Second largest water supply company in Malaysia in terms of total designed production capacity of 1,930 MLD.

OVERVIEW OF TREATMENT PROCESSESOut of 29 nos. of WTPs operated by Puncak Niaga, 17 nos. adopted the fully conventional water treatment process.

A few WTPs adopted advanced technology in the treatment process such as listed below:

The majority of the WTPs operated are using this system. The raw water is treated through a series of process such as aeration, chemical mixing, coagulation, flocculation, clarification, filtration and finally post chemical addition prior to supplying to consumers.

2. High speed microsand settling process (Actiflo System)

• Full conventional treatment with compact state of the art water clarification system, introduced in SSP2 WTP under the BOT project.

• Design capacity of the plant is 950 MLD and commence operation in 1998.

• This clarification system has short retention time of less than 30 minutes due to its high settling rate and thus reduce plant start-up time.

• This system is able to consistently produce high quality of treated water despite fluctuation of raw water quality.

b. ADVANCED CLARIFICATION PROCESS USING ACTIFLO SYSTEM

With the designated capacity of 950 MLD, the Sungai Selangor Phase 2 WTP is one of the largest WTP in Malaysia and the first WTP in Malaysia and South East Asia using the Actiflo clarification process.

3. Dissolved Air Floatation System (DAF)

• Introduced in Wangsa Maju WTP with design capacity of 45 MLD and commenced operation in July 1998.

• The available space for plant construction was limited. Hence this system, which occupy small footprint was preferred.

• System effective for removal of high organic matters.

• System is suitable for raw water with low colour and turbidity especially from dam.

• Wangsa Maju WTP is the one and only in Selangor.

Very popular in developed country namely United States, Europe and Japan.

Introduced at two (2) partial treatment plant namely Kepong and Sungai Rumput since October 2007.

With the membrane system, both WTPs have not been shutdown for reason due to raw water quality problem.

PNSB’s obligation according to Concession Agreements :Meet the Designated Quantity & no interruption of supply to consumers.

Meet the Designated Quality based on National Drinking Water Standard issued by Ministry of Health Malaysia.

Full compliance to statutory requirement including Factory & Machinery, Environment Quality & Occupational Safety and Health Acts.

CHALLENGES

Challenges encountered to meet the contractual obligations are:

Wide range of WTP treatment processes and varying sizes

WTPs location are scattered throughout Selangor & Kuala Lumpur posing logistics challenges

Varying raw water quality throughout Selangor’s river basins

Increasing pollution sources which had led to degradation of raw water quality

Ageing assets that require extensive maintenance which involves periodic replacement and refurbishment

Prioritizing the rehabilitation works and asset replacement in consideration of limited funds

Compliance to new statutory requirement or amendment to the existing regulations

CHALLENGES

Issues related to sludge treatment, handling and disposalMost of the WTPs operated by PNSB are equipped with sludge treatment facilities but difficult to find suitable disposal site.

Under the revised Environmental Quality Act (EQA) 1974; Environmental Quality (Schedules Waste) Regulations 2005, the sludges from the WTPs with residual aluminium regardless of its concentration are categorised as scheduled waste.

In order to meet the challenges as well as meeting the contractual obligations and adherence to the Environment and Safety and Health regulations, action plan taken by PNSB which includes capital investment and asset replacement programme is as summarised:

PROCESS IMPROVEMENT INITIATIVES

Besides the normal operation and maintenance of WTPs, PNSB also conducts studies for improvement of treatment process and water quality.

Some of the studies conducted internally are:Raw water treatability and introduction of pre-treatment at Sg Serai WTP as a stop gap measure pending upgrading to full treatment plant.

Coagulation process optimization through installation of streaming current detector at 3 WTPs.

Study on use of sodium aluminosilicate for ammonia removal at WTPs facing ammonia pollution problem

Alternative chemical studies to reduce high coagulant consumption and residual aluminium at Sg. Sireh WTP.

Alternative coagulant studies and product evaluation to determine applicability at WTPs.

PROCESS IMPROVEMENT INITIATIVES

PNSB supported and participated in the jar test study on PSI by JICA under the coordination of SPAN.

Studies conducted with collaboration with local universities and international research organization include :

Alternative coagulants for water treatment plants

Optimization of coagulation process

Moringa oleifera, a potential natural coagulant being studied

Particle diffuser analyzer to be studies for possibility to optimize coagulation process

SLUDGE TREATMENT FACILITIESNew WTPs built after 1990s’ are equipped with sludge treatment facilities

SSP2 WTP, 950 MLD (1996 – 2000) – sludge lagoon

Wangsa Maju WTP, 45 MLD (1998) – sludge treatment facilities

Sludge treatment facilities were constructed at 16 WTPs in 2007/2008 under capex works.

Sludge treatment facilities installed at WTPs comprises of:Thickener

Mechanical dewatering system

Sludge cake collection system

Water recovery system

The sludge sediments from the filters and clarifiers are thickened and dewatered to produce solid sludge before they were disposed off at prescribed premises.

SLUDGE TREATMENT FACILITIES

The effluent discharged has to meet the required standard issued by the Department of Environment.

Issue remain unresolved is difficulty in finding suitable sludge disposal sites.

The total sludge production is estimated about 700 tonne/day.
