Action plan
June 27th, Sargassum Summit in Cancun, with the presence of international experts, academics and entrepreneurs from the Netherlands, France and
United Kingdom.
Catalogue sargassum as a natural disaster, and thus, the Natural Disasters Fund (FONDEN), allocates funds to address the situation.
Daily satellite monitoring and from the hotels webcams.
\ i /
Projects for the usage of sargassum: compost to be used in green areas and in the fertilization of golf courses; shoes with sargassum sole; construction materials; obtaining cellulose to produce paper; obtaining biofuel and generating electricity in hotels and cosmetic
use to obtain collagen.
The 800 kms. of marine coastline of Quintana Roo were divided into 9 zones and 2 islands. The cleaning of the beaches will be a shared responsibility: The concessioned beaches will be served by hoteliers; the public beaches by municipalities; and the National Protected Areas by the State Government.
RecommendationsThe destinations of Holbox, Cozumel, Isla Mujeres, Costa Mujeres, Playa Mujeres and Cancun have tourist zones free of sargassum.

MEDIA UPDATE ON SARGASSUM IN THE MEXICAN CARIBBEAN
July 26, 2019
Recent media reports have generalized the Sargassum situation across the State of Quintana Roo
and its many tourist destinations that comprise the Mexican Caribbean, including Bacalar,
Cancun, Chetumal, Cozumel, Holbox, Isla Mujeres, Mahahual, Playa del Carmen, Puerto Morelos,
Riviera Maya and Tulum.
We wish to ensure that the entire industry, travelers and media have facts and the latest
information related to the annual Sargassum season.
Sargassum is a natural, global phenomenon that brings this seaweed to more than 17 countries
each year, typically during May through September, including the U.S., Mexico, Caribbean
nations and several across Central and South America. It helps to replenish nutrients in the sand
and ocean waters that support vital ecosystems.
Sargassum poses no immediate threat to the health and safety of visitors. It is only when ocean
waters or coastlines find themselves overwhelmed with such high amounts that make daily
removal difficult that this natural plant substance can begin to decay and produce a foul smell. It
is often the case that high concentrations occur based on the natural coastal landscape where
coves, ports tend to gather more.
Currently, there are hundreds of beautiful beaches across the State of Quintana Roo's
destinations that have no Sargassum or very limited amounts similar to what you might expect
to find on a beach anywhere in the world. This includes the majority of beaches in Cancun,
Cozumel, Isla Mujeres, Holbox, many some of the most frequented by international tourists, plus
additional of the beaches in other destinations.
Sargassum patterns also change, causingthe seaweed to arrive on some days, and not on others,
depending on the beach.
In cases where Sargassum is arriving regularly, the Government, industry and local communities
are making significant efforts to remove it on a daily basis.
Prevention efforts are also underway. This year, the Government of Quintana Roo carries out the
strategy called "Emerging Protocol for the Attention of Sargassum" in which the 800 kms. of
marine coastline of Quintana Roo were divided into 9 zones and 2 islands. This Protocol seeks to
avoid the arrival of Sargassum to the beach, to maintain the beaches clean and to give sustainable
use to the Sargassum when being collected to be used in sustainable products. This strategy to
contain Sargassum on the coastline and shallow waters forms part of the first group of actions of

Received by NSD/FARA Registration Unit 10/30/2019 9:19:57 PM
the strategy undertaken by the State Government. A second line of actions involves the
containment in open waters where federal and state entities participate jointly.
While some tourists have experienced Sargassum on beaches they visit, it is also important to
remember that between the sporadic arrivals and cleanup efforts, most are still able to enjoy the
beaches, ocean waters or visit other nearby beaches where none exists. Visitors can also enjoy a
wide variety of products and tourist attractions that Quintana Roo has to offer, such as:
archeological sites and vast Mayan culture, impressive cenotes and lagoons where different
aquatic activities can be carried out, eco-friendly camps in the jungle, numerous theme parks
that offer endless activities, international renowned night shows, festivals, sports and
gastronomic events, all-inclusive resorts with luxury services, adventure tours, shopping and golf,
among others.
There have not been significant impacts to international tourist arrivals as a result of Sargassum
in 2019. The last report from Cancun's International Airport (ASUR), showcasing arrivals during
the month of May, reported an increase of 4.15% more international and domestic tourists
compared to the same period last year.
If travelers have questions, we recommend that they contact their travel agent or the hotels they
are planning to visit to get specific details that can aid in their travel decisions. Agents and hotels
especially have real-time information, many even offering live webcams showcasing their
beaches, to help avoid travelers confusing the general Sargassum phenomenon and photos from
ports or other areas not frequented by tourists with the real condition of beaches they wish to
visit.
