task forcePriority 1: Energy TransitionKey Initiative: Ensuring the case for continued UKCS exploration is made

Tasks

❑ Compile and publish Phase 2 information packs:

o ‘Investing in a low-carbon future’

o ‘Essential geoscience skills for a low-carbon future’

❑ Continue to promote Phase 1 (2020) publication ‘Exploration in a

low-carbon future’ to all relevant stakeholders

❑ Develop and execute communication/engagement plan on above

Tasks

❑ Implement updates to JOA Standard Agreement to reflect the

Innovate Licence

❑ LARRY and Marks Scheme: ensure recommendations are

considered and implemented by OGA ahead of 33rd Licensing

Round. Assist in delivery of a new licensing system covering oil

and gas and CCUS if sanctioned

❑ New licensing portal

❑ Marks scheme update and inclusion of CCUS

❑ Guidance Update

❑ Inclusion of checkpoints for alignment with net zero

❑ Continue to support BEIS licensing review process

Standard JOA

• Alignment with Innovate Licence. OGUK (Tracey Keith) liaising with Operators Legal

Committee (OLC) to effect changes. Kick off meeting 17/3/21 with TFG volunteers to

agree ToR and timeline.

• TFG Volunteers – Cairn, Neptune, Chrysaor/Harbour, Total, C. Percival, BP – potential

review capacity.

• Way Forward – Update JOA to reflect Innovate Licence. Expectation is that JOA is to

be signed within 6 months of licence award.

Promote & encourage collaborative commercial behaviours

LARRY & Marks Scheme

• Questionnaire distributed and results compiled

• Results discussed with OGA to implement changes and update

guidance – on hold pending BEIS review

• BEIS review of Oil & Gas Licensing focussed on alignment with

net zero target. Results published in Energy White Paper December 2020

Tasks

❑ Communicate data release issues to all stakeholders

❑ Identify and promote additional data types to be included in NDR

o Seismic field data and merged navigation datasets

o Production data (by well & reservoir)

o Static and dynamic field models

o Consider what is needed for emergent CO2 storage industry

❑ Communicate issues & opportunities from industry to NDR via

NDR steering group

Key Stakeholders

exploration

task force

Task: Communicate data release issues to all stakeholders

o Information and Samples

o Successful campaign filling holes in the database

o Seismic field data

o The process of the release is described

o Working well for proprietary data

o Direct contact with multi-client data owners remains quickest

route

o NDR in transition

o From Schlumberger (CDA

contract ) to OGA and Osokey

Ltd.

o Handover due mid 2021

o Critical part element to the OGA Digital Energy Platform

o NDR as part of OGA Digital Energy Platform

o The Digital Strategy is designed to support MER UK and Energy

Transition

o Should we broaden the nature of the data within the NDR

making it a more valuable repository for the future ?

o Or is the Digital Energy Platform to interrogate the existing

data ?

Facilitate data release & support development of best in class NDR

task force

Task: Identify and promote additional data types to be included in NDR

o Supporting MER UK and Energy Transition

o MER

o Seismic field data and merged navigation datasets

o Continue to press for more data

o Geological data

o Fundamental biostrat. data and reports

o Petrographic reports

o More geochemical reports

o Energy Transition

o The offshore wind industry may benefit from

o Site and pipeline route surveys (inc. environmental studies)

o Geotechnical surveys completed for subsea infra-structure

o Any emergent CO2 storage industry will need to know the

dynamics of the sub-surface

o Production data (by well and reservoir)

o Static and dynamic field models

o Fields that saw CoP since 2018

o Should models from fields closed down earlier be

requested ?
