QATAR’S ECONOMIC POLICY

Laying the foundations for a competitive, diversified, knowledge-based economy

Qatar’s economy is one of the region’s strongest and one of the world’s most promising economies. Qatar has

maintained balanced growth rates despite global challenges. The country’s GDP grew by 2.5% in the first quarter of 2017 compared to the first quarter of 2016.

Over the past few years, Qatar has succeeded in reinforcing its economic standing on the world map, in accordance with the policies adopted by His Highness the Emir, and in line with the Qatar National Vision 2030, which aims to lay the foundations for a diversified and competitive knowledge-based economy.

Qatar recognizes the importance of balancing its economic policies which aim to create a diversified national economy while strengthening its natural resources and wealth. As such, Qatar succeeded in adopting an integrationist approach which made the contributions of the non-hydrocarbon sector to the GDP reach more than 70% in 2016.

In addition, Qatar continues to focus on the energy sector as an important source of national revenue by working towards increasing natural gas production levels to reach 30%, which reinforces Qatar’s position as the biggest producer and exporter of LNG in the world.

These systematic economic policies have contributed to supporting all of the state’s sectors so they become an active partner in reinforcing the national economy and enhancing the investors’ trust in it.

In this context, Qatar provides a promising investment environment in the most important sectors for the national economy and has accompanied it with an administrative and legislative system that motivates business. This environment is characterized by:

investment to vital sectors of the economy, including issuing a set of new commercial laws, facilitating the process for obtaining licenses for establishing business centers, and licenses for commercial businesses, and giving special privileges to international investors who wish to invest in Qatar.

2. Advanced Business Environment

Qatar is ranked 2nd globally for its stable macro-economic environment and 18th globally in the 2016 Global Competiveness Index, largely due to its policies which have created an advanced business environment. These policies include adhering to all trade agreements, implementing flexible economic policy to facilitate business and investment, and giving special privileges to non-Qatari foreign investors, allowing them to provide up to 100% of capital for any project, and exempting them from income tax for up to 10 years.

3. Promising Investment Opportunities in various sectors

Qatar’s adoption of open economic policies and diversified economy has made the investment environment more attractive by launching important partnership projects between the private and the public sectors and providing promising investment opportunities in various sectors, including logistics, food security education, health and sports.

4. Developed Infrastructure

Qatar has increased government spending on infrastructure projects with the aim of strengthening the competiveness of Qatar’s economy on the regional and international levels. Its major infrastructure projects include Hamad Port, Hamad International Airport, Doha Metro, development of a dynamic road network, high-quality logistical areas, and financial centers.

Bukhari is singularly credited for propelling SATCO to its current position, while climbing the leadership ladder himself from a sales executive to its Managing Director.

Bukhari’s passion did not allow him to be complacent even after leading SATCO’s rise to prominence. He went on to establish a number of other successful organizations, renowned among which are Henkel Polybit Ltd, Choice Group, and H.P. Industries in Qatar.

On this occasion of Qatar’s National Day, we sat with him to have a peek at the company’s 35-year journey and his personal experience of living and doing business in Qatar.

“It’s my 32nd year in Qatar, but I feel like it’s just the beginning and that we have a long way to go,” he begins.

“Our growth reflects the growth of Qatar itself. From a small shop of building materials, we are today an organization with over a dozen full-fledged divisions each a specialist in its respective area. Due to our vast products and services portfolio, we have been part of almost every major infrastructure development project undertaken in Qatar over the past 30 years.”

Bukhari asserts that the distinguishing feature of his organization is their commitment to excellence, which is in turn brought about by their passion for what they do.

“We have a passion to be the best, the passion to lead, the passion to pioneer. Profit is not our goal; our goal is being number in quality and customer satisfaction. Whatever business we are in, we want to bring the best and the latest solutions and technologies applicable and suitable for this land and environment in the most cost-effective ways.”

Bukhari is more proud of being a resident of Qatar than his entrepreneurial achievements in

the country. He says his heart beats for Qatar although his soul remains in India. He cites the warmth, open-heartedness and generosity that the people and the government of Qatar have afforded him as reasons for that pride.

“I am proud as a resident of Qatar, and I have all the reasons and rationality behind that pride. Ever since setting foot on this soil, I have never ever felt – or been made feel – that this is somebody else’s country. I am a proud Indian. I was given the identity and the values by India. Qatar has given me the acceptance, the sense of belonging, the freedom and the opportunities essential for nurturing my potentialities wholeheartedly. It was this love that essentially enabled me to utilize my talents, realize my potentials, and explore my opportunities.

“I would like to believe I am not the only one Qatar has offered these blessings…they are and have always been available for all people irrespective of their nationality. This is the beauty of Qatar. It is a modern country with its own system of values, virtues and humanity. It’s a place where there is no discrimination on the basis of nationality, religion, caste, creed or color, which can be found in so many other places.

“Qatar has always been a country with the utmost goal of peace and prosperity for itself and other nations. Safety and security here are the best in the whole world. Law and order is perfectly maintained. Growth opportunities are one of the best. I came here as a sales executive. Today I own multiple companies. You can imagine the opportunities that Qatar can afford to individuals who want to bring out the best of themselves.”

Bukhari maintains that on top of these advantages, Qatar offers a host of free services to all and sundry without taxing a penny.

“Other countries do provide these services, but at the cost of heavy taxes, which at times exceeds 35% of your income. When I speak with westerners who have not visited Qatar that there are no taxes in this country, they get shocked, arguing it is simply impossible. Yet, here we are in Qatar getting all the security, health, education, entertainment and infrastructure facilities without paying any taxes.”

On sharing some of his secrets to success in business and in life, Bukhari says one should enjoy the journey more than the destination.

“For me, success is not important, the journey towards it is. You succeed and fail every day. If you do not enjoy the journey, success will not mean much to you and failure will be everything. I believe failure is not the opposite of success. The opposite of success is quitting. When you quit, you fail. As long as you have not quit, you are simply covering the distance between you and success. That is why I make sure I put in all my energy and make the journey – the process of not quitting – as enjoyable and beautiful as possible.

QTerminals, a port operating company, was established by Qatar Ports Management Company (Mwani

Qatar) and Qatar Navigation (Milaha) to manage the first phase operations of Hamad Port in Qatar. The company recently appointed Neville Bissett as its Chief Executive Officer. A veteran in port operations management, Bissett is upbeat about the potential of Hamad Port to develop as a key player in the local, regional and international trade. Gulf Times sat with him to have an insight into the port’s present standing and future possibilities. Excerpts from the interview:

GT: Having worked in various ports from Europe to South America and also in the Middle East, what do you think is unique about Hamad Port?

NB: Hamad Port is one of the largest projects in the Middle East, and has the advantage of being a brand new development with the latest and most technologically advanced equipment, facilities, and services. This means that there is significant room for growth and innovation. As the operator of Phase 1 of Hamad Port, QTerminals is in a unique position to assume responsibility from the start to enable stronger maritime trade and to stimulate economic growth locally, regionally, and internationally. On a personal level, I am grateful and honored by the confidence shown in me by H.E. the Minister of Transport and Communications Jassim Saif Ahmed Al Sulaiti and our Board of Directors, and I am excited by the opportunities and prospects that QTerminals and Hamad Port have to offer.

GT: What are the strengths and opportunities of the new port?

NB: Hamad Port offers a number of exciting opportunities at local, regional, and international levels. As a full service port with state-of-the-art facilities and services, Hamad Port is capable of handling significantly larger volumes than before of both gateway and transshipment cargo, therefore effectively supporting and contributing to the World Cup 2022-related projects, Qatar National Vision 2030, and to the economic growth of Qatar in general. QTerminals was established to provide consistent, quality services to its clients and enable smoother trade flows.

GT: What are the strategies being thought about or the measures in the pipeline to make the port a global hub?

NB: Hamad Port has attracted significant interest from main line operators and the world’s largest shipping companies, which are seeking to enter and grow in the Qatari and regional markets. The transition from Doha Port to Hamad Port has led to an increase in containerised and general cargo trade into and through Qatar due to the expanded facilities, higher productivity, and efficient use of capacity in the port. Whereas Doha Port was used as a feeder port, meaning that it handled cargo generally for local consumption, Hamad Port is seen as a hub port, which means that it now handles both local and regional cargo and, going forward, will handle increasing volumes of international cargo.

GT: How competitive would Hamad Port be vis-à-vis Jebel Ali and in view of Abu Dhabi’s proposed container freight station?

NB: As in any business, competition in ports is healthy and welcome as it ensures the highest levels of service are offered to clients and end users. Jebel Ali is a mature port that has been operational for nearly 40 years. On the other hand, Hamad Port is new, but has already proven its competitiveness with its already-high and continuously improving productivity; extensive warehousing & logistics facilities; and the availability of excellent supporting infrastructure. Over the longer term, Hamad Port will grow in terms of size and capacity and will have a strong international presence in the ports community.

GT: Given the current Gulf crisis, how soon Hamad Port can achieve the optimum utilization and by when it can achieve the break-even?

NB: Shortly after the crisis started, QTerminals and its shareholders, together with Qatar’s supply chain, logistics, and transportation stakeholders made immediate operational and process changes, and quickly adapted to the new situation in order to ensure that Qatar was impacted as little as possible. I believe this reflects the agility, efficiency, and expertise of the entire maritime and transport community in Qatar. The investments made to launch and expand Hamad Port have been substantial, but we have a robust growth strategy in place to ensure that we continue to expand our business in alignment with shareholder interests while providing the highest levels of quality service to our clients.

GT: What is your view on PPPs in the port sector? Which areas have the potential to offer PPPs?

NB: Public Private Partnership projects have proven to be a successful way to generate private investment in infrastructure, especially ports. A significant number of ports worldwide have been built and continue to be built through PPPs, mainly through the BOT (build/operate/transfer) model. Generally speaking, once the appropriate controls and the enabling and protecting legislation are in place, PPP projects can accelerate the delivery of large scale infrastructure, such as trade and passenger hubs, large scale transport networks, and public utilities.

GT: There have been reports that without cooperation among the GCC countries, many Gulf ports may show overcapacity and be subject to pressure in the medium to long term. What is your comment on this?

NB: There are two main types of ports in the Gulf region: feeder ports, which handle local cargo, and hub ports, which handle local, regional and international cargo. World trade is cyclical, but has shown a generally upward trend since 2008. This, along with growth in the regional economies, means that there is sufficient business to keep Gulf ports busy. However, if regional ports rush to expand capacity, then in the medium to long term overcapacity pressure is bound to occur.

It was at this time that I realized great opportunities exist in Qatar. I moved to the USA and started exporting engineering and technology products and materials to Qatar. So you can say

I was encouraged by the great progress that Qatar has been making over the years, and thus our success is in part a result of the great opportunities that Qatar stands for.

“Qatar is home to one hundred and eighty different nationalities. I regard Qatar as the land of opportunities. For any supply solutions company the important factor to get motivated every day is seeing cranes in operation. In Qatar they are countless. In the past 13 years, we have grown beyond our expectations and I am 100% satisfied with doing business in Qatar.

On his plans and expectations for the near future, Sathya says his organization’s main objective is to support Qatar in its National Vision 2030 and play a considerable role making the World Cup 2022 the most prestigious event of all time by supplying the world’s best products and solutions at the most competitive cost. BOOSTING SMEs

As part of its efforts to establish a diversified and competitive economy, Qatar has launched wide ranging initiatives in recent years aimed

at boosting small and medium enterprises (SMEs) to enhance their contribution to the national economy.

Through the Ministry of Economy and Commerce (MEC), Qatar has launched pioneering initiatives, such as the establishment of four low-cost storage areas that provide the market with about 2 million square meters of storage space at competitive prices to suit their demands.

The (MEC) has studied several economic sectors, evaluated their competitiveness and submitted to relevant authorities proposals related to activating fair competition mechanisms, encouraging investors, facilitating procedures for activating projects, removing barriers to market access and breaking the monopoly.

The Ministry’s efforts have paid off, boosting Qatar’s rankings in various international reports. Qatar was ranked second in the world in terms of providing a stable macroeconomic environment, eighth in the world economic performance index and 18th in the 2016 Global Competitiveness Index.

The issuance of the new Commercial Companies Law has helped in the establishment of small and medium firms by cancelling the minimum capital requirements to establish limited liability companies.

The law boosted a large proportion of companies established by small investors and entrepreneurs.

The MEC also launched the “One Stop Service for Investor” program, which has simplified and expedited the procedures of all start-up transactions for investors and businessmen. This move also stimulated the private sector by overcoming the obstacles facing them.

In an effort to improve and develop the business environment in the country, the MEC in cooperation with the Ministry of Municipality and Environment has launched an initiative to identify and facilitate the procedures of construction licenses for business centers.

The move also supervises the implementation of stimulus projects and enhances the participation of the private sector in the economic development projects in the country.

In the same context, four logistics areas are being established to meet the shortage of storage space by providing 8 million square meters to cover the need of SMEs and secure logistical services.

These initiatives have benefited SMEs and start-ups considerably and are expected to further boost the private sector to inject larger investments in this SME sector.

Establishment of SEZs and FEZs

Recognizing the success of free zones in attracting the best human capital and improving FDI inflows, the government of Qatar has established new special economic zones (SEZs), as well as a flagship business incubation center that has already had a significant impact on the local start-up landscape.

Science and Technology Park, was established in 2005 and formally launched in 2009, offering incentives including foreign investor tax and Customs duties exemptions, and relaxed Qatarisation quotas.

The 45,000-sq-metre park has a number of tenants working in the fields of energy, health sciences, environment and IT, including Shell, Cicso, GE, Microsoft, Rolls-Royce and Tata.

QSTP has also played an active role in fostering entrepreneurship through start-up training programs, including its technology, innovation and entrepreneurship, corporate research, innovation management, intellectual property and academic research programs.

Financial support for new businesses is provided through initiatives such as its Proof of Concept Fund, which is allocated to Qatar-based researchers that are developing innovative and commercially viable concepts, and the $30m New Enterprise Fund, which offers start-up capital to registered tenants.

Special Economic ZonesIn 2011 the state launched Manateq to provide

the necessary infrastructure, services and policies required to support SME growth.

Manateq has been assigned the responsibility to develope three SEZs offering the same benefits and exemptions as the QTSP. These include Ras Bufontas, located near Hamad International Airport; Um Al Houl, located near the new Hamad Port; and Al Karaana, located between Doha and Abu Samra.

Ras Bunfontas Special Economic Zone’s strategic location adjacent to Hamad International Airport turns it into a commercial destination in the Gulf region. The world-scale project is an advanced technology and logistics economic zone spread over a 4.01 km² area.

Um Alhoul is a 33.52km2 Light Manufacturing Zone adjoining the New Port. It has a maritime industries cluster, a downstream metal cluster, a plastics & specialty petrochemicals cluster, a building products cluster, a food processing & packaging cluster, a transportation & automotive cluster, and a tools & machinery cluster. In addition, it offers light industrial and warehousing facilities.

Qatar’s third SEZ is the38.43 km² Al Karaana Specialized Industries and Logistics cluster. Situated half way between Doha and Abu Samra, this special economic zone targets building materials, machinery and fabrications, safety and maintenance, specialized warehouse/logistics and specialized spill-over industries.

QDB InitiativesSince its establishment, the Qatar Development

Bank has played a major role in promoting the localization of industry in Qatar.

QDB has partnered with various entities involved in implementing development projects in the country to help include Qatari manufacturers in the supply chains accredited by the authorities that undertake development projects in the country.

QDB efforts have centered on increasing dependence on the local industrial sector; boosting the capacity of the Qatari manufacturing units and the share of Qatari products; enhancing the participation of local factories in development projects; encouraging existing investors to establish new factories; and convince new investors to invest in production and manufacturing areas that meet the requirements of current and future state projects.

With a financing portfolio of QR7.5 billion, QDB is committed to financing all projects that contribute to boosting the local economy and provides training, consulting, logistics and export services.

In this regard, QDB has launched various initiatives and programs:

‘TA’HEEL’In cooperation with the Public Works Authority

(Ashghal), QDB has launched the qualifying initiative TA›HEEL, which seeks to adopt the products of local factories and provide more opportunities to Qatari manufacturers to participate in the implementation of Ashghal›s existing and future construction and engineering projects.

Launched on the sidelines of the second edition of the ‹Buy Local Product› exhibition recently, the initiative aims at encouraging more local investors to establish new manufacturing units that contribute

to state projects, depending on Qatari capacities, resources, industries and human resources.

Covering eight major sectors, including food, paper, medical, chemical, electrical, machinery and automotive, rubber and plastics, and metals, TA›HEEL has helped boost investments by simplifying the process of licensing projects, giving a wide range of privileges to the investors like issuing licenses within 72 hours and procuring visas quickly.

Data indicate that the number of industrial establishments reached 723 facilities in 2017, while the production of local industries ranges from 30 percent to 35 percent of the products consumed in the state

‘TASDEER’Since its launch in 2011, the Tasdeer export

promotion program by QDB has helped Qatar’s non-oil exports to reach 14 percent of the total exports. The export rate before the program did not exceed 6 percent.

While 250 SMEs have access to a large number of markets and established a solid footprint, QDB seeks to increase the sector›s contribution and introduce new knowledge-based industries.

TASDEER has facilitated the participation of exporters in international exhibitions and allowed them

to participate as a group within the Qatari pavilion held in local, regional and international exhibitions.

TASDEER program organizes meetings between Qatari exporters and international buyers after studying the target markets.

‘Own a factory within 72 hours’Own a factory within 72 hours in Qatar is another

successful program that has boosted manufacturing in the country. A one-stop initiative in which 250 investment opportunities were offered in the industrial sector, the initiative witnessed a huge turnout of 9,349 investors.

The 250 investment opportunities in the initiative attracted a large number of investors, especially the food industry with 3,168 investors, whereas the number of registered investors in the mineral industry touched 1,334, paper 1,086, rubber and plastics 941, chemicals 826, medical 710, electrical 732, and machinery and vehicles saw 552 investors.

The percentage of Qatari investors registered for investment opportunities through the initiative was nearly 85 percent. There were also more than 3,000 investors from 52 countries who applied for investment opportunities.

Qatar’s economic diversification drive ensures steady growth

Ensuring a sustainable economy beyond hydrocarbons

An essential ingredient of Qatar National Vision 2030, economic diversification and non-energy growth are top priority areas for the sustainable development of Qatar.Although oil and gas will continue to play a key role in the Qatar’s economic growth, the ideal development model would be a balance between an oil-based and a knowledge-based economy.

The government of Qatar has been working to create this balance by expanding and boosting the non-energy sector growth and gradually reducing the share of hydrocarbon industries.

Qatar plans to achieve considerable growth in non-energy sectors through a wide range of initiatives that include encouraging private sector participation, creating opportunities for foreign investment in non-energy sectors, liberalizing foreign ownership and investment regulations, enhancing capital markets, encouraging financial investments, helping local entrepreneurs and maintaining overall competitiveness of the Qatari market.

Creating Opportunities for Foreign and Private Investment

Qatar’s sizeable oil and natural gas reserves have underpinned its rapid economic growth over the past two decades. Home to the world’s largest non-associated gas field, the country is the world’s fourth-largest producer of dry natural gas and the largest producer of liquefied natural gas, with hydrocarbons revenues forming the bulk of national income as a result.

Although the drop in global energy prices has impacted export revenues, rigorous economic diversification drives in recent years have paid dividends, and in 2015 non-hydrocarbons growth reached 7.7%, compared to a 0.1% contraction for hydrocarbons growth during the same period.

As the country actively seeks foreign and private sector investment, the development of its retail and manufacturing sectors will help shore up its economy and present excellent opportunities for foreign investors.

The country’s economic diversification strategy continues to create foreign investment opportunities, especially in its burgeoning retail sector. The country’s financial sector has continued to evolve; Islamic banking in particular has witnessed significant progress.

With its retail market expected to grow at a CAGR of 9.8 percent, reaching USD 284.5 billion in 2018, completion of key projects will further boost the retail environment.

Boosting Non-Energy Growth

Qatar continues to benefit from its position as a critical energy supplier to a number of countries worldwide. Export revenues in 2016 were dramatically affected by falling oil and gas prices, while the state’s import bill continues to rise as a result of major infrastructure construction and rapid population growth.

Declining export revenues have also seen foreign direct investment (FDI) outflows drop as major state-owned corporations underwent significant restructuring. These challenges have been a boon to non-energy growth and diversification. Domestically, FDI showed a sharp turnaround in 2016 as ongoing

liberalization, including the establishment of new special economic zones and improved access to financing, further bolstered non-energy growth, particularly in the small and medium-sized enterprise (SME) segment.

The Qatar Stock Exchange (QSE) has also benefitted from several emerging market upgrades on major global indices, which should help keep domestic markets on a growth path in coming years.

Speeding up LiberalizationSteady, state-centric development and economic

diversification are key priorities of the country’s economic development plan, and this has been reflected in many recent legal reforms and business promotion initiatives launched by Qatar.

Today there are several opportunities for international companies looking to establish Qatari operations. One option is the Qatar Science and Technology Park (QSTP), which offers incentives for entities physically located in the park, including corporate income tax and Customs duties exemptions.

In addition, the Qatar Financial Centre (QFC) has its own tax regulations and rules that apply to activities undertaken by entities established in the QFC. Besides, three other special economic zones – Ras Bufontas, Um Al Houl and Al Karaana – are nearing completion and offer the same incentives as QSTP.

Encouraging Financial Investment

Foreign investment in the banking, insurance and real estate sectors has been permitted since 2004, while the QFC allows major financial institutions and other multinational corporations to establish offices with 100% foreign ownership. All profits may be remitted outside of Qatar, although the QFC does not consider itself an offshore center, free zone or property development company. Every QFC-registered company pays 10% corporate tax on locally sourced profits, one of the lowest corporate tax rates in the world.

By the start of 2016 a total of 188 companies were licensed to operate in the centre – 66 in regulated financial services, 83 in professional and business services, and 39 in investment and management services, up from 165 firms in total in 2013.

Private Sector Financing In addition to offering support for start-ups and

entrepreneurs at QBIC, Qatar Development Bank is also active in improving access to finance for a growing segment of private sector businesses, with a particular emphasis on SMEs. QDB’s Al Dhameen program, for example, assists start-ups and existing companies with obtaining funds for establishment and expansion within the agriculture, fisheries, livestock, non-oil mining, wholesale retail trade, financial, insurance and real estate sectors.

Although Al Dhameen does not offer direct financing, it does issues guarantees to 14 partner banks for 85% of the project’s total finance value up to a maximum of QR15m ($4.1m). Eligible projects include any Qatari SME or any joint venture with a foreign investor, provided annual turnover does not exceed QR30m ($8.2m). Al Thani introduced reforms permitting up to 49% foreign ownership of Qatar-listed companies. As of July 2015 foreign ownership of QSE shares stood at around 7.5%, according to data from the bourse, much of which is held by GCC nationals and local expatriates. Further amendments were rolled out in March 2015 when the Qatar Central Securities Depository announced it would treat all GCC citizens as Qatari citizens in terms of share and company ownership limits.

Incubating Fledging Businesses

In 2014 Qatar Development Bank (QDB) partnered with the Social Development Centre to launch the Middle East’s largest business incubator, Qatar Business Incubation Center. The mixed-use incubation facility aims to promote local enterprises and align new businesses with Qatar’s requirements for major development projects, including the 2022 FIFA World Cup and the broader Qatar National Vision 2030 infrastructure development program. It offers training, mentorship, networking and investment opportunities, as well as legal advice and two years of rent-free office space.
