1.0 PLANT DETAILS

JSPL-CHHATTISGARH 4×135MW CPP RAIGARH,soot blower system composed by steam piping, Decompress station,soot blower, drain piping.After superheated steam decreasing its pressure by passing through decompress station and then be supplied to long soot blower, helical soot blower and rotating element blower for blowing. Steam source of soot blower is from SH panel outlet headerⅡ , steam source parameter is p=14.34MPa,T=418ºC, Decompress station will adjust pressure and flow to meet soot blowing needs.

OBJECTIVE

The stipulated commissioning items should be completed and problem found in commissioning should be solved by adjusting in cold state and hot state.

in order to soot blower system run safely and stably as per design requirements.To adjust output of decompress station and blow steam to meet design requirements.To check and verify the operating parameter of soot blower system and its equipment meets the requirements of acceptance design..

PROPOSAL

Commissioning of SOOT BLOWER SYS proposed in the following steps.

a) Individual commissioning items of soot blower sys

b) Interlock and protection test for system.

c) Each soot blower individual commissioning at cold state.

d) Each soot blower individual commissioning at hot state.

e) Each fume temperature probe individual commissioning

status

4.0 SERVICES REQUIRED

a) Relative installation and insulation work in soot blower system is

complete.nameplate of equipment should be hung up and

working medium flow direction should be marked on the pipe.

b) For each valve , open and close of valve is flexible,direction

indication is correct and mark is clear.

c) Prior to commissioning the sootblower is to be cleaned of dust

and dirt. All locked parts (e.g. transport securing devices and

angle brackets) are to be removed.

d) The soot blower is to be carefully checked for damage which

might be caused during transport or assembly. Missing and

damaged parts are to be replaced. Checking of electrical parts is

very important.

e) In the workshop the spur worm gear is filled with lubricant. The

residual lubrication work is to be carried out in accordance with

the maintenance manual.

f) The central position of the lance tube in the wall box is to be

checked. Ensured that the sealing elements (sliding plate or

lamella) are easily moveable.

g) The arrangement of the nozzles in the rear end position and at

blowing start is to be checked. On opening the blower valve, the

nozzle head must be far enough in the flue gas pass to avoid

blowing medium damaging the boiler wall. The installation

documents are to be observed.

h) The positioning of the limit switches for rest position and

reversing positon is to be checked for compliance in accordance

with the sketch "Mounting of the limit switches, B2-03" and is to

be readjusted, if necessary.

i) Check whether the sootblower has been wired in accordance with

the binding terminal connection and cabling plans.

SAFETY PRECAUTIONS

a) 吹灰系统试运行指挥机构已组成,操作人员的职责与工作范围已明确 the conduction institution of sootblower system commissioning is constituted,the duty contant and working range of operation staff are nailed down.

b) 吹灰系统在热态调试时,调试区域有明确的标志,无关人员不准进入 。When sootblower system commissioning at hot state , the debugging region with specific mark ,inrespective staff is forbidden

c) 吹灰器在热态调试时,调试人员应在安全距离观察吹灰器工作情况 。 When sootblower system commissioning at hot state ,the working situation of the sootblower should be monitored from safe distance.

d) 吹 灰 器 在 热 态 调 试 时 , 如 有 故 障 应 由 专 业 维 护 人 员 进 行 处理 。 When sootblower system commissioning at hot state,if breakdown, it should be disposed by professional preserving staff.

EMERGENCY PROVISIONS

PERSONNEL :

a) All members of the Test Team and all other persons involved in this Testing Schedule must be made familiar with the contents of the Testing Schedule.

b) Safe access to and adequate escape routes from confined areas must be maintained.

c) The test area will be effectively defined. Access to the test area will be restricted where necessary by use of barriers and warning notices.

d) The test area will be clear of obstructions.

e) Permanent lighting, supplemented by temporary lighting where necessary, must be available to give adequate lighting at all times.

f) All handrails, access stairs ladders, guards and trench Covers must be permanently fitted unless specifically exempted by the test method.

g) Safety clearance certificate will be in forced.

h) First aid box for minor injuries should be available.

PLANT:

a) The test method must be strictly adhered to all times ,SOOT BLOWER SYS in the following circumstances: -

1) By agreement with the working party.

2) On instruction from the Test Team Leader.

b) All the valve, instruments and connected pipe should be clearly identified.

c) Plant safety officer should be present at the test site during test.

d) Agencies working in the boiler area / associated pipeing system are informed about the test / cleared from the test area (As per the actual requirement).

e) All loose materials around the test area are cleared.

STATE OF THE PLANT

a) Service compressed air system has already finished constructing.

b) Soot blower sys pipe has already finished constructing.

c) Valve has been cold finished debugging, to normal use.

d) Soot blower sys protection system has been cold finished debugging, be able to use.

station have been completed, to normal use.

PROCESS PROCEDURE

8.1 Individual commissioning items of soot blower sys

8.1.1 The Long retractable soot blower should be tested to ensure display status and opening of CRT is in accord with actual position.

8.1.2 The Rotating Element Blower should be tested to ensure display status and opening of CRT is in accord with actual position.

8.1.3 The Helical soot blower should be tested to ensure display status and opening of CRT is in accord with actual position.

8.1.4 The fume temperature probe should be tested to ensure display status and opening of CRT is in accord with actual position.

8.1.5 CRT display of each thermal control test point of pressure decreasing valve is correct.

8.1.6 System individual instrument debugging. Checkout of Electrical and I&C measuring,control,protection and alarm loop in system.

8.2 Interlock and protection test for system

8.2.1 Interlock confirmation test for all soot blower condition after MFT action

8.2.2 Interlock confirmation test for pressure adjusting valve controlling air source pressure LP alariming;

8.2.3 Interlock confirmation test for drainage valve start up and shut off condition

8.2.4 Flow meter calibration and low flow alarming test

8.3 Each soot blower individual commissioning at cold state

The first commissioning is to be carried out as follows:

8.3.1 The drive motor is to be isolated from the power supply. The sootblower carriage is to be moved forward about 0.3 m by means of the hand crank or the pneumatic screws; the screws are to be slipped

on to the rear shaft end of the drive motor.

8.3.2 In order to check the direction of rotation of the motor the voltage supply is to be switched on and immediately switched off again, and the direction of movement of the sootblower carriage is to be observed at the same time. When the carriage has moved backwards, the direction of rotation is correct. Otherwise 2 motor lines at the motor terminal box are to be exchanged.

8.3.3 To check the function of the rear limit switch, the sootblower carriage is to be about 0.3 m before the rear end position. When the electric control is switched on, the sootblower carriage immediately reverses in accordance with (2). If not, the voltage supply has to be interrupted and the control is to be checked. When the rear limit switch is now operated manually, the sootblower carriage has to come to a stop. When the limit switch is released, the sootblower carriage finally moves back to the rear end position.

8.3.4 When the front limit switch is checked, the sootblower carriage is to be in rear end position. When the manual start-pushbutton in the switchboard is pressed, the carriage will move forward. After a short travel, the front limit switch is to be pressed manually for a few seconds. Then the sootblower carriage must reverse and move back to its left end position. In case the carriage does not reverse, the voltage supply is to be interrupted immediately and the control is to be checked.

8.3.5 In case of a sootblower plant equipped with sequence control, the entire plant shall be run through automatically after all sootblowers have been individually checked. For further details refer to the description of the electric control.

8.4 Each soot blower individual commissioning at hot state

8.4.1 Put soot blower into operation when of soot blowing pipline has

medium pressure.

8.4.2 After commissioning at cold state, soot blowing pressure must

adjust at hot state. Recommend soot blowing pressure generally

is at the range of 1.0-1.5Mpa. Soot blowing pressure adjuting can

be carried out according to the following steps (this work must be

carried out by the trained person and he must be commissioned.)

Please closely pay attention to the following steps (refer to soot

blowing drawing)

a) Make sure soot blower valve is closed, remove locked screw

and sealing gasket, screw U type pipe or pressure meter of

coil pipe.

b) Move gear box forewards to the position that is enough to

opern valve, and get the first time soot blowing pressure

reasing from pressure gauge, and compare with the setting

value, and then to move gear moving box backwards to the

original position.

c) If needs to rectify soot blowing pressure, first check valve is

fully closed, and then remove locked screw from valve body,

toggle gear type control panel with screwdriver or other tools:

downwards (clockwise) is to decrease pressure, upwards

(counter clockwise) is to increase pressure.

d) After painting heat resistant lubricant material, reset locked

screw, make sure locked screw head has inserted to gear

slot, again operate soot blower and check soot blowing

pressure.

e) If soot blowing pressure still not meets setting value, then

repeat operation.

f) In order to avoid locked screw seizing with valve body, do not

remove locked screw when valve is still at hot state.

( Notice: before reset the locked screw, operation of soot

blower is strickly forbidden.)

8.4.3 After blowing pressure adjustment, to check inner pipe and

valve packing box sealing condition by charging steam to soot

blower several times.

Pay attention to that when soot blower acts, do not press two

sides packing too tight (check motor current).

At beginning period of stroke, condensate water is inevidbale; this

is because packing material leakage of inner pipe packing box

and pipeline ineffective insulation.

If after moving long stroke, there still lots of condensate waer,

then to check wheter pipeline drainage or soot blowing medium

temperature meets the requirements.(at this condition, water

flows out from pipline drainage point should be checked)

If use wet steam to blow long time, then boiler element will be

damaged since hot impacting and corrosion.

Airtighness of soot blower valve and air valve should be checked.

Usually, the first tiem commissioning, debris in pipe may damage

valve base.

8.5 fume temperature probe individual commissioning

烟温探针的调试可参照吹灰器执行。Commissioning of ash and

temperature probe can refer to soot blower commissioning .

  

COMPLETION CRITERIA

a) Each soot blower is in safe and stable operation;

b) Each fume temperature probe is in safe and stable operation;

c) Oulet pressure of pressure decreasing station reaches to the design value

d) Action of interlock and protection in system is correct.

e) Air-proof of system is good and system should be without leakage.
