Qualified Person’s Statements and CertificationsAs the qualified person, I certify that:

A phase one environmental site assessment of the RSC property, which includes the evaluation of the information gathered from a records review, site reconnaissance, interviews, a report and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

A phase two environmental site assessment of the RSC property, which includes the evaluation of the information gathered from planning and conducting a site investigation, a report, and any updates required, has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

The information represents the site conditions at the sampling points at the time of sampling only and the conditions between and beyond the sampling points may vary.

As of 2014/05/23, in my opinion, based on the phase one environmental site assessment and the phase two environmental site assessment, and any confirmatory sampling, there is no evidence of any contaminants in the soil, ground water or sediment on, in or under the RSC property that would interfere with the type of property use to which the RSC property will be put, as specified in the RSC.

Ground water sampling has been conducted in accordance with the regulation by or under the supervision of a qualified person as required by the regulation.

I have, within the six months immediately before the submission of this record of site condition, given written notice of intention to apply non-potable ground water site condition standards to the clerk of the local municipality in which the property is located and the clerk of any upper-tier municipality in which the property is located.

As of 2014/05/23, in my opinion, based on the phase one and phase two environmental site assessments and any confirmatory sampling, the RSC property meets the applicable full depth generic site condition standards prescribed by section 37 of the regulation for all contaminants prescribed by the regulation in relation to the type of property use for which this RSC is filed, except for those contaminants (if any) specified in this RSC at Table 2, Maximum Contaminant Concentrations Compared to Standards Specified in a Risk Assessment.

As of 2014/05/23, the maximum known concentration of each contaminant in soil, sediment and ground water at the RSC property for which sampling and analysis has been performed is specified in this RSC at Table 1, Maximum Contaminant Concentrations Compared to Applicable Site Condition Standards.

I am a qualified person and have the qualifications required by section 5 of the regulation.

I have in place an insurance policy that satisfies the requirements of section 7 of the regulation.

I acknowledge that the RSC will be submitted for filing in the Environmental Site Registry, that records of site condition that are filed in the Registry are available for examination by the public and that the Registry contains a notice advising users of the Registry who have dealings with any property to consider conducting their own due diligence with respect to the environmental condition of the property, in addition to reviewing information in the Registry.

The opinions expressed in this RSC are engineering or scientific opinions made in accordance with generally accepted principles and practices as recognized by members of the environmental engineering or science profession or discipline practising at the same time and in the same or similar location.

I do not hold and have not held and my employer S2S ENVIRONMENTAL INC.does not hold and has not held a direct or indirect interest in the RSC property or any property which includes the RSC property and was the subject of a phase one or two environmental site assessmentor risk assessment upon which this record of site condition is based

Phase II Conceptual Site Model for North Strip of Land, 888 to 900A Don Mills Road and 55 Barber Greene Road, Toronto, Ontario The current Subject Property consists of an irregular-shaped parcel of land, located on the north portion of the properties municipally addressed as 888 – 900A Don Mills Road & 55 Barber Greene Road. The Subject Property is utilized for commercial purposes and consists of a mixture of asphalt-paved parking areas and driveways, concrete sidewalks, and landscaped areas associated with the properties located immediately south of the subject property. No physical building(s)/structure(s) are located are the Subject Property. The proposed land use for the Subject Property is expected to be for community purposes, as the site will be redeveloped and used for road widening/road improvements along Barber Greene Road (community purposes).. Based on this, the applicable Ontario Ministry of Environment (MOE) Standards are the Soil, Ground Water and Sediment Standards for Use Under Part XV.1 of the Environmental Protection Act, Table 3 Full Depth Generic Site Condition Standards In a Non-Potable Ground Water Condition for industrial/commercial/community property use and coarse textured soils. Based on the Phase II ESA completed at the Subject Property by S2S Environmental Inc. (S2S), a Phase II Conceptual Site Model (CSM) was derived which describes the following: Potentially Contaminating Activities and Areas of Potential Environmental Concerns Based on the Phase II CSM, the following potentially contaminating activities (PCAs) were identified at the subject property:

• 28 – Gasoline and Associated Products Storage in Fixed Tanks; • 31 – Ink Manufacturing, Processing and Bulk Storage; • 19 – Electronic and Computer Equipment Manufacturing; • 10 – Commercial Autobody Shops; • 47 – Rubber Manufacturing and Processing; • 34 – Metal Fabrication; • 8 – Chemical Manufacturing, Processing, and Bulk Storage; • 30 – Importation of Fill of Unknown Quantity; and • Other – Large-Scale Application of De-Icing Salts

These PCAs were associated with the following adjacent/neighbouring properties as well as the Subject Property:

• The adjacent property to the immediate south of the Subject Property, located at 55 Barber Greene Road, was reportedly historically occupied by various publishing and printing operations (including Longman’s Canada Ltd., and Communicorp Multimedia Inc.) between the late 1960s to approximately 2001. Furthermore, an approximate 27,240 L (6,000 gallon) fuel oil underground storage tank (UST) was reportedly present on this property as indicated in a 1981 Property Underwriters’ Plan (PUP);

• The adjacent property to the immediate south of the Subject Property, located at 900 and 900A Don Mills Road, was reportedly historically occupied by Ford Electronics Manufacturing Corporation/Philco Corp. of Canada/ Philco Ford of Canada Ltd. (i.e., radio and television manufacturing and assembly company) between approximately the early 1950s and the early1980s. A 54,480 L (12,000 gallon) fuel oil UST was reportedly present on this property as indicated in a March, 1959 Fire Insurance Plan (FIP). An 1,135 L (250 gallon) fuel oil aboveground storage tank (AST) was also associated with oil fired hot water heaters for the building at 900 Don Mills Road as indicated in a 1975 Property Underwriters’ Report (PUR). Reportedly, one unit of the building at 900A Don Mills Road was historically occupied by a truck repair garage with waste oil and fresh oil ASTs (ASTs reportedly removed approximately ten years ago.). The duration/tenancy of this truck repair facility at the property was unknown. Furthermore, a commercial publishing and printing operation was present in the building at 900A Don Mills Road from at least 1994 to 1997. An historical diesel fuel spill occurred in 2001 in the vicinity of the property at 900A Don Mills Road. Possible additional historical use of fuel oil stored in AST(s) or UST(s) and associated with heating of the buildings on this property may have occurred;

• A neighbouring property located at 905 Don Mills Road (approximately 45 m northeast (across the intersection of Don Mills Road and Barber Greene Road) of the Subject Property was occupied by various historical Retail Fuel Outlets (RFOs) as indicated in a 1959 FIP, with two original gasoline USTs replaced by four gasoline USTs between approximately the late 1950s and the late 1990s. Between approximately the late 1980s to the present, the above-mentioned property was reportedly also occupied by various automobile maintenance and repair garages;

• The neighbouring property located at 895 Don Mills Road, approximately 45 m east of the Subject Property (across the intersection of Don Mills Road and Barber Greene Road) was reportedly occupied by a rubber manufacturing facility (i.e., Dominion Rubber Co.) between approximately the late 1950s to approximately the early 1980s. One 4,540 L (1,000 gallon) and one 27,240 L (6,000 gallon) fuel oil UST, both associated with this manufacturing facility, were present on the neighbouring property as shown on the March 1959 FIP;

• The neighbouring property at 888 Don Mills Road (the west building), approximately 170 m south of the Subject Property, was reportedly occupied by a piston ring manufacturing facility (i.e., Perfect Circle Co. Ltd.) between approximately the early 1950s and the mid-1980s. In addition, a 45,400 L (10,000 gallon) fuel oil UST associated with two heating boilers was reportedly present on this property as indicated in a 1974 PUR;

• Various automobile repair facilities/service centres with a 4,500 L waste oil AST and a 1,100 L fresh oil AST have occupied the neighbouring property, approximately 170 m south of the Subject Property (east building at 888 Don Mills Road) from approximately the early 1990s to the present;

• The neighbouring property at 37 Prince Andrew Place, located approximately 120 m south of the Subject Property, was reportedly occupied by an industrial machinery manufacturer (Cassco Machines) from approximately 2003 to approximately 2013;

• Potential presence of fill of unknown environmental quality present on the subject property and along the roadways in the Phase I Study Area; and,

• Potential salt impact along the roadways within the Phase I Study Area. The areas of potential environmental concerns (APECs) associated with the above noted PCAs were determined to be the entire subject property. The approximate locations of the PCAs and onsite APECs are shown on the attached Drawing No. 1. At the time of the subsurface investigation at the Subject Property, no onsite physical building(s)/structure(s) were located on the Subject Property. As a result of this, no onsite building(s)/structure(s) were identified which could have affected contaminant distribution and transport. Furthermore, no subsurface utilities were identified at the Subject Property which could have affected contaminant distribution and transport at the time of the subsurface investigation. Physical Setting, Stratigraphy and Hydrogeologic Conditions The Subject Property is located on the north portion of the properties municipally addressed as 888 – 900A Don Mills Road, and, 55 Barber Greene Road in Toronto, Ontario. The Subject Property is located immediately south of the City of Toronto Road Allowance for Barber Greene Road, and extends westerly from the southwest corner of the intersection of Don Mills Road and Barber Greene Road for 124.91 m, then continues in a northwesterly direction for 207.94 m, terminating at the southeast corner of the intersection of Barber Greene Road and Prince Andrew Place. A detailed description of the physical setting is provided in the Phase I ESA completed by S2S, dated July 7, 2014. The Subject Property is not an environmentally sensitive site as defined in Section 41 of the Ontario Regulation 153/04 and is not considered a “shallow soil property”. Furthermore, the Subject Property does not encompass all or part of a water body, is not adjacent to a water body, or does not include land that is 30 m or less from a water body as defined in Section 43.1 of the Ontario Regulation 153/04. A site plan showing the areas of investigation, including the approximate borehole and monitoring wells locations as well as the groundwater contours at the Subject Property during the Phase II ESA is included in the attached Drawing No. 2. At the time of the subsurface investigation, no soil or groundwater exceedances were identified at the Subject Property. The stratigraphic information recorded during the investigation is presented on the borehole records included in Appendix C and documented in Section 5.1 of the S2S Phase II ESA report. Based on conditions encountered in the boreholes, visual observations, and the results of laboratory grain size analyses, the subsoils at the Subject Property generally consisted of granular fill materials to a maximum depth of approximately 1.8 m bgs overlying sandy silt, underlain by native sand. It should be noted that no apparent fill materials were identified in BH1, BH2, and BH3. The inferred groundwater flow direction was determined to flow towards the south as part of the S2S Phase II ESA. The water table elevation ranged from approximately 132.265 m amsl (in the

monitoring well in BH4) to approximately 134.755 m amsl (in the monitoring well in BH1) in June 2014. The bedrock depths reportedly ranged from a depth of approximately 6 m bgs to a depth of approximately 25 m bgs within 250 m of the subject property. Based on the available surficial geology maps, the bedrock at the Subject Property is assumed to be comprised of shale, limestone, dolostone, and siltstone of the Georgian Bay and Blue Mountain Formations. Evidence of imported fill was identified during the Phase II ESA. The horizontal groundwater hydraulic gradient observed at the Phase II Property, based on the groundwater data obtained on June 25, 2014 was determined to be approximately 2.0 x 10-3. Calculations of vertical gradients were not part of the scope of this investigation. The Subject Property showing the both the approximate location of boreholes and monitoring wells, as well as the groundwater contours is shown in the attached Drawing No. 2. Cross-sections of the Subject Property showing both the soil stratigraphy and the depth to groundwater are shown in the attached Drawing Nos. 3 to 5. Contaminants of Concern The contaminants of concern identified in the Phase II CSM included selected VOCs, PHC fractions F1 to F4, selected metals and inorganics, and selected PAHs. None of the measured concentrations of contaminants of concern in submitted soil and groundwater samples exceeded the applicable MOE Standards with the exception of concentrations of SAR and EC in seven soil samples. Exceedances of SAR and EC are likely related to the application of de-icing and salting substances on Barber Greene Road and Don Mills Road, both located immediately adjacent to the Subject Property, to ensure that these roadways are kept free of snow and ice. In accordance with Section 2 of Ontario Regulation 339 of the Revised Regulations of Ontario, 1990 (Classes of Contaminants – Exemptions), the Standards for SAR and EC in this circumstance (i.e. application of substances for snow and ice melt) is deemed not to be an exceedance of the MOE Standards. No other soil exceedances were identified at the Subject Property. No groundwater exceedances were identified at the Subject Property during the subsurface investigation. A cross-section of the Subject Property showing both the soil stratigraphy and the depth to groundwater are shown in the attached Drawing Nos. 3 to 5. Measured concentrations of the above identified contaminants of concern did not exceed the applicable MOE Standards. Therefore, possible release mechanisms, human and ecological receptors, exposure points, contaminant transport, and routes of exposure for contaminants on the Phase II Property are not discussed in this Phase II CSM.
