Health Care Reform UpdateSince the implementation of health care reform in January, more than 8,000,000 Americans have enrolled in a health care plan nationwide. At Saban Community Clinic, a staff of 26 enrollment specialists and key Clinic staff have been hard at
work over the past six months ensuring that our patients and the larger L.A. region understand their options, the intricacies of the new health care laws and the process they need to go through in order to be covered. We are excited to announce that we have had contact with over 34,000 individuals, enrolled over 10,000 Los Angelenos in a health care plan and answered countless questions and concerns about the different options.
The work to ensure that every individual has access to health care is far from finished.
Over 4.5 million Californians are anticipated to remain without health care. Los Angeles County has one of the largest undocumented
populations in the states, and a higher cost of living than many places in the nation, and will have some of the highest numbers in the state of the remaining uninsured.
In line with our Clinic Mission, to serve as a medical home for the underserved and those who are most vulnerable, we must continue to engage with patients to understand how we can continue to help them. We need staff’s help to collect proper information from patients, and to link to them with appropriate resources, as needed. We thank you all in advance for your continued vigilance in serving the underserved with the upmost dignity and respect.
Message from the Chief Executive OfficerSaban Community Clinic enters 2014 with a stronger commitment to enrich and save more lives. This year, we are looking forward to replacing all our paper
medical records with a new Electronic Health Records system, to be more efficient and to improve the quality of service for our patients. By digitizing our members’ health history, our medical teams will be empowered to collaborate with greater efficiency across our three Clinic locations, proactively detecting and preventing illnesses to keep everyone healthy. The transition process is anticipated to be a challenge to staff, especially in the beginning, as we learn a new way of working.
While having all our employee roles studied for improvements and needed physical space alterations, we ask that staff keep in mind that all the changes are happening for business improvement reasons. Detailed questions about job roles by supervisors are not intended to be personal. Modifications are happening at all levels of the organization and affecting each of our departments. Now is the time to rise above our familiar habits and comfort zones, and truly embrace the transformation of the Clinic.
When working with patients during this upcoming implementation, please note that we are advising all our members to contact our
appointment staff now to see if we can schedule their routine appointments before or after this major shift occurs, happening end of August through end of October 2014. This will help ease the transition into a smoother process for all. Thank you again to all our staff for your commitment to the mission of this organization and being part of this exciting time of change.

Over Twice as Many HIV Tests Performed at SCC in 2013HIV/AIDS is a treatable disease. People living with HIV can have long, productive lives when they receive regular, long-term treatment. Therefore, it is critical for everyone between the ages of 13 - 64 to be tested, to understand their results and to get linked to treatment. In the past year, a generous grant from HIV FOCUS enabled the Clinic to test more than twice as many patients for HIV than in the previous year. All three clinics introduced regular HIV testing in 2013, offering tests to all eligible patients. The campaign was designed to reduce social stigma and barriers to testing by making HIV screening a routine part of preventive health care, with a patient opt-out option rather than opt-in. As part of the program, clinicians provided
counseling, results and linkages to treatment through referrals for positively diagnosed patients.
In 2011-2012, 2,947 HIV tests were performed at all three clinics. From 2013 to March 2014, 6,557 HIV tests were performed, but there is still more work to do. The HIV-positive rate in Los Angeles
County is 1 in 4,000. However, in the community served by the Clinic, the HIV-positive rate is an alarming 1 individual in 1,000. Currently, there are an estimated 59,500 people living with HIV/AIDS in Los Angeles County, 12,881 of whom are unaware of their positive status, and thus not receiving urgently needed treatment.
Our goal at SCC is to test every eligible individual who comes through our doors. Thanks to everyone who contributed to the success of the HIV testing program this past year. We will continue to be vigilant in our efforts to prevent the spread of HIV, to identify HIV-positive patients, and to identify HIV-positive patients, and to link them to long-term medical care.

FEATURED STAFF Interview with Behavioral Health Director PAUL Gore, Ph.D.
Please tell us a little about yourself and your role here at the Clinic.
Paul Gore, Ph.D. - Director of Behavioral
Health has been employed at Saban Community Clinic for over ten years, since its “Los Angeles Free Clinic” days. He runs the behavioral health department and is based at the SCC-Taper site, where he oversees behavioral health services at all three sites. Dr. Gore has a total staff of 27 people, which is comprised of full-time staff, volunteers and practicum interns.
What is the primary function of your department?
The primary function of the Behavioral Health Department is to treat each patient as a “whole person”. This is accomplished through seeing every patient as a unique individual with many complex needs that factor into the health of the entire being. For instance, a person diagnosed with a
chronic medical condition such as diabetes, might be simultaneously suffering with depression and/or an eating disorder. The behavioral health team evaluates both the medical diagnosis and mental condition of every patient seen, and implements a treatment plan with all factors in mind.
Through an Integrated Clinical Model, a model adapted by most major hospitals and health centers today, the Clinic receives some subsidized funding through the County to treat patients through either individual or group counseling sessions in its Clinic facilities.
The Integrated Clinic Model is designed to improve access to quality culturally competent services for individuals with physical health, mental health and co-occurring substance use diagnoses by integrating care within both mental health and primary care provider sites.
What are some tips you can impart for staff dealing with stress?
With the upcoming implementation of electronic health records, and this past
year of health care reform – the Clinic is experiencing more change in a shorter amount of time, than ever before. Some ways of dealing with personal and work stress is centering oneself through deep breathing and centered nonjudgmental focus and awareness.
Carving out time every day, for oneself to reflect and decompress, is a good way to stay in balance with ourselves, emotionally, mentally, physically and spiritually.
Another tip is allowing ourselves to trust in each other’s intentions and abilities. Try trusting your colleagues to have your best interest and the skills needed to navigate these new changes. They might surprise you!
What are some of your personal hobbies or interests?
I really enjoy attending the theater, going on hikes and other physical activity such as running. I like to be outside in nature, and to also travel to new places, when my schedule allows.
