On November 24, 1963, Howard Osborne, Office of Security, Central Intelligence Agency (CIA), furnished the Liaison Agent the following information.
At approximately 10 a.m., November Headquarters received a phone call from Veld gash,

2! -tagash stated at sub ect and his wife were trained Soviet spies who had t yet completed their missions. Ragash stated that Mrs. Oswald should be carefully watched and that full protection should be afforded to Mrs. Kennedy. He further indicated that he might have some more information.

to travel to Cuba he observed a tall, thin Negro with dyed F

a white male carrying a Canadian passport and Lee Harvey Osw
ald
in the company of a tall unidentified Cuban who came out of
the
Cuban Consul's office. The Cuban passed American currency
to the
Negro. The Negro, after expressing a desire to kill some m
ane was
told by the male suspected of being Oswald, that he would do
it.
Thereupon, according to the source, the Negro gave Oswald $6

d in large enomination U.S. bills, stating that of the sum,

was for extra expenses. Later, the source saw a female tho

to be Silvia Duran, an employee of the Cuban Embassy, embrac

CONCERNING TRAVEL OF OSWALD:
Our investigation has established that on 9-17-6 0 ald obtained a Mexican tourist card from the Mexican Consulate, New Orleans, and that on the same day he checked in at the unemployment bureau in New Orleans and completed necessary forms to obtain unemployment compensation which is mailed to the recipient by check within a few days. Check of airlines has revealed no passage of Oswald to Mexico under the name Oswald and known aliases on 9-17, 18 or 19-63. Mexican Immigration records establish that

Oswald entered Mexico 9-26-63 and he departed 10-3-63. Be is known to have checked out of his residence in New Orleans on 9-25-63. New Orleans is pressing inquiry to determine Oswald's whereabouts on 9-18. If he was in New Orleans on that date and it appears likely that such is the case, the allegations of Ugarte placing Oswald i. Cuban Embas on 9- - foundation.

suggested that Duran be confronted with Ugarte and that Duran be told she will not be allowed to leave Mexico and that her only chance for survival is to come clean with the whole story. The Ambassador believes that in view of the apparent character of Duran (although a married woman, she is supposed to be carrying on an affair with the Cuban Ambassador to the United Nations) she may break under the confrontation. He also suggests that the Mexican Government identify and arrest the unknown Negro, assuming he has not left Mexico.

(CIA) requested on expedite basis certain information to assist in
ursuit of CIA investigation of Oswald's activities in Mexico.
pecifically, CIA inquired whether during interviews of Oswald he
as asked about his travel to Mexico (from 9-26-63 to 10-3-63) and
s contacts with Cuban and Soviet Embassies in Mexico. CIA also
nquired concerning dealings of Oswald and his wifevith Soviet Embassy
in Washington D. C., and whether Oswald's wife is being interrogated.

Intelligence Agency (CIA), concerning the instant matt r. Mr

Mr. McCone on several occasions during the period 11/22-24/63. In
all of these contacts, McCone was inquiring concerning the status of
the Age 's contact with CIA officials who were following leads in

ded
to him by his own men. In each instance the Agent reviewed these
matters and McCone was satisfied that all angles were being properly

On the morning of 11-29-63 Assistant Director C. A.
Evans briefed Under Secretary of State Alexis Johnson concerning
the action taken. He said this was exactly what he had in mind
and that he realized it was up to him to issue the necessary
instructions to the Ambassador. Re pointed out that the specific
trecommendation made by the Bureau as to the handling of this
(matter was exactly what he had in mind and he felt it fortunate
that the Ambassador was getting our professional help.
Oswald's wife, during interview early this morning,
definitely places Oswald in New Orleans on 9-18-63 at time
Alvarado stated he was in the Cuban Embassy. She maintains
that her husband did not leave New Orleans between time of
their arrival there in May, 1963, and her departure from
there on 9-24 or 25-63.

known to be in Mexico in late September and early October,
1963, has been publicised on 11-23-63 in Mexico City papers

This fact is undoubtedly known to Alvarado. As Alvarado, in
his first account, said that he again saw two of the witnesses
to the incident in a repeated visit to the Cuban Embassy 9-26-63, and as his claimed calls to

marks on the husband's resemblance to writer's (u/i) friend/ex-schoolmate.
Writer discusses her mother's (v/1) illness; mentions her immediate
family -- (u/i) father, (u/i) brothers and/or sisters; seemingly implies she
and (u/i) family members Joined the father (apparently in %meg) fairly re-
cently; states, whenever her mother should die, she will move to Leningrad.
Writer expresses dislike for her surroundings; discusses her friendship
with (u/i) young surgeon, an unattractive bachelor -- he is off to Leningrad
to buy a motorcycle.
Writer requests instructions on the use of "ko.tan." (sic). Writer then
tells addressee she "too" has not been working for some time; asks if addressee

Writer promises to send addressee magazines; suggests that addressee,

sires, measurements.
Writer discusses a selection she read by the French writer FilippERI
(sic 0 Philippe NM), which seemingly mentions an ointment for freckles,
which plague writer every spring. Writer requests something in this category.
Writer states she "too" believes in fate; says fate brought addressee and
