Reconciliation Australia is delighted to welcome Townsville Hospital and Health Service (THHS) to the Reconciliation Action Plan (RAP) program by formally endorsing its inaugural Innovate RAP.

As a member of the RAP community, THHS joins over 1,000 dedicated corporate, government, and not-for-profit organisations that have formally committed to reconciliation through the RAP program since its inception in 2006. RAP organisations across Australia are turning good intentions into positive actions, helping to build higher trust, lower prejudice, and increase pride in Aboriginal and Torres Strait Islander cultures.

Reconciliation is no one single issue or agenda. Based on international research and benchmarking, Reconciliation Australia defines and measures reconciliation through five critical dimensions: race relations; equality and equity, institutional integrity; unity; and historical acceptance. All sections of the community—governments, civil society, the private sector, and Aboriginal and Torres Strait Islander communities—have a role to play to progress these dimensions.

The RAP program provides a framework for organisations to advance reconciliation within their spheres of influence. This Innovate RAP provides THHS with the key steps to establish its own unique approach to reconciliation. Through implementing an Innovate RAP, THHS will develop its approach to driving reconciliation through its business

activities, services and programs, and develop mutually beneficial relationships with Aboriginal and Torres Strait Islander stakeholders.

We wish THHS well as it explores and establishes its own unique approach to reconciliation. We encourage THHS to embrace this journey with open hearts and minds, to grow from the challenges, and to build on its successes. As the Council for Aboriginal Reconciliation reminded the nation in its final report:

ArtworkIn keeping with the spirit of reconciliation, development of the inaugural RAP provided an important opportunity to showcase the talents of staff within the Townsville HHS. An internal expression of interest was sought to design the artwork proudly displayed on our Reconciliation Action Plan 2019 - 2021.

About the artistMy Name is Luke Duffy, a Kalkadoon artist residing in Townsville for the last 14 years. My artwork displays many colours, that is my signature. It also reflects the Aboriginal and Torres Strait Islander community and the vast landscape, coast line and big icons such as the great barrier reef. The core centre piece is the RAP. The many paths connecting to the RAP are the strong links with the community and surrounding areas. The centre circle also represents the foundation of the Elders, the backbone of our community. Without our Elders we are blind and not guided. Our Elders past and present have paved the way to ensure a brighter and healthier future for our Aboriginal and Torres Strait Islander community. Because of the strong connections there are great initiatives such as the RAP to better understand support and ensure cultural safety within our service group and district.

Message from the Health Service Chief Executive

It is my great pleasure to endorse the Townsville Hospital and Health Service’s inaugural Reconciliation Action Plan 2019 -2021.

This is an important document that will help pave the way for healthier, longer and more rich lives for our large and proud Aboriginal and Torres Strait Islander communities across North Queensland.

Our health service is strongly committed to the national ‘Close the Gap’ agenda and we are the first to recognise there is more to do.

I am proud of the Townsville Hospital and Health Service’s recent commitment to engaging with our Aboriginal and Torres Strait Islander partners and governments of all levels to improve health outcomes.

Working with the State Government, Palm Island Aboriginal Shire Council and the local community we have delivered a 10-year action plan to improve health outcomes on Palm Island including the centrepiece of that plan – the $16.5 million Palm Island Primary Healthcare Centre that will be run by the community for the community.

We’ve also developed an Aboriginal and Torres Strait Island Community Advisory Committee which will give our Aboriginal and Torres Strait Islander community a stronger and clearer voice in developing and delivering health services across North Queensland. This committee will provide advice and recommendations directly to health service management and the Board.

Partnerships are key to improving health outcomes and they are central to the actions in the Reconciliation Action Plan 2019 -2021. I am delighted to endorse this important plan and look forward to seeing its goals reached as we continually strive to Close the Gap.

This Reconciliation Action Plan 2019 - 2021 is an important document that outlines practical steps we can take over the coming years to improve health outcomes for our Aboriginal and Torres Strait Islander community.

I want to commend the work done by our Indigenous Health Services Division and Reconciliation Action Plan champions for pulling together this important document.

Importantly, this document has been informed by the wishes of our Aboriginal and Torres Strait Islander communities across North Queensland with consultation sessions held in Ingham, Ayr, Charters Towers, Hughenden, Palm Island and Townsville.

The actions outline in this document will aim to make the health services we provide to our Aboriginal and Torres Strait Islander communities increasingly culturally appropriate and safe by setting a clear agenda outlining respect and a collaborative approach to improve health outcomes.

It sets specific targets including almost doubling our workforce of Aboriginal and Torres Strait Islander staff from 4.5 per cent to 8 per cent.

An annual Aboriginal and Torres Strait Islander health summit will be hosted by the Townsville Hospital and Health Service from 2019, so we can better engage with partners to improve health outcomes.

And, it formally embeds a commitment to better and more fulsomely engage with our Aboriginal and Torres Strait Islander communities about the way we provide care and services.

These are just some of the practical steps we can implement to make our health service more respectful and welcoming for our First Nations people and I am pleased to support this important document.

Our businessThe Townsville Hospital and Health Service (HHS) comprises eighteen hospitals and community health campuses and two residential aged care facilities in the area north to Cardwell and Ingham, west to Charters Towers, Hughenden and Richmond, south to Ayr and Home Hill and east to Magnetic and Palm Islands. The HHS operates acute and/or community public health facilities in each of these areas. The Townsville Hospital is the largest facility in the HHS and is the only tertiary hospital north of Queensland’s south-east corner.

The Townsville HHS is home to a resident population of 240,000, with 8.7% identifying as Aboriginal and/or Torres Strait Islander. As northern Australia's only tertiary hospital and health service, the HHS services an extensive catchment area stretching from Mackay in the south, north to the Torres Strait Islands and west to the Northern Territory border. The catchment population is more than 695,000 people, with approximately 77,900 (14%) identifying as Aboriginal and/or Torres Strait Islander.

The Townsville HHS is the region's largest local employer, employing approximately 6,400 staff, of whom, 241 (3.74%) identify as Aboriginal and/or Torres Strait Islander.

In the 2017-2018 year, the health service had 72,814 inpatient separations with 11,640 of those identifying as Aboriginal and/or Torres

VISION FOR RECONCILIATION

OUR

Our vision is to improve health outcomes for Aboriginal and Torres Strait Islander peoples by providing visible and culturally competent and capable care that responds to the past mistreatment of Aboriginal and Torres Strait Islander people through a journey of awareness, education and engagement.

Strait Islander. The Emergency Department at The Townsville Hospital had 82,152 separations with 14,366 those attributed to Aboriginal and Torres Strait Islander people. During the 2017 - 2018 period, approximately 25% all babies were born to Aboriginal and/or Torres Strait Islander women. Reducing infant and child mortality remains a key priority area for the HHS in line with targets established by the Council of Australian Governments to close the life expectancy and halve the gap for child mortality.

Our RAPAboriginal and Torres Strait Islander patients and consumers represent a significant proportion of the inpatient, community and emergency presentations within the HHS. The Townsville HHS is committed to closing the gap through the design and development of services, programs, and culturally appropriate models of care to achieve equity in health outcomes for Aboriginal and Torres Strait Islander peoples.

The development and implementation of the RAP provides formal commitment to an agreed framework that aims to build better relationships with Aboriginal and Torres Strait Islander consumers, families and communities whilst developing service models that aim to close the gap in health disparities.

Consultations to inform the development of the RAP took place with community representatives in Ingham, Ayr, Charters Towers, Hughenden,

Richmond and Palm Island. The Aboriginal and Torres Strait Islander Consumer Advisory Council provided local input in Townsville, whilst also providing oversight and advice at critical stages during the development of the plan. Staff champions were identified and liaised closely with their respective work areas to ensure staff input and ownership.

The RAP working group is made up of RAP champions who were appointed through an expression of interest process, which called for one representative from each service group to provide input and participation in the development and implementation of the RAP. The RAP champions will be tasked with monitoring and ensuring that the actions within the RAP are delivered by their service group.

This is the first RAP for the Townsville HHS and we look forward working with our Aboriginal and Torres Strait Islander communities, our staff and stakeholders during the implementation of the plan.
