Foundational Testing during Development
● RadICS Platform equipment previously qualified to European and US standards– Electromagnetic compatibility tests to IEC 61000-4 series standards and EPRI
TR-102323 (including MIL-STD-461E) in laboratories certified to ISO/IEC17025:2005
– Seismic testing to IAEA NS-G-1.2 (3.43), IEC 60780 (5.3.4.1, 5.3.2), and IEC 60980 (4.1), and IEEE Std 344
– Power fluctuation tolerance requirements testing to IEC 60987 (5.5)
● Previous qualification tests provided good confidence for successful US qualification testing program

US Qualification Test Specimen
● Equipment to be Tested
● Industrial-grade data acquisition system and test specimen application program will exercise QTS during qualification testing
– Generate a series of known inputs to the QTS – Monitor the corresponding outputs of the QTS
● Correct correspondence between input and output before, during, and after qualification tests and lack of spurious behavior are key

Phase 0 Meeting Follow-up Actions
● NRC staff will check on whether smoke testing is needed to be considered in the EQ program
● RG 1.209 directly speaks to the topic in the discussion (Section B)– However, no specific qualification test requirements were defined as a Regulatory Position
(Section C)– The most effective approach for addressing smoke susceptibility is to minimize the
likelihood of smoke exposure by rigorously adhering to the fire protection requirements in 10 CFR Part 50.48, “Fire Protection,” or other individual plant license commitments.
● NUREG/CR-6579 has the following relevant conclusions:– … there is no practical, repeatable testing methodology so it is not feasible to assess
smoke susceptibility as part of environmental qualification.– In the absence of consensus methods and practices for smoke-tolerant design and
implementation, the most effective approach is to rigorously adhere to the fire protection guidance given in Appendix R of the Code of Federal Regulations, Title 10, Part 50.
