everyone remembers to be a goodneighbor, especially during the summer wheneveryone is outside and the windows are open.

Planning to Put Up a Shed?If you are planning to put up a shed in your yard this summer, there are some important things you

need to know first. You need to get a permit from City Hall, 55 E. North Avenue. You need to bring inyour plat of survey.

When looking at what type of shed to put up, here are the City’s requirements. The shed cannot bemore than 120 square feet and no more than 8 feet high. The shed needs to be at least 3 feet off the sideof the property line and 10 feet away from the back of the property line. It also has to be 10 feet awayfrom any structure and it must have a solid floor.

If you do not get a permit, you will get a ticket. If it is not in the right place, you may be required tomove it. However, if not, you will be required to move it before you can sell the house. For any additionalinformation, please contact the Building Department at 708-343-8700.

Record Rains Flood NorthlakeRecord rains flooded the City of Northlake and the greater Chicago Metropolitan area on Wednesday and Thursday, April 17-18, 2013. The City was subjected to 6 inch

along the Illinois River.Northlake was cut off for a period of time due to flooding at North and Mannheim, North Avenue and the railroad, Lake Street viaduct, Grand Avenue and Green StreetThe Doyle Detention Pond at North and Railroad was completely filled and overflowing. The detention pond behind West Leyden was filled to capacity as was the Railr

while several other communities, particularly along the Des Plaines River, were still experiencing flooding into the next week.

The construction manager for this project wasCamosy Construction of Zion, IL. Repairs each time have costthousands of dollars, not all of which was covered by insuarnce.Litigation is pending and no settlement with the variouscontractors or architect has been reached to date.
