THE OFFER

WHOYOUARE

Public Practice offers placements to public authorities and organisations in England, including local or city government, combined authorities, development corporations, or publicly-led delivery vehicles. The first cohort in 2018/19 will be focused on London, the South East and East of England. Expressions of interest are welcomed from individual Authorities, or groups of more than one Authority.

WHATWE

OFFER

Public Practice offers outstanding Associates for 12 month placements, aligned with financial years. We work with Authorities to define your job description, person specification and selection criteria; we run a high-profile recruitment campaign and rigorous pre-selection process; and we present you with a shortlist of high quality candidates for interview. Selected Associates will benefit from initial training and ongoing personal development and support provided by Public Practice. They will spend 90% of their time placed within your Authority, and the remaining 10% working as a cohort on collective research and development. Your Authority will have access to all research produced by the Associates, and your staff will be able to participate in a programme of Public Practice events.

Public Practice invites expressions of interest from Authorities with a progressive approach to the role of planning in shaping the future of their places. We are looking for Authorities who share the ambitions of Public Practice, and can demonstrate senior commitment to the programme at Chief Executive or Executive Director level. We want early adopters who are open to co-designing Public Practice with us. You should be able to offer a place-based role, for example centred on a particular town centre or growth area, with opportunities for cross-cutting work across teams or departments. Preference will be given to new roles that offer genuine additionality over existing vacancies. Authorities will employ Associates directly on salaries of between £30,000-£50,000 plus on-costs, either as a fixed-term contract or secondment, and pay an annual membership fee to Public Practice at an initial rate of £4,000.

Please submit one Expression of Interest for each placement you are considering offering. Please complete as much of this form as possible, within the stated word limits. We will seek to match Associates to Authorities based on the information in this form. The more detail you are able to provide, the more likely we are to be able to find the right match.

Public Practice will review all Expressions of Interest submitted on the basis of the roles offered, and their impact, additionality, deliverability, and eligibility. Shortlisted Expressions of Interest will be worked up into job descriptions for matching with shortlisted Associates.

Hosting an Associate is an opportunity to build planning capacity within your organisation and explore new ways of working. Preference will be given to placements that offer genuine additionality over existing roles or vacancies – although we will consider all types of roles. DELIVERING THE PLACEMENT

Funding and approvals for placements do not need to be confirmed at Expression of Interest stage. However, we are more likely to be able to offer placements to Authorities that can demonstrate greater levels of certainty over funding, approvals, and senior level buy-in.

ELIGIBILITY

We ask that Authorities understand and agree to our eligibility criteria before we offer placements. Please tick the boxes below to confirm you agree to each of the following:

Authorities will be involved in the assessment of Associates, however Public Practice will make the final recommendations on the selection and placement of Associates. Authorities have the right to accept or decline recommendations.

The start date for placements is 1 April 2018. Can you confirm this start date will work for your organisation?

If not, what start date would be preferable?      

Associates will attend an induction training course from 2-6 April 2018. Associates will join Authorities from 9 April 2018.

Whilst on placement, Associates will spend the equivalent of one day every two weeks taking part in the Public Practice research and development programme. Authorities will also have opportunities to participate in the programme, and access to all research outputs.

Authorities are required to pay a £4,000 membership fee to Public Practice when an Associate is placed with them.

WORKING WITH PUBLIC PRACTICE

For the first cohort of Public Practice, we are particularly keen to work with Authorities and officers that are interested in helping us to shape and develop the programme. We want to make sure that Public Practice works for you, and welcome your input, ideas and feedback. Please indicate which aspects of the programme representatives from your Authority would be willing to contribute to:

Hosting Associate training at your sites (April 2018 onwards)

In addition to the work Associates will engage in on placements, Public Practice builds capacity for host Authorities through our research and development programme. Associates produce practical, relevant and topical case studies and guidance on good public practice – which might range from the use of technology for better public engagement, to new models of land disposal.
