There is enclosed a copy of a self-explanatory memorandum concerning subject made available by Mr. JOHN GOSSITT of the Consular Section, American imbassy, Paris, who in turn had received it from Mr. PAUL F. DU TITIMR, U. S. Consul at Nice, France.

In view of Mr. DU VITIZR's serious doubts concerning the veracity of the information furnished by Mrs. FARMER, as set forth in the memorandum, no action is contemplated by this office and the enclosed memorandum is being furnished solely for the information of the Bureau.

Alleged Visit of Lee H. Oswald to San Remo, Italy, aboard U.S.

Destroyer.

On or about December 6, 1963, a transient American tourist

rought o he Consulate a destitute British subject named

A,P- Cecil rmer, because she had an odd story of an experience

in San o on or about October 1.

The story may be summarized as follows: Mrs. Farmer

,emphatically stated that she had scolded two American sailors

jilwho were sitting on a flowerbed along the seawall at San Remo

Lo on or about October 1. One of these sailors reportedly gave his

name as Lee H. Oswald and boasted of his recent trips to Havana

and Moscow. In the ensuing conversation of over one hour, Mrs.

Farmer claims she learned of the political opinions of these

sailors and accompanied them to a waiting U.S. destroyer anchored

at that time just outside the port of San Remo.

This account with considerable embellishments was transmitted

by the Principal Officer at this post to Commander Paul A. Adams,

Chief of Intelligence on the USS Sixth Fleet. Commander Adams

undertook to check the movements of U.S. Navy vessels in Italian

ports at that time and by a recent letter indicated that no units

of the Sixth Fleet were in San Remo during the period September 15

through October 15, 1963.

In two subsequent visits to the Consulate Mrs. Farmer, who mow

lives in a small hotel on the rue de Strasbourg in Cannes, changed

the date of her alleged interview to November 1. However, in

view of the considerable doubt on the veracity of any part of her,

account it is deemed unnecessary to further check with Commander

Adams as to whether any U.S. Navy units went to San Remo during the

latter half of October. Accordingly, this case is considered closec

The purpose of this memorandum if to set out a ▪ chronological summary of Lee Harvey Oswald's contacts with the • American Embassy in Moscow, USSR.

OSWALD'S FIRST APPEARANCE AT THE AMERICAN MASSY, MOSCOW, IN OCTOBER, 1959:

On 10-31-59 Oswald appeared at the American Embassy, Moscow, and informed a Consular Officer that he wished to renounce his American citizenship and that he had applied to become a citizen of the Soviet Uhion. He presented his American passport to the interviewing officer and submitted an undated handwritten statement setting out his request. In this statement he requested that his U.S. citizenship be revoked and added that his request for citizenship was then pending before the Supreme Soviet of the USSR. In this statement he indicated "I affirm that my allegiance is to the Union of Soviet Socialist Republics.' The U.S. Consular Officer talked with Oswald about the seriousness of the step he was proposing to take. Oswald gave as the princip reason for his decision that "I am a Marxist,' but declined-aw-further statement of his motives. He also stated he had been a radar operator in the U.S. Marine Corps (USMC) and had offered to make the knowledge he had learned in that job available to Soviet officials when he became a Soviet citizen.

The Consular Officer told Oswald the Consulate was= closed but that he could come back to execute appropriate documents at any time during normal business hours. OSWALD SETTLES IN RUSSIA - FALL-WINTER. 1959:

State Department records reveal Oswald never returned to the American Embassy in Moscow to execute formal .a.ers revoking his American citizenship. However, the American —easy in Moscow

received a letter from Oswald dated 11-3-59 wherein he requested his present U.S. citizenship be revoked. He indicated that though he appeared in person at the U.S. Embassy in Moscow 10-31-59 for the purpose of signing formalpapers revoking his U.S. citizenship, such legal right was refused him at that time. He stated he desired to protest this action and against the conduct of the official of the U.S. Consular service who acted on behalf of the U.S. Government. He also reported that his application requesting he be considered for Soviet citizenship was pending before the Supreme Soviet of the USSR and in the event he was accepted for Soviet citizenship he would request "my government to lodge a formal protest regarding this incident.' •

• OSWALD BEGINS INQUIRIES CONCERNING RETURN TO THE U.S. - FEBRUARY-AUGUST" 1961

The next contact Oswald had with the American Embassy in Moscow was in a letter postmarked Minsk, USSR, 2-5-61 when he requested that his American passport be returned to him. In this letter Oswald stated "I desire to return to the United States, that is, if we could come to some agreement concerning the dropping of any legal proceedings against me. If so, then I would be free to ask the Russian authorities to allow me to leave. If I could show them my American passport, I am of the opinion that they would give me an exit visa."

• Oswald also indicated in this letter that the Soviets at

no time insisted Oswald take Russian citizenship and that he was living in Russia with "non-permanent type papers for a foreigner." He also added 'I hope that in recalling the responsibility I have. to America that you remember yours in doing everything you can to help me since I am an American citizen."

The American Embassy replied to Oswald's letter suggestinsk he come personalty to the Embassy in Moscow for an interview on which to base. &decision concerning the status of his American citizenship. In reply, Oswald wrote on 3-22-61 that he found it inconvenient to come to Moscow for the sole purpose of an interviesr since he would have to apply for permission from Soviet authorities.

On 3-24-61 the American Embassy again wrote to Oswald and told his that a final determination of Oswald's present American citizenship status could only be made on the basis of a personal interview. He was told that certain statementsof legal nature relating to his citizenship status should be made under oath in the presence of a Consular Officer.

On 5-25-61 the American Embassy, Moscow, received another letter from Oswald. In this let's' Oswald stated wI understand the reasons for the necessity of a personal interview at the Embassy, however, I wish to make it clear that I am asking not only for the right to return to the United States, but also for full guarantees that I shall not, under any circumstances, be persecuted for any act pertaining to this case.' He also stated that unless the Embassy felt these conditions could be met, he saw no reason for a continuance of their correspondence and that instead he would endeavor to use his relatives in the United States to see about getting something done in Washington.

In this letter of 5-25-61 Oswald also indicated he had gotten married; that his wife was Russian; and that she was quite willing to leave the Soviet Union with him and live in the United States.

OSWALD'S swap APPEARANCE AT THE MOSCOW EMBASSY, 7-8-61: On 7-8-61 °mid appeared at the American Embassy in Moscow

on his own initiative. He executed under oath an application for the renewal of his U.S. passport and in connection with such application, he executed a questionnaire relating to possible expatriating acts. He claimed he never had applied for Soviet citizenship and that he took no oath to the Soviet Union and signed no papers for employment in Russia. He stated he had not joined any trade union organization; never had been called upon to make any radio, press or personal statements concerning his decision to live in Russia. He stated he had been interviewed briefly at the Metropole Hotel in Moscow on the third day after his arrival by Radio Moscow but only a few routine comments were made of no political significance.

Oswald also claimed he had never been subjected to questioning or briefing by Soviet authorities concerning his lift

have given any information acquired as a radar operator in the USMC to the Soviets despite statements made at the American Embassy 10-31-54 at which time be indicated he bad offered to make the knowledge he had learned in his Marine Corps job available to Soviet officials when he became a Soviet citizen.

State Department records indicate Oswald exhibited some anxiety over possible imprisonment for his remaining in the Soviet

A( Union and that Oswald was told informally by Embassy officials that they did not perceive on what grounds be might be prosecuted leading to lengthy imprisonment. State Department records also reveal, however, that Oswald was clearly informed Embassy officials could give his no assurances concerning prosecution and this was u er- stood by Oswald. r‘, 6 . :4

State Department records reveal that in an Embassy communication wherein the U.S. Embassy in Moscow furnished the Department of State, Washington, D. C., details regarding Oswald's contact with the Embassy 7-8-61, the Embassy reported that 20 months of the realities of life in Russia had clearly had a maturing effect on Oswald. Following Oswald's appearance at the Embassy 7-8-61, he exchanged a series of letters with the Moscow Embassy relating to attempts to obtain an American visa for his wife to accompany him-to the U.S. In these letters he enclosed copies of his wedding certificate am& the birth certificate of his wife; he asked for

clarification of the notation on his passport that it was valid only for direct travel to the U.S.; and he requested the U.S. Embassy to institute an official inquiry on his behalf in connection with the delay in issuance of an exit visa to him by Soviet authorities.

On 11-1-61 Oswald wrote to the American Embassy, Moscow, at which time he stated his document of residence issued him by the Soviets was good until 1-4-62. He stated that Soviet officials had told him if be had not received an exit visa by the time his document of residence expired, this document would be extended by the Soviets. Oswald told American officials he considered the extension of such document by the Soviets without his consent or request would be unlawful and asked whether the American Embassy supported his view. In reply, the Embassy in Moscow wrote Oswald 11-13-61 to inform him the Soviet document that he had was the type issued to persons considered by the Soviet authorities to have no citizenship and not the type issued to individuals acknowledged to be foreigners. The Embassy told him that his continued retention of his present Soviet document or an extension thereof "does not prejudice in any way your claim to American citizenship."

• Oswald was not satisfied with the reply of the American

Embassy and renewed his question by letter to the Embassy 12-1-61. On 12-14-61 the Embassy again wrote Oswald that "Since you are not considered a Soviet citizen by the authorities in this country, you are entitled to receive a Soviet exit visa upon presentation of a valid foreign national passport. Regarding the latter, as we have indicated to you before, you can take up the matter of renewing your expired American passport upon your next personal appearance at the Embassy."

During the period January through May, 1962, Oswald exchanged a number of letters with the American Embassy in Moscow concerning action he should take to obtain a Soviet exit visa and documents necessary for issuance of an American visa to his wife for entry into the U.S. The Embassy particularly attempted to impress upon Oswald the advisability of Oswald obtaining a support affidavit from a close relative in the U.S. inasmuch as this would_ facilitate featly the issuance of an American visa to Oswald's wifrobe. Marina Oswald. HOwever, Oswald never furnished such affidavit of support. In o letter of 1-5-62, Oswald told the American Embassy he would like to make arrangements for a loan from the Embassy or some organization for part of the plane fares for return to the U.S.

result, the American Embassy in Moscow made arrangements with

Department of State headquarters for the issuance of a loan for

Oswald up to $500.

OSWALD'S PASSPORT AND HE DEPARTS THE SOVIET UNION -

JUNE, 1962t

On 5-24-62 Oswald executect application for renewal of

* U.S. passport. This passport wda "Valid Only for Direct

Return to the United States." Oswald and his.wife made arrangements

to leave Moscow 6-1-62. In accordance with the loan authorization,

the Embassy paid the price of the steamship tickets on the SS

"Maasdam° for Oswald and his wife and their child costing a total of

$$18 and. arranged that the tickets be delivered in Rotterdam._

The Embassy also paid a portion of the cost of railroad tickets for

the Oswalds from Moscow to Rotterdam in the amount of $17.71. Oswald

executed a_promisory note at the Embassy in Moscow 6-1-62 for a

total of 1435.71.

The Oswalds departed Moscow 6-1-62 en route to the U.S.

and arrived in New York City 6-13-62.
