14.1 Carrier Common Line Access Service
A. General Description
Cani.er Common Line Access provides for the use ofKPU's common lines by interexchange cani.ers (IXC) for access to KPU's end users to furnish intrastate service.
Carrier Common Line Access is provided where KPU's end users subscribe to local exchange telephone service.

B. Limitations
1. A telephone number is not provided with Carrier Common Line Access.
2. Detail billing is not provided for Carrier Common Line Access.
3. Directory listings are not included in the rates and charges for Canier Common Line Access.
4. Intercept arrangements are not included III the rates and charges for CarTier Common Line Access.
C. Undertaking ofKPU
KPU will provide the use ofKPU's common lines by an IXC for access to end users. The procedure for recovering the Carrier Common Line revenue requirement are set forth in these rules and regulations.
D. Obligations of the Customer
1. Any switched access service associated with Carrier Common Line Access shall be ordered under other sections of this tariff.
2. The IXC facilities at the premises of the ordering IXC shall provide the necessary on-hook and off-hook supervision.

14.1 Carrier Common Line Access Service (Cont'd) (T)
E. Rate Regulation
1. The Carrier Common Line Access Charge will be billed as Essential (N) Network Supp0l1 to the Alaska Universal Service Administrataive (N) Company (AUSAC) under this tariff in accordance with the regulations set forth below.
2. Annual Essential Network Supp0l1 (ENS) is an amount equal to (i) the D N amount of carrier common line suppol1 received for the year ended December 31, 2016, plus (ii) the amount of catTier of last resort supp0l1 received for the year ended December 31, 2016. The ENS amount is frozen at that level. The monthly rate will be determined by dividing the annual amount by twelve.
a. The Company will continue to use the frozen Essential Network Support amount, to be recoverd from AUSAC pursuant to this tariff, in calculating the monthly ENS payable under this tariff until it IS
superseded by a subsequent order of the RCA. D N

A call-out of a Telephone Company employee at a time not consecutive with the employee's scheduled working period is subject to a minimum charge of four hours.
** 1004 Hz Loss, C-Message Noise and Balance are non-chargeable routine tests; however, they may be requested on an as needed or more than routine schedule basis, in which case the charges herein apply.
