Purpose of Today’s Meeting

• Vote on CoC’s new Governance Charter

• Goal: Transparent, open and inclusive CoC that is in alignment with HUD requirements and national best practices

CoC Governance Timeline

May: HUD TA initiated, governance kickoff

meeting and established Ad Hoc group

July - August: Ad Hoc group meetings (bi-weekly) to draft CoC

August 12- 19: Public comment period

and Ad Hoc group meeting to respond to

Draft CoC Governance Charter

• Informed by feedback from:– May kickoff meeting, public comment period, &

Big Atlas report– Ad Hoc Governance Group (anyone could join

this group; ~15 active participants in weekly mtgs)– Technical Assistance (TA), which provided context

for the charter, overviews of HUD expectations, and several examples of how this could be done

Article 1. Purpose and Duration of Charter

• Ensure compliance with HUD CoC Program interim rule

• Charter will be reviewed annually by the CoC membership and the CoC Board; amended as necessary via a simple majority vote of the membership

Article 2. Mission, Vision, & Values of CoCMission

The Raleigh/Wake CoC plans, develops, and implements comprehensive and coordinated strategies across funding sources and systems to address homelessness in Raleigh/Wake County.

Vision

The vision of the Raleigh/Wake CoC is to ensure that homelessness is rare, brief, and non-recurring. We will achieve this vision through our shared values and actions.

Article 2. Mission, Vision, & Values of CoCValuesHousing First: We recognize that housing is a human right and will not require pre-conditions for access to housing.

Trauma-Informed: We will use trauma-informed practices in how we work together and serve people experiencing homelessness.

Equity and Justice: We work to eliminate discrimination so that race, ethnicity, gender identity, or sexual orientation are not predictors of who becomes homeless or predictors of outcomes within the homeless system. We are committed to re-envisioning just systems to prevent and end homelessness.

Leadership by People with Lived Experience: We will be accountable to people experiencing homelessness and ensure there are meaningful and accessible ways to participate in shaping decisions.

Transparency: We believe in being transparent with people experiencing homelessness and our community.

Efficiency: We implement efficient systems that help people experiencing homelessness get housing as quickly as possible because every day a person spends unhoused is a day too many.

Collaboration: We know working together is better than working alone.

Client-Driven: We believe that people experiencing homelessness are experts in their own lives and that service providers’ role is to support strengths and overcome barriers.

Article 3. CoC Membership• To become a voting organizational or individual member, complete

application form; individual votes are weighted so that they comprise no more than 40% of the total vote

• Membership is responsible for:

• Advising CoC Board on policies via committee participation• Recommending funding priorities to the CoC Board• Voting on CoC governing issues, such as revisions to the CoC charter

• CoC membership will meet at least twice a year

Article 4. CoC BoardUp to 20 members

• 4 permanent members (City of Raleigh Emergency Solutions Grant entitlement jurisdiction, Wake County Emergency Solutions Grant entitlement jurisdiction, Housing Authorities)

• Up to 6 nominated System Partners (for example representatives from school district, medical providers, philanthropic, mainstream benefit or service providers, faith groups, businesses, criminal justice, court system, etc)

• 6 elected homeless system service providers representing:

– Domestic Violence– Coordinated Access/Day Programs– Shelter– Permanent Housing– 2 flexible seats

• 4 elected members who are currently or formerly experiencing homelessness

• In keeping with the CoC’s values, the CoC will work to ensure diversity in experience and representation on the board regarding racial and ethnic diversity, disability, age, sexual orientation, gender identity, history with the criminal justice system, income, and education

• Intended to be an active, engaged governing Board (meeting at least every two months)

• Board will be responsible to the CoC membership to fulfill HUD-defined responsibilities

Article 6. Collaborative ApplicantTo be selected by the CoC Board for a 5 year term (anticipated that the Board will enter into a MOU to continue the relationship with the Raleigh Wake Partnership as the Collaborative Applicant)

Responsible for:

• Collecting and combining the required application information from all Continuum of Care Program funded projects within the geographic area & submitting annual application

• Receiving HUD CoC Planning Grant

• Staff support for the functions of the CoC (facilitating committees/CoC membership meetings and supporting the Board, establishing and operating the coordinated entry system, draft CoC written standards in collaboration with ESG recipients, coordinate training for service providers, PIT count)

Article 7. HMIS Lead AgencyTo be selected by the CoC Board in partnership with the Data Advisory Committee (anticipated that the Board will enter into a MOU to continue the relationships with The Michigan Coalition Against Homelessness as the HMIS lead and the Raleigh/Wake Partnership to End and Prevent Homelessness is the local system administrator)

• Designated to implement HMIS locally

• Work with the Data Advisory Committee to ensure good data quality, broad participation, and produce reporting for funders and CoC

• Retired after serving 20+ years as Director of Catholic Charities Raleigh Regional Office

• Served on the Leadership Council for the 10 Year Plan to End Homelessness in mid 2000’s

• Served 8 years on the initial Board of Directors for the Partnership to End and Prevent Homelessness

• Led Catholic Charities collaboration with the City, County and Partnership to develop and open Oak City Cares

Historical Perspective• Implemented HMIS that is used by a large majority of homeless service providers• Developed a system of Coordinated Entry and Assessment system with Access sites throughout the

community.• Use of standard vulnerability assessment to prioritize those most in need of housing services.• Recently opened House Wake! Access Hub to improve access to housing prevention services• Opened Oak City Cares – a multi-services center coordinating comprehensive care in partnership

with 20+ agencies serving people experiencing homelessness• Raleigh Housing Authority committed to designating vouchers for agencies serving the homeless• The City of Raleigh and Wake County developed comprehensive affordable housing plans• Wake County created a Housing Department tasked with implementing the affordable housing plan• Getting ready to implement a centralized and coordinated housing locator service that will provide

incentives to landlords to provide housing to people moving out of homelessness
