East Bay Bus Rapid Transit Project Progress Report

RECOMMENDED ACTON(S)
Consider receiving the monthly construction progress report on the East Bay Bus Rapid TransitIBRT) Project for the month of October 2018.
BUDGETARY/FISCAL IMPACT
Refer to Attachment 1, Slide No. 3 on Project Management and Construction Budgets for theconstruction contract and professional services contracts supporting the BRT Construction andthe Funding-Expenditure chart.
BACKGROUND/RATIONALE
This report is an update on four main areas of the BRT program: design services, constructionmanagement, infrastructure and station platform construction, and communityoutreach/contract compliance.
Bid Package 3 Infrastructure and Station Platform Project Construction
Construction Progress (CP):
Milestone lactivities in Segment A (42nd Ave to San Leandro Transit Center) have progressed tointerim condition status, except in Zone 9. This means the outside area improvements (curbramps, sidewalks, drainage, signals, communication conduit and road rehab) and medianimprovements(median curbs, station platforms and roadway reconstruction) are complete. Theelectricalcontractor Mike Brown Electric(MBE) is energizing and activatingthe new signalsystemthroughoutthe segment. Atotal of 18 BRT platforms(six in San Leandro and twelve in Oakland)comprising 15 BRT stations are in interim condition status and being evaluated for bus dockingand alignment issues.
Milestone 2 activities in Segment B(20th Street at Broadway to 42nd Avenue) continue in Zones3 through 6 from 2nd Avenue at Lake Merritt to Derby Avenue in the Fruitvale District.Construction activities include building outside area improvements such as curb ramps,sidewalks, drainage, concrete bus pads, road rehabilitation, foundations for the new signalandlighting system, and installation communications conduit. The contractor is also working in Zone2 along llth Street between Harrison and Madison to relocate an East Bay Municipal UtilityDistrict (EBMUD) waterline

Milestone 3 activities(milling, curb to curb paving, canopy installations, signing and striping, etc.)have started in Segment A. The pavement milling operations started at 42nd Avenue headingsouth towards San Leandro. The curb to curb paving of rubberized asphalt willfollow the millingoperations with approximately ten days lag. Installing appropriate roadway signage and stripingis the last step during this interim phase
Looking ahead, the contractor expects to continue curb to curb paving activities in Segment A,outside area improvements in Segment B and to start canopy installation in San Leandro.
Construction Management(CM);The current CM (WSP) team has more field inspectors and office engineers than the previousteam, which has enabled more observations and oversight of the construction work andimproved documentation. A proactive process of tracking individualWork Areas(WA) along withreview of the contractor's recovery schedule has helped to better measure the physicalprogressof the construction. This approach willhelp AC Transit better manage OCJones and their progresstoward meeting project deliverables. The CM team continues to work with third party Utilityproviders on relocations, maintaining traffic controls work site safety, and enforcing qualitycontrol. WSP continues to work with the BRT Systems Activation Group comprised of District Staffand OCJ technicalsubcontractors to implement the communications elements of the project(e.g.
fiber optic network, security cameras, ticket vending machines and centralized management ofelectronic systems). The District's remaining administrative priority is to assist OCJ to secure Citypermits to start major infrastructure improvements on Broadway(Zone 1), Chinatown(Zone 2),and Fruitvale (Zone 7).
Northern Layover:The Northern Layover location is an on-street facility on San Pablo Avenue between West GrandAvenue and 21st Street. The Traffic Memorandum required by the City of Oakland has been
approved by the City and is being reviewed by Caltrans. Discussions with Caltrans regarding theplacement of an Operator Restroom Facility are ongoing. The District will finish the CEQA/NEPAanalysis before starting the construction in early 2019.
San Leandro Transit Center
The San Leandro Transit Center Project is separately funded by a Congestion Mitigation and AirQuality Improvement grant for key capital investments by AC Transit in coordination with BARTand the City of San Leandro. The project will reconfigure the bus transit center within the SanLeandro BART Station to better accommodate the East Bay Bus Rapid Transit Project (BRT)southern terminus, other AC Transit routes, and other transit services. Construction is expectedto start in early 20]-9 and be complete by July 2019.
Community Outreach and Public Engagement
The Outreach Team continues its daily stakeholder engagement efforts along the BRT corridor,including in-person visits with residents and businesses, email and phone requests foropportunities to present updates, and participation in community festivals and events.

The outreach team's day-to-day focus remains on 1) ensuring businesses/stakeholders know inadvance about the upcoming start of construction; 2) daily monitoring of active work areas toensure construction impacts are minimized and issues addressed as quickly as possible; and 3)troubleshooting issues reported by corridor stakeholders.
During the month of September and the first two weeks of October, the outreach team loggedthe following interactions:
In addition to the daily activities associated with monitoring construction progress andtroubleshooting issues on the corridor, the team continues its efforts to share information withthe generalpublic on the status of the project, its many benefits and key features. This includesattending community events and meetings. Below is the list of events attended andpresentations made in the month of October:
Project Labor Agreement/Construction Careers Policy
The project's local hire utilization percentage has been hovering around 34% for the past fewmonths. Although short of the 50% goal, AC Transit continues to make progress. The Districtmonitors the contractor and its subcontractors' routinely submitted good faith efforts to hirelocal residents to the extent practicable. The region has seen a massive growth in constructionprojects, limiting the supply of local workers, and as a result, contractors on this project havebegun including off-site local hire credit requests, which are now being incorporated into thecurrent percentage
