ATHLETE ELIGIBILITY

The 24 highest ranked athletes, on the ITU Aquathlon Ranking as of 3 June 2019 will be allocated one (1) quota place for their NOC,

respecting the maximum quota allocation per NOC per event.

QUALIFICATION PATHWAYQUALIFICATION PLACES

The Host Country is guaranteed two (2) quota places per gender provided that they comply with the eligibility criteria outlined above

If there are less than two (2) eligible athletes in any of the genders, those unused quota places will be added through the ITU Aquathlon Ranking.

Four (4) quota places per gender will be allocated to the invitation and they are made available to NOCs at the ANOC World Beach Games Qatar 2019.

On 10 June 2019, the ITU will propose to ANOC to invite eligible NOCs. The deadline for NOCs to accept the invitation is 24 June 2019. The Invitation Commission will confirm, in writing, the allocation of

invitation places to the relevant NOCs after the end of the qualification period for the concerned sport.

If the Invitation Commission is not able to allocate an Invitation Place, it will be reallocated to the next best ranked NOC, according to the ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC specified above.

INVITATION PLACES

Following the last event of the qualification period, ITU will publish the results on its website (www.triathlon.org/results).

ANOC will inform the respective NOCs of their allocated quota places within seven (7) days of the end of the qualification period.

CONFIRMATION PROCESS FOR QUOTA PLACES

INVITATION PLACES

If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated as follows:

Unused quota place from the ITU Aquathlon Ranking will be reallocated to the next best ranked NOC, according to ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC.

Any unused Host Country Place will be reallocated to the next best ranked NOC, according to the

ITU Aquathlon Ranking, respecting the maximum number of athletes per NOC.

Unused Invitation Place(s) will be reallocated to the next best ranked NOC, according to the ITU

Aquathlon Ranking, respecting the maximum number of athletes per NOC.

REALLOCATION OF UNUSED INVITATION PLACES

All NOCs, which are represented by minimum one (1) woman and one (1) man athlete are eligible toenter one (1) team for the Mixed Relay competition.

All NOCs, which are represented by minimum two (2) women and two (2) men athletes are eligible to enter two (2) teams for the Mixed Relay competition.

BASKETBALL

AgeTo be eligible to participate in the ANOC World Beach Games, athletes must be of the U23 age category and must have been born between 1 January 1996 and 31 December 2003. At least two (2) of the four (4) athletes per team have to turn 19 years or older in 2019.

NationalityAthletes• Must hold the legal nationality of the country

that they represent before 1 January 2018; and

• Must present a passport of that country issued by the competent authorities before the end of the registration period; and

• Subject to Special Cases regulated in Art 6-27

of the FIBA Internal Regulations, may not have previously played for the national team (basketball or 3x3) of another country in an Official Competition of FIBA (see Art. 2-2 of the FIBA Internal Regulations)

Additional IF Requirements:• Athletes must be registered in

play.fiba3x3.com with a confirmed FIBA 3x3 Profile

• Belong to a National Federation of FIBA that organised a minimum of three (3) events of FIBA 3x3 Competitions in their territory in the twelve (12) months prior to 1 November 2018 and hold a valid 3x3 e-learning certification on 1 November 2018.

FIBA will publish the FIBA 3x3 National Federation Ranking on 1 November 2018 and will inform the Qatar 2019 Organising Committee of the allocated quota places.

The NOCs will then have until 30 November 2018, to confirm if they wish to use these quota places, as detailed in the section “Qualification Timeline”.

If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be

reallocated to the next best-ranked team from an NOC not yet qualified according to the section ”Qualification Pathway”.

MEN/WOMENPlease note that, in case an athlete is obtaining results giving him/her several times the right to be qualified (i.e.: World Champion AND Continental Champion), the best international quota shall be

counted first (World Champion title being the highest of them) then continental quota. In such case, the next ranked climber at the unused event benefits for the quota.

IFSC will publish results of the events listed above immediately following the completion of the event on its website. Regarding the World Championships, the IFSC will confirm to the NOCs within seven (7) days) after the completion of the event the quota places they have achieved.

After the end of Bouldering season (or by 15 June 2019 1, even if Bouldering EC scheduled after this date), IFSC will confirm to the NOCs the quota places they have achieved at the World Championships + World Cup Ranking + Continental Events (if any).

The NOCs will then have limited time to confirm to IFSC and the Qatar 2019 Organising Committee if they wish to use these quota places. The deadline which will apply for the confirmation of NOC quotas will be communicated with an official letter

send to NOCs. Please note a strict deadline will apply, probably around 10 days after the NOC receives the letter. The host country quota place is to be confirmed to the IFSC and the Qatar 2019 Organising Committee with the same deadline.

The qualification system is based on a hierarchical order; the importance of the events is specified as following:

1. Bouldering World Championships 20182. Bouldering World Cup Ranking 20193. Continental Events (or World Cup Ranking

2019)4. Host Country quota place

If following the re-allocation, some of the quota places still need to be assigned, the 2018 WCH ranking will be used for this purpose.

CONFIRMATION PROCESS FOR QUOTA PLACES

If a quota place allocated is not confirmed by the NOC within the confirmation date, the place will be reallocated to the next best-ranked athletes not yet qualified at the respective event where the quota place was obtained. A stricter deadline will be applied for the confirmation of reallocated athletes. The deadline will be communicated with an official letter sent to NOCs.

All reallocated quota place need to be confirmed to the IFSC and the Qatar 2019 Organising Committee at least fifteen (15) days before the entries closing date by the NOC.

The host country quota is to be reallocated based on the World Cup Bouldering ranking to the World

automatically qualified in both men’s and women’s competition.

HOST COUNTRY PLACES

In case a Continental Champion is already qualified to the ANOC World Beach Games through the Men’s and Women’s Beach Handball World Championships in Kazan, the slot will be awarded to the best not qualified team from the respective Continental Championships.

In case a Continental Confederation does not organize Continental Championships the slot will be awarded to the best ranked not qualified team from the 2018 Men’s And Women’s Beach Handball World Championships taking place in Kazan.

The Host Country is entitled to a maximum representation of one (1) female athlete and one (1) male athlete.

Should the Host Country qualify through the Continental Championships, World Championships or WKF Ranking as of 1 June 2019, such places will be considered as Host Country Places and will be reallocated according to the process in section the “Reallocation of unused quota places”.

Should the Host Country not qualify through the Continental Championships, World Championships of WKF Ranking as of 1 June 2019, the selection of the Host Country athletes occupying the Host Country quota places must be based on the best position according to the WKF Ranking as of 1 June 2019.

HOST COUNTRY PLACES

Two (2) Invitation Places- one (1) male and one (1) female – are made available to eligible NOCs at the ANOC World Beach Games Qatar 2019, subject to the athletes meeting the required technical level and eligibility criteria defined under the section “Athlete Eligibility”, participate in the WKF World

Championships of Madrid 2018 and be qualified in the Top 100 of the WKF Ranking as of 1 June 2019.

Detailed information on Invitation places will be communicated later.

INVITATION PLACES

WKF will publish the final list of qualified athletes at the latest on 5 June 2019 on www.wkf.net website.

WKF will confirm in writing to NOCs on 11 June 2019 the quota places they have achieved.

The NOCs will then have two (2) weeks until 26 June 2019, to confirm WKF and ANOC if they wish to use these quota places, as detailed in the section “Qualification timeline”.

Four (4) quota places by discipline will be allocated in each of the Continental Championships, corresponding to the one gold (1), one silver (1) and two bronze (2) medals in the results of the tournament, respecting the maximum quota per NOC.

If the athlete has qualified through the World Senior Championships 2018, they will not be eligible to take this qualification place and the corresponding quota will be assigned to the next highest ranked athlete in the WKF World Senior Championships 2018, up to the 9th position (both

9th positions included).

Should quotas still be available for allocation, the final criteria for allocation will be the highest positioned athlete in the WKF Ranking as of 1 June 2019.

Note: Under no circumstances the qualification line will go down beyond the bronzes in the Continental Championships

Upon publication of the final Formula Kite Individual World Rankings before 1 June 2019, World Sailing will send the confirmation of the quota places obtained in accordance with the qualification criteria outlined in Section D above to the respective NOCs, no later than 1 June 2019, 12:00 UTC.

No later than 14 June 2019 12:00 UTC each NOC will confirm to World Sailing the athlete places that they will use.

No later than 15 June 2019 12:00 UTC will World Sailing reallocate all unused quota places.

CONFIRMATION PROCESS FOR QUOTA PLACES

If a quota place allocated is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, it will be reallocated to the highest ranked athlete by name on the Formula Kite Individual World Rankings as of 1 June 2019 not already qualified, and respecting the maximum quota per NOC per event.

After 1 July 2019, and the final reallocation of unused quota, World Sailing will only reallocate an already confirmed quota place if an athlete is withdrawn by his/her NOC. Such replacement will only occur where there are urgent medical

conditions preventing participation of an athlete, or otherwise on a case-by-case basis for exceptional circumstances.

The reallocation in this case will be based on the principles above.

In the interest of ensuring a full playing field, every effort shall be made by World Sailing to fulfil all quota places. Necessary reallocations will be made up until the time of the World Sailing Technical Meetings the day before start of competition.

qualified in the top twenty positions. These slots will be in place of the first Continental slot for the host continent.

HOST COUNTRY PLACES

Following the qualification event, FINA will publish the results on its website (www.fina.org) and inform the respective NOCs of their qualified athletes. The NOCs will have two (2) weeks from the Championship Race to confirm if they wish to enter these athletes, as detailed in the section “Qualification Timeline”.

The top twenty (20) men and top twenty (20) women at the 2019 FINA World Championships in the 5 Kilometer Event will each earn one qualifying slot for their NOC/NF. Each nation may qualify a maximum of two slots in each gender.

The remaining ten (10) slots per gender will be awarded through the Continental Selection process. Each Continent will be awarded two additional slots to be granted to two different NOC/NFs. This selection will be ordered in accordance with placings from the remaining competitor’s finishing the 2019 FINA World Championship 5K. Each nation may qualify a maximum of one slot per gender in this phase so that ten (10) different NOC/NFs in each gender will receive invitations. NOC/NFs will qualify slots and it will be the responsibility of each qualified National Federation to name the athletes to the ANOC Beach Games Qatar 2019 Roster based on the timetable listed below.

WATERSKIThe top four (4) ranked men/women are automatically selected and then the next eight (8) athletes are selected using the last approvedWorld Rankings List. The top athletes would not beconsidered in the one per country restriction buttheir countries would be considered. For example,if the top four (4) athletes were from France, theUSA, Canada and France, then skiers from France,the USA and Canada have been selected but therewould be two (2) skiers from France allowed.

Once the top 10 are selected, the 11th and 12th would either be the next athlete on the list or a substitute to provide Confederation representation.If athletes decline to participate, a substitution is required. The method used is:

• If an athlete declines then he/she can bereplaced by an athlete from the same countryas long as that athlete is rated higher than thelowest ranked athlete in the event, with theexception that the lowest ranked athlete doesnot include athletes selected as substitutes for Confederation representation

• If that is not the case, then the next athlete onthe original list is selected

WRESTLING

All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the ANOC World Beach Games Qatar 2019.

Age Requirements:All athletes participating in the ANOC World Beach Games Qatar 2019 must be born:• On/or before 31 December 2000 (19 years of age)

• Athletes born between 1 January 2001 and 31December 2001 will have to provide a medicalcertificate and authorisation of a parent or legal guardian to UWW

The qualification events are listed in hierarchical order of qualification. For all the beach wrestling competitions that are part of the qualification system for the ANOC World Beach Games Qatar 2019, the NOCs may enter a maximum of three (3) wrestlers per weight category in each style.

Eight (8) Universality Places will be made available to the eligible NOCs at the ANOC World Beach Games Qatar 2019.

The deadline for NOCs to submit their requests is 18 May 2019. ANOC and UWW will confirm, in writing, the allocation of invitation places to the relevant NOCs after the end of the qualification period.

INVITATION PLACES

On 15 May, UWW will publish the results on its website and inform the respective NOCs of their allocated quota places.

The NOCs will then have two (2) weeks to confirm if they wish to use these quota places.

CONFIRMATION PROCESS FOR QUOTA PLACES

UNIVERSALITY PLACES

If an allocated quota place is not confirmed by the NOC by the confirmation of quota place deadline or is declined by the NOC, the quota place will be reallocated in the same weight category to the NOC of the next best ranked athlete, not yet

qualified, and respecting the maximum quota of one (1) athlete per NOC per event.If a weight category counts less than eight (8) athletes and the quota place has to be reallocated, it will be reallocated to the Universality.
