    1. Introduction and Objective

    Previous investigations undertaken within the Assessment Area have primarily focussed on former manufacturing facilities located along Everard Avenue in the south-eastern corner of the Assessment Area, and comprised of a site history review, soil, groundwater, soil vapour, and indoor air assessments. These investigations identified the presence of volatile chlorinated hydrocarbons in soil, groundwater and/ or soil vapour beneath and in close proximity to the former manufacturing facilities. It was inferred that impacts to groundwater are likely to have migrated in north north-westerly direction.

    The objective of the Stage 1 environmental assessment works was to assess the nature and extent of site contamination on or below the surface of land at the former manufacturing facilities and any site contamination emanating from these.

    2. Scope of Work

    • Analyse 33 WMS and two quality control samples for the chemicals on interests (COIs) listed in Section 3.

    • Prepare this factual letter report.

    The WMS sampling locations are presented on Figure 2.

    3. Methodology

    The methodology adopted for the assessment is summarised in the table below.

    Task Adopted Methodology

    Preliminaries Date completed: 20 March 2017 Pre-Drilling

    Prior to the commencement of site assessment works, Senversa undertook the following: • Obtained approval from City of West Torrens to install non-permanent soil vapour sampling bores. • Clearance of underground utilities: All investigation locations were cleared for underground services in

    accordance with Senversa Borehole/Excavation Underground and Overhead Clearance Protocol by undertaking the following: Review available service plans from Dial Before You Dig (DBYD). Available plans were

    obtained from relevant sources and provided to the service locator for review prior to mobilisation to site.

    Inspection of the site and immediate off-site areas for surface evidence or signage indicating underground utility locations.

    Tracing known and redundant (where possible) underground utilities using radio detection equipment by a licensed service locator. Senversa observed and discussed the findings of this activity with the service locator personnel prior to commencing any intrusive investigations.

    An area of approximately 5 metres (m) around each location was cleared in case the preferred location needed to be relocated for utilities not identified through review of the plans and the service location contractor.

    Installation and Retrieval of WMS Date installation completed: 22 March to 23 March 2017

    Date retrieval completed: 7 April 2017

    A suitably qualified and experienced field manager oversaw, documented and installed 34 WMSs (SV01 to SV25, SV27 to SV35) and two WMSs for quality control purposes (QC01 and QC02). Sampling locations are presented on Figure 2. • A hand auger was used to advance soil bores to the target depth of 1 m below ground level (bgl). • Soil cuttings were logged using a modified method based on the Unified Soil Classification System

    (USCS), in accordance with Australian Standard AS1726-1993 and the ASC NEPM (as amended, May 2013). Visual and olfactory observations (e.g. clay content, inclusions, moisture, odours, staining) were also recorded. Soil bore logs are provided in Attachment A. Photographs of soil profile in each location are appended in Attachment B.

    • Volatile organic compound (VOC) headspace field measurements of soil were taken using a photoionisation detector (PID) fitted with a 11.7 eV lamp (considered suitable for the detection of CHC) at regular intervals (at least every 0.5 m, at changes in lithology, or where indicators of potential contamination were observed). Soil samples were collected and the soil was placed in zip lock bags. PID readings were taken for each sample and are provided in the soil bore logs in Attachment A.

    • All WMSs were installed at a depth of 0.9 m bgl to ensure adequate clearance from the soil - by using a wire basket provided by the manufacturer at the bottom of the WMS. An expandable foam bung inside a plastic sleeve was used to seal the bore at a depth of 0.5 m bgl. The bores were covered with a thin cardboard sheet and drill cuttings. A schematic is provided below. The soil bores were restored flush to the ground surface to avoid slips, trips or falls by the general public. In areas where bitumen required cutting the core was used to cover the sampling locations (SV30, SV31).

    Task Adopted Methodology

    • Two locations (SV24, SV31) in the vicinity of the potential contamination source were selected for the installation of the two field duplicate WMS (QC01 and QC02).These additional samplers were analysed and assessed as intra-laboratory quality control samples.

    • The WMSs were removed after a minimum of the 10 days to ensure required limits of reporting (LOR) were able to be achieved. The soil bores were reinstated with the soil cuttings from each soil bore and supplemented with uncontaminated washed sand where required. As described in Section 2, Senversa was not able to retrieve the WMS in sampling location SV19.

    Laboratory All samples (33 primary and two intra-laboratory field duplicate samples) were submitted under strict chain of Analyses custody (COC) procedures to a NATA accredited laboratory – SGS Australia - for the analyses of the relevant

    COIs summarised below:

    • VOCs including tetrachloroethene (PCE), trichloroethene (TCE), cis-1,2-dichloroethene (DCE), vinyl chloride (VC), chloroform, carbon tetrachloride.

    • Benzene, toluene, ethylbenzene, xylene and naphthalene (BTEXN).

    • Total recoverable hydrocarbons (TRH) fractions C6-C10 minus BTEX (F1) and >C10-C16 minus naphthalene (F2).

    The analytical results were used for the calculation of monitoring time-weighted average concentrations, by dividing the mass sorbed to the medium by the sampling time and known analyte-specific uptake rates. The COC and sample receipt advice are provided in Attachment C.

    Survey All investigation locations were be surveyed using a hand held GPS. Survey results are provided in Attachment D.

    Waste Soil cuttings from each soil bore were used to cover the sampling locations and to restore/ backfill relevant soil Management bores. Accordingly, soil was not required to be disposed of off-site.

    4. Screening Criteria

    Soil vapour analytical results were screened against the following criteria provided in National Environment Protection (Assessment of Site Contamination) Measure (NEPM ASC) 1999, as amended May 2013:

    • Interim soil vapour health investigation levels (HILs) for volatile organic chlorinated compounds including PCE, TCE, 1,1,1-trichloroethane, cis-1,2-DCE and VC.

    • Soil vapour health screening levels (HSLs) for vapour intrusion in sandy soils present at a depth between 0 to 1 m bgl for BTEXN, TRH F1 and TRH F2. The HSLs for TRH F1 and TRH F2 are relevant for impacts associated with petroleum source. The source of TRH impacts in the Assessment Area is currently unknown, and accordingly, the HSLs have been applied for screening purposes only.

    Given the mixed residential and commercial use within the Assessment Area, screening criteria for residential (HIL/HSL A) and commercial /industrial land (HIL/HSL D) land use were adopted.

    Adopted screening criteria are summarised in Table 1.

    5. Quality Assurance/ Quality Control

    Senversa data quality assurance / quality control (QA/QC) procedures was adopted and samples collected to support the collection and provision of reliable data upon which decisions can be made. The adopted approach is based on guidance provided from the following sources:

    • Australian Standard (AS) 4482.1-2005 Guide to the investigation and sampling of sites with potentially contaminated soil, Part 1: Non-volatile and semi-volatile compounds.

    • National Environment Protection Council (NEPC) – National Environment Protection (Assessment of Site Contamination) Measure 1999, Schedule B (3) Guideline on Laboratory Analysis of Potentially Contaminated Soils.

    • United States Environmental Protection Agency – Guidance on Systematic Planning Using the Data Quality Objectives Process EPA QA/G-4.

    • United States Environmental Protection Agency – Guidance on Environmental Data Verification and Data Validation EPA QA/G-8.

    The data validation review is provided within Attachment E, which indicates that the data are considered suitable for use in forming conclusions relating to the contamination status of soil vapour beneath the Assessment Area.

    6. Investigation Results

    Field Observations

    Field observations made during the site assessment works are presented in the soil bore logs provided in Attachment A and are summarised as follows:

    • The area was generally underlain by sandy/ gravelly fill material to a maximum of depth of 0.8 m bgl overlaying a natural clayey sand/sandy clay.

    • PID readings for all samples were 0 parts per million (ppm).

    • Fill material encountered in sampling location SV14 contained a trace of construction debris and clinker.

    • No other indicators of contamination (e.g. odours, staining, anthropogenic inclusions) were observed in any of the soil bores.

    Analytical Results

    The laboratory certificate of analysis is provided in Attachment C; comparison of the results against the adopted screening criteria is presented in Table 1. Concentrations of COIs reported greater than the laboratory LOR are also presented in Figure 3. The analytical results from the assessment are summarised as follows:

    • TCE concentrations exceeding the adopted screening criteria for residential and commercial/ industrial land use of 20 µg/m3 and 80 µg/m3, respectively, were detected in sampling locations SV22 (93 µg/m3), SV24 (140 µg/m3) and SV31 (93 µg/m3). A TCE concentration of 35 µg/m3 was detected in SV30, which exceeded the residential criteria but was below the adopted screening criteria for commercial/ industrial land use. These soil vapour sampling bores are all located in the south-eastern portion of the Assessment Area near the former manufacturing facilities along Day Avenue and the southern portion of Ashford Road. TCE concentrations in the remaining soil

    vapour sampling locations were below the laboratory LOR. The inferred TCE contours are shown on Figure 4.

    • Concentrations of remaining COIs were less than the adopted screening criteria with the following COIs detected above the laboratory LOR (refer to Table 1 and Figure 3 for sampling locations).

    7. Conclusions

    Based on the results of the assessment, Senversa concludes that TCE concentrations exceeding the adopted screening criteria for residential and commercial/ industrial land uses were encountered in the vicinity of the former manufacturing facilities in the south-eastern portion of the Assessment Area. The extent of above - criteria concentrations of TCE appears to be delineated to the commercial areas in the south-eastern portion of the Assessment Area, and does not appear to extend into the residential areas to the north - northwest or the commercial area along Croydon Road to the north (with TCE concentrations below the adopted screening criteria). The extent of the TCE impact has not been delineated in southerly direction - to the south of Day Avenue.

    Concentrations of other COIs were below the adopted screening criteria across the Assessment Area.

    COIs identified in soil vapour during the assessment include TRH F1, TRH F2, BTEXN, PCE, TCE, 1,1,1- trichloroethane, cis-1,2-DCE, VC, 1,2,4-trimethylbenzene, chloroform and hexane. However, only TCE was reported at concentrations greater than the adopted screening criteria.
