Distinguishing Features of Work:An employee in this position keeps

records of accounts in a small accountingunit. Work follows establishedprocedures. Employee processes routineday-to-day functions with littlesupervision, but problems involvingpolicy matters or significant irregularities,are referred to the Accountant for adviceand assistance. Duties require theapplication of accounting principles andtechniques and include the use ofcomputers and other accountingsoftware. Supervision is received fromthe Accountant through review ofcompleted work, periodic audits ofaccounts and the progress ofassignments.

Duties and Responsibility:The successful applicant will be

required to:Maintain general books of accounts

such as cash books, vouchers andcheque books, general ledgers andjournals, post entries from supportingrecords and make adjusting entries.

Maintain current personal records,compute and prepare pay sheets and postdeductions.

Maintain expenditure and budgetarycontrol accounts.

Collect and prepare particulars ofcontributions to various funds.

Prepare cheques, monthly payroll ofthe Eastern Caribbean Supreme Court[ECSC] staff, bank deposit slips of allmonies received and per diem advancesto travelling officers.

Assist in reconciling all bank accountsin the ECSC, and the preparation ofschedules for the annual audit of theECSC accounts.

Perform related work as required andassigned to by the Accountant.

Required Knowledge, Skills andAbilities:

Knowledge of computerizedAccounting in particular PeachtreeAccounting.

Knowledge of office methods andfamiliarity with the use of standard officeequipment.

Knowledge of Accounting principlesand practices.

Ability to perform detailed workinvolving written or numerical data andto make arithmetical calculations rapidlyand accurately.

Projects:Formulate projects consistent with

GOSL’s PSIP and the short, medium andlong term GOALS of the Ministry.

Prepare projects briefs as may requiredby GOSL and/or funding agencies.

Recommend possible sources offunding for conceptualized projects.

Prepare Terms of References (TOR’s)for required studies.

Shortlist or prequalify consultants.Assist with Consultancy Awards.Supervise Consultants.

Assist and guide the consultants inproject design.

Submit designs and costs to FundingAgency as may be required.

Supervise the implementation phase ofthe project.

Carry out post project implementationreviews.

Environmental:Conduct baseline Environmental

Impact studies in the instance of theMinistry of Communications, Works,Transport and Public Utilities’ civil worksprojects.

Advise others on possible negativeimpacts of civil works practices andmeans of mitigation.

Monitor activities in watercourses andthe coastline to ensure compliance withGOSL conservation policies (e.g. Sandmining) in the instance of thesustainability of the environment.

Monitor contractors to ensure properenvironmental practices at work sites.

Works:Assist the Chief Engineer in preparing

the fiscal budget for the TechnicalServices.

Assist in formulating Annual andQuarterly work programmes in functionsof the approved budget.

Assist in prequalifying contractors forthe tendering process for works.

Assist the Departmental Tenders andCentral Tenders Board in the issuance ofcivil works contracts.

Carry out day-to-day supervision ofall works.
