The Department of Interior and Local Government in Cen-tral Luzon reinstated Mayor Sylvia Austria to the town hall here late Monday afternoon on the strength of a 60-day status quo ante order (SQAO).

On top of the SQAO is-sued by the Commission on Elections Second Division, the said offi ce issued a preliminary injunction which empowers Austria to stay in offi ce over the said period.

At the municipal police station shortly before 5 p.m., DILG-3 assistant regional di-rector Jay Timbreza and coun-sel Atty. Jackie Paulino hand-ed to Austria the agency’s rec-ognition of her as town mayor based on the SQAO “to pre-vent political impasse in the municipality and ensure that delivery of basic services to the people remains unham-pered.”

Esquivel was installed on Dec. 22, 2020 after the Re-gional Trial Court Branch 87 ruled in favor of his protest of Austria’s victory in the 2019 race.

Austria, however, brought the case to Comelec which subsequently issued the SQAO on Jan. 12, directing Esquivel to peacefully turn over the mayorship to Austria.

In the latest order, the Comelec division presided by Comm. Socorro Inting said it found merit on Austria’s peti-tion after seeing “great irrepa-rable injury” if the RTC orders were not stopped until the is-sue is resolved.

BACOLOR, Pampanga -- At least 280 residents here re-ceived fi nancial aid Monday from the joint eff orts of the Department of Social Wel-fare and Development and the 3rd District Congressional Offi ce.

Under the Assistance for Individuals in Crisis Situation program of the DSWD, each of the benefi ciaries received some P3,000 to P5,000 in as-sistance.

CABANATUAN CITY – A “well-off ” farmer, reportedly involved in quarry operations, was killed by two unidentifi ed men in Barangay Mayapyap here at around 6:15 p.m. Tuesday.

Police identifi ed the victim as Norman Garcia, 54, married and resident of Baragay Sapang, also of this city.

Investigation disclosed that Garcia, who allegedly operates a quarry site in Gen. Natividad town, was driving a black SUV (CBF 3566) when fi red at by the “casually walking” suspects using hand guns.

The suspects then drove a motorcycle and sped off towards Mayapyap Sur here, investigation also showed.

“The victim sustained gunshot wounds in diff erent parts of his body,” a police investigator reported. He was rushed to Premiere Medical Center, a few kilometers away from the crime scene, for treatment but was pronounced dead upon arrival by an attending physician.

Nueva Ecija police director Col. Jaime Santos said probers were collating CCTV footage as they conduct further investigation of the case.

Sinabi ni Gov. Albert Garcia na ang dumating ay 142 vial ng AstraZeneca na ang bawat vial ay may 10 doses at may kabuuang bilang na 1,420 doses.

“Ikinagagalak ng inyong lingkod ang malugod at walang alinlangang pagtanggap ng ating mga medical frontliners sa bakunang unang dumat-ing sa ating lalawigan. Ang ibig sabi-hin nito ay nauunawaan nila ang ka-halagahan nito para sa kanilang kalig-tasan at ng kanilang buong pamilya,” sabi ni Garcia.

Ayon sa governor, may 5,000 med-ical frontliners sa Bataan at inaasah-an niyang darating din agad ang ka-kulangang bakuna hindi lamang para sa mga medical health workers kundi maging sa iba pang sektor.

“Muli kong hinihimok ang mga kap-wa ko Bataeñ o na makiisa upang ma-lubos natin ang kapakinabangan ng oportunidad na ito. Napatunayan ng mga duktor at eksperto na ang baku-na ay ligtas at epektibo upang tuluyan nang mapuksa ang pandemya,” paha-yag pa ni Garcia.

FORT RAMON MAGSAY-SAY, Nueva Ecija - The Phil-ippine Army’s 7th Infantry Di-vision based here kicked off its vaccination rollout against the coronavirus disease with the inoculation of two rank-ing medical frontliners at the camp hospital on Tuesday.

Fort Magsaysay Army Station Hospital acting com-manding offi cer Major Veron-ica Lim, and dental detach-ment commanding offi cer Lt. Col. Stevens Navata were inoculated in simple ceremo-nies at the 7ID covered court.

The ceremonial vaccina-tion was witnessed by pro-vincial health team leader, Dr. Edwin V. Santiago of the Department of Health, Nue-va Ecija; Dr. Josefi na Garcia Provincial Health Offi cer II; Dr. Evelyn Abesamis Devel-opment Management Offi cer IV; and, the commander of the 7th Infantry “Kaugnay” Di-vision, Major General Alfredo V. Rosario Jr.

The vaccination for the FMASH and frontline person-nel will run from March 9 to March 11, 2021.

Major General Rosario Jr. emphasized the impor-tance of the medical front-liners’ responsibility to take good care of their health to better perform their tasks and obligations for the people.

“We cannot aff ord to be the ones spreading the virus because we, along with our medical frontliners, are the last line of defense against this pandemic. So, be thank-ful that the government prior-itized our protection, and let’s make use of what is available that can immunize us against the virus,” Rosario said.

“Getting inoculated against Covid-19 symbolizes our commitment to protect the people. By doing so we will be able to conduct our military operations with less danger of contracting a deadly virus,” he added.

Forgive us...as we forgive is as good as saying “Do not forgive us if we ourselves cannot forgive.” If we don’t mean that, I suggest we do not say it because God will take us seriously.

And so, how do we explain Jesus’ answer to Peter’s question, “How many times should I forgive?” I think what he meant was, “It’s really up to you.” I imagine God saying, “Do you want me to ask you the same question, ‘My child, how many times should I forgive you when you sin against me? Your answer to my question will be my own answer to your question.’”

It is obvious that there is no limit to God’s forgiveness. It is we who set a limit to God’s power to forgive us when we ourselves set limits to our capacity to forgive others.

There is an old song by Basil Valdez entitled “Gaano kadalas ang Minsan?”, which seems to me to be concerned about the same issue. In Tagalog it says,

“Gaano kadalas ang minsan mo akong saktan

Kahit minsan lang sa’kin para bang walang katapusan

Gaano kadalas ba ang puso’y namamatayGaano kadalas, gaano kadalas ang

minsan?”

The song dramatizes the experience of pain and betrayal in the context of love. I tried to translate it into English and here’s my rough approximation of what the song is saying:

“How often are you entitled to hurt me sometimes,

When sometimes can mean forever?How many times does the heart die?How often? How many times is sometimes?”The question implies how diffi cult it can be

for some people to forgive, especially when the hurt is so deep. They say you can only be hurt deeply by someone you have loved just as deeply.

And maybe because people often try to justify their shortcomings with the saying “To err is human,” the off ended party is also inclined to use the same logic and say, “To forgive is divine, but unfortunately I am only human.” Young people nowadays would say, “Tao lang po.” It is the simplifi ed version for the more lyrical Tagalog saying, “Sapagkat kami ay tao lamang.”

Today, Jesus is teaching his disciples something very basic: To err is human, but TO FORGIVE IS ALSO HUMAN! No doubt, it is divine, but are we not supposed to be created “in the image and likeness of the divine”? Is Christian life not about the vocation to grow into “sons and daughters of God?”

So how do we know that we are growing into who we are called to be? When we stop putting a limit to our capacity to forgive. To be followers of Jesus means to share both in his divinity and his humanity. Because we are human, we must learn to ask for forgiveness seventy times seven. But because we are also divine, we must also learn to forgive seventy times seven.

The dried roots render a golden essential oil from steam distillation process. It emits fresh and powerful aroma of pungent damp soil.

Hippocrates wrote about the mighty

Approving without thinkingPART OF the tragedy of our times, especially in light of the pandemic, is that so much unthinking goes into the motion or action on governance. It’s no wonder there’s a lot of unanswered public questions, not to mention widespread confusion, if not fear.

There was a time, not too long ago, when the popular mantra in government boardrooms was ‘approved without thinking’. It was meant as a half-hearted joke. That part, of course, was risible; the other half, ridiculous.

Many heads in government these days seemed to have wrapped themselves up with this risky proposition like magnet sticks itself to even a rusty steel. The legislature, for instance, particularly the House of Representatives.

There’s a freshly passed bill in this (in)famous House that threatens to stand the Constitution on its head, particularly the Bill of Rights, the heart of the charter. The measure, approved by about 180 of its members, wants to do away with the presumption of innocence of persons believed to be involved in drugs.

How most of the House lawmakers have come to this very low regard for this Constitution can only be traced to what is known as herd thinking. There’s no more individual but herd. Maybe even a mob out there, and the American Nobel Prize author John Steinbeck warns against the social havoc that this beast can create. The irony is, according to Steinbeck, the mob can act reasonably – for the mob.

The bill comes along as the Supreme Court is tackling in a protracted oral argument multiple opposition to the Anti-Terror Law, a brainchild (no pun there) of the Senate but adopted hook, line and sinker en toto – in other words, without thinking – by the House.

The law is widely assailed for its broad and bold attack on the Bill of Rights, again. The consistency is both fl agrant and fraught, the hallmark of the current dispensation. With a little more than a year before it becomes sad or bad history, it seems to be in a rush to shred the Constitution to smithereens.

In eff ect, there has been an insidious eff ort to amend the Charter by short-circuiting it through the legislative process. This is really a dangerous time for democracy in the Philippines. And many of our elected representatives who are there in the fi rst place because of the Constitution do not seem to care a whit.

Centuries ago, John Stuart Mills had warned against this possibility. He said that in a representative system, politicians or leaders of low intelligence are likely to be voted into offi ce where as Peter Drucker famously wrote centuries later some people rise to their level of incompetence. Their prescience is unbelievable.

Don’t ever forget the ABS-CBN franchise debacle. It’s either moro-moro or a zarzuela, but it showed that you cannot trust the words of many, if not most, members of this House that has, so far, lived up to its unmistakable reputation as a rubber stamp. If you look at the legislative mosaic, every piece fi ts perfectly with the rest of the dubious attempt to jettison democracy, A.S.A.P. with time fast running out.

Part of the strategy appears to be to overwhelm the judiciary. As the High Court takes its sweet time to accommodate various sectors’ opposition to the Anti-Terror Law and try to placate somewhat the implacable chief executive, the legislature works like a law factory that cranks defective legislations whose aims are dubious, if not dangerous.

There’s a Machiavellian character to the trend, an antithesis to democracy. It’s the means more than the ends. Focus more on the results than on the motivation. The bottom line is more important than the headline, literally. After all, news fades away quickly, especially the true ones. Fake news stays forever on social media via trolls and the likes.

Thomas Edison once estimated that only 5 percent of the people think, 10 percent think they think, and 85 per cent would rather die than think. Meanwhile, the Paretto Principle says 80 percent of an organization’s output comes from 20 percent of its members.

If you do math on the House output using both rules, arriving at the sum, product, diff erence or dividend doesn’t require the mind of a rocket scientist. The thing speaks for itself. Or as my lawyer-friend wrote on a piece of tissue paper, res ipsa loquitor. Meant for the trash bin, eventually.

Spouses-petitioners allege, among others, that they were lawfully united in marriage on September 22, 2019 at the Jesus the Eternal Word Parish Church located at Riverside Subdivision, Angeles City, which marriage was solemnized by Rev. Fr. Aljim M. Tuazon.

In the Certifi cate of Marriage of petitioners, an erroneous entry was committed thereon in so far as the citizenship of the father of the groom, herein petitioner Carl Allen D. Layug, is concerned under Entry No. 9, “Citizenship” (of Father): what was erroneously placed thereon as the citizenship of Mr. Allan Fajardo Layug is “JAPANESE” instead of “FILIPINO”, the latter citizenship or nationality being the true and correct citizenship or nationality of Mr. Allan Fajardo Layug.

Petitioners further allege that Mr. Allan Fajardo Layug is a Filipino citizen since birth and has remained a Filipino Citizen up to the present without ever changing his citizenship.

Finally, according to petitioners, the reason for the wrong entry was that Mr. Alberto Y. Manlapaz, the personnel of the church who prepared and typewrote the said wrong entry, failed to change the citizenship appearing in the pre-typed entry thereon which is “Japanese” (as the citizenship of the father of the groom who were married prior to the petitioners is Japanese) to “Filipino”, which is the correct citizenship of Mr. Allan Fajardo Layug.

The petitioners pray that, after due notice and hearing, a decision be rendered ordering the Local Civil Registrar of Angeles City, Pampanga and the Civil Registrar General – Philippine Statistics Authority, Quezon City, to correct the Certifi cate of Marriage of herein petitioners in so far as the citizenship of the father of the groom (herein petitioner Carl Allen D. Layug) is concerned under Entry No. 9, “Citizenship” (of Father) from “JAPANESE” to “FILIPINO” to refl ect the true and correct citizenship of Mr. Allan Fajardo Layug.

Finding the Petition to be suffi cient in form and substance, the court hereby sets the case for hearing on April 28, 2021 at 1:30 o’clock in the afternoon. Any person interested in this Petition is hereby ordered to appear on said date and time before this Court and to show cause, if any, why the Petition should not be granted. MABALACAT CITY — Impelled by its strong corporate social responsibility, the Widus Foundation Inc. (WFI) took to the hinterland IP communities in fi ve municipalities to hand over educational and health kits in several isolated day care centers.

A children’s right advocacy and social development project dubbed “Para sa Batang Ayta” was initiated by WFI, the corporate social development arm of Widus Group of Companies, along with Clark Marriott Hotel’s CSR arm Marriott Serve 360 in partnership with the Philippine Air Force Air Defense Command and in cooperation with the local government units and the National Commission on Indigenous Peoples. Target of the project is a donation drive for 659 Aeta kids aged 3-5 years old.

To supplement the learning stage of the Aeta kids, WFI distributed educational toys and school supplies as well as vitamins and groceries to the IP communities in Bamban and Capas in Tarlac, Porac, Floridablanca, Mabalacat City, and Angeles City on February 24, 26, and March 2 to 5.

According to WFI manager Ronnel Golimlim, through their social welfare programs and constant communication with the LGUs, the “Para sa Batang Ayta” project pushed through with private-public partnership.

“Alam naman natin na sa ating society and communities, sila ang mga nasa laylayan dahil kulang na kulang ang services nila at malayo sila sa access of materials. Yan po ang thrust ng Widus Foundation, pumupunta kami sa malalayo na hindi pa napupuntahan. I think that’s the beauty of our partnership with the local governments dahil willing sila to support our initiatives,” said Golimlim.

“Isa sa mga critical foundation ng learning ay sa day care centers at karamihan sa kanila ang learning nila ay structured exercises at relationship sa mga bata dahil dun sila natututo. Pero dahil walang face-to-face, modules din ang kanilang ginagamit at nahihirapan ang mga magulang kaya nagbigay din tayo ng toys,” he added.

PAF civil military operations offi cer Jayson Geronimo said PAF continues to push for civil works through collaborative approach with the private sectors. Being proponents of peace, Geronimo noted, PAF also ensures the safety of communities through social development which is also important during this time of crisis.

“Gusto kasi namin ang collaborative approach. Naghahanap talaga kami ng pwede namin makasama dito at dahil doon nai-endorse sila ng NCIP Region 3 sa amin dahil kaya namin tugunan ang kakulangan nila ng manpower at vehicles,” said Geronimo.

“May ibang projects pa kami with them (WFI) at handa kaming tumulong para sa ating mga kababayan, with the impact of the pandemic, mas lalo na sa mga IP communities,” he added.

The WFI aims to maintain and extend its CSR programs to reach beyond the Aeta communities through diff erent projects based on fi ve major areas as its core responsibility: education, health, cultural heritage, environment, and community development.

“Point of entry namin itong project na ito sa mga IP communities since dahil dito mas lalo natin makikita kung ano yung mga talagang pangangailangan nila,” Golimlim shared. “As of today, marami kaming health programs gaya nung pagrenovate ng ibang rural health units as it will benefi t all communities not just the Aeta communities.”
