The Reconciliation Action Plan Committee Minutes of Meeting held on Wednesday 14th October 2020 commencing at 10.08 am.

Reconciliation Action Plan 2019-2021

Update on Committee Representatives – Cynthia Dann Follow-on from previous meeting discussion on representation for the Blurton Family.

It was proposed that:

This was agreed upon by the Committee.

With Mr Rowlie Mellor withdrawing from the Committee, it was proposed that Ms Jill Hayes be the future member from the Wudjella Community on the Committee (Mrs Dallas Yarran, seconded Winnie McHenry).

This was agreed upon by the Committee.

Issue raised at previous meeting was the composition of the Committee – Voting members.

Mr Richard Bleakley responded that the voting membership was determined by the Terms of Reference of the RAP Working Group which is based on framework provided by Reconciliation Australia. (Terms of Reference were distributed at the meeting).

Update on RAP Document Review – Richard Bleakley Review of existing RAP Document – Innovate – Reconciliation Action Plan 2017 to 2019 was conducted by Cynthia Dann and Richard Bleakley.

In addition, 2020 RAP Impact Measurement Questionnaire was completed and forwarded to Reconciliation Australia.

Review of ‘Stakeholder Consultation Processes Unclear what this means

Comment:

A Noongar Workshop was conducted for the Strategic Community Plan in 2017. Is proposed a Review Workshop is held to provide feedback into the Review of the Strategic Community Plan (2021).

EVENTS

2.3 Provide a Cultural Bus tour annually. No, there have been discussion but has not progressed further.

Comment:

A pilot cultural tour proposed for November 2020.

4. RAISE INTERNAL AND EXTERNAL AWARENESS OF OUR RAP

4.1 Raise internal and external awareness of our RAP to promote reconciliation across our business and sector

ABORIGINAL CULTURAL AWARENESS

1.1 Appropriate cultural awareness sessions within the community and staff.

Content; Venue; Facilitator.

In discussion with Gundaring Aboriginal Corporation for the development of a Cultural Awareness program.

Comment:

Program is currently being drawn up and will be scheduled for February 2021.

PROCEDURES, POLICIES and STRATEGIES

2.1 Create a list of ‘Welcome to Country’ providers. Comment:

Currently no one is assigned to create and regularly update this list.

2.5 Provide the opportunity for Indigenous employees to participate in appropriate NAIDOC events, to engage with their culture and community.

This is not formally captured in Shire documentation, but is informally recognised.

Shire Workforce Plan is currently being reviewed.

ABORIGINAL HISTORY IN QUAIRADING

3.1 Collect and document stories of local Noongar areas and their history.

Commenced.

Comment:

Task currently assigned to the Youth Engagement and Inclusion Officer. There is additional interaction with Quairading CRC.

3.4 Create and publish a Noongar history brochure To be addressed.

EMPLOYMENT

1.1 Review and adapt current recruitment procedures to ensure they are culturally appropriate.

Shire has an inclusive employment strategy and process.

1.2 Improve the employment outcomes for Aboriginal people, and employ more Aboriginal staff, through both identified positions, traineeships, and other roles.

Current employment level of Aboriginal persons in Shire Council is 5.5%.

Comment:

Shire Workforce Plan is currently under review.

1.3 Research and explore the potential for a mentoring program for Aboriginal employees.

Comment:

Pending review of Shire’s Workforce Plan.

3. CULTURAL TOURISM

3.1 Cultural trails. Balladong Trail Annual Event.

Comment:

Is a regional event held once a year.

Need to consider local trails which can be conducted regularly or are digitised.

There are now two Noongar representatives on the Quairading Tourism Committee: Mrs Cynthia Dann and Mrs Winnie McHenry.

3.2 Cultural experiences.

3.3 Cultural Visitors Centre.

Following on from this report and its presentation, it is proposed that the first RAP Committee Meeting of 2021 will be a workshop to review and update the current RAP –Innovate Plan.

NAIDOC 2020 – THEME “Always Was, Always Will Be”

NAIDOC Week Sunday 08/11/20 – 15/11/20 (This is the National Dates).

Report provided by Cynthia Dann:

Ms Dann confirmed that the NAIDOC National Dates this year is from Sunday 8/11/20 – 15/11/20.

Mrs Pauline Wray indicated that the QDHS will still have a NAIDOC Event Program at the school from 9th to 13th November 2020 with Thursday 12th November being “Community Involvement Day”.

Cynthia to liaise with the School on behalf of RAP Committee, the Shire and the Community on this proposal.

Community Park Update

Report provided by Sarah Caporn:

Ms Sarah Caporn confirmed that a final design and costing had been drawn up for the Playground.

She also informed the Committee that the application for grant funding from LotteryWest had been submitted to the value of $475,000.

A Scope of Works for the Project Consultant / Technical Assistance has been drawn up and advertised for quotation.

Old School Site Update

Report provided by Sarah Caporn:

Ms Sarah Caporn reported that on behalf of Council she will soon be re-convening the Old School Site Working Group to finalise the Site Design and Content.

Youth Program/Centre Update

• Ben Yardley (Youth Assistant) has temporarily left the Centre resulting in suspension of Monday and Wednesday afternoon weekly program.

• Noel Stone and Wamenusking Bowman conducted an afternoon Archery Event on 12th October – 10 participants.

• Fair Games Sport held an event in October – 15 participants.

• Noongar Sports Program – issues with coordination and communication and clashes with other Community events.

• Upgrading of Youth Centre funded through Drought Community Program commenced with architectural drawings and Scope of Works.

o Scheduled for completion in March 2021.

• Donations received:

o Cricket club – sports equipment.

o Westpac – Sports equipment.

o Fair games Sport – Sports equipment.

o Recognition of both Languages.

• Question: Is there a cultural room? Answer: Yes, where the Noongar Playgroup previously was based.

Quairading Police Report

The Chairperson Cr Davies invited Sergeant Lindsay Collett to provide an Update.

• Police received funding for art piece from Charlie Colbung. There will be an event to unveil the art work.

• Aboriginal Police Cadet (Part of $200M State Budget) Will be seeking local cadet recruit (male or female) to be based in Quairading.

Cr Davies – What sort of support needed from Shire?

• Aboriginal Flag now on display.

• Police force runs cultural awareness training for staff (face-to-face training).

Noongar Pathways Programme

Presented by Margaret Collard

Brief presentation on the Annual Balladong Trail Weekend which focused on Brookton Noongar Community this year.

• Over 110 persons participated ranging in age from 6 months to 85 years’ old.

• Predominantly Noongar with some Maoris (6), Wudjella (5).

• Sites visited: Guilford Fish Market, King Chair (Brookton), Tributary of Avon River (Brookton), Pingelly, Pomphrey’s Bridge and Dryanda.

• Accommodation: Camping at Brookton Caravan Park.

• Activities: Elders story telling at traditional sites, Corroboree at Brookton Reserve, traditional entry and dance at Pomphrey’s Bridge site, Fauna / Flora and environment, fireside gatherings.

• Richard B: A truly enlightening experience, physically and emotionally exhausting, and confronting at times. Well worth it!

OTHER MATTERS RAISED BY THE MEETING

Allen Cooper (A/CEO) / Allan Rourke (EMW)

• Groves Access –

o Ongoing discussion.

o Issue is discussion between Main Roads and PTA.

o Alternative access at the moment is via Ashton Road.

o Main Roads has approved the design but still need approval from PTA (Rail Reserve)

o Should consider inviting PTA to the next RAP Meeting.

o Allan and Cynthia to meet at Reserve to discuss access etc (Date to be confirmed)

Janet Colbung

• Raised issue of vandalism / theft at the Cemetery.

• Has occurred on multiple occasions.

• Police are following up and have located a camera to monitor the Cemetery.

Dallas Yarran

• Raised the issue of being refused the use of the marque (Youth Centre) for a community funeral.

• Richard B as Shire Officer apologised if this was seen to be discriminatory.

NEXT MEETING DATE

The next Reconciliation Action Plan Committee Meeting is scheduled to take place on Wednesday 3rd February 2021, commencing at 10 am at the CRC Meeting Room.

5.3 NAIDOC 2021 - THEME “Heal Country, heal our nation”

The NAIDOC 2021 theme – Heal Country! – calls for all of us to continue to seek greater protections for our lands, our waters, our sacred sites and our cultural heritage from exploitation, desecration, and destruction.

NAIDOC Week 2021 will be held from Sunday 4 July to Sunday 11 July.

Each year NAIDOC week grows in stature and depth of celebrations at community, state and national level.

Is an opportunity for all Australians to come together to celebrate the rich history, diverse cultures and achievements of Aboriginal and Torres Strait Islander peoples as the oldest continuing cultures on the planet.

5.4 Community Park

Brief to be provided by Richard Bleakley

Naming of the Community Park

The below extract was included in December 2019 Ordinary Council Meeting Item 8.1 Community Park Concept: -

The proposed Project Name - Kwirading Koort: Feedback from the Focus Group told us that previous working title of ‘Centenary Park’ was a bit bland and generic for what will be an amazing feature within our community. A great project name was also highlighted by Lotterywest and Regional Development Australia, Wheatbelt during their visits. Something memorable that recognised the local input and significances of a project really makes it stand out amongst a pile of applications.

2019 was declared the International Year of Indigenous Language by the United Nations. This aims to raise awareness of the consequences of losing our Indigenous languages across the world, and works to establish a link between language, development, peace, and reconciliation. With this in mind, we have considered several Nyoongar words and phrases as potential names for the site.

The Quairading Reconciliation Action Plan (RAP) Committee considered several potential names at their meeting on 6 November 2019. Memo to RAP Member Attached

The current front runner as a potential name is Kwirading Koort which brings together an alternative spelling of Quairading (as Nyoongar is an oral language it is about the sounds of the words rather than spelling) with the Nyoongar word for ‘heart / heartbeat / the coming together of two hearts’.

The Ballardong Elders Language Group and the QDHS high school students suggested Nyulung koolangka waabiny maya which means Our children’s play place but I think the site will be more than just somewhere for children to play.

It would also be great to recognise the contribution of the local Rural Youth club who have donated approximately $74,000 towards the park but I haven’t struck on a good way to do this. I anticipate I can recognise their contribution with signage or an art component as an alternative to acknowledgement within the name.

At the Ordinary Meeting of Council held 19th December 2019, Council resolved as follows: -

RESOLUTION: 88-19/20

That Council: -

1. Approve the Project Concept for the Community Park;

2. Support the proposed name for the Park Project - Kwirading Koort; and

3. Support the Shire’s progression to sourcing external grant funding for the program through LotteryWest and other funding bodies.

Landgate Recommendation

• The existing Consultation with the RAP Committee is deemed appropriate but the Name and Spelling has to be formally minuted in the RAP Meeting.

• Background information and meaning is required for the Name and the phonetical spelling of theName as part of the Submission to Landgate.

5.5 Old School Site

Brief presentation from Richard Bleakley.

Nyoongar representatives on the Old School Site Working Group – Mrs Margaret Collard and Mrs Winnie Henry.

The Working Group met on 28th January 2021 to review existing documentation. Margaret Collard was representative for the Nyoongar Community.

There are now a clear set of objectives from the group to take back to the Landscape/Heritage Architect to revise the Concept Plan drawings and plans which can then be costed more carefully to an approximate budget of $93,000.

Grant Funding is still to be applied for.

Construction is not anticipated to begin prior to January 2022.

5.6 Youth Program/Centre

5.7 Renaming of Quairading Community Nature Reserve

Council at its Meeting held on the 25th February 2021 passed the following Resolution: -

RESOLUTION: 113-20/21

RECOMMENDATION: GEO2-20/21

That the Geographical Names Advisory Committee Recommend to Council that: -

1. The Proposal to rename the Quairading Community Nature Reserve to “Nookaminnie Rock NatureReserve” and the naming of the Walk Trails as the “Rowlie Mellor Walk Trails” be listed for Considerationat the next meeting of the RAP Committee.

2. Subject to Support from the RAP Committee, Council support the renaming of Reserve No.16405 from the Quairading Community Nature Reserve to the Nookaminnie Rock Nature Reserve.

3. That the CEO be authorised to finalise the Submission for lodgement with Landgate for consideration by the State Geographic Names Committee.

4. Council support the naming of the Walk Trail Network as the Rowlie Mellor Walk Trails.

Landgate Recommendation

• Consultation on the proposed Renaming of the Nature Reserve to be undertaken with the RAPCommittee.

• Any background on Nookaminnie Rock (Nyoongar and European) to be provided in the Submissionto Landgate

• Requirement to also Phonetically spell the names in the Submission.

5.8 Naming of the Caravan Park Cabins

At the January 2021 Geographical Names Advisory Committee Meeting, Ms Jill Hayes raised the issue of naming the Caravan Park Cabins after local flora or fauna rather than Cabin numbers.

The CEO suggested that a list of suggested names for the existing Cabins and the future Single Persons Cabins be compiled for consideration and recommendation to Council.

Ms Hayes submitted the following names for consideration to the March 2021 Geographical Names Advisory Committee Meeting.

Re: Potential Name for the Quairading Community Park

Dear RAP Committee Members

I have been working on a Community Park / Playspace design and concept for the last 12 months. I’m at the point where deign drawings are almost ready. They will be circulated back to the Focus Group for their review before I move ahead with applying for grant funding.

I’d like to approach your Committee with assistance in devising a name for the site that recognises our local area as well as the community members who will use the park. Council currently refer to the area as Centenary Park but I am sure we can come up with something a little more creative. The park will focus on the local environment while encouraging community members and visitors to come together for play and social wellbeing.

I have consulted various Noongar dictionaries and language websites and have these three suggestions:

1. Quairading Koort – heart, heartbeat, coming together of two hearts together

I travelled through the City of Perth recently and saw this banner (right). It was part of a series of Noongar language banners displayed along St Georges Terrace. I appreciate that the word Koort works both in Noongar (this park will hopefully become a heartbeat of Quarading) and English (a place like London Court also within the Perth CBD).

2. Ngalla maya Quairading – our place

Also the name of a not-for-profit organisation in Perth assisting Aboriginal Australians and Torres Strait Islanders newly released from prison with employment services and mentoring opportunities to bridge the gap between incarceration and the wider community.

3. Waabiny Quairading – play or playtime

There are various compiled dictionaries for the Noongar language. I found waabiny is defined as general play in one but specifically to play cards in another. https://www.noongarculture.org.au/glossary/noongar-word-list/

These are just some suggestions. Quairading Koort is my favourite as I view this park as the real heart of our community but welcome your other suggestions and input. I have enclosed both dictionaries we have in the Shire for your reference.
