According to the Environmental Certification Framework, the Automóvel Club de Portugal, while organizer of the Vodafone Rally de Portugal obtained in 2017 the accreditation Achievement of Excellence by the FIA.
It is the organisation’s goal to proceed with the improvement work and minimize the environmental impact of the event, continuing the implementation of the necessary measures to achieve which have resulted in this level accreditation. As one of the WRC events hosting a great number of spectators, the Vodafone Rally de Portugal expects to be an example in terms of environmental issues, both nationally and internationally.
In this scope, the ACP established a partnership with the Ministry of Environment, through the Portuguese En-vironment Agency, to minimize the environmental impact caused by the event.
Therefore, the Vodafone Rally de Portugal will consciously make every effort to ensure that the environmental impact is minimised, putting into practise the following actions:
a) Comply with relevant environmental laws and regulations, and other environmental requirements as well as the FIA Institute Environmental Certification Framework;b) Inform and train all involved in the organisation with its environmental policy; c) Promote the environmental awareness within the different agents (organisation, drivers, teams and spectators); d) Cooperate with environmental agents; e) Take into account the environmental work and impact, by choosing environmental responsible partners
and suppliers, as well as selecting products and services using adequate environmental performance; f) Reduce the environmental impact in terms of transportation, as far as possible, encouraging Car Pooling
and Car Sharing, as well as the use of public transportation;g) Prefer the use renewable energy sources whenever possible; h) Continue the implementation of measures to promote a selective waste collection and propose an adequate final disposal of waste produced during the event; i) Evaluate and improve our environmental responsibilities based on structured and planned work; j) Involve all the local authorities;k) Reduce the number of documents printed on paper, favouring the use and consultation of documents in digital formats.

Welcome to the 53rd Vodafone Rally de Portugal, held between May 30th and June 2nd, on the North and Centre of the Country.The Automóvel Club de Portugal has decided to take the WRC Vodafone Rally de Portugal to Coimbra, city in which the Ceremonial Start will be held. The show will take place in the Porta Férrea area, offering the students the possibility of witnessing first hand the cars participating on the national round of the World Rally Championship.This year the event will also run through the memorable Lousã, Góis and Arganil stages. After a double loop over these tests, in which great pages of the Rally’s history were written, the first day will end in Lousada’s Eurocicuito with the sole Super Special of the Rally.A Vodafone Rally de Portugal with lots of changes, but also with Exponor, in Matosinhos, remaining as the Rally’s headquarters. At the same time, the majority of the very competitive stages of the North of the country remain on the Rally’s programme.Therefor, saturday also presents a few changes, starting with the Vieira do Minho test, roughly 4 km longer at the start. The Cabeceiras de Basto and Amarante stages remain the same. After the double loop, the second day ends with another first: the Gaia Street Stage. Starting at the Cais de Gaia and with a length of 2,25 km, the stage should bring lots of adrenaline to the fans all over the city’s downtown. The Fafe stage continues to be the main test of the Rally’s last day, Sunday, with the second passage held as Power Stage. Montim will be run twice, while Luílhas will see the WRC action just once. The podium ceremony will take place by the sea, in Matosinhos, for the joy of all the fans.The evolution of the cars and teams changes, the later with great line-up changes, are other novelties in this year’s edition and will surely offer extra thrills to the WRC fans.The changes to the WRC 2, with the split into two categories – Pro, reserved to R5 cars from official teams, and the “normal” one, reserved to private entrants – will bring added interest to an already exciting competition.The Vodafone Rally de Portugal remains on the Portugal Rally Championship, as well as on the Peugeot Rally Cup Ibéria.A word of appreciation for the essential support of the sponsors – Vodafone, BP, Hertz, and Skoda. Likewise, a recognition for the commitment and effort of the municipalities of Amarante, Arganil, Cabeceiras de Basto, Coimbra, Fafe, Góis, Lousã, Lousada, Matosinhos, Mondim de Basto, Paredes, Vieira do Minho e Vila Nova de Gaia.This edition of the Vodafone Rally de Portugal will also count with the involvement of the Turismo Porto e Norte, and now also with the support of the Turismo do Centro.At last but not least, a very relevant issue to the success of the Rally de Portugal: the safety of the event and, particularly, the safety of spectators. The huge popular enthusiasm stirred by the Rally de Portugal should always be an added value to national sport and tourism. Only with the commitment of all the WRC Vodafone Rally de Portugal will be crowned with success.

ENTRY DETAILS 4.0
4.1 Entry procedure
Those wishing to take part in Rally de Portugal 2019 must register and fill in the electronic entry form available at https://registrations.fia.com/wrcprt duly completed before the closing date for entries.
The entry will only be accepted if accompanied by the total amount of the entry fee. To be accepted, competi-tors must send proof of payment of the entry fee by email to the rally secretariat ([email protected]) by the closing date of entries.
The following documents must be attached to the same email:• Photocopies of the competitor, driver and co-driver competition licenses• Photocopies of the driver and co-driver driving licences• Photocopy of the first page of the car homologation form for the entered car• Approval from their ASN for foreign drivers.
Manufacturers, WRC2 Pro and WRC2 entrants who wish to score points must make their entries by using the standard entry form for their championships available in the FIA application at https://registrations.fia.com
Details concerning the co-driver must be sent prior to 07 May 2019 at 14.00h.
4.2 Titles for which the Rally counts

4.3 Entries acceptance criteria
The maximum number of entrants will be 90. If more than 90 entries are received the organiser reserves the right to decide which entries among the non-priority drivers will be accepted.

* To encourage Portuguese drivers to participate in the Portuguese round of the World Rally Championship, the sponsors of the event will assume the remaining amount of the entry fees to competitors with a Portuguese licence.

4.6 VAT
VAT related information
- Invoices issued to EU and foreign companies, are not subject to VAT (VAT – Reversed charge);- Invoices issued to individuals, residing in Portugal or abroad, and companies with headquarters in Portugal, are subject to VAT – tax rate of 23%

SERVICE PARK – EXPONOR EXHIBITION CENTRE 5.0
5.1 Location
The Service Park will be located in the Exponor Exhibition Centre, in Matosinhos, by the A28 and only 6.5 km away from the Francisco Sá Carneiro International Airport.
The address and GPS location details are as follows:

Manufacturer teams, WRC teams, and FIA support Championships teams will benefit from the FIA recommended area. Remaining competitors will be attributed an area of 10m x 10m.
For additional space please refer to point 5.4.
5.2 Access to Service Park
WRC Teams will be able to access the Service Park from 09.00 a.m. on Friday, 24th May, 2019. Should any team need to access the park before this or should they arrive at night, when normal access is closed, please contact the Rally Organisers, by e-mail [email protected] or call +351 223 204 770.
Service vehicles arriving at Service Park on Sunday, 26th May, in the morning, i.e., before teams have attended the administrative checks to get the corresponding documents and necessary vehicle plates, will be able to access the Park without a plate. From Wednesday, 29th May, at 12.00 p.m., all vehicles will have to be duly identified with the corresponding plates.
From that moment on, there will be an exhaustive control in order to guarantee that all vehicles parked or trying to access the Service Park carry the necessary plate.
Trailers are not allowed to park inside the Service Park. Only vehicles with “Service” plate will be authorised to stay inside the Service Park.
5.3 Available Services
The following services will be available on different locations within the Service Park:
• General Lighting in the whole Service Park• Toilets for public use• Waste containers – Selective waste collection• Collection of: used oil tanks, brake fluid, polluted containers• General security in the whole Service Park• Spare parts and wheels washing area
Additional services may be provided to teams in the service area upon request. Information on costs of these services will be provided upon reservation. Teams requiring these services are requested to complete the Service Park Application Form. This form will be available on the rally website www.rallydeportugal.pt under the section “Competitors/Docs”.

5.4 Space Requests
Teams that, due to logistics, need to stay together or have any special request must send them by e-mail to [email protected]. The Organiser will make all reasonable efforts in order to satisfy the needs of all Teams. Adicional space requests, when available, are subject to a fee whose amount shall be indicated directly to interested parties.
To request additional services please complete the forms at the end of this Rally Guide. Forms must be sent until 10th May 2019.
No further changes will be accepted after this date, once the layout of the Service Park has been declared as definitive.

Competitors from the European Union do not need to make any special custom clearance for temporary import of cars and equipment for the purpose of participating in the 2019 Vodafone Rally de Portugal. Vehicles from outside the European Union must show their ATA carnet, which normally is applied for at theChamber of Commerce in the country of origin.
8.1 Helicopters
Complying to the requisites imposed by FIA on the safety and use of helicopters at the Rally, helicopters wishing to operate at the rally will have to register with the Organization. A protocol for controlling the restricted airspace over the SS’s prevents any unregistered helicopter of operating in that airspace. The registration fee for each helicopter is € 2460,00 (VAT included). Registration deadline is the 10th of May 2019.
8.2 DRONE’s / RPAS’s
According to FIA requisites, Rally image rights and national legislation , the operation of Drones/RPAS’s at the rally, in addition to a AAN authorization, must be registered with the Organization. They must comply with the rules established by FIA in their Rally Helicopter & UAV Flight and Safety Rules and the 1093/2016 ANAC Rule. All SS’s of the rally are performed under restricted airspace. Authorities will be watching for any unregistered Drone/RPAS since they cannot operate by law in restricted airspaces.

As a FIA World Rally Championship round, guidelines and procedures for the media accreditation, as defined by FIA will be adhered to at all times. Please ensure that all the requested information is included and that it is forwarded to the correct organisations and address, as failure to follow the correct procedures will delay applications. Vodafone Rally de Portugal considers the “Media Pass” a working tool and it is not to be used for public relations, promotion and / or entertainment purposes. Under no circumstances will advertising, public relations agencies or similar companies and organisations be accredited as media, nor will Vodafone Rally de Portugal issue any accreditation to representatives (press officers or otherwise) of sponsors, suppliers, teams, drivers, etc.
10.2.1 Portuguese Media (printed, radio and online)
National publication requests must be done online at http://provasdesportivas.acp.pt from 3rd April to 1st May 2019.
